Section B coverage for Central Cass, Finley-Sharon/Hope-Page, Kindred, Northern Cass, and Maple Valley Jaguars, Vikings take down last two unbeatens in district By Randy Buntrock The Northern Cass Jaguars and the Kindred Vikings defeated the last two unbeaten teams in District 2 action Thursday, Oct. 7. The Northern Cass Jaguars took a five game match from the Central Cass Squirrels, while the Kindred Vikings swept a match from Fargo Oak Grove. This sets up a three way tie at the top of the district standing with Central Cass, Kindred and Oak Grove all having 4-1 records. In other District 2 action Enderlin defeated Maple Valley on Thursday, while Richland downed Finley-Sharon-Hope-Page. Along with the match between the Jaguars and Squirrels the teams held a Breast Cancer Awareness match and raised over $1400 with the proceeds going to the Women s Way in Fargo. This was the best match we ve played all season, stated Jaguar Coach Jerry Daily. We knew that we had to serve and attack aggressively through out the match and play consistently for the entire match if we wanted to beat Central Cass. This was a tough district loss for our team, said Squirrel Coach Dana Stansbery. We did not come out ready to play against a quality program. Northern Cass came out of the gate fast in game one opening up a 13-6 advantage, but the Squirrels whittled their way back in and tied the match at 22 on an ace by Haley Weber. The Jaguars took a lead on a kill by Hailey Verwest, but the Squirrels went back on top on a pair of kills by Jenna Kost. Lindsey Fenske tied the game back up at 24 with a kill and a Squirrel unforced error gave the Jaguars the chance to serve match point with the score Taylor Kraft extended the game with a kill to tie the game at 25, but Hailey Verwest had another big kill to make it in favor of the Jaguars. Kraft once again tied the game at 26 with a kill, but service error by Jenna Kost and an unforced error gave the Jaguars the win in game one. 2 B-2 Squirrels keep play off hopes alive with win over Valley City By Randy Buntrock Central Cass kept their play off hopes alive with a big victory over the Valley City Hi-Liners Friday, Oct. 8 in Valley City. The Squirrels took over the game in the fourth quarter with a pair of touchdowns by Jalen Ham, but the difference in the game was the two 2-pt. conversions by Drew Nicklay. The guys played extremely hard the entire game, said Squirrel Coach Patrick Metzger. Our offensive and defensive lines played extremely well against a good team. It looked as if it would be a long night for the Squirrels as Valley City took the opening kick off and went 82 yards in five plays consuming just a little over a minute off the clock to take the 6-0 lead, on a 35-yard pass from Trent Egan to Shane Ost. The Squirrels took their first possession on their own 20-yard line. The Squirrel s Nicklay carried the ball the first seven plays for Central Cass. We stressed our run game all week and were going to keep things simple for the game, added Metzger. Drew ran really hard, and has really embraced the tailback position since we moved him there. The Squirrels advanced the ball down to the Valley City 42-yard line before punting the ball back to Valley City. The Central Cass defense stepped it up on a key third and eight play when Connor Rienniets sacked Egan for a six-yard loss. After the punt Central Cass continued to pound the ball on the ground with five straight runs by Nicklay. Mitch Scheer then hit Adam Ratchenski with a 15-yard completion on a fourth and three play taking the ball down to the Valley City 11-yard line. The Squirrel s Ben Birrenkott then fumbled on the next play and Valley City recovered to end the Central Cass threat. We d like to get Ben more carries now that we feel he s pretty close to 100 percent with his knee, stated Metzger. His finger injury against Lisbon limited his ability to carry the ball this week. The teams exchanged possession until halftime to keep the game at 6-0 in favor of Valley City. Both teams struggled offensively to put any kind of a drive together. Central Cass opened up the second half going three and out. The Hi-Liners then drove the ball down to the Central Cass 27-yard line before Rieneits stripped the ball loose and fell on it to end the Valley City drive. Central Cass got on the board with 11:08 left in the game when Jalen Ham took a punt at his own 41-yard line and went right up the Photo by Steven Carvell Tailback Drew Nicklay (40) takes the handoff from Mitch Scheer (4) in the Squirrels victory over Valley City. Nicklay ran for 96 yards on the night. middle and then made a cut to the left and out ran the Hi-Liners to the end zone. Nicklay then added his first 2-pt. conversion after he was hit at the two yard line, but his second effort drove the pile into the end zone to give the Squirrels the 8-6 lead. The Squirrel s Rieniets recovered his second fumble of the game on a bad shotgun snap from center to give Central Cass the ball at their own 48-yard line. Scheer then found Ham in the flat and he took it all the way for a 52-yard touchdown, Nicklay added the 2-pt. conversion up the middle to make the score 16-6 with 7:56 left in the game. Valley City took just four plays and two minutes to answer back on a one-yard Ost run, but the Hi- Liners failed on the conversion run and Central Cass held a advantage. Central Cass was unable to pick up a first down and were forced to punt the ball back to Valley City who took the ball on their own 41-yard line. The Hi-Liners first play resulted in a three-yard loss when Birrenkott made a big hit on Egan in the back field. Egan then found Joey Halgrimson for a 12-yard gain and then called his own number for a three yard gain to pick up the first down. Jordan Kressin and Eli Jensen sacked Egan for a five yard loss on first down, but Preston Myers made a 35 yard catch from Egan taking the ball down to the Central Cass 17- yard line. After an incomplete pass and an Egan run for no gain, Egan found Ost for a six yard gain to bring up a fourth and four with 28 seconds left in the game. Ham batted down Egan s fourth down pass in the end zone and the Squirrels took over the ball and held on for the win. Nicklay was the work horse for the Squirrel offense carrying the ball 23 times for 96 yards. Scheer connected on five of 11 passes for 70 yards, one touchdown and had one pass picked off. Defensively the Squirrels were led by Ben Birrenkott who was in on 15 tackles, while Connor Rieniets and Josh Roesler each added 11. Rieniets also recorded a pair of sacks, recovered two fumbles and forced one fumble. We had some miscues on that first drive that they scored, but after that we settled in and were comfortable, said Metzger. Defensively, Photo by Steven Carvell (Above) Jalen Ham (8) cuts to the outside after getting through the initial attack of Valley City tacklers. Ham went 59 yards for a touchdown on the punt return. we had a big stand at the end of the game, and the guys proved what kind of team we can play like. This was a big win and will hopefully get us one step closer to the playoffs, added Metzger. Central Cass will be back in action when they travel to Kindred Thursday, Oct. 14 to face the Vikings. The game started with L-L-M imposing their will, getting the ball on the first possession, the Loboes held onto the ball for 8:48 over a 70+ yard drive, resulting in the first score of the game from senior running back Eugene Smith. But the Jags didn t take long to answer with a drive of their own. Using the last three minutes of the quarter to their advantage, the Jags took the ball all the way down to the Loboes 1-yard line. On the first play of the second quarter, junior quarterback Adam Teegarden ran the ball in to tie the game at six. Then just minutes later, the Jags had the Loboes in 4th down territory. As the Loboes dropped back to pass, a questionable pass interference call was made on Northern Cass, giving L-L-M 1st and goal. They would use the call to get Smith his second touchdown of the game, giving the Loboes the 14-6 lead that they would take into halftime. But the Jags came out of the half swinging. Finding themselves in a 3rd and 7 situation, they turned it into a 38 yard first down conversion. On a critical 4th and 6 on the L-L-M 20-yard line, Teegarden took a shot at the end zone, and after a small Photo by Eric Berge/The Reporter Loboes running back Eugene Smith (22) is pulled down by lineman Craig Kyllo. Smith had two touchdowns. bobble, senior receiver Matt Gingrey pulled it in for the score. The 2-pt. conversion failed and the Jaguars found themselves in a hole that they wouldn t be able to dig out of. Griggs Barnes County drew first blood when Billy Engel hit Garrett Steckler with an 18-yard touchdown pass. Wyatt Steckler added the 2-pt. conversion for the 8-0 lead. The Falcons came right back when Dylan Lerud got loose for a five-yard touchdown run and then found Ty Smith for the 2-pt. conversion to knot the game at eight at the end of the first quarter. The Falcon s Ethen Preston broke the tie when he scored on a threeyard run in the second quarter. Jordan Haseleu caught the conversion pass from Lerud to give Maple Valley-Enderlin the 16-8 lead. 3 B-3 Out of Bounds by Stephen Bartholomay The countdown to the 2012 North Dakota Class B Babe Ruth Baseball Tournament began Sunday. Nancy Nelson and I attended the fall meeting of the North Dakota Babe Ruth Baseball Board Sunday in Harvey and came away with a lot of ideas and a good feeling about Casselton s chances to host the Babe Ruth big show the summer after next. In case anyone was wondering, Surrey won the rights to the 2011 event, and we ll be involved up there, one way or the other. I m guessing that Brent Nelson plans to qualify his Black Stockings for state again next summer. If he does, it will be his third straight trip to state and his fourth appearance in the last five seasons. Even if Casselton doesn t send a team, I ll probably make a trip to Surrey to see what they re doing and how they re doing it. One of the benefits of all the success we ve had with our Babe Ruth and Legion baseball teams the past four or five years is that it s given us the opportunity to see how other communities make state tournaments work. Harvey did a fantastic job with the Babe Ruth tournament in 2007, the year Nelson brought the first-ever baseball state title back to Casselton. The 2009 state Legion tournament in Beulah was probably the best event our kids have ever been associated with, and the good folks down in Wishek did a wonderful job with the Babe Ruth event this past summer. We didn t win down there but a lot of us brought back some of the best sausage you ll ever eat. One of the guys with the Harvey Babe Ruth contingent caught us on the way out the door Sunday and gave us some good advice: Find good help. Don t try and do everything yourselves, he told Nancy and I. It just doesn t work. Coming from a guy who d been there and done that, I believed him. It goes against my nature a little bit, though, because if you want something done right around here, you re usually better off doing it yourself. That way, I figure, if the work doesn t get done or doesn t get done right, there s only one person to blame. We won t be able to do what we need to do in August 2012 or in the days leading up to the tournament without a lot of help, so I m going to start begging pretty soon. Everyone in the community, including our parents, players, and business people will need to get involved. So will our churches, the city and the school. Everyone needs to help because I think everyone in Casselton will benefit. The biggest piece of this Babe Ruth puzzle will involve host families for the 100 or so players who will participate in the 2012 tournament. There are a lot of different ways to structure your housing arrangements, but typically, four kids from each team stay with host families for a period of two to five days, depending on how long their team stays alive in the tournament. That means we ll need 25 host families to agree to give kids a place to sleep, shower and eat a meal or two. In addition, host families also might need to wash a uniform or two and provide transportation to and from games and any practice sessions that are scheduled. I m going to lean on a lot of the families here in town who ve had kids at Babe Ruth state tournaments in the past. A lot of good people in Harvey and Wishek took care of our kids when we played in those communities. It s time we repaid the favor. If you would like to volunteer to serve as a host family, call me. Nelson and I already have a list started. We ll need a lot more notes and lists and help if we re going to make this thing work a year and a half from now. Time is still on our side, but remember, the clock is ticking. Squirrels sixth at Des Lac Burlington tourney The Central Cass girls volleyball team made their annual excursion to compete at the Des Lacs Burlington tournament over the past weekend. The Squirrels played strong in pool play, but struggled some in the championship part of the tournament. Grafton opened up the second half with a pair of touchdowns to increase their lead to Bachmeier then scored on a sixyard touchdown run late in the third quarter and added another 40-yard run for a score in the fourth quarter to make the final score The Vikings will host Central Cass Thursday, Oct. 14 with a 7:00 p.m. kick off time set. Vikings edge Bison in five It took the Kindred Vikings five games to dispose of the Milnor Bison Tuesday, Oct. 5. The Vikings won the first game 25-17, but then dropped the second game The Vikings came out strong in game three winning 25-16, but the Bison rallied for a win in game four to force game five. The Vikings started fast in game five and took a 15-7 win in the rubber game to win the match. We struggled offensively throughout the match, stated Viking Coach Brooks Dockter. We ended the night with almost 40 hitting errors, part of that was due to their blocking, part of it was the fact that we hit too many balls in the net or long. The big positive about the Milnor match was the intensity in the fifth set. The early start in that allowed us to control the remainder of the match. Northern Cass downs Barnes County North The Northern Cass Jaguars swept Barnes County North 25-22, 25-19, Tuesday, Oct. 5. This was good match, said Jaguar Coach Jerry Daily. We hit well and served tough. Barnes County North played great defense. I m sure that not everyone understands the hunting heritage and it s place in tradition, but with around 90,000 or more deer hunters in a given year, plus another 10,000 or so who don t hunt deer but pursue other game, it s evident that hunting ranks right up there with Friday night high school football as a fall interest. In fact, a few years ago a high school coach related how one player was contemplating missing a Friday night game as it would cut into his Saturday morning hunt. It s probably fortunate that those 100,000 resident hunters don t all try to gather at the same location at the same time. They fan out to all corners of the state on weekends, and many at one time or another take a few days off during the week as well. And then there s the extra-avid, who when they aren t working, spend every fall minute out scouting, hunting or travelling. I grew up in a home where hunting, fishing and/or trapping were always on the agenda. We didn t really have an off season, just changes of season. We want your SPORTS news! news@ccreporter.com PO Box 190, Casselton, ND Blow - Out Special! Winterize your sprinkler system with Cass County Irrigation. Call Brent or Andrew: or Do you have a building project planned in the near future? From the first time I can remember, I liked those outdoor experiences. I didn t really contemplate why, I just did. And that s basically how I d answer the Why do I hunt? question today. Because I like to. It s not social, even though hunting experiences can certainly have a social element to them. I save the real social outings for coffee and neighborhood visits. It s also not completely about harvesting game or enjoying wild game table fare. I don t always need to bring something home to call my day a success, but that s part of the objective each time I head out the door. I think my reasons for hunting have evolved over the years. Today, that involves time with my son and the wide open spaces, the crystal clear view and the mental purity provided by fresh air, open country and the critters kind enough to share it with me. There s something to be said for a few hours of working up a sweat, quenching your thirst with prairie air in the lungs and the sweet smell of ripe cattails. We all have our own devices to help keep us balanced, and for legions of hunters the common denominator is being out in the sticks, or the open countryside. That plus familiar companions, the drive to and from, breakfast at the same café, recollections about past hunts and anticipation of the future all come together as part of a tradition that is much more about the whole experience than it is about individual parts. Every once in awhile my column will spark a negative response from someone who doesn t hunt, whether it s against hunting in general or based on a particular species like cougars, swans or doves. But for the most part we live in a state where hunting is understood and appreciated. We can t assume this will never change, and we as hunters need to stay vigilant and continue to impress upon others the important role of hunting and conservation, not only for North Dakota, but the states around us as well. 5 B-5 Agriculture BeefTalk By Kris Ringwall, Extension Beef Specialist NDSU Extension Service Five key point to calf records Fall is, depending on where one lives, the time to process calves. As producers, fall also is the last time we physically have the calf in our possession. We need to take the time to note or record the information we would like to have for each calf. Most calf data sets start with five points. These points are calf identification, the mother of the calf or cow identification, calf birth date, sex of the calf and calf body weight. These points are the foundation of all calf data among those active in the beef business. The calving book is the starting point because cow and calf identification, calf sex and birth date are recorded at birth. The data are the foundational data that allow a calf to be age and source verified. Calf weight is a measure of productive output, and the date it is taken will vary from operation to operation. However, a weight measurement around seven months of age is the goal. In addition to the five basic points, additional fall data, such as calf frame score (calf height) and other comments regarding selected calves, could be collected. Comments are seldom, if ever, incorporated into a data base. However, through the life of a cow, those comments certainly will bring back memories and, if frequent enough, may be considered during a management review. These comments also can lead to formulating contemporary groups (calves that are all raised under similar condi- tions) and placing a code on each calf designating the respective contemporary group to which the calf should be allotted. If one reviews typical calving book data, calf birth weight and calving ease are recorded and can be inputted into the ranch record system. Information that may not be collected directly from the calf but is known about the calf, based on breeding information or other records available, could be the sire of the calf and age of the cow. Cow age may not be an obvious data need, but most producers realize that heifers, second-calf heifers, younger cows, mature cows, old cows, ancient cows and, eventually, brokentoothed and gummer cows all have different needs. The level of output will vary a great deal based on the age of the cow. The sire of the calf will help evaluate sire selection and the value of the sires utilized within the herd. The process seems so simple. If you believe that, you never have ear tagged a calf or convinced a new mother that her calf really does need to be weighed. However, these challenges are not significant enough that one should cast aside herd performance data without at least pondering both sides. Producers who maintain information and performance records have one notable advantage versus those who don t. They know where they are. They do not need to have someone tell them where they are, and they can evaluate the pros and cons of each managerial input within their herd. They are not swayed by fads, opinion or other novel approaches destined to cure all their ills. These producers are in control; they manage and they know. Not all herds need to maintain the same type of data, but regardless of what data are kept, even a little is better than none. Ultimately, the cow is the producing unit and the key to a successful cow-calf operation. The cow is available in many breed types that vary in size, milk production and the ability to add on condition. Without any knowledge of her production output, she quickly can become a production freeloader. She even may learn a little self-preservation by being missing on evaluation days. The bottom line: Spend some time reviewing the year s production and riding the pastures. Go one step further by writing down a few thoughts. Last week, an invitation arrived in the mail for a pasture tour of a producer s calves. What a nice thought. The calves will be leaving when the fall marketing chain is set in motion. Seldom, as a producer, will one have quiet time again with this year s production. Pick a day, work those calves at your own pace, enjoy a cup of coffee or two and do some pondering as to what s up for next year. When the time is right, incorporate those thoughts into a herd production record program that will help you evaluate your thoughts for this year and for years to come. May you find all your ear tags. USDA announces program for Natural Resource Conservation Agriculture Secretary Tom Vilsack today announced the launch of a Conservation Loan (CL) program that will provide farm owners and farm-related business operators access to credit to implement conservation techniques that will conserve natural resources. This will give farmers who want to implement conservation measures on their lands a chance to do so by providing assistance with their up-front costs, said Vilsack. In return, these producers will help to reduce soil erosion, improve water quality and pro- mote sustainable and organic agricultural practices. CL funds can be used to implement conservation practices approved by the Natural Resources Conservation Service (NRCS), such as the installation of conservation structures; establishment of forest cover; installation of water conservation measures; establishment or improvement of permanent pastures; implementation of manure management; and the adaptation of other emerging or existing conservation practices, techniques or technologies. Direct CLs can be obtained through local Farm Service Agency (FSA) offices with loan limits up to $300,000. Guaranteed CLs up to $1,112,000 are available from lenders working with FSA. For more information on the Conservation Loan program, contact a local FSA office or visit the FSA website at Timing critical in late-harvest wheat drying Selecting the appropriate amount and timing of supplemental heat is critical to drying wheat efficiently late in the fall, according to North Dakota State University Extension Service grain drying expert Ken Hellevang. Drying is a concern in north-central and northwestern North Dakota this year because of the late wheat harvest. Warming the air when naturalair drying wheat primarily changes the final grain moisture content but increases drying speed only slightly, Hellevang says. The airflow rate determines the drying speed. He does not recommend shutting fans off at night because that will cause drying times to become excessively long. Even for conditions that may occur in the northern part of the state in late September to early October, the air needs to be warmed only about sevendegrees to reduce the relative humidity from 70 percent at 50 degrees to the desired 57 percent at 57 degrees to dry the wheat to 13.5 percent moisture. Because a fan operating at about six inches of static pressure warms the air about four degrees, a supplemental heater needs to provide only an additional three degrees. A rule of thumb on wheat is that one kilowatt (kw) of heat per horsepower of fan motor will warm the air about five degrees. Therefore, a five horsepower fan needs only about a three kw heater to provide the desired amount of heat. One kw equals 3,413 British thermal units. Without supplemental heat, the final wheat moisture content may be about 14 to 14.5 percent during October drying, depending on weather conditions. Average October weather conditions are 44 degrees and 69 percent relative humidity at Devils Lake and 46 degrees and 64 percent relative humidity at Williston. Running the fan only during the warmer and drier portion of the day will lengthen the drying time. The es- timated drying time is about 50 days to dry wheat from 17 to 13.5 percent using an airflow rate of 0.75 cubic feet per minute (cfm) per bushel with an air temperature of 50 degrees and 55 percent relative humidity. Drying the wheat will take about 100 days if the fan is operated just during the warmer 12-hour period of the day. Drying takes longer during late fall because the cooler air cannot hold as much moisture, Hellevang says. Drying wheat from 17 to 12.2 percent takes about 27 days with an average August air temperature of 69 degrees and an airflow rate of 0.75 cfm per bushel. Drying wheat from 17 to 13 percent will take about 32 days with an average September temperature of 58 degrees and the same airflow rate. The drying rate is directly proportional to the airflow rate. If drying 16 percent moisture wheat at 69 degrees takes 21 days using an airflow rate of one cfm per bushel, it will take 28 days with an airflow rate of 0.75 cfm The Cass County Reporter per bushel and 42 days at 0.50 cfm per bushel. The airflow rate must be increased to increase the drying speed. Adding heat to a bin will dry the wheat to a lower moisture content, but the drying time will decrease very little. Hellevang suggests shutting off the fans during foggy, rainy or snowy weather if it lasts for more than a few hours. However, while wheat at 15 to 16 percent moisture can be without airflow for a few days, wheat at 18 percent moisture should not be without airflow for more than a day or two due to the potential for heating and spoilage. If drying can t be completed in the fall, wheat can be cooled to about 25 degrees for winter storage, and drying can be completed in the spring. Thavarajah will be setting up a lab to study pulse crop quality and nutrition. It will be the first pulse quality and nutrition lab in the country. The pulse crop industry in North Dakota continues to grow as NDSU pulse crop breeders develop new varieties that have high yields, high-quality seed and good agronomic traits. Approximately one-third of the world s population suffers from vitamin or mineral malnutrition, Thavarajah says. Pulse crops could be a food-based solution to provide the most bioavailable forms of minerals and vitamins to help those suffering from malnutrition and for millions of those in Western countries who are vegetarians. My research has shown that pulse crops could pro- vide sufficient daily iron, zinc, selenium and other micronutrient requirements by serving 50 grams of pulse crops. For her research and setting up the pulse crop quality and nutrition lab, Thavarajah has identified some key groups with which to collaborate. These groups include NDSU and international pulse breeding teams, the human nutrition collaborative team from the U.S. Department of Agriculture s Human Nutrition Lab and those doing pulse crop human nutrition research elsewhere in the world. We need to have all these experts work together to develop improved pulse crops and products that will benefit the producer and the consumer, Thavarajah says. This is the first pulse quality lab in the nation and has been a priority for the pulse industry for many years, says Shannon Berndt, executive director of the Northern Pulse Growers Associa- tion in Bismarck. We are very excited about the knowledge and expertise that Dr. Thavarajah brings to the position and look forward to working with her. Our industry appreciates the tremendous support we have received from NDSU, State Board of Agriculture Research and Education and the North Dakota Legislature. For producers, pulse crops can cut costs by cutting input costs through nitrogen fixation, providing a break in disease and weed cycles, and providing a yield bump in subsequently planted crops. In addition, pulses may provide solutions to some of today s health problems, such as obesity, heart disease and diabetes, Berndt says. Also, the food industry has shown a tremendous amount of interest in utilizing pulses as ingredients. Thavarajah earned her bachelor s degree at the University of Peradeniya Fall is arriving! Lisa Berg, leader of the Wheatland Pioneers, explained that the 13- member club believes the campaign helps bring an important focus on health issues. It is a good way to carry this message into everything we do, trying to instill this concept in our everyday lives, so that it is something that comes naturally, said Berg. Some of their activities Extension Notes Rita Ussatis North Dakota State University Extension Agent Cass County Area 4-H club meetings have featured healthy snacks as part of their participation in the Eat Smart, Play Hard campaign. included: health-related demonstrations and discussions, healthy snacks and a monthly Family Mealtime Challenge. This is the third year the club has participated. Wendy Stackler, leader for the Kindred 4-H friends, said the club also noticed the public concern of health issues. That s why they participated for the third consecutive year. Members wanted to learn more about the topic too, said Stackler. Some of their health-related projects have included: a demonstration on proper hand washing, choosing healthy snacks, a tour of the Kindred Ambulance Service and CPR demonstration and recreation activities at every meeting. Stackler adds that the club plans to continue to incorporate healthy activities in their meetings and projects by the lead of the elected health officer. USDA announces voluntary public access and habitat incentive program grants Agriculture Secretary Tom Vilsack announced that 17 state public access programs will receive grants totaling $11.76 million through the Voluntary Public Access and Habitat Incentive Program (VPA-HIP). The state programs were selected from 28 applications vying for the competitive VPA-HIP grants program that was announced July 8, This administration is committed to preserving and enhancing the great conservation legacy of our nation s hunters and anglers for the benefit of current and future generations, Vilsack said. VPA-HIP will help achieve conservation goals and increase opportunities for hunting, fishing and other outdoor recreation by providing greater access to privately held lands and we are excited to assist these 17 states in developing new and enhancing existing public access and habitat incentive programs. Program funds were made available to states and tribal governments through a competitive process. Eligible states and tribal governments could request funding for existing public access programs, to create new public access programs, or to provide incentives to improve wildlife habitat on enrolled lands. VPA-HIP funds may be used to provide rental payments and other incentives, such as technical or conservation services to landowners who, in return, provide the public access to their land. Funding priority was given to proposals that use the grant money to address these objectives: Maximize participation by landowners; Ensure that land enrolled in the program has appropriate wildlife habitat; Provide incentives to strengthen wildlife habitat improvement efforts on Conservation Reserve Enhancement Program (CREP) land, if available; Supplement funding and services from other federal, state, tribal government or private resources that is provided in the form of cash or inkind services; and Inform the public about the location of public access land FSA will open the grant application period for fiscal year 2011 funding after publication of a final rule.
