1 National Congress of Old West Shootists Minutes of the 38 th Congress, Davenport IA March 11, :30 PM Senate and Representative Caucus Representative Caucus: Nine Representatives were in attendance and eight Representatives by proxy (see Roll Call). Representative Tom Spanton was elected to the position of Chair of the Territorial Representatives. Senate Caucus: Twelve Senators were in attendance and three Senators by proxy (see Roll Call). Senator John Torrence was elected as Chair of the Territorial Senate. 7:00 PM Call to Order and Pledge of Allegiance Marshall Scott called the Congress to order at 7:00 PM Pledge of Allegiance was given. Roll Call. Senators present: Bryan Buck, Caroline Buck, Michael Fischer, John Hoker, John Irons, Jeff McIntosh, Joe Ray, Jim Reed, Dave Scott, Mark Smith, Mike Tatham, John Torrence Present by Proxy: Ted Beechler, Patrick Postell, Roger Ragland Absent: Territorial Representatives present: Len Abels, Dustin Fritschle, Anastasia Hope, Dave Lee, Mike Owen, John Saffran, Mike Scott, Thomas Spanton, Dave Williams Present by Proxy: Larry Davis, Gary Davison, Cliff Fendley, David Graley, John Holmes, Bonnie Jackson, Paul Jacobson, Steve Sagaser Absent: Installation of New Senators and Representatives Marshal Dave Scott presided over the swearing in of new Territorial Representatives and new Territorial Senators Presentation of Minutes of the 37 th Congress A call to read the minutes from the 37 th Congress was made. Mark Smith moved to have Congress accept the minutes as posted and published in the magazine. Seconded by Caroline Buck. The motion carried unanimously.
2 Bankers Report Banker s report was prepared by Banker Joe Ray and was sent to three independent reviewers. The financial reviewers this year were John Covert, Rob Brannon, and David Hollandsworth. Covert and Brannon responded that all appeared in order and no discrepancies were found. Hollandsworth did not respond. The three reports that were presented were disseminated by Joe Ray and included Annual Report National Convention National Shoot Report Copies of the reports are appended to these minutes as Appendix A. Motion to accept the bankers report was made by Mike Tatham, Seconded by Dave Lee. Motion carried unanimously Reports of Other Officers None presented Election of Officers Marshal, Ted Beechler Deputy Marshal, Mike Tatham Banker, Joe Ray Secretary, Bryan Buck Judge, Mike Owen With no other candidates nominated, all were elected by acclimation. At this point, with Ted Beechler Absent, the new Deputy Marshal began to presided over the meeting. Chair of the Territorial Senate, John Torrence Chair of the Territorial Representatives, Tom Spanton Old Business There was no old business New Business The agenda items for the 38 th Congress, 2016 were addressed in the agenda order as published. 1. Proposal to Change Procedural Penalty in Range Rules and Regulations, by Ted Beechler I propose the following be amended the section Safety and Procedure Rules for All National, Regional and NCOWS Posse Shoots and be updated in the 2016 version of the Tally Book. 24. Penalty for a procedural (shooting targets out of order, or otherwise not shooting the scenario as written) is 2010 seconds.

Proposal to Add Cowboy Code to Range Rules and Regulations, by Ted Beechler I propose the following be added the section Safety and Procedure Rules for All National, Regional and NCOWS Posse Shoots and be updated in the 2016 version of the Tally Book. 25. NCOWS members faithfully abide by a set of principles so that our events can be representative of the old west. It was a time when failure to honor commitments often had disastrous results. The Indian wars are classic examples of the results of such failures. By agreeing to participate in an NCOWS shooting competitions, a shooter promises to obey NCOWS shooting competition rules and the stage instructions. A willful violation of the stage instructions to gain a better score will result in the shooter being assessed a 30 second penalty for violating the Cowboy Code. This Cowboy Code penalty will be added to the shooter s score in addition to any penalties for misses and procedurals. Two Cowboy Code penalties within a match will result in a Match Disqualification. The Cowboy Code penalty will be awarded if all stage spotters and the time keeper come to a unanimous conclusion that a violation as stated above has been committed. Proposal to Amend the Approved List, by Mike Owen The Authenticity Committee has recommended that Treso (Ampco) and Slix-Shot nipples be placed on the approved list for cap and ball revolvers. These replacement nipples do not change the design of the revolver nor do they eliminate cap jams. It is felt that they afford no real advantage over standard nipples. Bryan Buck moved accept the proposal. Joe Ray seconded the motion. The motion carried 31 Aye, 1 Nay Nay: David Graley 4. Proposal to Amend the Unapproved List, by Mike Owen
5 The Authenticity Committee has recommended that the so called Manhattan Conversion or other modification or cap guard to a percussion revolver to retain fired caps be added to the Unapproved list under Gun Modifications, as this type of modification clearly provides and advantage to the shooter over those shooting traditional revolvers. Bryan Buck moved to accept the proposal. Joe Ray seconded the motion. The motion to carried unanimously 5. Proposal to change the NCOWS special first time membership by Bryan Buck With the rising cost of membership, it is proposed that the special, first time membership fee on National and Regional Shoots be raised to $30 effective 1 January 2016 to more align with the current 2016 membership fee structure. Tom Spanton moved to accept the proposal. Mike Owen seconded the motion. Motion carried with 30 Aye, 1 Nay, 1 Abstain Nay: Gary Davison Abstain: Paul Jacobson Item 9 on the agenda was a discussion topic rather than a proposal. The discussion regarded the simplifying the shooting categories to a less cumbersome number of classes. At this point, Dave Lee suggested that we jump forward on the agenda to Item 9 to have this discussion prior to addressing the new proposals for adding shooting classes. Dave Lee moved we skip to discussion item 9 Anastasia Hope seconded the motion Motion carried with 30 Aye, 2Nay Nay: Michael Fischer, John Irons Discussion ensued where most were in agreement that the number of shooting classes needed to be simplified and revamped. Senator Dave Scott urged
6 Congress to consider a way to fix the shooting class bloat. Discussion was closed after 30 minutes. And the order was returned to the agenda. 6. Proposal to Add New Shooting Category, by Duane Butt I would like to see a three gun class where one pistol, one pistol caliber rifle, and one shotgun is used. This seems more of what would have been carried and used in the Old west. Here is what we came up with. By-Law 10: Rules and Regulations Men s and Women s Three Gun Smokeless Shootist Homesteader: Shooter uses one pistol, one pistol caliber rifle, and one shotgun. Shooters may shoot smokeless powder and may fire handguns using a two-handed grip. Men s and Women s Three Gun Black Powder Shootist Homesteader: Shooter uses one pistol, one pistol caliber rifle and one shotgun. Shooter must shoot black powder or approved black powder substitute powder in all firearms except those chambered for rimfire cartridges, and may fire handguns using a two-handed grip. Men s and Women s Three Gun Smokeless Duelist Homesteader: Shooter uses one pistol, and one pistol caliber rifle and one shotgun. Shooters may shoot smokeless powder and must fire handguns using a one-handed grip. Men s and Women s Three Gun Black Powder Duelist Homesteader: Shooter uses one pistol, and one pistol caliber rifle and one shotgun. Shooter must shoot black powder or approved black powder substitute powder in all firearms except those chambered for rimfire cartridges, and must fire handguns using a one-handed grip. Men s and Women s Three Gun Seniors Homesteader: Shall be open to those over age 60 only. Shooter uses one pistol, one pistol caliber rifle, and one shotgun. May use any of the above shooting styles. Men s and Women s Three Gun Elder Homesteader: Shall be open to those over the age of 70 only. Shooter uses one pistol, one pistol caliber rifle, and one shotgun. May use any of the above shooting styles. Boy s and Girl s Three Gun Juniors: Shall be open to those 12 through 17 only. Shooter uses one pistol, one pistol caliber rifle, and one shotgun. May use any of the above shooting styles.

Proposal For Further Separation of Senior and Elder Categories, by John Irons Proposal to revise By-Law 10-1 by adding powder used and shooting style separation to the Senior and Elder shooting categories. Replace the below old Senior and Elder categories with the below new Senior and Elder categories. OLD SENIOR AND ELDER CATEGORIES Men s and Women s Four Gun Seniors: Shall be open to those over age 60 only. Shooter uses two pistols, one rifle and one shotgun. May use any of the above shooting styles. Men s and Women s Three Gun Seniors: Shall be open to those over age 60 only. Shooter uses two pistols and one rifle. May use any of the above shooting styles. Men s and Women s Two Gun Seniors: Shall be open to those over age 60 only. Shooter uses one pistol and one rifle. May use any of the above shooting styles. Men s and Women s Four Gun Elder: Shall be open to those over the age of 70 only. Shooter uses two pistols, one rifle and one shotgun. May use any of the above shooting styles. Men s and Women s Three Gun Elder: Shall be open to those over the age of 70 only. Shooter uses two pistols and one rifle. May use any of the above shooting styles. Men s and Women s Two Gun Elder: Shall be open to those over the age of 70 only. Shooter uses one pistol and one rifle. May use any of the above shooting styles. NEW SENIOR AND ELDER CATEGORIES Men s and Women s Four Gun Senior Smokeless Shootist: Open to those age 60 and over. Shooter uses two pistols, one shotgun, and one pistol caliber rifle. Proposal for 2-gun Pistoleer Category, submitted by Mark Smith Proposal adds 2-gun Pistoleer Category; 1-Pistol, 1-Rifle Usual rules and restrictions currently used for 4-gun and 3-gun Pistoleer would apply to this new category. *Only Blackpowder or NCOWS approved blackpowder substitute propellants are to be used. *Only one NCOWS approved Percussion revolver is to be used and fired onehanded duelist style. *Only pre-1873 rifle or carbine to used, e.g Henry, Spencer, Model of 1866 Winchester. Rifle to be chambered in NCOWS approved pistol caliber cartridge. No motion was made, proposal died on the floor. 9. Discussion on 2017 Convention 2016 hosts willing to present the convention again in The Executive Committee will accept proposals for the 2017 Convention National Shoot was confirmed to be 8-11 June 2016, with a different menu for the banquet 11. There being no further new business, Len Abels moved to adjourn. Mark Smith seconded the motion. The motion carried unanimously. The 2016 meeting of the 38 th Territorial Congress adjourned at 9:10 pm.
