2 School Attendance End of Year Report Departmental Goal Achievement and Attendance Initiatives Submitted by Melissa Burke, School Social Worker/Attendance Court Liaison During the SY, the Superintendent s Attendance Initiative introduced by Superintendent Russell during the SY was continued and focused on decreasing chronic absenteeism. Chronic absenteeism is defined as missing 10 percent or more of school days including all absences, excused or unexcused and suspensions. Attendance awareness messaging to parents, students, school staff, and community stakeholders went out at the beginning of the SY in August. The district focused on attendance in September for Attendance Awareness Month with the kick off of the Everybody Every Day Campaign. The campaign included a student contest, the Everybody Every Day Poem, Poster, Video Rap/Song Contest which encourages students to display their artistic creativity while highlighting why school attendance is important to education and school achievement. There were 44 winners in the respective categories that were awarded. The Shirley H. Lee Community Support for School Attendance Award Recipient was awarded to Ms. Elizabeth Burns, School Counselor, Sweetwater Elementary School, for her commitment to promoting regular school attendance. Other attendance initiatives included: 234 students were awarded a certificate at their respective schools based on their perfect attendance for the SY Excellence in Attendance Award which recognizes the schools with the highest attendance rate at the elementary, middle, high school, and alternative levels at the end of each semester. Winners for first semester of the SY were: Sweetwater Elementary at 96.14%; Silver Sands Middle at 96.13%; Deland High at 96.86%; and PACE Center for Girls at 87.86%. The second semester winners were: Sweetwater Elementary at 95.79%; Silver Sands Middle at 95.29%; Deland High at 96.31%; and PACE Center for Girls at 85.56%. The final district attendance initiative was the Superintendent s Attendance Challenge Award. This award was given to the top schools at each level achieving the highest reduction in chronic absenteeism (CA) during the third nine- weeks of the SY. The winners were: Elementary: 1st place, Volusia Pines Elementary began with 24% and ended with 19% CA rate; 2nd place, Longstreet Elementary began with 27% and ended with 23% CA rate; 3rd place Edgewater Public School, began with 21% and ended with 18% CA rate; Middle: 1st place, Southwestern Middle began with 19% and ended with 15% CA rate; 2nd place, Deland Middle began with 24% and ended with 23% CA rate; 3rd place, Hinson Middle remained the same at 16% CA rate; High: 1st place, Seabreeze High began with 13% and ended with 10% CA rate; 2nd place, New Smyrna High began with 15% and ended with 14% CA rate; 3rd place, Deltona High remained the same at 9% CA rate; Duel Challenge Winner: Westside Elementary began at 30% and ended with 27.9% CA rate In addition to the winners, 21 schools met the chronic absenteeism goal of reducing their CA rate by 10% Creation of nudge letters with assistance from TS was implemented. Five pilot schools tested this initiative from 1/15/18-1/25/18. The schools included Holly Hill School, Sweetwater Elementary, Horizon Elementary, DeLand High, Southwestern Middle. The District went LIVE on 2/2/18 Automated (Elementary); 2/5/18 On Demand (Elementary & Secondary) Collaboration with Daytona Beach Police Department, South Daytona Beach Police Department, Ormond Beach Police Department and Volusia County Sherriff s Office continued this SY. The School Resource Officers and other police officers made regular home visits to students who were habitually truant on teacher duty days, holidays, etc.

3 Collaboration with Stewart Marchman Act-CINS/FINS Program, State Attorney s Office and Volusia County Teen Court Program to follow-up on truancy referrals The Attendance Goals for School Social Work Services were: 1. To decrease the chronic absenteeism rate by 10%. At the end of the school year, Volusia County Schools district rate of chronic absences was 17.4% which equates to over 10,000 students. Social Workers were able to disaggregate chronic absenteeism attendance data from the KEEP report and shared this information with schools during the SIP meetings, principal planning meetings, and attendance planning meetings. In addition, the attendance social workers participated in Attendance Works Webinars to learn how to help schools, parents, and students decrease chronic absenteeism. 2. To decrease the percentage of students who are habitually truant with emphasis on the homeless population. Social Workers worked towards this goal by monitoring school attendance, disaggregating attendance data, promoting attendance and engagement initiatives, and providing support to schools, students, and their families to improve attendance. The Attendance Social Workers targeted the homeless students with excessive absences on a monthly basis by running the compulsory school attendance reports and referring them to PST for intervention services; identified homeless students that earned a below level on the FSA last school year and referred to PST; and ensured that homeless students were in attendance for the state assessment testing by making student/parent contacts via phone contacts, home visits, letters, etc. The Attendance Team assisted school-based staff in identifying all truant students (students with 15 or more unexcused absences within a 90 calendar period) at each of their assigned schools by providing monthly habitual truancy reports and inquiring about interventions for those students on the list. Documented interventions were provided to the Coordinator monthly. The overall rate of students who were habitual truants for the SY was 3.9% which represents 2448 of the total population of truant students. The overall rate of homeless students who were habitually truant was 19.5% which represents 478 students of the total population of truant students. The overall rate of ESE students who were habitually truant was 32.8% which represents 802 students of the total population of truant students. The Team also looked at students who were chronically absent and the district rate was 16.9%(10,553 students). The district rate for homeless students who were chronically absent was 12.8% (1346 students). The district rate for ESE students who were chronically absent was 29.5% (3117 students). For the SY, there were 808 total attendance referrals received. School Social Workers for Attendance submitted 3 Teen Court referrals, 118 CINS/FINS referrals, 78 ASAP referrals, and 25 adult court referrals submitted to the State Attorney s Office for violation of the compulsory school attendance law. The School Social Workers for Attendance were supportive in assisting the district in resolving DNE withdrawal codes again this school year in order to ensure that the district s count was accurate for the submission to FLDOE for annual withdrawal reporting (i.e. Survey 2-5). On 8/18/17, there were 1778 students coded as DNE. All DNE codes were resolved by 2/12/18. Attendance Team School Social Workers provided follow-up services to terminated home education students and families. They assisted 203 students in getting back into regular school attendance. The Team assisted the Home Instruction/Off Campus Instruction programs by providing follow-up services for 7 students who were not accessing their services. Two School Social Workers for Attendance provided support to the alternative education schools by providing transition services for those students who were placed at Highbanks Learning Center or Riverview Learning Center by DSPC or their respective (ESE) IEP teams.

Research shows that missing at least 10 percent of school days in a year for any reason is a primary cause of low academic achievement and a powerful predictor that students will eventually drop out of school. *Note: Due to the constraints of the data system, the chronic absenteeism rate is only inclusive of excused and/or unexcused absences and does not include out of school suspensions for the school year. 1
