1 FORMAT 54 Holes of Stroke Play Monday, July players competing in groups of three. 72 players starting between 7:30 9:09 a.m. off tees 1 & 10 on; 72 players starting between 1:00 p.m. 2:39 p.m. off tees 1 & 10. Tuesday, July players and ties competing in groups of three starting between 8:00 9:50 a.m. off tee 1. ENTRY FEE The championship entry fee is $125. There is no additional fee if a player advances through sectional qualifying. In addition to the tournament rounds, the entry fee includes one practice round, breakfast and lunch each day and range balls. PAIRINGS Pairings will be available on the Southern California Golf Association website at and the Women s Southern California Golf Association website at approximately 7 10 days prior to the championship. REGISTRATION: REQUIRED FOR ALL CONTESTANTS All players must register with SCGA/WSCGA staff prior to their first round of stroke play on Monday. On Monday, July 27 th, registration begins at 6:30 a.m. and will be located near the gate on the south end of the clubhouse near the practice putting green. At registration, players will receive important last-minute information about the host facility and the tournament. PRACTICE ROUNDS CONTESTANTS ONLY The Los Angeles CC will host one complimentary practice round for each participant. Players will only be entitled to one practice round. No guests are allowed. Caddies are permitted to walk with their player during the practice round, but will not be allowed to play. To be equitable to all participants, calls for practice rounds will not be accepted until Wednesday, July 1 st. Reservations will be on a first-come, first-served basis. Contact the LACC Golf Shop at (310) to reserve a practice round. Practice round will only be available the week of July 20 th, Monday through Friday on a space available basis with limited afternoon times on Sunday, July 26 th. Players and caddies must walk during their practice round. Pull carts will not be permitted for practice rounds or the championship proper. Players and caddies must adhere to the dress code in this document at all times. 1

2 NOTE: Food and beverage may be purchased from the Snack Bar during the practice round. Cash, and reciprocal club charges are accepted. TEES AND YARDAGES A variety of teeing grounds will be used throughout the championship. In general the course will play from their white yardages. The Los Angeles CC (North): CR: 78.2 / Slope: 142 / 6,365 yards / Par 71. See pages 7-10 for hole-by-hole descriptions and information about The Los Angeles Country Club (North Course). DRIVING RANGE The Driving Range opens at 6:30 a.m. both days of the championship. Shuttles will be provided and players will be picked up on the path near the North tee. The driving range will be open to contestants and caddies only. No players or spectators (including parents) will be permitted on the range. Players may warm up on the range during the sixty minutes prior to their scheduled starting time. FOOD AND BEVERAGE The SCGA/WSCGA will host breakfast and lunch for all players on Monday and Tuesday. The snack bar, located next to the 10 th tee, will be open on both days for additional purchases for players, caddies and spectators. Caddies and spectators must purchase all food items at the snack bar. SPECTATOR INFORMATION All spectators must adhere to the dress code and cell phone policies listed in this document. Restrooms are available on the course. PARKING Contestants must park in the Ladies lot which is located on the left after the main entrance through the gate. AIRPORTS Los Angeles International Airport - LAX (approximately 14 miles from The Los Angeles Country Club) Burbank Bob Hope Airport - BUR (approximately 14 miles from The Los Angeles Country Club) RULES OF PLAY Play is governed by the USGA Rules of Golf. A Notice to Players addendum will be distributed at the championship site. Disregard all other club posted Local Rules including those on the back of the club s score card. 2

3 The Note to Rule 14-3 will be in effect, allowing players to use devices that measure distance only. Automotive transportation is prohibited. TRANSPORTATION Automotive transportation is not permitted for players or caddies. Disabled players must file a Disabled Cart Request form with the SCGA. Forms may be requested from the SCGA Rules and Competitions Department at (818) Pull or push carts are NOT permitted. CADDIES Players may carry their own golf bag or provide their own caddie. All caddies must adhere to the dress code. Players bringing their own caddie are responsible for the conduct of their caddie at the championship. In addition, LACC caddies are available. Players need to contact the LACC caddie master, Osbaldo at (310) to reserve a LACC caddie. Caddie fee: $80 per round. DISTANCE MEASURING DEVICES AND CELL PHONES Distance measuring devices (without the capability of measuring slope, wind, etc.) are permitted. Players should be cautioned that some smart phones with a distance measuring application do not qualify for use due to other non-conforming applications on the phone (such as an altimeter or anemometer). The mere presence of a non-conforming feature or application disqualifies the device, even if these other features or applications are not being used. Beginning in 2014, the use of a compass is no longer a breach of the Rules of Golf. Any questions about such devices should be resolved before the start of the stipulated round. Otherwise, cell phone use is not permitted during the stipulated round. If a cell phone is not being used as a distance measuring device, the use of cell phones is permitted in the Los Angeles CC parking lot only. SPECTATOR INFORMATION Spectators are welcome and encouraged to attend this event. Spectators must adhere to the dress code listed within this document and must walk. If spectators have any questions leading up to the event, please contact the SCGA Rules and Competitions Department at (818) Spectators may purchase food and beverage items from the snack bar with cash or reciprocal club charge. Restrooms are located on the course. 3

4 DRESS CODE VERY IMPORTANT APPLIES TO PLAYERS, CADDIES AND SPECTATORS The following dress code is in effect for all players, caddies and spectators (friends, family members, guests, etc.): PLAYERS, CADDIES AND SPECTATORS must be properly attired in golf shirts, slacks and spikeless shoes. Spectators and caddies must follow the dress code or the Committee will not allow them access to the course. SHORTS, SKIRTS, CAPRI PANTS, OR SKORTS WILL NOT BE PERMITTED DURING THE PRACTICE ROUND OR THE CHAMPIONSHIP. Players and caddies must wear slacks. Cargo pants, jeans (any color or any kind), denim, sweat pants, T-shirts and tank tops will not be permitted during the practice round or the qualifier. Hats are to be worn forward at all times. Shirts must be tucked in unless designed to be worn out; however, shirts designed to allow the midriff to show during play are not permitted. Under no circumstances will this attire requirement be waived for players or caddies, or spectators. ALL CLOTHING MUST BE IN GOOD REPAIR. A player or caddie violating this dress code will not be permitted to start the competition. If during play the dress code is violated by either the player or his caddie the violation must be rectified without undue delay or the player will not continue to play and the caddie will not be allowed to perform the acts of a caddie. Spectators in violation will be asked to rectify their situation as well or will have to leave the property. LACC is a non-metal spike facility (soft spikes or spikeless golf shoes are mandatory for all players). PACE OF PLAY The Southern California Amateur Championships checkpoint pace of play policy will be in effect. The policy leaves the responsibility for maintaining the pace of play where it belongs with you, the player. If you are the first group in the field, play efficient golf. If you are in a following group, keep up with the group in front of you and you will not have a pace of play issue. If you have any questions, please contact the SCGA at (818) or talk to a SCGA/WSCGA official prior to your round. STROKE PLAY The Tournament Committee at each competition will determine the maximum allowable time each group is permitted to play the stipulated round. This time will be posted on each player s scorecard and each player is expected to maintain a pace faster than the maximum allowable time. The stipulated round is complete when the last player in the group completes play of the final hole and the flagstick is replaced. 4

5 LEAD GROUP(S): The lead group(s) must finish their stipulated round within the maximum allowable time established by the committee. If they finish over the maximum allowable time, each player will be assessed a penalty of two strokes to their score for the final hole. Exception: If the lead group is held up by play that was sent out before them or that began on the opposite tee, they will be exempt from penalty if they finish over their maximum allowable time but within 13 minutes of the group in front of them. FOLLOWING GROUPS: Any subsequent group must finish their stipulated round within the maximum allowable time established by the committee. If they finish over the maximum allowable time, they must finish within 13 minutes of the group in front of them. If they finish over the maximum allowable time and more than 13 minutes behind the group in front of them, each player will be assessed a penalty of two strokes to their score for the final hole. EXEMPTIONS FROM PENALTY: If a group does not finish within their maximum allowable time due to circumstances beyond their control (such as a ruling or a ball search on the final hole, or any other circumstances which the Committee deems to be exceptional) but was otherwise in position during the play of the final four holes, the Committee may be justified in waiving the penalty. Being in position means to be immediately behind the group in front of you. Any group that has a slow, deliberate or non-responsive player(s) may report the player(s) to SCGA Staff or a SCGA Rules Official at any time during the stipulated round, and the player(s) will be monitored. If SCGA Staff or a SCGA Rules Official identifies that a player(s) in the group is the cause of the group failing to maintain pace of play and determines other players are playing within the requirements of this policy, those meeting the requirements of this policy may be absolved from penalty while the others may not. THE SCGA/WSCGA COMMITTEE RESERVES THE RIGHT TO REVIEW ALL PENALTY SITUATIONS. Here are some pace of play recommendations that we expect all participants to follow: Play ready golf throughout the entire round. Walk fast. The first person to complete each hole should immediately go to the next tee and be the first person to tee off. The second person to finish should replace the flagstick. Know where your group is in relation to the group in front of you don t worry about the group behind you. Get your yardage before it is your turn to play. Be ready to play before it is your turn. If someone isn t ready to play, another should go before them. Walk ahead when another player has to wait. When any shot heads toward rough, a water hazard or trees all players should watch closely as to where the ball lands. Read your putt before it is your turn to play. Recognize when someone will need the flagstick tended or your ball marked. Place golf bag or golf cart off the putting green near the next teeing ground. If your ball might be lost outside a water hazard or out of bounds, play a Provisional Ball (Rule 27-2). 5

6 Rule 3-3 (Doubt as to How to Proceed): this procedure is on the back of your scorecard, don t hesitate to use it. LODGING OPTIONS Due to the Special Olympics, lodging options are extremely limited. 7 CLUB INFORMATION The Los Angeles Country Club Wilshire Blvd. Los Angeles, CA (310) thelosangelescountryclub.org Club Established: 1897 Architect: George Thomas/John Harbottle (redesign 1997)/Gil Hanse (2010 restoration) Women s Course Record: 66 (Russell Surbert) Yardage: 6,365 Greens: Bentgrass Fairways: Bermuda Tees: Bermuda Rough: Bermuda Course Rating: 78.2 Slope: 142 THE LOS ANGELES COUNTRY CLUB (NORTH) COURSE HOLE-BY-HOLE DESCRIPTIONS No. 1: Par 5, 509 yards As typical with most George Thomas designed courses, the first at LACC (North) is a friendly hole that provides the player an opportunity to start their round quickly but does require accurate shot making. From the tee, the view down the fairway immediately reveals the evolved Thomas-Bell bunker styling that was a major component of the North Course renovation. The fairway has been expanded over the far right fairway bunker leading into the green. This will allow golfers to take advantage of an artful approach constructed by Thomas and Bell that was previously cut as rough. By lowering the evolved bunker face, hole locations have been restored in the front and back left of the putting surface which still is deceptive in slope. No. 2: Par 4, 419 yards Following one of Thomas s principles of an easy first par and then a difficult second par, the second hole will be one of the most challenging of the championship. It is a fairly generous landing area for the player s tee shot, but the second shot will require a well struck shot as a hazard runs in front of the green. The second hole starts a challenging four hole stretch that will test all aspects of a player s game. No. 3: Par 4, 363 yards A dramatic uphill hole, it will play longer than the yardage indicates and there is not a flat lie in the fairway. Depending on the hole location on this starfish looking green, players will have to be strategic in which side of the fairway they play from as deep bunkers surround the green. Most players will have a mid-iron approach shot to a very deep green in depth. No. 4: Par 3, yards Thomas considered one-shotters, to be the most important and the fourth is the first of five par 3 s on the North Course. This one kicks off the quintet, where a full gamut of shots from downhill to uphill, from a short iron to wood are required. Despite being severely downhill, a hurting wind is usually in the player s face which makes club selection key as a wash fronts the green. A run-off at the back of the green makes for a challenging recovery for balls that have been hit long. 7

8 No. 5: Par 5, 483 yards Normally a difficult par 4, the fifth will be converted to a par 5 for this championship, the fifth is an uphill but often downwind hole. It is a very demanding hole with trouble right off the tee. As a part of the restoration, greenside bunkers will eliminated from the left side of the green and replaced with a fairway approach to give the player option to bail out depending on the hole location. This hole will provide players with one of the few birdie chances on the front nine since it will be converted to a par 5. No. 6: Par 4, yards The sixth is one of the holes at LACC that went under a dramatic change under the restoration. Despite being one of the shorter par 4 s on the course, it provides the player with a myriad of options on how to play the hole. Players can play any club off the tee to give themselves the best angle into the hole. The green was restored to its original location and is very narrow but provides many good hole locations and will reward a well struck approach shot, but will penalize a poorly struck one. Players do have some bail out to the right and short is absolutely no good into this green. No. 7: Par 3, 205 yards A long and challenging par three, the seventh will test the long game and short game of all the players in the field. One of the longest putting greens on the course provides a multitude of hole locations to challenge the field. For golfers looking to gain an edge, the fairway has been expanded up the slope leading into the left hand portion of the green, allowing a well struck shot to roll onto the green of this demanding one-shotter. No. 8: Par 5, yards This is the third 1/2 par hole in a row, a true design rarity/accomplishment. The player dearly wants to strangle a 4 out of this double dog-leg as the green was moved forward 30 yards to its original Thomas location but doing so is another matter altogether. The rub is the left to right sloping fairway which frequently dictates that the second shot be played with the ball below the player s feet, just when she would like to draw the ball a difficult task. However, they had better be precise as the small green places a great premium on accuracy and can easily swing the advantage in a match toward the player who has struck two solid shots and faces a short approach. No. 9: Par 3, yards Golf is played across the barranca on six of the first nine holes. Half of those times occur at the one shot holes whereby Thomas affords all golfers a perfect stance/lie on the tee from which to make the forced carry. More importantly, note the variety in how Thomas incorporated the wash. And here at the uphill ninth, the gulley is well short of play, bothering only the duffed tee ball. One of the most severe greens on the course, shot selection is key to find the right tier. A great finish to front nine. No. 10: Par 4, 362 yards A rare birdie opportunity to start the back nine, the tenth is one of the widest fairways on the course. The landing area is a huge knob into which two wonderful bunkers create some needed strategy from the tee. From anywhere near them, the golfer is more or less level with the putting surface and is afforded a comforting view for her approach. The shorter, more direct line left off the tee and away from the bunkers leaves the golfer in a valley below the green with a stunted view of what she needs to accomplish. No. 11: Par 3, yards One of the most dramatic and historic holes on the North Course. This long downhill par 3 is played to a Redan green, which is elevated nearly twentyfive feet at the rear from its surrounds. Bell s graceful tie-in of the massive green pad with the hillside on the left is nothing short of stellar. Watching the drama unfold on this Reverse Redan is great sport. Considering its length, many golfers still play it as Thomas intended by hitting the ball short left and having it bounce onto the putting surface. 8

9 No. 12: Par 4, 358 yards One of the few uphill tee shots on the back, the relatively short par 4 twelfth is more wide open than what it appears. Players need to favor the right side with their tee shots to leave themselves a better angle into a heavily bunkered green. The putting green is also very shallow which causes the real problem on the hole. No. 13: Par 4, 412 yards This long par-4 has seen the return of a wider landing area which puts a premium on drives placed down the left side by rewarding such precision with a view of the putting surface. A new vista includes Bel-Air and Benedict Canyon as well as a wonderful stone pine right of the green. Because of the green s deceptive tilt from left to right, golfers missing left of the green will continue to face a difficult up-and-down. No. 14: Par 5, 499 yards The last par 5 on the North Course is a dogleg right that usually plays into the prevailing wind. A layup is challenging as there are some bunkers disguising some swales. The third shot will be played to one of the most interesting putting greens on the course and if the hole location is on the front right, players will be challenged to get the ball close. Any miss right of the green will be severely penalized. No. 15: Par 3, yards The shortest par 3 on the course, but perhaps the most fun and unique one. Part of a corner near Holes 10, 11, & 14, the 15 th provides the last true birdie opportunity that players will see. Three bunkers and a crescent shaped green provide for flexibility and fun on this hole. No. 16: Par 4, 437 yards The 16 th starts a stretch of a very tough finishing three holes and this hole will play the longest for the championship. Playing slightly downhill, the 16 th fairway is very wide but players would be prudent to favor the right side to avoid trouble on the left side. From there, a long second shot will greet the players to a well bunkered green. There is some room to the left to miss a very large putting green. No. 17: Par 4, 412 yards Dramatically different than the 16 th and 18 th holes, the 17 th, is a true brute. From the elevated tee, the golfer is afforded a grand look down the fairway as well as peeks of the wash that borders the right side of the fairway. There is a great reward for drives placed down the center or right to open up the magnificent green complex that has seen two subtle changes and players need to be extremely accurate when hitting their approach shots into the green. No. 18: Par 4, 413 yards A classic finishing hole that is a slight dogleg to the left that plays uphill and into the prevailing wind heading back with a grand view of the historic clubhouse. The tee shot is fairly open with bunkers guarding the landing area. The fairway bends gently to the left and culminates in an uphill walk toward the clubhouse. Bunkers protect the green front left side, and depending on the hole location, player will have to decide how aggressive they wish to get. 9

10 THE LOS ANGELES COUNTRY CLUB HISTORY (courtesy of thelacc.org) In the fall of 1897, a group of Los Angelenos organized a voluntary association to further the cause of one of Southern California s newest sports. The Los Angeles Golf Club, as they called themselves, leased a sixteen-acre vacant lot at the corner of Pico and Alvarado Streets and laid out a nine-hole course. Called The Windmill Links, the course was named for a makeshift Clubhouse - the bottom of an abandoned windmill. Through the middle of 1898, this site served as the Club s home until the course became too crowded. The Club located its next site at what was called Pico Heights at Hobart and 16th Streets. The new home was named The Convent Links for its location behind a Convent near Rosedale Cemetery. Again, nine holes were laid out for play, but by the spring of 1899, this course and Clubhouse had also become overcrowded. The Search Committee for a new site, consisting of Club founders Joe Sartori and Ed Tufts, found the Club s new home just 2/10 of a mile west of the Convent site. The Club s new home was to be at the Northeast corner of Pico and Western. The Clubhouse was transported intact to the new site and was expanded there. More importantly, the club finally laid out its first 18-hole golf course. The Convent Links were home to the Club until 1910, when the Club was again ready to move to a more remote location. After years of planning, the new Club at Beverly Hills officially opened on May 30, Its stately Clubhouse, tennis courts and 36 holes of golf have served as the club s home ever since. The original golf course was laid out by Sartori, Tufts, Norman Macbeth and Charles Orr. Later, the courses were redesigned by Herbert Fowler and George C. Thomas, Jr. In 1996 and 1997 an extensive renovation of the North and South courses was completed in accordance with a master plan developed by John Harbottle. In its 100 plus years, the course played host to the Los Angeles Open Tournament in 1926, 1934, 1935, 1936 and In 1998, the Club celebrated its Centennial year with many different tournaments and festivities. The Club recognizes the dedication of the men and women who have contributed to the Los Angeles Country Club s proud history; our members, staff, professional and amateur competitors and fellow golfers from around the world. The Los Angeles Country Club has had a wonderful past and is looking ahead and anticipating the next 100 years. In 2010, the North Course was unveiled after the completion of a five year project to restore George Thomas' greatest design. Balancing the unique architectural vision of the North Course Restoration and the functionality necessary to sustain its design details well into the future, could not have been better stated than by Captain Thomas himself: "In golf course construction art and utility meet; both are absolutely vital; one is utterly ruined without the other." Archived photos, written documents and physical unearthing of land forms provided the framework for a finished product which reflects a time long past. The North Course will play host to the 2017 Walker Cup. 10
