2 April 23, 2010 Dear Guest, Welcome to the 2010 NCAA Men s West/Central Regional Golf Championships hosted by California State University, San Bernardino and Classic Club in Palm Desert, CA. As the host institution, we at Cal State San Bernardino will do everything possible to make your visit to Palm Desert as enjoyable and comfortable as possible. We hope you enjoy playing at the highly acclaimed Classic Club. This nationally recognized course designed by Arnold Palmer served as the host site of the 2006, 2007, and 2008 Bob Hope Chrysler Classic. It is rated as one of the premier courses in the state and they have gone to great lengths to make your experience a championship one. The following information, the tournament manual, should answer most of your questions and concerns. 9 Course Details Registration: Registration will take place in the Residence Inn Palm Desert lobby from 3:00 p.m. 7:00 p.m. Saturday, May 1, 2010, and again in the Classic Club lobby from 9:30 a.m. 11:30 a.m. Sunday, May 2, Upon registration, each coach will be given a packet including all pertinent information pertaining to the championship. Championship Handbook: It is highly recommended that each institution download and review the NCAA Division II Men s Golf Championships Handbook prior to the event. The handbook includes all tournament policies, along with tee times for each day of competition. You can download the NCAA Handbook by clicking on the following link: aa/sports+and+championship/general+information/championship+handbooks Pre-Tournament Banquet: A banquet for all participants, coaches, and tournament personnel will be held in the Classic Club Restaurant and Lounge. Each member of the official travel party (5 players and one coach for teams, one player and a coach for individuals) are invited to attend. There will not be tickets sold for family, friends, etc. The meal will be served buffet-style and will include a short presentation from the tournament staff. Suggested attire is business casual or golf attire (please no sandals or jeans). Administrative Meeting: The games committee for the Regional Championships will conduct a meeting immediately following the banquet in the Classic Club Restaurant and Lounge. This meeting is required for all head coaches and an athletics representative of each participating institution. The NCAA and the rules official(s) will use this time to cover all necessary rules and information. (Agenda, Appendix II) A fine of $ will be assessed for those institutions not in attendance. Keith Baker or Steve Card, NCAA representatives, will carry out the meeting the agenda.
10 Rules: The West/Central Regional Men s Golf Championships shall be conducted according to the official United States Golf Association (USGA) Rules of Golf, with certain modifications as noted in the Championships Handbook. The games committee will serve as the officials and will make all decisions pertaining to the conduct of the championships, such as pairings, setting up the course, rules of golf, etc. Ties: For the regionals, playoffs (time and weather permitting) will be used for breaking ties for the advancement to the National Championships. If a playoff is not possible, the tiebreaking procedures outlined in Appendix A of the championship manual shall be used. Athletic Training/Medical: Laura Watkins, CSUSB Head Athletic Trainer, will serve as coordinator for sports medicine during the tournament. She or one of the Athletic Training staff will be available one hour prior to the start of play in the Sports Medicine area located inside the Men s locker room. She will also be available on the course via cell phone ( ) during play. There will be ice and heat available, however no other modalities will be available due to the off campus venue. Drug Testing: Drug Testing may occur at any session of the championships. Student-athletes who compete in this championships may be subjected to drug tests in accordance with NCAA Bylaws and may be determined to be ineligible as a result thereof. Only student-athletes who have consented in writing to such testing are initially eligible for these championships; and thereafter, student-athletes who are tested shall remain eligible only if they test negative.
11 Media Arrangements and Credentials: All media interested in covering the Men s Golf West/Central Regional Championships should submit a request to David Noblett, CSUSB Sports Information Director. His contact information is listed on the contact information page of this manual. Credential will be given to each competing institution upon registration. Each participant and coach must visibly display the credential at all times during competition. Daily Results: Results will be available in the clubhouse lobby at the conclusion of each round, and in the host hotel lobbies, as soon as possible. Live scoring will also be available on the internet at and Results and statistics will be posted at the conclusion of each round on the Cal State San Bernardino website (csusbathletics.com) and Credentials will be given to each competing institution upon registration. Each participant and coach must visibly display the credential at all times during competition. Carts and Caddies: Carts, pull carts and caddies may not be used by participants in the championships, including the practice round. Golf carts will only be provided for designated coaches, members of the games committee and selected tournament officials. The use of carts by any other personnel (including players and spectators) must be approved by the appropriate NCAA golf committee. The only exception to this policy would be if the participant is permanently disabled. A written request must be submitted to the appropriate golf committee with accompanying medical statements requesting the use of a cart. 12 Practice: One 18-hole practice round will be scheduled for Sunday, May 2 nd. The practice round tee times begins at 11:00 a.m. local time. Starting times will be determined by the NCAA men s golf committee. Ten days prior to the practice round, participants and coaches will not be permitted to set foot on the golf course or use the practice facilities. No exceptions will be made; however, the host institution shall be exempt from this policy. In an effort to maintain the conditions of the golf course and speed of play, it is required that each individual play only one ball during the practice round. However, each player may chip or putt more than one ball on or around the green. Teams are limited to five players during practice rounds. Groups of six are not allowed and coaches are not permitted to play during any practice round. Head coaches or designated official institutional representatives will be required to be with their teams and individuals and be responsible for monitoring pace of play, misconduct and enforcement of the one practice ball rule. There will be no practicing, including putting and chipping, prior to Sunday, May 2. Pairings and Tee Times: The first and tenth tees will be used for the entire competition. However, the games committee reserves the right to use only the first tee or mini-wave, if necessary, to accommodate a weather delay. The Division II men s golf committee will assign tee times for the first and second round based on seed within each region. For the third round, teams and individuals will be paired according to score. Pairings are outlined in Appendix D of the handbook. Ties will be broken using the procedure outlined in Appendix A of the handbook. Scoring: Scorecards shall be kept in strict accordance with Rule 6-6 of the USGA s Scoring in Stroke Play The scorecard shall be deemed retuned to the committee when it is placed by the player or coach in the box located in the scoring area.
13 A daily team score is computed by totaling the lowest scores of four of the five team members. The final team score is determined by totaling each daily score. Every three holes, players will record their scores with scoring assistants so results may be updated in real time at and Spectators: Spectators should remain on the cart paths or in the rough approximately 15 yards from the players. There may be no communication between players and spectators that could be deemed advising of any nature for the duration of the 18 holes. All institutional personnel, with the exception of the designated coach, are considered spectators. Ringers on electronic devices such as cell phones or pagers must be turned off. Spectators are asked to refrain from smoking near the players. Carts will not be provided for spectators. Lineups and Substitutions: During registration, the head coach must submit his or her lineup according to playing position. The five participants from each institution must be determined by the conclusion of registration. A player may be substituted before the first tee time of his team of the first round of the regional or championship, if the head coach notifies the games committee before the first tee time. The substitute will assume the position of the replaced player.
14 Evacuation Plan The NCAA has made arrangements through Telvent DTN to provide a lightening and weather monitoring system for all rounds of the West/Central Regional Golf Championship. The system will assist the event management staff and NCAA representatives in cases of inclement weather during the championships. In the event of a weather emergency, the Classic Club clubhouse will serve as the evacuation point. Golfers will be notified through event management personnel and instructed to return the clubhouse. Shuttles will be used to transport golfers from areas of the course not in close proximity to the clubhouse. NCAA representatives will make the determination to resume activity based on the Telvent system guidelines.

17 NCAA DIVISION II CHAMPIONSHIPS CODE OF CONDUCT Conduct Policy Statement The NCAA expects each championship to exhibit an experience that represents the highest level of fair play and good sportsmanship. The NCAA and the NCAA Division II Championships Committee expect that student-athletes, coaches and administrators do their best to ensure participation in intercollegiate athletics promotes character development for all participants, enhances the integrity of higher education, and promotes civility; therefore championship events should adhere to such fundamental values as respect, fairness, civility, honesty and responsibility. These values should be manifest not only in athletic participation, but also in the broad spectrum of activities associated with the championship event. Accordingly, the championships committee will take strong action in response to any form of misconduct by student-athletes, coaches and/or administrators during the entire championship. This includes criticism of officials and misconduct incident to the competition. Misconduct The championship handbook and NCAA Division II Manual Bylaw defines misconduct as: is any act of dishonesty, unsportsmanlike conduct, unprofessional behavior or breach of law, occurring from the time the championship field is announced through the end of the championship that discredits the event or intercollegiate athletics. Expectations Each games committee shall hold a pretournament meeting with the coaches of participating institutions to review and explain the policies related to misconduct (as defined in Bylaw ). The Division II Championships Code of Conduct is to be part of the championship packet, and delivered to all institutional representatives attending the championship events. If the act of misconduct occurs during the competition, under normal circumstances, the individual shall be allowed to complete the competition in which he or she is participating at the time of the incident. An administrative hearing shall be held at the conclusion of the day s competition, during a break in the continuity of the championship (i.e., between rounds of a basketball tournament) when no competition is being conducted or at the conclusion of the championship. However, if the act of misconduct is so flagrant that it obviously violates the principles of fair play and sportsmanship, the games committee may immediately withdraw the student-athlete or institutional representative from the competition and conduct the hearing after this action. Other actions of misconduct shall be dealt with in a timely manner by the governing sports committee. Expectations for Student-Athletes, Coaches and Administrators Cooperate and participate in game ceremonies, team meetings, community engagement and championship ceremonies.
18 Discuss misconduct and possible consequences with all members of the travel party. Have an administrator or designee present at all competitions. Communicate issues and concerns in an honest and timely manner with NCAA staff. Follow team, university and NCAA guidelines throughout all championship-related activities. Be respectful of other participants, spectators, coaches, administrators and other individuals at the championship site. Abide by state and federal laws, and facility requirements throughout the championship event. Display acceptable behavior on and off the playing field to ensure a positive experience for all participants. Possible Penalties for Misconduct In accordance with Bylaw , the governing sports committee (or the games committee authorized to act for it) may impose any one, or a combination of the following penalties on an institution or any student-athlete or representative of an institution guilty of misconduct that occurs incident to, en route to, from or at the locale of the championship event. The penalties include, but are not limited to: Public or private reprimand of the individual; Disqualification of the individual from further participation in the NCAA championship involved and/or banishment of the individual from participating in one or more subsequent championships of the sport involved; Cancellation of payment of the Association s travel guarantee to the institution for the individuals involved; Withholding of all or a portion of the institution s share of revenue distribution; Banishment of the institution from participation in one or more subsequent championships in which its team in that sport otherwise would be eligible to participate; Disqualification of an institution for a period of time from serving as host institution for one or more NCAA championships; and/or Cancellation of all or a portion of the honorarium for hosting an NCAA championship. Participation in an NCAA championship is an accomplishment and it is expected that individuals and teams are committed to ensuring that the championship is a positive experience for all participants, fans and volunteers. Participation in these championship events is a privilege for the student-athletes, coaches and administrators and should be treated as such. Again, congratulations to you and your team. We hope this year s championships experience is one that you will cherish for years to come.
