3 SPORTSMANSHIP STATEMENT The Florida High School Athletic Association promotes good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed at the officials, student-athletes, coaches, team representatives or fellow spectators will not be tolerated and are grounds for removal from the site of competition.

5 COACHES MEETING Coaches are strongly encouraged to attend one of the two scheduled (15-20 min.) coaches meetings. 4:00 PM Practice Round Day (Legends Ball Room) 6:30 AM Day 1 of Competition (Legends Ball Room) Topics Details on the protocol for Live Scoring will be provided. Reminder on coaches providing advice to their players. Last minute questions and discussion items.

7 PRACTICE ROUNDS CONT. Each group will be provided an extra bucket of sand to take out on the course. Use the extra sand to fill in extra divots as the practice round progresses. The course will be getting heavy traffic during the State Championships, so your help is appreciated in helping to maintain a premier course of play. Carts will only be available for rental to players practicing on Las Colinas due to long distances between holes.

8 SPECTATOR PARKING PLEASE SHARE WITH YOUR PARENTS ASAP SPECTATOR PARKING IS $10.00 CASH ONLY PLEASE HAVE YOUR PARENTS AND SPECTATORS COME PREPARED. PARKING FEES ARE PAYING THE PLAYERS GREEN FEES FOR THIS EVENT. THIS EVENT IS STAFFED BY VOLUNTEERS FROM THE CENTRAL FLORIDA SPORTS COMMISSION. PLEASE BE RESPECTFUL. MAKE SURE YOUR PARENTS AND SPECTATORS ARE AWARE AND PLEASE SPREAD THE WORD.

9 MASTER ACCOUNT WITH MISSION INN In order to streamline the financial process at Mission Inn Resort, you are required to create a master account at check-in at the pro shop. This will enable you to pay for all expenses at Mission Inn at check-out. These expenses include but are not limited to: Hotel Rooms Meals Golf Cart Rental Range Balls Practice Rounds At checkout you may use one school-issued check to pay the entire bill. Do not forget to have the school s tax exempt certificate on hand. Applicable taxes will be included if you do not have your tax exempt certificate.

10 TAX EXEMPTION CERTIFICATES Bring copies of your school s tax exempt certificates The tax exempt certificate must match the check or credit card used to pay event team expenses. (School Issued)

11 GOLF CARTS Coaches $ per day Spectators with DOCUMENTED disabilities Provided on a first-come, first-served basis $25.00 per day MUST PROVIDE DOCUMENTATION Note from Doctor on letterhead, Handicapped Placard, etc. is acceptable documentation. Share this information with your parents prior to arriving at Mission Inn on the day of practice rounds.

12 GOLF CARTS CONT. Spectators may receive one (1) approved cart pass with a valid doctor s note or handicapped placard. Spectators receiving a pass to rent a cart must abide by the following rules: Maximum of two (2) people per cart at all times; Cart operator must possess a valid Driver s License; Proper golf cart etiquette and all local club rules apply; Carts should remain on cart paths whenever possible; Shuttling or giving rides to participating student-athletes is prohibited; Rowdy behavior (i.e. speeding, crossing course from hole-to-hole, sudden braking, etc.) is prohibited; Cart operator must follow course signs and directions at all times (i.e. No parking on greens, no driving through hazards, etc.) Cart rentals are $25 each All rental fees are paid directly to the Pro Shop Carts are offered on a first-come, first-served basis Event staff reserves the right to revoke a pass at any time

13 GOLF CART RULES FOR COACHES Coaches carts must stay on the cart path when cart paths are present. When cart paths are not present, carts must stay in the rough away from the players. Only the coach is allowed to use the cart for transportation (no spectators).

14 GOLF CART RULES FOR COACHES CONT. Coaches carts must not move as to cause a distraction while competitors are playing a stroke. Coaches carts may be used for shuttling of players between designated shuttled holes. A player must have their clubs in their lap during any shuttle ride. Misuse of the cart may result in a disqualification.

15 FHSAA PUSH/PULL CART POLICY The FHSAA encourages the use of push/pull carts in events where players are either required or allowed to walk. In the event of utilization of a shuttle cart between the play of holes, the FHSAA requires the following procedures be used to prevent injury as a result of transporting the push/pull carts between holes: Players, parents, volunteers, coaches, officials or course staff must not allow a push/pull cart to be pulled beside, behind or otherwise by a shuttle cart. This could result in serious injury to arms, hands or wrists or damage to equipment. A volunteer, parent, or coach is permitted to push or pull the cart to the next designated hole (applicable shuttle holes only) while the student is being shuttled by the tournament volunteers. Push/Pull Carts must fold up and remain in the lap of the player for the duration of any shuttle ride. Players, parents, volunteers, coaches, officials or course staff may assist players in breaking down or repairing a push/pull cart during the stipulated round.

16 COACHES INFORMATION Coaches, it is OK to: Help the players search for a ball Help forecaddie and spot balls that may been hit astray Tell the players where their ball may have entered a water hazard Carry extra items for the players such as water, snacks, extra clothing and umbrellas Give advice to your own players (NOT ON THE GREENS)

17 AP COACHING & ADVICE DURING COMPETITION (a) Coaches only will be allowed to give advice under the following provisions: (1) Only one (1) designated team coach may give advice. (2) USGA Rule 8 entitled Definition of Advice must be used. (b) Coaches who elect to advise their players during matches must not make rulings on matters of play that are the responsibility of the event director or tournament committee. (c) No players, parents or spectators shall be allowed to coach or give advice to any player who is competing during matches in the Florida High School State Championship Series. (d) Parents and spectators of participating golfers must remain in the rough or on golf paths and 50 feet away from the golfers.

18 COACHES WRISTBANDS Wristbands are contained within each team packet. Per AP , only (1) coach per team will receive a wristband. Wristband will designate the coach who may give advice during a given round. DO NOT REMOVE WRISTBAND AFTER THE FIRST ROUND THE SAME BAND WILL BE USED FOR BOTH TOURNAMENT DAYS. NO REPLACEMENT WRISTBANDS WILL BE ISSUED. NO EXTRA WRISTBANDS WILL BE ISSUED.

20 LIVE SCORING Live Scoring at this year s championships will be facilitated using ShotStat. 1. One player from each group will enter the group s score after the completion of each hole. 2. Each player is required to enter the scores for their group for six holes. Holes 1-6 (Player 1) Holes 7-12 (Player 2) Holes (Player 3) 3. Live scoring is mandatory for each group. 4. Scores will be entered using devices provided by FHSAA at the first tee box. 5. All live scores will be deemed unofficial until the close of competition and all score cards are turned in. Please convey this information to your players and parents. 6. A live scoreboard with team and individual scores will be available on the FHSAA Golf webpage and on

21 OFFICIAL BALL The Wilson Staff Duo Golf Ball is the official ball of the FHSAA State Golf Series. The use of this golf ball shall be optional in the regular season, each district and regional tournament, and Florida High School Golf State Championships. Each student-athlete participating in the Florida High School Golf State Championships shall receive an official ball prior to competition.

22 LOCAL RULES OUT OF BOUNDS: Defined by inside points, at ground level, of white stakes, lines and perimeter fences. When the inside edge of a road or curb defines out of bounds, a ball that is on or beyond the road or curb is out of bounds even though it may lie on another part of the golf course.

23 WATER HAZARDS AND LATERAL WATER HAZARDS When a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When water hazards and lateral water hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.

24 GROUND UNDER REPAIR Ground under repair is defined by enclosed white lines. Other areas of ground under repair, even when not marked, include: French drains (trenches filled with stones or the like) Fire ant hills (Note: For a player whose ball is in a water hazard and is affected by a fire hill, see Decision 1-4/10)

25 SOD SEAMS Except in a hazard, sod seams (not the sod itself) are deemed to be ground under repair, and relief is available under Rule 25-1 if the ball lies in or touches a sod seam or the sod seam interferes with the area of intended swing. All seams within the sodded area are considered the same seam.

26 OBSTRUCTIONS AND INTEGRAL PARTS OF THE COURSE When located within hazards; liners in bunkers and artificial walls and pilings are integral parts of the course unless otherwise specified on the Notice to Players. White lined areas tying into obstructions are part of the obstruction. When closely attached to trees, wrappings, electrical wire, and cables are integral parts of the course.

27 EMBEDDED BALL THROUGH THE GREEN Local Rule as prescribed in Appendix I is in effect. LOOSE IMPEDIMENTS Wood chips and mulch are loose impediments.

28 CONDITIONS OF COMPETITIONS DRIVER HEADS: Only driver heads on the USGA s latest List of Conforming Driver Heads may be used. GOLF BALLS: Only brands of golf balls on the USGA's latest List of Conforming Golf Balls may be used.

29 CONDITIONS OF COMPETITIONS SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry.

30 CONDITIONS OF COMPETITIONS SIGNALS FOR SUSPENSION OF PLAY Suspension for a dangerous situation: One prolonged siren or air horn note. All other types of suspension: Three consecutive air horn notes. Resumption of play: Two air horn notes.

31 SUSPENSION OF PLAY FINAL RESULTS In the Florida High School State Championship Series, an official event may be constituted by reverting to the results of an earlier round. In the event emergency situations, such as inclement weather, make it necessary to reduce the number of holes from 36, the Jury of Appeals shall determine the final number of holes to be counted for scoring. All leading players must have played the same holes up to the cut-off point established by the Jury of Appeals.

32 CONDITIONS OF COMPETITIONS SCORING Upon completion of the round, the player must go IMMEDIATELY to the scoring area to return his signed and attested scorecard as prescribed in the current FHSAA Golf Manual. A scorecard is deemed to be officially returned when the player has left the area of the scoring table without his scorecard.

33 CONDITIONS OF COMPETITIONS PLAYOFFS In the event of a tie for the individual or team championship, a hole by hole play-off will start on a hole designated by the Committee. It is the responsibility of the player(s) to be present for any play-off.

34 CONDITIONS OF COMPETITIONS AUTOMOTIVE TRANSPORTATION Except when otherwise authorized by the COMMITTEE, players must walk at all times during a stipulated round. Optional Condition as prescribed in Appendix I is in effect. CLOSE OF COMPETITION The competition is be deemed to have closed when the results are officially announced.

36 PACE OF PLAY POLICY The FSGA Championship Pace of Play Policy utilizes a two checkpoint system. Players will not receive warnings. Each group is responsible for monitoring their own pace. To avoid penalty, groups must complete each checkpoint hole: Under the allotted time, or Within 15 minutes of the group ahead. Checkpoints will be on holes #9 and #18, unless otherwise indicated. All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty.

37 PACE OF PLAY POLICY PENALTIES First Breach of Round = 1 stroke penalty to each player in the group. Second Breach of Round = additional 2 stroke penalty to each player in the group.

38 PACE OF PLAY POLICY NOTIFICATION Any group that completes a checkpoint hole in breach of the pace of play policy will be verbally notified by an Official. Officials at checkpoints should never be confronted. It is the player s responsibility to recognize when a breach has occurred at each checkpoint and penalties must be recorded on their scorecards. Penalties are to be added to the checkpoint hole the group was notified of the breach.

39 PACE OF PLAY POLICY POSITION First Group(s) off Either Tee The first group(s) will be in breach of the pace of play policy if they take more than the allotted time to finish a checkpoint hole until they reach (within 15 minutes) any group ahead. After they reach a group ahead, both conditions must be met to be in breach of the pace of play policy. Position with Group Ahead To stay within 15 minutes of the group ahead, players should never have an open hole and they should be in the fairway on par 4 s and 5 s when the group ahead leaves the green.

40 PACE OF PLAY POLICY CONCERNED PLAYERS AND APPEALS A player concerned about slow players in a group should first remind that player of the pace of play policy and encourage them to play more efficiently. The concerned player may, before or after penalties are assessed, request an Official to monitor the group. Appeals for exceptional situations will be considered only in the scoring area after the completion of the round and prior to the return of a player s scorecard.

41 MEMORANDUM TO COACHES A Coach is not considered part of the player s side and therefore is not directly subject to the Rules of Golf; nevertheless, there are certain actions that a coach could take which might result in a penalty to the player, e.g. if a coach s action were sanctioned, tacitly or otherwise by the player, he might be penalized. Some examples of actions by his coach that could result in a penalty to the player would be improving a line of play, moving loose impediments or obstructions in violation of the Rules, disregard for the provisions of Rule 14-2 Assistance and violation of putting green and flagstick restrictions.

42 MEMORANDUM TO COACHES CONT. Responsibilities of a competitor in this regard are supported by Decision 13-2/4, 13-2/33, and 13-2/36 of the Decisions on the Rules of Golf. In the best interest of the competition and in an effort to minimize difficult situations, the Committee trusts that all competitors, coaches and officials respect the principle of obeisance to the Rules, proper conduct, and fair play in the Spirit of the Game.

43 OFFICIALS The FSGA will officiate the 2016 FHSAA Golf State Championship. They will make rulings regarding the Rules of Golf. The FHSAA Golf Administrator will make rulings on violations of the FHSAA Golf Manual, FHSAA Bylaws, and FHSAA Board Policies.
