1 Student Procedures Handbook GUIDELINES FOR SUCCESS
2 Goal Statement Starr Elementary School will be a place where all students can excel academically and socially and learn in a safe, calm, and respectful environment. 1. Take care of yourself. 2. Take care of others. 3. Take care of this place. 3 RULES FOR STUDENT SUCCESS. 3 STEPS TO SOLVE CONFICTS. 1. Use Your Words Students are encouraged to tell others what they think and feel in a respectful manner 2. Walk Away Students are encouraged to walk away when they can t manage a situation or solve a problem (cool off). It is hard to fight or argue with someone when you are not there. 3. Get Some Help If students cannot solve the problem, seek an adult to help. If that adult is busy, find another that can assist. STUDENT EXPECTATIONS: Students are to assist in maintaining our beautiful school campus by staying out of planted areas, not throwing balls against the walls of the school buildings, picking up litter and putting it in the trashcans. Use the restrooms during recesses and not during class time. Make arrangements with their family in the morning about what they are to do after school. Students should walk at all times on the school campus unless at recess or PE. Do not play in the restrooms or hallways. STARR STUDENTS WILL SHOW RESPECT TO ALL AUTHORITY FIGURES. All adults will be spoken to with respect and without attitude. Students are expected to follow directions from and answer to any adult employee on campus. Directions are to be followed the first time they are given! Respect and courtesy will be given to: Your Teacher Custodial Staff Noontime Assistants After School Staff Crossing Guards Cafeteria Personnel Administrators Office Staff Parent Volunteers 1
3 STARR STUDENTS WILL NOT PARTICIPATE IN ANY FORM OF BULLYING Bullying is INTENTIONAL, repeated hurtful acts, words or other behavior such as name-calling, threatening, or keeping someone out of a group, committed by one or more children against another. Kinds of bullying verbal, physical, emotional, cyber bullying. Could result in suspension or expulsion! STARR SCHOOL ANTI-BULLYING RULES 1. We will not bully others. 2. We will try to help students who are bullied. 3. We will try to include students who are left out. 4. If we know that somebody is being bullied we will tell an adult at school and adult at home. WHO IS AN UPSTANDER An UPSTANDER is a person who takes action particularly when the easiest or most acceptable course is to do nothing! UPSTANDER PLEDGE I WILL Support anyone being bullied Tell a friend, teacher or adult Ask myself, How would I like to be treated? Note where bullying occurs Do something Understand why bullies bully Practice being a good role model 2
4 STARR STUDENTS WILL REFRAIN FROM USING ANY FORM OF PROFANITY! Use positive words that lift people up! Successful people and respectful people do not have to resort to using foul language or inappropriate gestures to get their point across to another person. Repeated use of and forms of profanity or hurtful language could result in a trip to the Responsibility Room or Suspension! STARR STUDENTS WILL FOLLOW THE STARR ELEMENTARY CELLPHONE POLICY Cell phones are allowed on campus, however: They must turned off and put away in a backpack or pocket. They must not be taken out at any time during the school day. No phone calls or texting during the school day at all. If the cell phone policy is not followed or abused, the cell phone will be taken and a parent will have to come and get it. STARR STUDENTS WILL DRESS FOR SUCCESS AND FOLLOW THE DRESS CODE! If you look professional, you feel professional, and you act professional. FUSD is revamping the district dress code. The following is from Fresno Unified leadership: Dress Code Changes: As you know we have had a team that has been working on the dress code changes for our district. We currently have an advisory team that will be finalizing the AR. You will be receiving more information in September. This will be a year-long role out and implementation for our district. As you head into opening of school please be informed of the following major changes for dress code: 1. Students cannot be suspended for dress code issues 2. The dress code is gender neutral 3. There are no violations for any hairstyles *Any additions to the dress code can only be for safety and health concerns STARR STUDENTS WILL NOT BRING OR CHEW GUM ON CAMPUS Gum is not allowed on campus. Gum makes a mess of our beautiful campus. Gum chewing may result in loss of privilege, community service such as scraping gum off blacktop and hallways, parent contact, or suspension. STARR STUDENTS WILL SHOW EXCELLENT CAFETERIA BEHAVIOR Keep the line moving forward 3 to a bench Sit at your designated table Do not grab lunches from the Kitchen Crew. Patience! Say Please and Thank You Use the appropriate voice level Clean up after yourself 3
5 STARR STUDENTS WILL FOLLOW THEIR TEACHER S HOMEWORK POLICY Homework is an important part of the school day. It is assigned to provide further practice in the lessons taught that day or week. Students are expected to be responsible for making sure that homework is completed and turned in. To ensure quality completion of homework the following guidelines should be followed: TEACHERS RESPONSIBILITIES: Assign homework Monday through Thursday. Carefully explain homework assignments in class. Collect and check completed homework assignments. Maintain a record of homework returned. STUDENT RESPONSIBILITIES: Take homework home. Do the assignment. Return completed homework assignments at the designated time. Ask the teacher for further guidance if they do not understand the homework assignment. PARENT RESPONSIBILITIES: Provide a quiet place to study. Encourage and assist when possible or necessary. Review the completed assignments. POSSIBLE CONSEQUENCES: Grades affected by missed assignments. Parent contact STARR STUDENTS WILL FOLLOW THE HALLWAY PROCEDURES AND ROUTINES Any students walking unaccompanied in the hallway must have a Hall Pass. Do not play in the hallways. Classrooms walking down the hallway should walk in a straight and quiet line. Students shall keep their hands, feet, and objects to themselves. All individuals will observe the Quiet Zone (Level 0) signs and limit conversations in the hallway during instruction time to a minimum. SNACKS: Healthy snacks are encouraged, i.e., fruit juices, water, fruit, yogurt, health bars, pretzels, etc. Containers, wrappers, papers must be thrown away. Snacks may be eaten only at morning recess. Snacks cannot be brought to the cafeteria during lunch. 4
6 ARRIVAL: Upon arrival at school (7:45), students will be seated at the picnic tables until the morning recess bell rings to enter the playground. Before school (7:55-8:12) students must remain on the blacktop area. DISMISSAL School dismisses at 2:20. Students are to go directly to the front of the school and wait for parents or busses. There is no running or playing around. Please wait patiently to be picked up. If your parents haven t arrived when supervision ends, you are to wait inside the office quietly. No students should be on campus unless they re in an after school program or activity. RESTROOMS: Primary students are to use the Primary Restrooms only. (Third grade students in upper grade hall may use the upper grade bathrooms.) Intermediate students are to use the Intermediate Restrooms only, except before school. Students in grades 3-6 will sign in and out in their classrooms when they leave to use the restroom during instructional time. The restrooms in the cafeteria are to be used by students only after 4:00 pm. Students are to use soft voices when in the restroom. Students are to respect the privacy of others in the restroom. Students who vandalize the restrooms or use the restrooms inappropriately will be disciplined accordingly. PLAYGROUND EQUIPMENT BORROWING PROCEDURES: Walk to the designated Playground Equipment Bucket. Stand in line. Wait your turn. Be polite. Walk the equipment back to the designated bucket after recess. Hold the ball and carry it. Ball room monitors are responsible to record/report lost and broken equipment. Ball room monitors are responsible for keeping ballroom clean and orderly. PROHIBITED ITEMS: Toys, games, card collections, playground equipment, electronic devices and other items that are distracting to the school environment are not to be brought to school. Bringing these items create several problems. It takes away from the learning environment and causes problems dealing with lost and stolen items. If these items are brought to school the teacher or administrator will take them away and request that the parent pick up the item. 5
7 STUDENT RECESS PROCEDURES Students shall keep their hands, feet, and objects to themselves. Walk to the area of choice. NO RUNNING ON BLACKTOP. Students are to play in designated areas only. Follow all playground and equipment rules and procedures. Snacks must be eaten at the picnic tables. Students should use the restroom and get drinks of water during recess. All activity must stop and students must freeze when the 3 minute warning bell rings. Students will report to their lines when the whistle is blown. Students are to be lined up when the second bell rings. Students are to line up in a straight and quiet line while waiting for their teacher. Walk in a quiet single file line to the classroom. Failure to follow recess rules and procedures can result in a trip to the Responsibility Room. Disputes at recess will be handled by the teachers on duty and not carried over into instructional time. Students are to walk on the blacktop area unless playing games. Students are not to play contact games such as tag, chase, ball tag, dodgeball, and streetball. Students are to walk through the woodchips. Playing ball in the woodchips is not allowed. Serious rule infractions will be referred to the administration. (Serious infractions Include intentional behaviors that may be verbal, physical, disrespectful, or defiant towards students or adults.) ATHLETIC EQUIPMENT: Students must leave personal athletic equipment at home unless directed to bring it by a teacher or an administrator. Red rubber balls are to be bounced on the blacktop only. Red rubber balls are not to be kicked. Soccer balls may be kicked on the grassy play areas only. Basketballs are to be used for playing basketball on the blacktop area only. They are not to be kicked. Volleyballs are to be used for playing volleyball only. They may not be kicked. Footballs may be thrown or kicked on the grassy play areas only. Footballs are not to be used on the blacktop or play structure areas. Students are to refrain from hanging on basketball and volleyball nets. 6
8 RULES FOR PLAYGROUND STRUCTURES AND PLAYGROUND GAMES CLIMBING WALL: Only one student may be on the wall at a time. Only three students are allowed to sit at the top of the climbing wall. Students must climb up the wall and climb down the ladder. Students must climb down by way of the ladder only. Jumping from the top of the climbing wall is FORBIDDEN. KICKBACK: Kickback may be played with a soccer ball. Students may play kickback against the free-standing wall on the grass area. Arguments during kickback games will result in the loss of the ball. SWINGS: Students are limited to turns of 25 swings at a time. A swing is defined as back and up. Students not on the swings must stand on clear of the swinging students while waiting their turn. Students must swing facing the grass. Students must swing forward and refrain from twisting and swinging side to side. Students are not to jump off of the swings. PLAY STRUCTURE: Students should keep their hands, arms, legs, and feet to themselves while on or near the play structure. Students are expected to obey any directions given by an adult supervisor while playing on the play structure. Students are not to play tag on the play structure. Students are not to climb, sit, stand or lie on top of the play structure. SLIDE: Students are to climb up the ladder to the top of the slide and slide down without a lengthy pause at the top of the slide. Students are to slide down one at a time. Students are to move away from the bottom of the slide quickly to avoid injury. FOURSQUARE Four players, others must wait in line Use one ball only. If ball touches any line, thrower of ball is out Ball must bounce one time If a ball bounces in a square more than one time, that person is out Do not throw the ball at a person If new rules are created, all players must agree before game starts During the learning process, students are allowed two bounces. 7
9 TETHERBALL RULES The server s opponent is given the choice of the side of the court he wishes to play and the direction the server will serve the ball During the game, each player must remain in his/her own playing zone The server starts play by throwing the ball into the air and striking it with his hand or fist As the ball travels around the pole, the server attempts to hit again and again in the direction of the original serve The opposing player tries to wind the ball around the pole by hitting the ball in the opposite direction The ball is not considered in play until the server s opponent hits the ball (i.e., the server cannot win the game by winding the rope completely in his direction before the opponent has had the opportunity to hit the ball at least once) The player who first winds the rope completely around the pole with the ball touching the pole wins the game FOULS: Hitting the ball with any part of the body other than the hands or forearms Stopping continuous play by holding or catching the ball Touching the pole with any part of the body Hitting the rope with forearms or hands Stepping on the neutral zone lines or out of the circle Throwing the ball KICKBALL Batter (kicker) stands behind home plate before kicking the ball Batter kicks the ball which has been rolled to him/her Ball should be rolled only with moderate speed If kicker kicks ball from grassy area they are out! Kicker receives 3 pitches only 3 outs change sides Runners on base may not lead off or steal a base Runner is out if ball arrives to base or student is tagged out in a controlled manner(i.e. thrown and caught, not thrown at runner) 8
10 BASKETBALL FULL COURT NO STREET BALL! Others wait outside court for their turn 1 Ball Fouls Must give up ball to opposing team o Grabbing o Pushing o Tripping o Elbowing o Traveling Moving without bouncing or dribbling ball Jump Balls o When ball tied up, play stops o Teams must alternate taking the ball out SOCCER First graders may only play soccer with first graders. Second and third graders may play together. Fourth graders play with fourth graders Fifth and Sixth grade students may play together. 1 Soccer ball only Game must be played within the soccer field o Burnt center line is endline o Burnt lines at sides of field are the sidelines Only the goalie can touch a ball that is in-bounds No physical contact No slide tackling or shoulder tackling No arguing/rough play/name calling or poor sportsmanship, player must leave game Continued or repeated arguments: all players will be ejected Out of bounds: o Last team to touch ball loses possession o Ball is thrown in with two hands and over the head o If disagreement on possession, goalie can kick or throw in ball. Goal: o Ball goes within metal goalpost or designated o Team that scored is on defense o Ball starts from the end of the soccer field 9
11 FOOTBALL The only kind of football allowed is NON-TACKLE, TAG OR FLAG FOOTBALL! The game begins with a kickoff from a goal line, with all players on the kicking team onside. o If it is kicked out-of-bounds (and not touched by the receiving team), it must be kicked over. If repeated, the receiving team gets the ball in the center of the field. The kickoff may not be recovered by the kicking team. A team has 4 downs to score a touchdown or they lose the ball. The ball may be passed at any time unless ball is past line of scrimmage. All players on the field are eligible to receive and intercept passes. A player with the ball is down or caught if one of his/her flags has been pulled off. The ball carrier must make an attempt to avoid the defensive player and is not permitted to run over or through the defensive player. All fumbles are dead at the spot of the fumble. The first player who touches the ball on the ground is ruled to have recovered the fumble. o If it cannot be decided who touched the ball first, the offense keeps the ball and starts a new play from the dead ball spot. All punts must be announced. o Neither team can cross the line of scrimmage until the ball is kicked. o Kick receivers may run or use a lateral pass. o They cannot make a forward pass after receiving a kick. If the ball is thrown from behind the line of scrimmage and results in an incomplete pass, the ball is down at the previous spot on the line of scrimmage. No chop blocking or tackling. 10
