1 Section I Evaluation of Performance of the Host Society Registration and Accreditation The registration was set up well in advance but again some of the important suggested changes with the GEMSpro system were not implemented (i.e. coaches assigned to a sport and not to a male or female team). The system is easy to input information by participants and for contingents to assign accommodations. We really appreciated receiving the accreditation tags in advance to the arrival of our participants so that Mission Staff could review and get missing tags printed prior to participant arrival. Was great that contingents could attach our own code of conduct to the registration system. That the contingents continue to be allowed to add their own documents, e.g. Team Alberta North Code of Conduct. Continue to receive the accreditation tags in advance of the participants arrival so that the contingents can verify and distribute them to the teams. Continue to accept electronic copies of all signed forms and documents. Continue to work with GEMSpro to improve the system for ease of access from an administrative standpoint Welcome/Arrival Services Alberta North was delayed coming out of Grande Prairie due to fog but did not have any effect on our arrivals. Once the luggage and sports equipment was loaded, it appeared that it arrived at the schools and sport venues fairly efficiently. Team Alberta North did not have any lost luggage. Luggage tags were provided in advance by the host but there was no plan for separate equipment tags for equipment being delivered directly to venues. The luggage tag plan by the Host Society must be provided well in advance and be able to adapt to the needs of each contingent charter. If host is providing tags they need to be sturdy and strong and easily identifiable. Opening Ceremonies The walk through the community was an excellent way to engage the community with the limited capacity of the Ceremonies venue. It was greatly appreciated that the marshalling period was kept to a minimum prior to Ceremonies. Parade into venue was not timed realistically and led to a significantly longer Ceremony than was planned. Providing food after Ceremonies in both communities (and particularly the pizza in Fort Smith) was greatly appreciated by all teams. 1 of 16

2 Keep the marshalling period brief so there is not extended periods of standing around and be realistic on time required to get all participants into venue. It is important that some form of warm food is provided to athletes following Ceremonies. Make sure the entertainment is focused on the athletes and that a plan is in place so all participants can view what is happening on stage. Make sure there is an exit plan, including transportation plan clearly explained and delivered following Ceremonies. Team Accommodations The number of classrooms available was very limited so multiple sports had to be accommodated in each room; however the size seemed appropriate for number of people in each room. Overall volunteer coverage and security at accommodations was good. Requests for longer beds or larger beds for the larger and/or taller participants were never met. Shower trailers were a great solution to the limited shower capacities and athletes accommodation schools. That the contingents have some flexibility to assign sports to the class rooms based on the block of rooms allocated by the Host Society. That the number of accommodation sites be kept to a minimum, with so many schools and so few rooms in each school some sports that are not compatible are forced to stay together. There should be minimum shower requirements at all athletes villages. If showers are not on site then portable showers are required. Participants required to shower off site should be kept to a minimum. Food Service/Village Dining Variety of food from day to day seemed good. First few days quantity seemed to be an issue during some meal times in Hay River. Close proximity of venues to food centre minimized the requirements for boxed lunches and great to have food services directly to participants at out of town venues. Thank you for accommodating special meals. That the Host Society continues to be flexible to accommodate special requests as issues come up. Create a clear process to identify and service those with special dietary requirements. Continue to locate the food centre, if possible, in close proximity, i.e. within walking distance, to the accommodation sites to alleviate the need for transportation. That future Hosts continue to assign a Mission Staff member as contingent Food Liaison and host a meeting prior to athlete arrival, not sure if a daily meeting is required. Include some options to the menu that include food specialties unique to the region for athletes to try. Suggest the International Committee compare the food provided and the menu that was approved by the Committee s nutritionists. 2 of 16

3 Awards Ceremonies The presentation awards at the sport venues worked well. Information Technology/Communications/Computer and Network Services Host Mission office support was non-existent. Computers provided had minimal software and printing capabilities from office were a challenge. Host provided computers should have Microsoft Office as a minimum requirement and a high speed printer that all teams can network to. Provide office and IT support to the mission offices. Mission Offices, Services and Accommodations We appreciated the offices that were assigned to Team Alberta North in each community. Team Alberta North did not operate regular mission office hours in either community but did use the office space for morning meetings, individual meetings as required and as a work space for various committees. Having additional snacks/water available in the Mission Services room would have been greatly appreciated by our mission staff. The mission staff accommodations for Team Alberta North worked very well in the end. Would be valuable for the host to work with contingents to determine supply needs in the office or provide a list of supplies that will be provided in advance. High speed printers need to be in an accessible location at all times. That the Host Society provides network access for computers brought to the games by the contingents that would supplement the equipment provided by the Host. Cultural Program and Facilities The cultural team had and fun experience and were grateful for the opportunity to represent Alberta North in the international festival. It would have been nice if the cultural group could have had more opportunities to perform for the athletes. Our performers had a good time interacting with the other contingent performers It would be great if our performers had an opportunity to perform for the athletes in a desirable location (i.e. somewhere near the food centre) in each community. Consider accommodating all the cultural participants together as their schedule is very different than the sport participants. Forms and Publications Use of social media (Facebook/Twitter) coverage of all sports and contingents was excellent. Sport One Pagers were great but keeping things updated and information that was ed out was inconsistent. 3 of 16

4 Recommendation That a results board be posted at the food centre or other central location so that athletes can follow how the contingents are doing. Would be nice particularly at team sport venues to have a sport program with jersey numbers and rosters (specifically at team sports) Provide Venue map and bus loops electronically in advance in a format that can be shared with our teams. Media Team Alberta North had very few media requests during these Games. Medical Services/Polyclinic The location of the Polyclinics with the local health unit/hospitals worked well. Only basic medical services were available at the polyclinic. That all medical protocols are outlined no later than the second set of Chefs meetings including the reporting process to the Chefs de Mission of any medical incidents and notification of athletes being taken to the hospital. Concussion diagnosis and official removal from play must be the responsibility of the Chief Medical Officer and not simply a first responder on site. At a minimum there should be physiotherapy services available at the polyclinic. That medical continue to have a meeting prior to the start of the Games with all contingents Medical Liaisons, daily medical meeting is not required. Results Overall the host was good in posting preliminary results for most competitions in a timely fashion; however some sports continued to be delayed for every event. The Dene points awarded for positions 7-10 for events using double elimination does not accurately reflect the athletes in these positions when determining placing for all around. Medal information should continue to be finalized and posted in a timely manner. Posting of medals for some events seemed significantly delayed. That the Results Committee and Sport Committee work closely together in identifying the need and importance of providing the complete results especially for the Arctic Sports and Dene Games. Major delays for the sport of snowshoeing, recommend running test events with Games timing equipment to alleviate Games time issues. Need to readjust points awarded for individual events in bracket style events (finger pull, stick pull, etc.) to award 3.5 points for 7-8 and 1.5 points for 9-10 place finishers. Security Security at the schools was good. Volunteers were identifiable and adequate coverage was maintained but regular patrols of other perimeter doors is advised. There was no notification to chefs when participants arrived after 12:00 midnight. 4 of 16

5 Security personnel should be age and gender appropriate at the accommodation sites. The Host Society needs to continue to address the need for additional security personnel when the venue is a shared competition and accommodation site, especially when it involves both genders. Curfew at 11:00 and lights out at midnight is misleading. Should be lights out at 11:00, curfew at midnight. It is important that everyone is aware that there is no course of action for participants until 12:00 midnight. Make sure all documentation and communication relays this message. Social Program Participants really enjoyed the opportunity to socialize with the other contingents in the mixed lounges. Wifi that was set up at schools was great if you were near the front of schools, some rooms further from main office had challenges with reception. The community of Fort Smith had a lot more happening for participants (i.e. fireworks, Parks Canada classes, Museum, etc.) That access to the computer rooms in the schools be allowed for the participants and wi-fi be established for those that bring their own devices (smartphones, Ipads, laptops, etc.). That the Host Society focus on opportunities for participants to socialize with athletes from other contingents. It would have been great if more of the entertainment (movies, fire pits, etc.) was available daily. Activities promoted as athlete entertainment should free for accredited participants. Transportation at the Games For communities that has very little transportation needs it was surprising to have transportation delays or issues on a daily basis Clearly identify Games bus stops, loop times, loop maps with larger signage. Have a plan and timeline in place for bus routes and stick to them. Website Useful information was posted to the website just prior to and at the Games. Regular updates, pictures and videos to Facebook and Twitter was great. Closing Ceremonies Marshalling time was better and Closing Ceremonies were very short. Bus drivers coming from Fort Smith had no direction and caused delays with the unloading of luggage. Departure procedures were not well established and communicated to busses. Food provided for those leaving immediately after Ceremonies was appreciated. A mass entry makes it difficult to keep the attention of the crowd to be engaged when there are speakers/entertainment on stage. 5 of 16

6 Detailed exit plan and transportation needs to be outlined to Chefs in advance and make sure all host committees are aware of plan. Timing for departures is critical due to air transportation so it is imperative everyone knows and sticks to the plan. Send Off and Departure Team Alberta North was fortunate that we were one of the first teams to depart following Ceremonies. Host need to establish a departure plan including luggage tags well in advance. Check out at the villages in the morning at all schools was relatively smooth for Team Alberta North and Canadian North was on site to support our team and Host Society. Worked well that there was very little competition on day of departure. Communication needs to occur with the village mayors so they are aware of what is happening for departure day (i.e. sports checking out late, leaving of carry on in classrooms). Logistics to ensure all equipment is picked up at the venues and makes it onto correct charter/storage truck need to be carefully planned and executed. Departures schedule needs to be planned out and all parties (Accommodations, Internal Transport, and External Transport) need to be well versed in the procedures for the day. Departure meeting should be a separate meeting held mid week and not part of Chef s meeting to clarify any concerns. 6 of 16

7 Section II Comments and Pertaining To This Unit General Unit Management The overall management of Team Alberta North for the 2018 Arctic Winter Games was mandated to the Alberta Sport Connection (ASC), a crown corporation of the provincial government. ASC is responsible for the coordination of all Interprovincial Games Alberta participates in as well as the management of the Alberta Games. ASC designates a Chef de Mission for Team Alberta North. Jerry George was appointed the position for these Arctic Winter Games. Michelle Deering was appointed as Assistant Chef de Mission and was the lead contact in Fort Smith. It is ASC s intention to rotate the role of the Chef de Mission for the Interprovincial Games among the program staff. To assist with the operations of Team Alberta North, a core mission staff was appointed within High Performance Sport. The members of the core unit met regularly to plan and coordinate the activities relating to Alberta North's participation in the Games. The major areas of administrative responsibility were divided among the five core mission staff. A commitment to a team approach evolved as the five members shared the workload. The volunteers were selected based on their interest, expertise, Games experience, personal recommendations and residence, i.e. must reside in communities north of the 55th parallel. These volunteers were involved in varying capacities in sport and had a variety of Games experiences. Applications for the mission staff positions are called for approximately 15 months prior to the Games with the announcement of successful candidates approximately nine months in advance of the Games. A motion of the Board of Directors for ASC approves all mission staff appointments. The Sport Medicine Council of Alberta assists Team Alberta North in identifying a medical liaison. For the 2018 Arctic Winter Games Team Alberta North had a medical liaison assigned to each community. Along with their assigned sports, each mission staff member either participates on the Results or Social Media Committee. The mission staff met on two occasions prior to the Games. A team training and orientation and general update in regards to Host Society, Team Alberta North and the Games took place November 16-17, The second meeting took place before a staging event on February 9, At this meeting updates were provided and the mission staff examined different scenarios that could happen at the Games. Staging events for all Team Alberta North participants took place in Grande Prairie and Fort McMurray. The mission staff was also in contact with the Chef de Mission and Assistant Chef de Mission at various times prior to departing for the Games. The Provincial Sport Associations designate a Sport Coordinator to handle administration and technical requirements. In most cases, the Provincial Sport Association assigns a representative from one of the northern communities to fulfill this role. These Sport Coordinators are the Chef de Mission s primary source of communication with respect to sport specific matters, administrative requirements and training and selection events. The selection and training of athletes and coaches are the responsibility of the Provincial Sport Association and Coordinator to establish, i.e. dates, location and format. The details on training and selection events were submitted to the Chef de Mission. When the teams were selected, two staging events were organized for all Team Alberta North participants, interested parents, media and mission staff in Grande Prairie and Fort McMurray. The staging event involves a general overview of the Games and Team Alberta North. Photos for the Host Society accreditation tags were taken and the Team Alberta North uniforms were also distributed during these sessions. 8 of 16

9 That ASC continue rotating the individual assigned to the Chef de Mission and Assistant Chef de Mission positions. That the main activities of Team Alberta North continue to be coordinated by staff of ASC. That the mission staff continues to be selected a minimum of six months in advance of the Games. That the Sport Medicine Council of Alberta continues to be involved with the recruitment for a medical liaison for Team Alberta North. That the Arctic Winter Games International Committee allows Team Alberta North at least 14 mission staff. That the mission staff attends a team training and orientation event prior to the Games to facilitate the effective operation of the mission staff and arrive at least one day prior than the athletes. That the Provincial Sport Associations working with the Arctic Winter Games assign a Sport Coordinator located north of the 55th parallel to better allow residents of the north to obtain information about the Games. Staging events for Team Alberta North continue to be offered in Grande Prairie and Fort McMurray and that all teams are mandated to attend one of these two events. Key dates for Team Alberta North, e.g. registration deadlines, staging, etc. be set as early as possible to allow sports enough time in their planning. Intra-team Communications Team Alberta North held a mission staff meeting every morning at 8:00 am during the Games to provide an update and important information from the Chefs meetings. Each mission staff member was responsible to meet with their assigned sports that day to review the important Host Society and Team Alberta North information and updates with the coaching staff. The Team Alberta North coaching and mission staff also had cell phone numbers so that if any situations arose they were able to contact the appropriate individuals immediately. The Team Alberta North mission staff was also aware of the communication procedures to follow in the event of a medical incident, media request or Code of Conduct violation. Recommendation That the same communication system be used at future games. Cultural Delegation Selection The selection of Team Alberta North s cultural delegation was facilitated by the Alberta Foundation for the Arts who passed the responsibility of selection on to the Wood Buffalo Arts Council. Recommendation Team Alberta North needs to revisit the cultural contingent selection with the Alberta Foundation for the Arts. Finance Team Alberta North is financed through the Alberta Sport Connection. ASC is funded through lottery revenues. The ASC s operating budget for these Games was approximately $500,000. Approximately 50% of the overall budget for this program goes directly to the cost of charter flight transportation to and from the Games. There was additional team training and selection grants totaling $75,000 that was allocated to the sports to assist with their preparations for the Games. The application process for funding consists of an application that outlines the following: 9 of 16

The Chef de Mission and Assistant Chef de Mission had discussions with each of the sports involved with the Games to discuss the training and selection program prior to the sports submitting their application. In regards to other costs associated with participation in the Games, there are no participation fees charged by Team Alberta North. All direct Games expenses such as walk-out uniforms, transportation to and from the Games and other administrative functions are provided Alberta Sport Connection. Some of the sports do charge a participation fee to try out and for training with the Arctic Games teams, but this varies from sport to sport and is at the discretion of the individual Provincial Sport Associations. That Alberta Sport Connection continues to provide training and selection funding for sports involved in the Arctic Winter Games program for Alberta. That Alberta Sport Connection continues not to charge a fee to Team Alberta North participants. That Team Alberta North continues to offer access to sport science services through the northern Alberta Sport Development Centres. 11 Media Team Alberta North assigned a core mission staff member to assist with media and coordinating interviews prior to and during the Games. Team Alberta North provided the following information to the Alberta media: Press Releases (Announcement of Team Alberta North) Media Booklet List of athletes by sport, including hometowns along with Team Alberta North and Arctic Winter Games background information That Team Alberta North continues to designate a member of the mission staff as the media liaison That a media booklet continues to be developed for the next games. Consider including a Social Media specialized person on Team Alberta North Mission Staff. Medical Services Team Alberta North was very fortunate to have two designated medical liaison as part of the mission staff. The medical liaison played an invaluable role in facilitating the admission and care of our athletes at the Games polyclinic and hospital. That Team Alberta North continues to recruit and have a medical liaison on mission staff that has a experience in a related field (i.e. Physio, Athletic Therapy, etc.). Sports General Comments Schedules need to be in a viewer friendly format and not just a singular excel document and should be dated and what changes have been made highlighted. Suggest a track changes format is developed for sport schedules and technical package changes to make it easier to identify what changes have occurred from previous versions One Pagers summary sheets for each sport was an excellent resource and should be continued at future Games. Arctic Sports Generally everything went well Need to reconsider schedule to ensure athletes can attend meals, Ceremonies, feast, etc. Air temperature was a concern in the gymnasium with the participants and large number of spectators. Fans provided by Host Society was much appreciated. Team Alberta North limits the maximum age in the Open age category and would like to see AWGIC put a limit on the Open Category. Badminton Overall very well done Limited facilities required two schools but manageable with schools in close proximity Air dryness in one school seemed to be a concern so appreciate host moving finals to the other school Basketball - Team Alberta North did not participate 11 of 16

12 Biathlon (Ski) The Games were a very positive experience for the athletes and coaching staff Transportation to and from the venue was sometimes a challenge Biathlon (Snowshoe) - Team Alberta North did not participate Cross Country Skiing Fantastic location and facility, everyone had an awesome time Transportation for coaches to get to venue for waxing was difficult Curling The games were a great experience and the athletes had fun The venue was good and the event was well organized Dene Games Unfortunate that venue was a distance from middle of town, limited the opportunity for other athletes and community to be engaged. Overall program was kept on schedule with very few delays. Team Alberta North limits the maximum age in the Open age category and would like to see AWGIC put a limit on the Open Category. Dog Mushing - Team Alberta North did not participate. Figure Skating Very positive experience It was a great opportunity for our athletes skate against international competition Still concerns over compatibility of athletes from different countries, hoping this can be addressed in the sport technical package. Host did a great job balancing 3 sports in one venue Futsal Very busy venue but host did a great job staying on schedule Great atmosphere at this venue Gymnastics The international component is good for the athletes to be exposed to Still concerns over compatibility of athletes from different countries, hoping that recommendations from tech review meetings actually get implemented for 2020 Hockey It was a great experience for all involved Unfortunate that Boys hockey was unable to get any practice time in due to shared venue with Ceremonies Hockey arenas were general the one facility that did not have capacity issues Would like to see an increase in coaching staff (usual Coaching staff is 2 coaches/team), even an increase to 3 would be appreciated Snowboarding Great venue based on the size of the community. Was great to have everything close together. Snowshoeing Good venue for competition Significant timing issues caused significant delays in distributing final results for each event Speed Skating Both athletes and coaches were very happy and satisfied with once again a great experience The venue for speed skating was great and sharing with Figure Skating and Hockey did not 12 of 16

13 create any concerns Table Tennis Great experience for our athletes and coaches Volleyball Overall feedback from the athletes, coaches and parents was very positive Venue worked but allowed limited access for viewing by spectators. Wrestling As always the Games experience for our athletes and coaches was exceptional. The combination gymnastics/wrestling venue meant wrestling mat placed on top of spring loaded gymnastics floor which raised some safety concerns. Inuit style wrestling is a great experience for our team. Technical Officials Continue allowing each contingent the opportunity to provide technical officials for the Games. There was confusion regarding the recruitment of technical officials. There needs to be a clear understanding of expectations and who is responsible in approaching officials and what the plan for communicating back to the officials is. Technical officials from Alberta should be from north of the 55 th parallel, i.e. the same eligible jurisdictional area as the participants. Transportation Team Alberta North secured Canadian North to coordinate our charters to/from Hay River and Fort Smith. This partnership worked extremely well and information was provided in a timely manner. The two charters departed to and returned from Grande Prairie and Fort McMurray. Flights to/from the Games were excellent with many positive comments received from the participants. Canadian North has been part of several multi-sport Games and was instrumental in assisting the Host Society with planning. That the contingents continue to be in control of the external transportation and be allowed to work with air charter companies to secure appropriate and cost effective charters. Continue to have departures from two locations, Grande Prairie and Fort McMurray. Team Selection Process The Arctic Winter Games International Committee limits Team Alberta North s team size to a maximum of 245 athletes, coaches, cultural participants and Mission Staff (from a maximum team size of approximate 375) so Alberta North must determine what sports and age groups we will participate in. Following the announcement by the Arctic Winter Games International Committee of the sports involved in the Games, Team Alberta North distributes sport inclusion applications to the respective provincial sport association or contact. These applications must be completed by the sport in order for them to be considered for Team Alberta North. The application asks for information on the following: Contact Information (including provincial association contact and sport coordinator). Participant Information (including estimated numbers of potential athletes, clubs, communities involved and number of association members in the area). Coaching Certification (Team Alberta North recommends a minimum of NCCP Introduction Part A certification) 13 of 16

14 Prioritized Team Composition (including gender, age minimum and maximums, category, events, and requested number of participants). Participation/Commitment and Development (including benefits received, other opportunities, financial commitment by the association, personnel commitment, sport selection process, fit within overall sport development model, cultural ties the sport brings to the Games, and other information relevant to the sport s inclusion in the Games). The Northern Sport Advisory Committee then reviews these applications, which is a group of recreation and sport practitioners from communities in Northern Alberta. All applications for sport inclusion are reviewed and the composition of Team Alberta North is then recommended to the Board of Directors of Alberta Sport Connection. Once the Board approves the composition of Team Alberta North, the provincial sport associations are notified of their inclusion for the Games and advised of their team size. The actual selection of the members of Team Alberta North rests with the provincial sport association. As mentioned earlier, the sports assign a sport coordinator who works with the association to determine the selection process for the Games. Each sport establishes the dates and location for selection and training events, as well as handling the coaching selection, uniform requirements and any funding issues (including the Training and Selection dollars provided by Alberta Sport Connection). Notification of the training and selection events occurs through our network of recreation practitioners, schools and interested individuals throughout the north, as well as on the Team Alberta North website. Alberta Sport Connection staff continues to organize and coordinate Dene Games selection events in Northern Alberta in collaboration with Arctic Sports. Your Team s Website Team Alberta North uses to communicate with our Sport Coordinators and coaches leading up to the Games. We also utilize our website to provide information to the public and media about our team once this information is available from the Host Society. During the Games our website, our Facebook page ( Twitter (@goteamab) and Instagram (@goteamab) is used to provide daily photos and updates. o Team Alberta North did have a website leading up to and during the Games ( 14 of 16

15 Section III General Comments and Directed to the International Committee Executive Summary and Team Alberta North sent a total of 238 participants (186 athletes, 49 coaches, 3 cultural participants and 14 mission staff) to the 2018 Arctic Winter Games in South Slave, NWT March 18-24, Team Alberta North competed in 16 sports with 20 teams and captured 133 ulus: 50 Gold, 35 Silver and 48 Bronze finishing on top of the Ulu standings for the first time ever! The Host Society for the 2018 Arctic Winter Games did a great job in hosting the Games. The staff and volunteers were wonderful to work with. Overall, the Team Alberta North athletes, coaches and mission staff had a tremendous experience at the Games and were proud to be a part of this unique international multi sport event. Team Alberta North attempts to participate in almost all sports with a reduced team. Arctic Winter Games International Committee The Team Alberta North mission staff greatly appreciates being invited to and being recognized at the AWGIC Reception during the Games. It is wonderful that our volunteers are recognized for their dedication and efforts from an outside group. Continue to coordinate the Chef s conference calls and meetings both prior to and at the Games. It is important that both the Chef de Mission and Assistant Chef de Mission be in attendance and both M1 and M2 meetings. Miscellaneous Sport Technical review meeting were once again implemented at these Games. Having the minutes of these made available for us to share with our Sport Coordinators and coaches would be appreciated. Many sports report frustration with these meeting and the lack of follow through that occurs when similar comments are brought up Games after Games. We continue to communicate and meet with the sports in preparation for the 2020 Arctic Winter Games. The minutes will allow for a good transfer of feedback and knowledge. Highly recommend a member of the International Committee and/or host governing government representative be actively engaged with the host community from host selection through to Games to provide support, guidance and experience to the host organizing committee. The 2018 AWG were unique with two communities but in all cases there should be a better outlined list of host society contacts and roles and responsibilities leading up to and during the Games. Volunteers need to be the back bone of the Games and be provided with the support and direction to be fully engaged in the planning and implementation. 15 of 16
