6 ORION 34 TH BANGLADESH AMATEUR GOLF CHAMPIONSHIP KURMITOLA GOLF CLUB January 2019 Information Sheet 1. Date & Venue. Orion 34 th Bangladesh Amateur Golf Championship 2019 will be held from January 15-18, 2019 at Kurmitola Golf Club, Dhaka Cantonment, Dhaka, Bangladesh. 2. Accommodation for the Players and Delegates. Kurmitola Golf Club, Dhaka Cantonment, Dhaka 1206, Bangladesh. 3. Transportation to/from the Club. Transportation will be provided between the Airport and Golf Club during the championship. 4. Currency. The Currency used in Bangladesh is Taka. The approximate exchange rate is USD 1. = BDT Practice Range. National Teams will be provided with free practice balls (per day 100) 6. Food & Beverage. a. Complimentary breakfast, lunch and dinner will be provided to National Team players and officials at the club. b. All other expenses (Bar, restaurant, room mini bar etc) at the participants own expense. c. Breakfast, lunch and dinner will be provided to national team members and officials on coupon from January 2019 at the club house. d. Coupons are included in arrival folders given at airport. 7 7. Equipment and Valuables. Lockers will be issued to national team and overseas players. Please keep the golf bag and locker locked to keep your equipment secured. No responsibility is accepted by the BGF or the Club for Loss of property. Golf bags may be left overnight with the Bag Drop Attendant. However it is not advisable to leave valuables in golf bags. The Club will take every care, but will not be held responsible for any loss or damage. 8. Dress Code. a. Golf Course. (1) General. The following shall apply to all members, tournament participants and non-member guests in KGC: (a) Not acceptable are track suits, round neck shirt, round neck T-shirts, sweat pants, Jogging pants, cutoffs or beachwear, sandal, chappal, sleeper without back strap, cleats, or hard spikes and Jeans. (b) Footwear that damages the course are not permitted on the golf course or on the practice areas. (c) In Kurmitola Golf Club course iron spikes will not be permitted under any circumstances. (d) Golf headdress, including hats, visors and headbands are permitted in the clubhouse. Golfers are requested to remove their headdress in the dining room. (2) Men. Sports/golf shirts with collar & sleeves (short/long) or turtleneck shirts may be worn. Shirts must be tucked in at the waist with trousers/shorts and belt must be worn. Shorts should be below knee length and must be worn with socks. (3) Women. Golf shirts, tailored slacks, turtleneck blouses/ sweater, long trousers or shorts/skirts at knee length are permitted. Sleeveless shirts, blouses and other dresses must have collar. (4) Shoes. Participants must put on proper golf shoes with soft spikes. Jogging shoes are not allowed. b. Restaurant. Decent casual dress with long trouser and shirt (preferably full sleeves at night) tucked-in at the waist. Hawai/T-shirt may be worn un- Page 7 of 18

8 tucked. Jeans or slippers without back strap are not allowed. Shirts printed with offensive language or symbols are not allowed. Ladies may wear casual dress like sari, salwar and kamiz etc. Golfers after a round of golf are allowed to use the restaurant facilities in golf dress. c. Inauguration Ceremony. Participants attending inauguration can be in golf attire or smart casuals with sports jacket / blazer. d. Prize Distribution Ceremony/Gala Dinner. Smart casual with full sleeve shirts tucked in at the waist along with shoes. Ladies may wear formal evening dress or their national dress. 9. Weather. The weather in Bangladesh in January is likely to be dry with moderate temperatures, however evenings can be cold. Temperature will be around 18 0 C with normal humidity. 10. Insurance. All competitors are recommended to carry adequate personal and medical insurance. 11. Tournament Liaison Office. Tournament liaison office is along with tournament office. 9 ORION 34 TH BANGLADESH AMATEUR GOLF CHAMPIONSHIP KURMITOLA GOLF CLUB January 2019 BANGLADESH GOLF FEDERATION HARD CARD LOCAL RULES & TERMS OF COMPETITION The following Local Rules and Terms of Competition have been formulated in conjunction with the Rules of Golf 2019 and Official Guide to the Rules of Golf These local Rules and Terms of Competition will apply to all events taking place in Golf Clubs affiliated with Bangladesh Golf Federation (BGF). In the event of a dispute arising as to the meaning of any Rules of Golf or BGF Local Rules, the Rule will be interpreted according to the English Edition of Rules of Golf 2019 and Official Guide to the Rules of Golf For the full-text of the Local Rules and Terms of Competition, please refer to the Official Guide to the Rules of Golf effective from January 2019 as published by R&A Rules Limited. Unless otherwise stated, the penalty for breach of a Local Rule is the general penalty. Match play Loss of Hole; Stroke Play Two Stroke. BGF LOCAL RULES The following Local Rules, together with any additions or amendments as published by the BGF at each golf courses will apply until further notice for all tournaments under the auspices of the BGF. 1. Out of Bounds (Rule 18.2) a. Out of bounds is defined by the line between the course-side points at ground level of white stakes and fence posts. A ball is out of bounds when all of it lies on or over such lines. b. A ball is out of bounds when it is beyond any wall defining the boundary of the course. 2. Penalty Areas (Rule 17) a. Relief on Opposite Side of Red Penalty Area (Model Local Rule B-2.1). When the ball last crosses the edge of a red penalty area, as an extra relief option adding one penalty stroke, the player may drop the original ball or another ball on the opposite side of the penalty area. The Tournament additional Local Rules will specify such red penalty areas (if any). Page 9 of 18

10 b. Dropping Zone for Penalty Areas. Where a dropping zone is marked for a Penalty Area, it is an additional option under a penalty of one stroke. The dropping zone is a Relief Area under Rule 14.3, meaning a ball must be dropped in and come to rest in the relief area. 3. Abnormal Course Condition (Rule 16.1) a. Ground Under Repair (1) All areas bounded by white lines including spectator crossing points where marked. (2) Seams of Cut Turf: Model Local Rule F-7 is in effect. (3) Stone-filled drainage ditches. (4) For holes left by movable obstructions in parts of the General Area cut to fairway height or less, free relief is available for lie of ball or area of intended swing but there is no relief for interference to the stance. b. Immovable Obstructions (1) White lined areas adjoining any areas defined as Immovable Obstructions are to be regarded as part of the Obstruction and not GUR. (2) Landscaped garden areas surrounded by an obstruction are part of that obstruction. (3) All flower beds, relief compulsory in accordance with 16.1b. (4) Yong trees with stick, relief compulsory in accordance with 16.1b (5) Stakes supporting trees, relief only from stakes in accordance with 16.1b c. Temporary Water Squeegee Policy for Temporary Water removal. If a player s ball lies on the putting green and there is interference by temporary water on the putting green, the player may take relief under Rule 16.1d or have his line of play squeegeed. The Committee may squeegee greens until players are nearby and if conditions deteriorate, to keep play going, they may authorize a combination of all the above measures. Any squeegeeing should be done across the line of play, must extend a reasonable distance beyond the hole (i.e. at least one club-length) and may only be carried out by Committee s authorized personnel. d. Animal Hole Restriction on Relief from stance in Animal Hole: Rule 16.1a is modified as under: Interference does not exist if the Animal Hole interferes with player s stance. Page 10 of 18

11 4. Integral Objects a. Wires, cable, wrapping or other objects where they are closely attached to trees or other permanent objects. b. Artificial retaining walls and pilings when located within Penalty Areas. c. Floating sponsor displays or signs when located in penalty areas. (No line of sight relief allowed). Wires or cables anchoring them are temporary cables. 5. Permanent Overhead Power line Model Local Rule E-11 is in effect but only for a ball which strikes a power line located in bounds and not the supporting pole. (Stroke is cancelled and must be replayed). 6. Temporary Immovable Obstructions (TIO) Model Local Rules F-22 re Temporary Power Lines and Cables and F-23 re TIO are in effect. a. Dropping Zone Policy. In the General Area, when a player s ball lies in or on a TIO or so close to the TIO that it interferes with the stance or area of intended swing and relief is required, the player may proceed under any of the options allowed under the TIO Local Rule or Rule 16.1 or, if dropping zones have been marked, as an additional option, the player may drop the original ball or another ball, without penalty, in the nearest dropping zone This is true even if it is nearer the hole. The dropping zone is a Relief Area and a ball must come to rest in and be played from the Relief Area. b. Either Side Relief. The Tournament Additional Local Rules will specify which TIOs have either side option. Either side relief is restricted to line of sight relief only and is not available when the player chooses to operate under Rule Drainage Channels Drainage channels adjacent to and parallel to golf cart paths should be treated as an obstruction. 8. Clubs and Balls a. List of Conforming Driver Heads. Model Local Rule G-1 is in effect. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification. b. Groove and Punch Mark Specification. Model Local Rule G-2 is in effect. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification. c. Conforming Balls List. Model Local Rule G-3 is in effect. Penalty for breach of this Local Rule: Disqualification. d. The One Ball Rule. Does not apply. Page 11 of 18

12 9. Pace of Play Policy- Rule 5.6b(3) Refer to Player s Handbook for detailed Monitoring and Timing Policy. Monitoring may happen before Timing but it does not have to. In the absence of mitigating circumstances, a group is liable to be timed if it is in excess of the time allowed and in the case of second or subsequent groups, Out of Position. From the commencement of timing, if any player exceeds 50 seconds on a first to play approach shot (including Par 3 tee shot), chip or putt, or 40 seconds if it is a tee shot or second or third to play shot, he is deemed to have had a bad time. The time allowed will be determined by the Tournament Director and will be published on the official notice board. The first group and after a starter s gap will be Out of Position if, at any time during the round, the group s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be Out of Position if it is more than the starting interval behind the group in front and has exceeded the time allowed for the number of holes completed. A player whose group is timed will have a bad time carried forward in the round even if the group subsequently arrives back in position or within time. Penalty for Breach of Pace of Play Policy: Stroke Play and Match Play: 1 bad time -Verbal warning from Referee 2 bad times -1 stroke penalty 3 bad times - 2 strokes penalty or loss of hole in Match Play 4 bad times - Disqualification Notes: (1) Players will be advised that they are being timed. (2) Timings will be taken from the moment it is deemed by the Referee that it is the player s turn to play. (3) In some circumstances, an individual player or two player or two players within a group of three, may be timed rather than the entire group. 10. Play Suspensions Rule 5.7 The following signals will be used to suspend and resume play: Immediate Stop/ Dangerous Situation 1 prolonged note of the siren. Normal Non-Dangerous Stop consecutive short notes of the siren. Resume play 2 consecutive short notes of the siren. When play is stopped in a Dangerous Situation, all practice areas are immediately closed. 11. Practice - Rule 5 a. Practice Before or Between Rounds in Stroke Play Rule 5.2b Rule 5.2b is modified in this way: A player must not practice on the competition course before or between rounds. Penalty for breach of Rule 5.2: See penalty statement in Rule 5.2. Page 12 of 18

Practice on or Near Previous Putting Green Prohibited 5.5b For stroke play events only, Rule 5.5b is modified in this way: Between the play of two holes, a player must not:.make any practice stroke on or near the putting green of the hole just completed, or.test the surface of that putting green by rubbing the putting green or rolling a ball. 12. Distance Measuring Devices. Model Local Rule G-5 is in effect. Rule 4.3a (1) is modified in this way: During a round, a player must not obtain distance information by the use of an electronic distance measuring device. Penalty for breach of Rule 4.3: See penalty statement in Rule Transportation Policy Rule 4.3a is modified in this way: During a round a player or caddie must not ride on any form of motorized transportation except as authorized by the Rules Committee. (A player taking a stroke and distance penalty is always authorized). Penalty for breach of this Local Rule: General Penalty for each hole during which there is a breach. A breach between holes applies to the next hole. 14. A player is required to have a caddie. Model Local Rule H-1.3 is in effect. Rule 10.3a is modified in this way. A player must have a caddie during the round. TERMS OF COMPETITION 15. Deciding Ties: In the event of a tie, the winner will be decided by matching score card. The winner will be determined on the basis of the best score for the last nine holes. If the tying players have the same score for the last nine, determine the winner on the basis of the last six holes, last three holes and finally the 18th hole. If there is still a tie, then the last six holes, three holes and final hole of the first nine holes will be considered in turn. If this process does not result in a winner, the Committee could consider the competition a tie, or alternatively could decided the winner by chance (such as tossing a coin). 16. Scoring Area and Scorecard Returned. The location of the Scoring Area will be detailed in the Tournament Additional Local Rules sheet. The Scorecard is returned when the player leaves the Scoring Area with both feet. 17. Result of Competition Competition Closed The result of the tournament is officially announced when the final results sheet is placed on the official notice board at the tournament venue. 14 18. Drugs Players must not make use of any drug to enhance performance. Should a player show evidence of use of a drug for non-therapeutic purpose, the Committee may require the player to undergo a drug test. Any player infringing this Condition may be disqualified. Players who are on medication and in doubt as to their clinical status should seek advice from the BGF. The BGF s Anti-Doping Policy will govern. 19. Mobile Phones Players must not use Mobile phones on the Course, Except in the case of an emergency. Penalty for breach of this condition Disqualification. Page 14 of 18
