3 INTRODUCTION Forza Operating, LLC (Forza) is proposing to directionally drill the South Hammock Prospect, an oil and natural gas well, in League City, Texas. The proposed well location is located in the A-18 Langley Gas Unit and the approximate coordinates are N and W (Figures 1 & 2). Figure 1: South Hammock Prospect Vicinity Plan 2

5 LIGHTING SUMMARY Figure 3 & 4 illustrates the layout of the lights for the South Hammock Prospect. The perimeter lights shown will not illuminate areas outside of the well pad. Forza and its drilling contractor will utilize shielded lights on the South Hammock Prospect drilling rig. Shielded lights will reduce the impacts to neighboring residents and surrounding community and traffic. Figure 5 displays a rig utilizing shielded lights while Figure 6 displays a rig not utilizing shielded lights. As shown on these figures, shielded lights provide for much more control and directive positioning of the light produced. Figure 3: Lighting layout 4

8 The two styles of shielded lights to be used on the drilling rig are the AFL series flood light (Figure 7) and the MAR series (Figure 8). These floodlights are commonly used on land based drilling rigs to prevent impacts to neighboring areas such as highways and neighboring residents and these shielded lights greatly reduce the amount of excess light that is distributed outside of the drilling rig facility. Forza will utilize these types of lights or lights which provide the equivalent shielding and light reductions. Figure 7: AFL Series Floodlight Figure 8: MAR Series Fixture 7

9 Light towers (Figure 9) will be utilized around the drilling rig to light the drilling pad during drilling operations. This design is a standard light duty tower that produces 1,000 watts of light energy and is commonly used at land-based drilling operations. Forza will utilize this type of lighting tower or an equivalent with the same protections and capacity. All light towers will be located to direct the light produced towards the operations occurring at the site. The lights will be maintained and monitored to ensure that all possible light is focused on the operations. Figure 9: Example light tower around drilling pad 8

10 CONCLUSION Forza Operating, LLC (Forza) is proposing to drill the South Hammock Prospect in League City, Texas. The proposed well location is located in the A-18 Langley Gas Unit and the approximate coordinates are N and W. Through the use of the shielded lighting throughout the drilling rig, minimal if any excess lighting will leave the site. Through these measures and the maintenance and concern afforded to the lighting operations, Forza will reduce impacts to the neighboring areas. 9

Brief Summary of Analysis: Luminaire manufacturer data, fixture wattage and type, mounting heights and locations were provided by our client, T. Baker Smith. Using AGl32 lighting software from Lighting Analysts (see pages 2 and 3 for certification), our team replicated the site-lighting scenario for the proposed site and predicted the behavior of light throughout the property. Recommendations were made to our client that any lighting fixtures having adjustability, tilt, etc, be aimed and/or adjusted in a way to minimize lighting impact on the surrounding area. 13 December 7, 2009 Regarding AGi32 Software Validation and Verification The development of the AGi32 software program is based upon twenty six years of experience in the design and implementation of illumination engineering software programs. Throughout this time Lighting Analysts, Inc., Littleton, Colorado, USA (LAI) has maintained a rigorous quality assurance plan for the development and maintenance of software and its related documentation. We believe the AGi32 software to represent the best possible practices for the computation and visualization of the lighted environment. Since its initial release in 1999, the AGi32 software has undergone ten major upgrades and over 35 minor updates. Each product release, major or minor is processed through an internal test suite of lighting simulations designed to validate the consistency and integrity of calculated results. The results of the test suite process are periodically compared with similar calculation programs by others as a benchmark of relative performance amongst industry tools. Observations have recorded consistent results within +/- 2% for direct illuminance computations and +/- 10% for interreflected environments. Empirical benchmarks comparing calculated results with actual measured results have been performed for a variety of lighted environments. Due to the fact that Lighting Analysts does not have complete control over all of the possible variables in these simulations, results cannot be truly validated, however, the comparisons are extremely favorable. AGi32 is the only illumination engineering software program to publicly publish the results of the CIE-171 benchmark for lighting software: Test Cases to Assess the Accuracy of Lighting Computer Programs. 14 AGi32 VnV, page 2 AGi32 and Calculation Methodology The AGi32 software utilizes a variety of different calculation algorithms to arrive at predictions for the lighted environment. The methodology employed is dependent on the type of computation selected (e.g. roadway, direct, interreflected etc.), the desired result, the model complexity and user input. Where appropriate, calculation methods are in accordance with techniques prescribed by the Illumination Engineering Society of North America (IESNA: and the Commission International de Le Eclairage (CIE: ). This includes basic functionality such as: Zonal Cavity Method for interior estimation Direct illuminance calculation (illuminance at a point) Pavement luminance calculation (plus associated quantities) Unified Glare Rating (UGR), Glare Rating (GR) Sky luminance models Daylight Factor By virtue, AGi32 also incorporates a number of proprietary calculation methods to handle complex illumination engineering tasks where standardized procedures either do not apply, are not suitable, or are not available. Calculations subject to proprietary methods follow: Interreflected light calculations are performed by radiosity techniques.
