3 Region 17 Website: WCB Website The Western Canadian Breeders Championship Competition is sanctioned as a silver competition member of Equestrian Canada 308 Legget Drive, Suite 100, Ottawa, Ontario, K2K 1Y6 and is governed by the Rules of EC. (A602.1) STATEMENT OF PRINCIPAL The Equestrian Canada Federation (EC), the national federation of Canada, supports adherence to humane treatment of horses in all competitions under its jurisdiction. The EC is committed to: Upholding the welfare of horses, regardless of value, as a primary consideration in all activities. Requiring that horses be treated with kindness, respect and the compassion that they deserve and that deserve, and that they never be subjected to mistreatment. Ensuring that owners, trainers, exhibitors and their agents use responsible care in the handling, treatment and transportation of their horses as well as horses placed in their care for any purpose. Providing for the continuous well being of horses by encouraging routine inspection and consultation with health care professionals and competition officials to achieve the highest possible standards of nutrition, health, comfort, sanitation, and safety as a matter of standard operating procedure. Continuing to support scientific studies on equine health and welfare. Increasing education in training and horsemanship practices. Requiring owners, trainers and exhibitors to know and follow their sanctioning organization s rules and to work within industry regulations in all equestrian competitions. Reviewing, revising, and developing competition rules and regulations that protect the welfare of horses. The standard by which conduct or treatment will be measured is that which a reasonable person, informed and experienced in generally accepted equine training and exhibiting procedures, would determine to be cruel, abusive nor inhumane. THE RULE BOOK Exhibitors, Judges Show Officials are responsible for knowledge of the rules. Both a complete knowledge of, and compliance with, the rules are essential, and all participants must be fully cognizant of all rules as well as class specifications in the division in which they compete. See current EC Rules and amendments. Every individual is eligible to count points won at recognized EC Shows for Annual and Provincial Championship Awards. The current EC rules and Amendments are presently in effect and have been used to compile the Rules and Regulations for this prize list. Passports are NOT required in a recognized Breed competition. You are cordially invited to join Equestrian Canada. Bronze License--$25.00 Silver License--$80.00 Gold License--$ Platinum License--$ Plus provincial membership and Amateur Status- if applicable. Single event--$ Upgrade bronze to silver-- $20.00 Regional and National Breed Shows require a Silver license. WCB has the same status as a Regional show, therefore an EC Silver Sport License is required. 3

4 Amateur Competitors: All seniors competing in EC amateur classes must possess a current amateur card. This must be applied for at the same time as the Competitive License. Membership to EC is now called a Competitive License. All exhibitors, owners, trainers, riders, drivers, handlers MUST join EC with a Competitive License to be able to compete in any EC sanctioned show. THE BREEDERS CUP This prestigious award will be presented along with a cash prize of one thousand dollars ($1 000) to the winning breeder. QUALIFYING ENTRIES The horse must be CANADIAN BRED or OWNED. The horse must be registered with the CANADIAN ARABIAN HORSE REGISTRY, CANADIAN PARTBRED ARABIAN REGISTRY or the ARABIAN HORSE REGISTRY; CANADIAN OWNED, as recorded by the certificate of registration and be registered with the Canadian Arabian Horse Registry or the Canadian Partbred Arabian Registry. The horse must be properly entered in the Western Canadian Breeders show and have attached a photocopy of the Canadian Arabian Horse Registry or Canadian Partbred Arabian Registry or active Arabian Horse Association (Canadian Bred/US Owned) registration certificate (front and back). HOW POINTS ARE AWARDED Any breeder may enter as many horses in the show as he or she wishes. However, for points toward the breeders cup, only a breeders top three horses will qualify. Points will be awarded to horses in all classes entered halter and performance. Points will be awarded as follows: Champion 10 points Reserve Champion 7 points 4

5 Third Place 4 points Fourth Place 3 points Fifth Place 2 points Sixth Place 1 point Points will be added up during the show for each breeder and the breeder with the most points on his top scoring (one to three) horses will be recognized as the top breeder for that year. In case of a tie, the cash prize will be split equally among winners. Copies of the registered lease agreement must accompany entries for leased horse. Signatures are required on the back of the entry form. Minor (under 18 years of age) signatures are NOT allowed and must have a Parent/Guardian signature on all required signature lines. Please read form carefully and fill in ALL blanks. Complete address information for each rider, handler, owner and trainer is necessary. Collect calls may be made to exhibitors/owners by the entry secretary if it is deemed necessary to clarify any information on the entry form or stabling form. Cancellation of Entry Exhibitors canceling entries after the closing date of May 19, 2017 shall forfeit ALL fees. Refunds will be considered upon receipt of a suitable veterinarian certificate attesting to the illness or injury within seven (7) days after the occurrence of said illness or injury & received by the show secretary prior to 9:00 AM, Tuesday, June 20, All granted refunds will be sent out by mail after the close of the Western Canadian Breeders show and will be made payable to the owner of the horse. Vet Outs will be refunded the AHA Resolution 9/90 fee as per AHA rules. A Vet out processing fee of $25.00 per horse plus the office fee will be retained on all refunded entries. ENTRY REQUIREMENTS TO BE ELIGIBLE TO COMPETE IN THE CANADIAN ARABIAN BREEDERS CHAMPIONSHIP CLASS A HORSE MUST BE REGISTERED with the Canadian Arabian Horse Registry or the Canadian Partbred Arabian Registry or the Arabian Horse Association as recorded by the certificate of registration OR; Canadian owned as recorded by the certificate of registration and be registered with the Canadian Arabian Horse Registry or the Canadian Partbred Registry. 8

9 Be properly entered in the Canadian Arabian Breeders Championship class prior to the dates for closing of entries and post entries and have attached a photocopy of the Canadian Arabian Horse Registry or the Canadian Partbred Arabian Registry or active Arabian Horse Association (Canadian Bred/US owned) registration certificate (FRONT AND BACK.) PLEASE NOTE ENTRIES CANNOT BE ACCEPTED WITHOUT AN UP-TO-DATE COPY OF THE REGISTRATION CERTIFICATE. For the purpose of qualifications for the Nationals and AHA programs, Western Canadian Breeders will have the same status, rules and membership rules as Regional Championship shows. (AHA Handbook Comp 206.1) AWARDS: In each class, a Full Top Six will be selected by the judges and from the top six will be named a Champion and a Reserve Champion. Only awards made to the top 50% (rounded up and not to Top 6 awards) will receive AHA Horse Achievement Award, Amateur Achievement Award (Adult and Youth), and High Point Horse and Amateur Achievement Award points. AHA COMP Western Canadian Breeders Classes will be judged by a panel of three judges. GENERAL RULES 1. Equine Canada Federation and the Carrot River Valley Arabian Horse Association, its officers, contract personnel or volunteers or any of its affiliates, the Prairieland Park, their officers and employees will not be held responsible for any loss, damage or injury to any exhibitor, his or her agent or employee, or to any horse or any article of any kind. The exhibitor will be responsible for any loss, damage or injury, to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him and shall indemnify all parties listed above against any land all loss, damages, or liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of any entry form to the Entry Secretary shall constitute an acceptance by each person signing same of the provisions herein set forth. 9

10 2. Upon any act of discourtesy or disobedience to any official or volunteer of the Carrot River Valley Arabian Horse Show on the part of any owner, groom, rider, driver, or handler may result in the immediate removal from the show of said person, at the discretion of the show committee and the owner will forfeit their entry fees. Such action will be reported to EC and AHA for disciplinary action. Official protests ($ cash fee) will be filed as per the EC Rule Book A1206.1b 3. Per Article A801, every entry at an EC-sanctioned competition shall constitute an agreement by the person responsible that the owner, lessee, trainer, manager, agent, coach, driver or rider and horse shall be subject to the EC constitution and all rules of EC and any additional rules set by the competition. It is the responsibility of all individuals participating in any capacity in EC-sanctioned competitions to be knowledgeable regarding the EC constitution and the applicable rules of EC and the additional rules, if any, imposed by the competition. Do not participate in this EC-sanctioned competition in any capacity if you do not consent to be bound by the constitution and rules of EC and any additional rules imposed by the competition. (A602.7) 4. B 1306 Competitor numbers must be worn in the paddock or warm-up area prior to the class and in the show arena during competition. Failure to wear a competitor number during the class MAY result in disqualification of the entry by the judge. 5. B Approved Protective Headgear* or Safety Vests maybe worn without penalty by any competitor in any section of the Arabian Division, and is strongly recommended for safety. Approved Protective Headgear is mandatory over Fences anywhere on competition grounds. Where the Arabian rules specify other headgear (e.g.western hats, derbies, etc.) Arabian rules supersede the general rules of Approved protective headgear rule for juniors. It is the responsibility of the rider or the parent or guardian or trainer of the junior competitor to see that the headgear worn complies with appropriate safety standards for approved protective headgear intended for equestrian use, and is properly fitted and in good condition, and the Federation, Show Committee and Licensed Officials are not responsible for checking headgear worn for such compliances. Helmets must be worn in leadline, Hunter over fences, Jumper and Hunter seat Equitation classes. 10

11 6. The Show Committee reserves for itself the power to remove any person or horse from the show without being liable for compensation. 7. The Show Committee reserves the right to add to, amend, or decide any point not covered by the rules and to correct any error or make necessary alterations in the prize list program. 8. Patterns and Orders of Go will be posted at 24 hours prior to the class 9. The Show Committee reserves the right to cancel or combine any class with less than three (3) horses entered. 10.Substitutions may be allowed, provided the request is made in writing to the show commission before the beginning of the show. 11. Scoring System is MOS Majority of Opinion System See Current AHA Handbook. All AHA approved shows will use the new halter scoring system for Breeding & In- Hand Arabian & Half-Arabian/Anglo-Arabian halter classes as outlined in the current AHA handbook. 12.Sport Horse In Hand classes will use the Triangle. (Refer to EC Article B2405.1) 13.Every class offered herein is covered by the rules and specifications of the current rules of EC and will be held and judged in accordance with the EC Rule Book. 12 14.No Hors concours allowed. 15.No horse shall remain on the grounds if it is not entered in the Western Canadian Breeders Show unless written permission is granted by Show Commission exception Mare with foal at side. 16.Age of Junior or Youth exhibitors is 18 years as of December 1, JTR & JOTR classes are 18 years & under. Adult AATR & AAOTR classes are 19 Years & over. Returned Items Upon receipt of a returned cheque for non-sufficient funds a $50.00 charge will be levied if paid within 30 days. After 30 days a $ charge will be levied. If after 45 days the returned cheque has not been replaced, the Show Committee has the option to report the payee to AHA and EC for suspension and/or to impose further action for future shows. All corrected payments and charges will be accepted by certified cheque, money order or cash. Barn Calls and Gate Holds Barn calls are a courtesy only Exhibitors must ascertain when classes are being judged. Every effort will be made to advise the the exhibitor of any changes to the Tentative Schedule. Due to unforeseeable problems with any mechanical device, the public address system and paddock calls over that system must be considered a courtesy. It is the responsibility of the exhibitor to be sure that their horse is at the gate at the prescribed time. Every effort will be made to maintain a working public address system to carry class calls, however, no protest will be upheld, nor will any section or class be changed on the basis of the public address system malfunctions. 12

13 Exhibitors are responsible for reporting all entries to the Hitching Ring attendant before each respective class is called for showing and must enter the ring promptly when called. Two Minute Gate: In collective classes, the gate will close two (2) minutes after the first horse enters the ring, or in large classes taking more than two minutes the gate will be closed at the completion of the final horse in a continuous string of horses entering the ring. After gate is closed, no entry will be allowed in unless approved by the Judge or Steward. No Exceptions. EC B In single event classes, such as reining, the gate will close within one (1) minute of that individual rider being called to the ring in the order that is posted on the Order of Go. All GATE HOLD requests MUST be registered and approved at the Show Office one FULL session before the class is to be held. NO DOGS are permitted in the stable or arena. AHA Membership Statement MEMBERSHIP REQUIREMENTS Each competitor (this includes at least one recorder owner and all trainers, drivers, riders, halter handlers, coaches and the person(s) signing the entry blank) in an Arabian Horse Association Recognized Arabian Division, at the time of entry into a competition, must submit a copy of a valid AHA membership/competition card, join AHA or pay an AHA Single Event Membership fee per competitor. When an agent signs for the owner at an AHA Recognized Competition, both the owner and agent must be members of AHA or pay the AHA single event membership. Single event membership is not acceptable at AHA Regional or National Competitions ALL exhibitors, owners, trainers MUST possess a 2017 Silver Competition Licence from Equestrian Canada. Temporary EC sport licences ($45.00) are available for a onetime event in silver or gold classes. (Article A208) 13

14 AMATEUR (EC B1303) All exhibitors or exhibitors over the age of 18 years as of December 1 st showing in AOTR and AOTH classes must have a current Amateur card from EC/USEF. The Amateur Status must be applied for separately from an individual competitive license and is not automatic. NOTE: An Amateur may NOT show a horse that is a client of any member of their immediate family unless they are a Junior (under the age of 19 as of December 1st). Farm, Syndicate or Business Horses registered in the ownership of a Farm, Syndicate or Business must have an AHA Business Membership and EC/USEF Farm Certificate (see EC Rulebook for Canadian rule). AHA Business Membership must be purchased directly from AHA (Article 701.6). A Business MUST provide documentation showing the owners of that business for owner classes. Reservations must be made before May 21, 2017 to qualify for that rate. Indicate that you are with the WCB group. STRESS Horses shall not be punished unnecessarily or severely anywhere on the show grounds. Any horse entered in any class at a competition may, while on the competition grounds, be selected for equine medication control testing. (EC Article A602.5) By entering the 14

15 show all owners agree to testing for their horse(s) if selected for a test. A charge of $7.00 per horse will be made and is included on the entry form. All horses artificially, improperly or unfairly prepared or tampered with before coming into the show arena will be disqualified. The use of any substance to induce temporary heat will not be allowed. If it is ascertained that an exhibitor has made, or caused to be made, any false statements in regards to any animal or article exhibited or if any exhibitor shall attempt to interfere with the judge in performance of his/her duties, they shall be excluded from competing or exhibiting. IN HAND/BREEDING CLASSES Breeding & In-Hand entries will enter the ring in the order posted by AGE (oldest to youngest). In Ring procedure will be used for the in hand classes. When adjudicating all Breeding/Gelding In-Hand classes, judges will use the Arabian Scoring System, however, the final placings for Champion, Reserve Champion and Top Five will be determined by the Majority Opinion System (MOS). (Comp 608.5) In the Ring Class Procedure Judging begins when the first horse enters the ring and its movement is being evaluated and scored. The horse shall enter at a trot. RING PROCEDURES 15

16 Grooms, attendants and headers are to appear in the ring neat, clean and suitably attired i.e clean, unmarked smock, or appropriate show clothes. No person other than the officials, steward, attendants on duty, and the judge of the class may enter the show ring without permission of the judge. EFFECTIVE IMMEDIATELY: AHA 2016 ruling. The one specified person assisting with entrance of in-hand horses into the ring will be allowed to use only the same length whip and appendages as are currently allowed for the individual handling the horse. Rule reference B 1401: The specified person will not hit or use any other objects, such as trash cans, walls, etc., to make any noise. In addition, effective immediately, the use of plastic or paper bags of any type or size is prohibited in assisting with entrance(s) into the arena. It is the responsibility of Show Management along with the EC Steward to advise the specified person of this policy and their role. Any Exhibitor using the wrong number or having no number may be excused or disqualified from the class at the discretion of the Judge.
