4 GENERAL RULESAND REGULATIONS Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. 2 Entries at regular fees until May 8 h. Entries for additional horses accepted as stabling permits. 3 Post entries will be accepted at regular fees for performance classes in the morning sessions until 7:00 PM the day before the class runs. Entries for afternoon and evening classes will be accepted until 2 hours before the posted start of the session. 4 A billing fee of $50.00 will be added to any balance that remains unpaid after the exhibitor leaves the show grounds. An additional $50.00 fee will be added each month that the balance is not resolved. 5 Management reserves the right to combine or cancel classes with less than 4 entries when related association rules permit. 6 Management reserves the right to refuse any entry and to return any entry fees before the opening of the show; to prohibit any person from attending or showing a horse in the ring; and to remove any owner or stable employee or horse from the show without being liable for compensation of any kind. 7 A surcharge of $00.00 plus collection fees will be made for all nonnegotiable checks. 8 Canadian checks must be marked: Payable in US. Funds. 9 Exhibitors in Amateur Classes must present Amateur certification at the Show Office before numbers can be picked up. To speed processing, send a photostat of your card with your Entry Blank. Amateurs who do not have a current certification may apply at the show office. 0 Exhibitors in classes requiring animals to be measured must present a measurement card before numbers can be picked up. To speed processing, send a photostat of your card with your Entry Blank. All animals that do not have a current card will be measured at the show, times and place will be announced. A number will be assigned to each horse when the entry is made. This number must be displayed whenever the horse is shown. 2 Management reserves the right to conduct any class in an alternate Arena to keep the show running on schedule. 3 Entry fees will be refunded if entries are cancelled on or before May 8 th. There will be a $25.00 office charge for all scratches after May 8 th unless another horse is entered in its place. There will be NO refunds on stalls. ONCE THE SHOW HAS STARTED, HORSES WHICH ARE NOT SHOWN IN CLASSES IN WHICH THEY ARE ENTERED FORFEIT THEIR FEES. Exhibitors shall be held responsible for the entry fee of all horses entered by them or their agents even though payment of these fees is not submitted along with the Entry Blanks. When a horse is disqualified from showing by the Management or officials, the entry fee will not be refunded. 4 Should any question or dispute arise that is not provided for in the rules, the same shall be referred to the Show Committee, whose decision shall be final. 5 Entry blanks will not be accepted unless signed by the owner, or his authorized agent and the trainer, coach and the rider/driver/handler and accompanied by a check for Stabling. A parent or guardian must sign for any minor exhibitor. 6 The New York State Horse Breeders Association Horse Show will not be responsible for any accident of any kind or nature that may occur to any animal, person, or property. The exhibitors and spectators shall hold them harmless and indemnify them against any legal proceedings arising from any accidental damages. 7 There will be a nonrefundable office fee of $20.00 per horse. 8 To be eligible to show in a Performance Championship class a horse must have been properly entered, shown, and judged in one qualifying class in the same division or section. 5 9 Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the advanced level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions DressageCompetitions, Reining Competitions, and Combined Driving Competitions, upon payment of a $45 show pass fee. Participants in the following classes are exempted from the requirements of this rule; ) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk/trot and academy classes (Academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 0) USEA beginner novice division; and ) assistant handlers in Dressage Sport Horse Breeding classes. AHA MEMBERSHIP STATEMENT EACH COMPETITOR IN THE ARABIAN PB and HA CLASSES (THIS INCLUDES AT LEAST ONE RECORDED OWNER AND ALL TRAINERS, DRIVERS, RIDERS, HALTER HANDLERS, COACHES AND THE PERSON(S) SIGNING THE ENTRY BLANK) IN AN ARABIAN HORSE ASSOCIATION RECOGNIZED ARABIAN DIVISION, AT THE TIME OF ENTRY INTO A COMPETITION, MUST SUBMIT A COPY OF A VALID AHA MEMBERSHIP/COMPETITION CARD, JOIN AHA OR PAY AN AHA SINGLE EVENT MEMBERSHIP FEE PER COMPETITOR. WHEN AN AGENT SIGNS FOR THE OWNER AT AN AHA RECOGNIZED COMPETITION, BOTH THE OWNER AND AGENT MUST BE MEMBERS OF AHA OR PAY THE AHA SINGLE EVENT MEMBERSHIP. SINGLE EVENT MEMBERSHIP IS NOT ACCEPTABLE AT AHA REGIONAL OR NATIONAL COMPETITIONS. EXHIBITORS IN WALK-TROT CLASSES ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS AT QUALIFYING COMPETITIONS, BUT MUST HAVE AN AHA MEMBERSHIP WITH COMPETITION CARD AT AHA REGIONAL AND NATIONAL COMPETITIONS. EXHIBITITORS IN LEAD LINE CLASSES OR PARENTS/GUARDIANS SIGNING FOR MINORS ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS. 20 All prize money checks will be mailed within 30 days to horse owners unless other arrangements are made in the show office. 2 Coliseum Ring 28 X 230, Schooling Ring 85 X 90, 4H Ring 90X80 with sand footing, Dairy Ring 90 X 75- sand and screenings footing 22 Registration papers are required for horses in all breeds whose registry rules require this. Exhibitors must provide membership numbers and cards from their breed association. Owners, trainers, and riders, as described above, must send Copies of USEF Membership Cards and put Membership and ID Numbers on Entry Blanks. Memberships are available on line and you can print your membership card immediately or can be purchased at the show.when joining on line, adults must remember to apply for amateur status, if applicable. 5 STABLING Permanent Box Stalls with doors attached in the Main and DVM Barns - $20.00 Standing Stalls - $ Limited Quantity of Gates Available At The Show MINIATURE HORSES- May elect to put two horses into one box stall. The second horse will be charged a $25.00 grounds fee Send A Depositable Check For Your Stalls With A Block Stabling Request Form Before May 9 th. Then, Before May 9 th send and an Open Check With Your Completed Entry Form. SEPARATE STALL REQUIRED FOR EACH PERFORMANCE HORSE EXCEPT IN AMHR DIVISION. Halter horses that show out of trailers must pay a grounds fee per horse. Parties wishing to be stabled together should mail their entries together and complete one block stabling request. Stables will be ready to receive horses after 2 P.M. Tuesday, May 5 th. To place an advanced order contact Mike Teske at (35) or enclose your order with separate payment with your entry. No outside vendors will be permitted to deliver shavings to the show grounds. PLEASE NOTE: EXHIBITORS WILL BE CHARGED FOR EVERY STALL THEY USE (BOX & TIE STALLS) FOR ANY PURPOSE, EVEN IF THE STALL WOULD OTHERWISE REMAIN EMPTY! HOWEVER, EXHIBITORS MAY USE TIE STALLS FOR HAY AND BEDDING STORAGE ONLY AT NO COST. IF ANY OTHER ITEMS ARE IN THAT STALL, POSTED CHARGES WILL BE APPLIED. CAMPERS AND PARKING Camper hookups with water and electricity are available for $40.00 each. All vehicles MUST BE PARKED IN THE ASSIGNED SPACE. Camper parking stickers will be issued upon arrival and must be displayed prominently on the vehicle. Campers arriving before 0:00 AM on Wednesday, May 6 th and/or leaving after :00 PM., Sunday, May 20 th will be charged additional $25.00 per night. Campers parked in locations with no electrical hookup will be charged $25.00 per day. BOX SEATS Box seats in the Coliseum will be sold for the duration of the show. Boxes of 9, $80.00, Boxes of 6, $ All USEF horses must be accompanied by documentation of administration of Equine Influenza and Equine Herpesvirus Vaccine within six months of arriving at the grounds. (USEF GR845) 6 MOTORIZED VEHICLES Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardians(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
