IN THE FINAL AMOUNT OF $246,400 AND AUTHORIZATION OF CITY CLERK TO RECORD THE NOTICE OF COMPLETION Attachment: RECOMMENDATION 1. Notice of Completion 2. Location of Catch Basins Staff recommends that the City Council accept the described work with West Coast Storm, Inc. (WCS) and authorize the City Clerk to record the attached Notice of Completion. INTRODUCTION This report provides information to the City Council for acceptance of the contract work in the final amount of $246,400 and authorization for the recordation of the Notice of Completion by the City Clerk with the Los Angeles County Recorder. The project is part of the City Capital Improvement Program for the Fiscal Year DISCUSSION On February 2, 2010, a contract in the amount of $247,500 was awarded to WCS on the basis of sealed competitive bids received after public advertising for the Installation of Debris Screen Devices at Storm Water Catch Basins. This project was implemented by the City to attain compliance with the Trash Total Maximum Daily Load (TMDL) of the Ballona Creek Watershed. Under the National Pollution Discharge Elimination Permit (NPDES), the State of California Regional Water Quality Control Board, Los Angeles Region requires each Local Permittee (CITY) to reduce the trash deposit into the Ballona Creek Watershed to minimize the pollution to Page 1 of 2 7/27/2010

The Trash TMDL requires each CITY to reduce trash deposit by The debris screen device is made of Grade 304 stainless steel approximately 6-inch in height mounted on the side entrance of the storm water catch basin. The screen is normally in close position during dry and low flow conditions to prevent the trash deposit into the catch basin. The screen will open automatically under high storm runoff condition to prevent flooding in the street. Each storm water catch basin requires 3 to 5 screens depending on the width of the catch basin. WCS mobilized and construction commenced on April 19, WCS installed 896 screens at 382 storm drain catch basins within the City of Beverly Hills as shown on the attached location map. Engineering Division personnel inspected the work and are satisfied that the work was completed according to the contract documents approved for this project. FISCAL IMPACT The original contract purchase order, which included a $25,000 contingency allowance, was $272,500. A decrease in the specified bid item quantities resulted in a decrease in expenditures of $1,100. Therefore, the total revised contract amount is $246,400 as noted below: Original Contract Amount $ 247,500 Bid Item Quantity Decreases ($ 1,100) Final Contract Amount $ 246,400 The current amount paid on the contract is $221,760 with a balance of $24,640 due to be paid 35 days after the recordation of the Notice of Completion.
