1 The Rules & Regulations of The British Wado Federation National Governing Body 英国和道空手道連盟 - 本部 Valid from 1 st August 2016 The British Wado Federation is a Full Member of the International Wado Federation Established in 1982 from the foundations of the Alliance of International Wado-ryu (AIWa) 1
2 The British Wado Federation is the only National Governing Body/Alliance for Autonomous Clubs, Groups and Associations recognised by the International Wado Federation. EXPLANATIONS, REGULATIONS AND INFORMATION For Members The International Wado Federation is the only World Governing Body/Alliance of the British Wado Federation. Note: To ensure the ethos of the Federation remains consistently for the benefit of the Associate Members, the President has the authority to include facilities, adjustments as & when required. The Committee may suggest/propose changes; however, these must be forwarded to the Chairman to be considered at the relevant Annual General and/or Emergency Meeting/s. To ensure that Committee Members are not agenda driven, membership to the BWF Committee will only be accepted from members who DO NOT belong to, or involved with, any other Governing Body, Karate/Sporting Controlling Organisation or Body, of any kind, outside of the International Wado Federation. MISSION STATEMENT: To preserve both the traditional development and the evolution of Wado Karate. We strive to accomplish this in an environment free of intimidation, politics, and other negative distractions. We further seek to foster a spirit of fellowship and understanding by welcoming all like-minded individuals, regardless of race, gender, ethnic background, national origin, or physical handicap. All accepted member-groups will be granted 'selfdevelopment' to encourage positive growth within their own autonomous infrastructure, without interference from the British, European or International Wado Federation. As the British Wado Federation is non-profit, therefore does not have the need for a Treasurer, it must be remembered that the BWF have no central funds or means to offer financial support to any members. All members are accepted as autonomous, independent and self-funding as Associate Members. The British Wado Federation is a non-profit Governing Body for 'professionally run' (amateur and/or professional) Karate Schools/Organisations and not a commercially motivated or profit-based karate business. TECHNICAL CRITERIA FOR MEMBERSHIP TO THE IWF The following technical criteria are essential to all organisations BEFORE they wish to be accepted as members to the International Wado Federation Headquarters as Wado practitioners. Wado Tai Sabaki Wado Kihon Waza Wado Kihon Gumite: Ipponme, Nihonme, Sanbonme, Yonhonme, Gohonme, Ropponme, Nanahonme, Napponme, Kyuhonme, Jupponme. Wado Kata: Pinan; Shodan, Nidan, Sandan, Yodan, Godan; Ku-shanku, Naihanchi, Seishan, and Chinto. 1. THE IWF PRESIDENT 2
3 The President of the IWF is Gary E Swift Honbucho and will be Chief Administrator of the IWF infrastructure, whilst in office as President. In the event of an emergency the IWF Executive Committee & Vice President shall assume complete control of all affairs of IWF, whether temporary or permanent. Membership to the IWF Committee will only be accepted from members who DO NOT belong to any other Governing Body outside of the International Wado Federation. 4. APPLICATION FOR MEMBERSHIP If an applying organisation can 'confirm' qualifications in Wadoryu Karate then the organisation can affiliate direct to the International Wado Federation as an already established Wado organisation. However, if an organisation wishes to pursue Wado qualifications & training in Wadoryu Karate, in order to become a Wado organisation, then the application must go under their National or Continental Representative/s for technical direction, support and guidance. If a National Representative is unavailable then an 3
4 already established IWF Association or Group may be accepted to help with the transition to Wado Karate. Non Wado Applications. Applications from non-wado sources may be accepted, as long as those applicants are able to satisfy the IWF Technical that they will be under the direction & protection of an already established association/group within membership of the IWF. Until the transition to Wado has been successful all Yūdansha ranks & levels will be considered as honorary in status. Non-Wado groups who apply for this type of affiliation will be required to transfer totally to Wado within 12-months of initial honorary membership acceptance. 5. ASSOCIATE & ALLIED MEMBERS (a) Allied Members are self-governing 'autonomous' members and will be considered 'Allied Members' to the IWF. The IWF will have no control over Associate Members as they will have their own Constitution/Rules & Regulations, Insurance Procedures and Member Protection Policies, etc., (including Child & Vulnerable Adults Protection Policy) for self-governance within their own Group/Association. As they are allied they will have no access to promotion or other entitlement facilities within the IWF. (b) Associate Members. All Associate Members must apply for (and have possession of) an up-to-date IWF Licence membership, as a minimum requirement for Associate Membership. This would also allow the relevant Chief Instructor to be eligible for any BWF approved promotion he would wish to pursue. All BWF Licenced Members would also be eligible for IWF promotion as they would be considered registered individual Licenced Members of the International Wado Federation. (c) Upon a Chief Instructor s IWF/BWF Licence becoming invalid (out-of-date by more than 6-months), then the Chief Instructor and relevant organisation would be deemed resigned from Associate Membership and therefore would be placed on Allied Membership to the IWF. (d) All Associate/Allied Members must be practising Wado Karate prior to consideration for membership with the IWF-HQ. However, if an organisation, not familiar with the style of Wadoryu, wishes to pursue IWF Wado qualifications & training, in order to become an official Wado organisation, then the application must go under their relevant National or Continental Representative/s for technical direction, support and guidance. If a National Representative is unavailable then an already established IWF Association or Group may be accepted to help with the transition to Wado Karate (see Section 4). (e) As the International Wado Federation is non-profit, therefore does not have the need for a Treasurer, it must be remembered that the IWF have no central funds or means to offer financial support to any members. All members are accepted as autonomous, independent and self-funding. (f) As members of the IWF are self-governing the IWF cannot accept responsibility for any member-group or individual in Associate or Allied Membership. (g) It is the responsibility of each Association/Group in membership to ensure that all their members are adequately insured. It is also the responsibility of each Chief Instructor/Director to ensure that all instructors are adequately insured, possess CRB (or equivalent) and 1 st Aid Certification. 4
5 NB. As Associate Members run their own affairs: In the event of and in respect to violation of National Law/s, or Child Protection issues, the relevant Associate Member will no longer be considered part of the International Wado Federation; as with immediate effect. 6. AFFILIATION IMPLICATIONS TO MULTI-STYLE & SPORT GOVERNING BODIES In the event that an IWF Member Group also requires further affiliation with a Sport-Karate or Multi-Style Governing Body, etc., which has strict guidance in reference to single body/country membership, the following recommendations/implementations must be considered. If the member country can only affiliate one organisation, and there is ALREADY an IWF organisation in membership, then there can only be two successful solutions for those in IWF National Membership who wish to also join; 1. Leave the IWF to join the relevant National Governing Body independently. OR 2. Stay in the IWF and join the relevant NGB as members (or through an established IWF Member that is already in membership) to the said NGB. Because IWF has only interests in Wado Karate, and not 'all-styles' or 'sport-karate' outside of Wadoryu, we allow only 'Wado' organisations to join. Because of this the problem does not affect the IWF as a World Governing Body. However, if other IWF Wado organisations wish to also join other organisations, such as an 'all-styles sport-karate organisation', which only allows ONE organisation from each WGB to join, such as the restrictive practises within the WKF (specifically with considerations to the WKF Statute 21.9), etc., then they must attempt to work around this and work together to become ONE national group. This situation is only compounded when groups wish to join numerous Governing Bodies(?), especially all-styles, which have opposing agendas. Thankfully, there are numerous NGB's that cater for associate membership, such as the WKC, WUKF, WUKO, etc., so members can also choose the organisations that are more accommodating to them (if they choose to do so). So, as an example. If groups within IWF in India wish to stay in the IWF AND wish to join the AIKF (India s WKF representative) they may need to affiliate to IWF-India, as they are the IWF Representatives who are also in membership to the National Governing Body (All India Karate Federation) under the World Karate Federation. 7. INDIVIDUAL MEMBERS All individual members will be the responsibility of each member association Chief Instructor/Head Coach. 8. AFFILIATED CLUBS (a) All Clubs are the responsibility of each member Association Chief Instructor, and must train in a traditional/recognisable form of Wado Karate (or intend to do so within a set time-limit agreed by the Association Chief Instructor). (b) International Clubs may also need to affiliate to their own National Governing Body in their host country (if there is one or a need to do so). (c) The running of the Club is the sole responsibility of the Registered Instructor. 9. AIMS 5
6 The aims of the IWF are to: (a) Foster, develop and encourage the art of the Wado Karate system founded and developed by Ohtsuka-Hironori (10th Dan) Meijin. (b) Allow access to the progression of all IWF Chief Instructors within IWF membership. (c) Supply members' optional services, such as registration and authentication. (d) Allow access to all associated tuition, courses, competitions and tournaments. (e) Act as an information exchange centre to & for all members. (f) Discourage malpractice and abuse of Wado Karate. (g) Do all such other things that are incidental or conductive to the attainment of the aims of the IWF. 10. CRIMINAL RECORDS BUREAU CRB Criteria (UK only) The following offences will be considered. Murder.* Rape.* Robbery. ** Offences involving children or vulnerable adults (in any form).* Sexual Crime.* Crimes involving violence. ** Crime involving drugs. ** *Following receipt of the Enhanced Disclosure, the following offences shall be regarded as totally unacceptable for consideration into membership. **Following receipt of the Basic/Enhanced Disclosure, the following offences shall be reviewed and assessed individually for consideration. 11. WADO RANKING SYSTEM Recommended/Traditional Wado Kyu Grade Ranks. 9th Kyu. 8th Kyu. 7th Kyu. 6th Kyu. 5th Kyu. 4th Kyu. 3rd Kyu. 2nd Kyu. 1st Kyu. IWF Yūdan Grade Ranks (does not affect member constitution/rules). Includes official intervals/minimum training requirements for Yūdan applicants: SHODAN; From 1st Kyu to 1st Dan. (1st Kyu to 1st Dan = 9 months). Minimum age 10. NIDAN; From 1st Dan to 2nd Dan. (1st Dan to 2nd Dan = 24 months). Minimum age 16. SANDAN; From 2nd Dan to 3rd Dan. (2nd Dan to 3rd Dan = 3 years). Minimum age 20. YODAN: From 3rd Dan to 4th Dan = 4 years. Minimum age 25. GODAN: From 4th Dan to 5th Dan = 5 years. ROKUDAN: From 5 th Dan to 6 th Dan = 6 years. SHICHIDAN: From 6 th Dan to 7 th Dan = 7 years. 6
7 HACHIDAN: From 7th to 8th Dan = 8 years. 12. ASSOCIATE CHIEF INSTRUCTORS Associate Chief Instructor Grade Progression As long as the Registered Member/Chief Instructor (if of 3 rd Dan or above) has remained in IWF Membership, unbroken membership for at least 12-months, all requests for promotion (through award or exam) will be considered from the relevant Association's Technical/Executive Committee/s. Once this application has been received, by any member of the IWF Technical Executive Committee, promotion will be considered/reviewed and awarded/granted where necessary to the aforementioned Chief Instructor. All applications must be implemented from the 'Member Association Committee', in writing, and also conform to the strict official time intervals prior to application. Only grades received by legitimate Wado organisations and authorities will be accepted by the IWF for registration. Any Chief Instructor under the rank of 3 rd Dan, must apply to their/a local IWF Representative (or National Governing Body) for application into a physical grading. All IWF members wishing to pursue Yūdansha Registration/Progression must have attained the recommended minimum time intervals (see Section 11). The IWF Executive/Technical Committee has the authority to promote any grade (if eligible) up to and including 9th Dan. The IWF-HQ Executive/Technical Committee must have a quorum of at least four members for any promotion to be accepted and validated. NB: All 'time-served' implications MUST be considered at all times prior to consideration. However, the following recommendations may also be implemented in extenuating circumstances. In the event that an applicant has accumulated an excess of any timeserved period, within a previous Yudan grade, he may be considered for advancement and assessed earlier (although no earlier than 12-months from present grade date. These are IWF 'recommendations', which may not necessarily be implemented within member associations/groups' constitution/s or Rules & Regulations. However, the IWF decision of any progression will take into consideration any shortfalls or anomalies prior to a final decision, and may also include lost opportunities for past grade promotion/s. All grade progression will be depending on correct time-served protocols implemented by member groups. Protocols As long as the Registered Member/Chief Instructor has remained in IWF [unbroken] Licenced Membership for at least 12-months, all requests for promotion (through award or exam) by the IWF will be considered from the relevant Association's Technical/Executive Committee/s. 8 The IWF Executive/Technical Committee has the authority to promote any grade (if eligible) up to and including 9th Dan. A 3 rd Dan (or higher) Chief Instructor is eligible to grade up to and including his own grade. This way having control over their own membership and allow an 'examiner level' system to be implemented, There are 4 options for progression for a Chief Instructor (if of 3rd Dan & above) of a Group/Association. In the event that an IWF Licensed Chief Instructor becomes eligible for promotion or progression, this can be done as follows: 1. Apply to the [nearest] IWF Representative/Branch to proceed through them for a 'physical grading'. (Also applies for under 3 rd Dan progress). 2. Apply to the [nearest] IWF Representative/Branch, using the application forms provided on the IWF Website/s, for an honorarium. 3. Apply direct to the IWF-UK in the UK, for an honorarium, using the forms provided on the IWF Website/s. 4. Allow your own Committee (which must consist of the minimum; President/Chairman, Vice Chairman, Secretary, Treasurer, etc.) to award/promote to the eligible rank/title and apply for registration, through IWF-HQ using the form/s provided on the IWF Website/s. NB: Officially there are no physical Wado 'gradings' after 3rd Dan, unless requested/required. This does not affect the Group/Association s own Constitution or Rules & Regulations. The Chief Instructor of the member group, if of Sandan (3rd Dan) or above, will be entitled to grade his/her membership up-to-and-including his own grade. Upon qualification/certification, from the IWF President he may also be entitled to grade, up-toand-including ONE grade below his own, any member within the International Wado Federation not in membership to his own group. 13. GRADE EXAMINER LEVELS The official Grade Examiner Levels for 'active' Yūdansha (of 4th Dan & above) within the IWF. These qualifications allow any IWF Examiner to assess/grade any member of the IWF through invitation or honorarium. All Yūdansha of Yodan & above are entitled as follows. Yodan may grade IWF Yūdansha up to San (3rd) Dan Godan may grade IWF Yūdansha up to Yo/Yon (4th) Dan Rokudan may grade IWF Yūdansha up to Go (5th) Dan 8
9 Shichi/Nanadan may grade IWF Yūdansha up to Roku (6th) Dan Hachidan may grade IWF Yūdansha up to Nana/Shichi (7th) Dan Kudan may grade IWF Yūdansha up to Hachi (8th) Dan Judan may grade IWF Yūdansha up to Ku (9th) Dan These implementations do not affect Associate Level Constitutions or Rules & Regulations. 14. REGISTRATION TION All Dan grades should be registered with the IWF Registration Officer. An official Registration Application Form is available for this and must be sent to the IWF Licence Officer when completed. 15. BWF CHARGES * 1. There are no charges for Affiliation Membership within the International Wado Federation. However, in the event of Associate Membership, the association membership must possess International Wado Federation Licences, for proof of membership. See Section 5b. 2. There are no charges for Yūdan Registration within the International Wado Federation Certification & Registration (A3) signed by the IWF President. Price includes postage anywhere in the world. However, a Jpeg/PDF format, sent by , is FREE. 4. Optional British Wado Federation Yūdan Grading/s. IWF Licence required for each applicant. Application form required. British Wado Federation Yūdan 250. Includes signed certificate). It will be the responsibility of the applicant to ensure that he has Uke (partner/s) present to assist him/her in the grading. 5. Optional International Wado Federation Available via Application Form. Licences: New (1 st issue) 30. Renewal Blank IWF Yūdansha Certificates (A3) for association awards (minimum quantity 5 and inclusive of UK National P&P). 7. British Wado Federation Individual 5.00 per person (UK only).* 8. Private BWF Yūdan Gradings will be 350 per student (which would include, if applicable, belt and certificate, in the event of a successful pass). Expenses: 40p per mile added for travelling expenses by the Chief Examiner. It will be the responsibility of the applicant to ensure that he has Uke (partner/s) present to assist him/her in the grading. 9. Visits to countries by the IWF Committee President and/or Representatives: If host countries wish to be visited by any member of the IWF Committee then the host country must facilitate with costs for all transport requirements (flights, taxi, etc.), necessary visas, food, and accommodation (hotel, etc.). All training courses, conducted in the host country by IWF Committee Members, will not be charged (unless previously requested). However, if possible, a donation would be gratefully received near the end of the visit. Please contact the relevant IWF Committee Member for clarification of charges prior to booking. All transport costs and arrangements must be previously organised by the host country. Please check the website for current & available IWF Committee Members. 9
10 Insurance. The following assumptions have been made about the proposer, the directors, the organisation and the activities undertaken. They will form the basis of the quote provided: The Proposer, any Partners or Directors and any other person responsible for managing the business: have not had an insurance proposal refused or declined have not had a renewal refused have not had an insurance cancelled have not had special terms imposed have not been convicted or charged (but not yet tried) with any non-motoring, criminal offence have not been declared bankrupt or insolvent have not been partners or directors of any company that went into liquidation or receivership have not been prosecuted for a breach of any statute relating to health and safety of employees or others have never been served with a Prohibition Notice under the Health and Safety at Work Act have never been the subject of a recovery action by Customs and Excise or the Inland Revenue have never been the subject of a County Court Judgement The Organisation: does not have any members under four years of age or over 75 years of age maintains all equipment properly and keeps it in a good state of repair does not organise any events or tournaments where the anticipated daily attendance exceeds 5,000 people Declaration I/We declare that to the best of my/our knowledge and belief: the above statements and particulars, whether written by me/us or by others on my/our behalf, are true and complete any statement or particulars which have been given separately by me/us or by others on my/our behalf are true and complete I/we have not withheld any material fact (material facts are those facts which are likely to influence us in the acceptance or assessment of this proposal and it is essential that you disclose them. The Yūdan Grade Syllabus of the British Wado Federation Foundations Established in 1982 'Peace within Mutual Harmony' Includes All Grading Requirements from 1st Dan to 8 th Dan Technical Grade Syllabus as introduced by Ohtsuka Hironori Meijin Optional British Wado Federation Yūdan Shinsa Examinations for BWF Autonomous Member Groups/Clubs Official BWF Gradings. Unless previously arranged, these practical Gradings will be conducted at Horsham (Sussex). Applicants are charged 150 each, payable to the British Wado Federation, and will be awarded (upon a successful pass) a framed-certificate and new belt (if applicable). Private Gradings (if to be held at another venue). 11
12 Applicants are charged 250 each, payable to the British Wado Federation, and will be awarded (upon a successful pass) a framed-certificate and new belt (if applicable). Chief Examiner's travelling expenses will be 40p per mile for gradings held at an Association's own facilities, to be calculated prior to application. Prior requirements from applying association (please also refer to application form). 1. Name & present grade of Applicant/s. 2. Grade Syllabus requirements for Applicant/s (unless using the IWF/BWF generic Yūdan Syllabus). 3. Licence Book. 4. Name and age of student. 5. Arranged and confirmed venue and date. 6. Written assurances that each applicant complies with all recommendations of eligibility (time served, technical and mental competence, etc.) set out by applying association. 7. It will be the responsibility of the applicant to ensure that he has Uke (partner/s) present to assist him/her in the grading. 8. Full payment payable to British Wado Federation. The official Kata for BWF events will consist of: Pinan; Shodan, Nidan, Sandan, Yodan, Godan; Ku-Shanku, Naihanchi, Seishan, Chinto, Bassai, Wanshu, Ni-sei-shi, Rohai, Ji-tte, Ji-han, Ji-in, Suparinpei. Restrictions may be imposed for grade level and or/age of the corresponding event/s, etc. Contestants: a. Must be in possession of an up to date 'recognised' Licence (it must be in the safe possession of the competitor, at all times, for verification of age, grade and insurance, etc.). b. Competitors will be placed in groups relevant to their category. c. Competitors have the choice of the numerous 'Official Kata' listed for their category. d. Individual Events. At least two Kata must be known, as the choice of Kata must differ through each round. e. Pairs & Team Events. One kata may be selected from the official list. f. Competitors will be judged in pairs (of Individuals/Pairs/Teams), in order of relevant selection, from the 'Competitor Sheet'. g. Judges will be issued with two flags, one blue (Ao/Aoi) and one red (Aka). h. The Competitor, once called, will bow at the perimeter marker/line and walk to the designated start-line indication inside the competition area. The Competitor will bow and announce his choice of Kata he will perform. The Competitor will assume the Yohi position (appropriate for designated Kata) and demonstrate the aforesaid Kata. Return to the original position (Yamae) once completed and bow. The competitor will then walk backwards to the perimeter line and bow again before assuming position in the designated waiting area just outside the competitor/mat area. i. When both Aka and Ao have completed their selected Kata the Chief Judge will call for the competitors to return to the mat. The Chief Judge will then call "Hantei". This will be the signal for the competitors to position themselves, facing the Chief Judge, and for the Judges to prepare to make their decision between the competitors performances. j. A decision will be made as to the 'best' performer. The winning competitor would then be selected to go through to the next qualifying round/s. This process would be done continually, until all competitors have been eliminated, to declare the final results, etc. k. Upon the necessity of 'Repechage', the relevant competitor will be matched in the finals. Selections will then be made, by performing in the last round, as to the placing of 1-Gold, 1-Silver, and 2-Bronze etc. Organisation: a. There will be 3 or 5 Area Judges who will determine the Judgement of the match. b. All Kata will be Judged to official BWF Wadoryu Standards, allowing for technical Wado source-differences between each Wado style. Each Kata will be judged on its individual aesthetic performance and presentation (there will be no penalisation for technical differences). Judges: a. Judges must be licensed & qualified and wear the correct attire (blazer, tie, etc.). A Karate-gi may be acceptable at Club Level Events only. b. Judges will sit at the designated 3 or 5 match area side-lines. 14
15 c. There will be no communication between Judges, unless for 'technical' clarification etc. However, final decisions must be made independently. d. The blue flag will be held in the left hand and the red flag is to be held in the right. e. Example of Ao and Hikiwake (draw) decision. The position of each Judge s flag is shown below for Ao and Hikiwake (flags crossed). f. Three Judge Layout. g. Five Judge Layout. 15
16 Judge: a. The Chief Judge will call the relevant competitor to the match area (Ao followed by Aka). The performer will take up his position at the start point (in kiritsu), name his Kata of choice, and take up the relevant yohi position. The performer will complete his Kata (assume yamae, naore, tachi-rei), and then return to the 'outside' area of the mat. b. When both competitors have completed their Kata, the Chief Judge will then call "Hantei". This will be the signal for the competitors to position themselves facing the Chief Judge. c. The Chief Judge will then blow his whistle; this will be the signal for all judges to display their favoured Kata performer with either the Aka or Ao flag/card (or, in unusual extenuating circumstances, both to signal a draw ). d. All Judges must display their flag for a decision immediately upon the first whistle, and return the flags upon their laps upon the second whistle. e. The Table Administration will then record the decision and take the necessary procedures for match continuation. f. This process will continue until consideration/s of the finals/reportage procedure/s. Kata Categories: 1. Age 9 and under mixed. 2. Age 10 to 12 mixed up to and including 4 th kyu. 3. Age 10 to 12 mixed 3 rd kyu and above. 4. Age 13 to 15 mixed up to and including 4 th kyu. 5. Age 13 to 15 Girls 3 rd kyu and above. 6. Age 13 to 15 Boys 3 rd kyu and above. 7. Team Category. Two or Three Team competitors of any age (Junior up to 15, Senior 16 & above), grade and gender. Categories are subject to availability. Competitors may be transferred to another category without notice if certain categories are insufficiently supported. INJURY In the event of an injury to a contestant, the Chief Judge shall HALT the match and call for MEDICAL ASSISTANCE. In the event that a competitor is unable to continue, the Chief Judge shall suspend/terminate the match. In the event of injury where a competitor is unable to continue, the individual/team shall be disqualified. TERMS AND MEANINGS USED BY THE CHIEF JUDGE TERM MEANING Shomen-ni-rei Bow to the front/kamiza area Shinpandan-ni-rei Bow to the Chief [Area] Judge. Fukushin-ni-rei Bow to the Judge/s.
