CAPTURE AND TRANSPORT OF LOWER COLUMBIA RIVER FALL CHINOOK SALMON DURING THE YEAR OF CONDIT DAM REMOVAL. Rod Engle USFWS, Credit Jeanette Burkhardt Credit Jeanette Burkhardt
Issues related to fish populations 2.7 million cubic yards of sediment in reservoir (1/2 full) million will come out within 2-5 years depending on flow. Update to that likely mortality event for all fish below dam and suffocation of existing redds impact to LCR fall Chinook salmon (ESA-listed) need to be mitigated during year of removal. Working Group started meeting back in 2006 to discuss preparation for removal
White Salmon Working Group Near monthly meetings since 2006 Coordination of fish restoration and reintroduction efforts Pre and post removal monitoring and evaluation.
Back in 2006, What is the Plan? Original mitigation concept was. Discussions within the WSWG involved current knowledge and future efforts Juvenile Trapping and Genetics directly affected these decisions USGS studies in lower White Salmon River (Allen and Connolly USGS) Christian Smith AFTC Other adult studies studies 2008 Capture, transport and reintroduction feasibility study Evaluation of a Resistance Board Weir for Capture Where we landed different than original.
Pilot Study of Capture/Transport in 2008 Underwood In-Lieu Site Seining and Gill Net Areas White Salmon Ponds Lower section of the White Salmon River depicting the back water from Bonneville Reservoir and the approximate location of seining and White Salmon Ponds.
Outplant Locations During 2008 Condit Dam Northwestern Lake Release Site Release sites for LCR fall Chinook captured downstream of Condit Dam. Chosen based on: 1) Lower and Upper available spawning area for LCR Fall Chinook historically. 2) Access and availability for use by large adult transport truck. Husum Falls Release Site
Redd Survey Results 80 total redds (estimate) 5.3 adults/redd 2.7 females/redd Spring Creek NFH Males Spring Creek NFH Females White Salmon Males White Salmon Females TOTAL
2009 Pilot Study Additional Capture Option? Determine the feasibility of weir and ponds for capture of adult LCR fall Chinook salmon during year of removal Estimate overall escapement of LCR fall Chinook salmon to the weir
2009 Methods Used historical Spring Creek NFH brood stock collection ponds

Passage Chute Methods E 1.9 Passage Chute and Camera Box Connection VPS (Video Passage System) Video Box
Results Ran the ponds and video passage system from August 25 th October 9th Est.1 = 725 (321 wild) Est. 2 = 777 (317 wild) Targeting 600+ adults for year of removal.
Actions During Year of Removal 2011 Informed by Previous Studies 1. Both seining and White Salmon Ponds with weir will be used to capture adult fall Chinook salmon. Also will transport steelhead based on genetic relatedness to upstream O. mykiss population. 2. Prioritized mitigation during Capture adults in White Salmon (Wild, plus Hatchery Origin) 2. Transport adult returns from SCNFH 3. Fry outplant during Spring 2012 if not <70 redds documented. 3. Incidental species transport or surplusing program that accounts for both hatchery and natural origin fish.

Capt. and Trans DATE FCS-W FCS-H 5-Oct Oct Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Sep Aug Aug 1 TOTALS Capture and Transport Moved 679 (299 were females) total tule fall Chinook salmon Capture was about 85% Natural Origin WSWG members cooperated with efforts. Daily cooperation with YN and USFWS to complete capture and transport. Successful for both Ponds and Seining. Seining outweighed pond captures Efficiency WDFW Carcass Surveys Estimate of remaining tule fall Chinook salmon was 2,289 composition was similar! We were 23% efficient with our capturing techniques. Not bad when you consider efforts and abilities. Redd Surveys.
2011 White Salmon Redd Surveys Estimated 180 total redds (nests) from the 299 female fall Chinook transported upstream Similar distribution of redds as previous study (2008) but some redds have washed out in lower area (white) Only documented redds between reservoir and Husum Falls (RM 7.8). Nothing above Husum Falls for fall Chinook salmon spawning. Redd Survey Results 180 total redds (estimate) 3.7 adults/redd 1.6 females/redd
2011 White Salmon Redd Surveys, Cont d Some Redds have washed out in area of upper reservoir where downcutting is occurring. What does downcutting mean to the habitat that was there and why is it occurring? Both fortunate and unfortunate 98 Years of cobble dropping out of water column leads to superb area for spawning! Can t reason with a 20-40lb female salmon don t go there! Cobble is redistributing, bedload transport reconnected throughout the system Lower area 98 year of sediment starvation literally ended in days.

Dam Removal Without Properly Functioning Conditions Dam Removal with Properly Functioning Conditions (i.e. restoration) Population Capacity Abundance Capacity Abundance Coho salmon Fall Chinook salmon (tule) Modified version of Table 31 from White Salmon Subbasin Plan (Normandeau Associates 2004) showing potential abundance of adult salmon and steelhead within the basin after Condit Dam removal. Estimates were derived from summarized data, and are from outputs of EDT Modeling by USGS (Allen and Connolly 2006) Steelhead Spring Chinook salmon
How Far Will Fish Migrate Up the White Salmon River After Condit Dam is Removed? Pertinent Falls RM 2.6 No only 4 feet Unknown falls beneath Northwestern Lake? Potentially another falls similar to RM 2.6 No RM 7.6 Husum Falls No for most (8-10 ft) Potential for fall Chinook salmon based on run timing and flow RM 12.4 BZ Falls Significant Barrier (15-17 feet) Steelhead probably would get over. Spring Chinook Salmon not likely to pass. RM 16.2 Big Brother and Little Brother Barrier to all except Pacific Lamprey. Tribs, defer to others but some colonization likely.
Summary Many studies and lots of cooperation among the WSWG members led to this successful effort. Service will work with White Salmon Working Group,UCD, Co-managers as requested or needed. work products available online (fws.gov/columbiariver) Hindsight 20/20 more fish could have been outplanted in other sites but likley redds still placed there in downcutting area. Pre-removal monitoring has been completed on several levels that you already may have heard about or will hear about today. Future Tasks Post-removal monitoring of salmon and steelhead will be jointly attempted by the parties of the White Salmon Working Group USGS BRD bathymetry study of lower river pre-removal. Additional funds and work already in development.. Post-removal monitoring of both Lamprey and Bull Trout will also occur over a number of years/intervals.
