10 On xx, on a motion by xx, seconded by xx, the committee voted xx to approve these minutes. 1 Town of Yarmouth DRAFT MINUTES OF THE COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE MEETING OF December 6, 2018 The Yarmouth Community & Economic Development Committee held a Business Meeting at 4:30 p.m. on Thursday, December 6, 2018 at the Yarmouth Town Hall, Room A, located at 1146 Route 28, South Yarmouth, MA. Committee Members Present: Peter Q. Smith, Stephen O Neil, Norm Weare, Ken Smith, Ryan Castle (arrived at 4:37), Jack McCormack, Mary Vilbon Staff: Karen Greene, Director of Community Development; Kyle Pedicini, Economic Development Coordinator Guests: Jenn Werner, Joe Gibbs, Pat McDonough, Lauren Wolk, Maureen Rukstalis The meeting was opened by Peter Smith at 4:30 pm. 1. Committee Member Updates Norm Weare updated the Committee on the recent discussions of the Yarmouth Planning Board. At the Planning Board s most recent meeting the Board discussed accessory dwelling units (ADUs) and received some public comment suggesting that the Board removes the affordability criteria from the ADU Bylaw. Jack McCormick stated that the Community Preservation Community has awarded the Drive-In Site $3.7 million for the Riverwalk Park and Boardwalk CPA application. He also updated the Committee on recent Cape Cod Commission business and stated that 14 technical bulletins have been published recently and there will be a 30 day period for public comment on them. Ken Smith updated the Committee on the proposed short term rental tax bill. The bill is in danger of not progressing as it is currently languishing in the Massachusetts House of Representatives. 2. Staff Updates Staff updated the Committee on the Roadway Banner project. The current plan is to install six banners in the Chamber of Commerce Area and five banners in the Four Corners Area. The next step in the project is to receive permission from Eversource and the State to install the banners.

Tourism Revenue Preservation Fund Applicants presented their applications and responded to questions from the Committee. The Sand Sculpture Trail is requesting $30,000 and the application was presented by Mary Vilbon, Executive Director for the Yarmouth Chamber of Commerce. She explained that they are proposing to have 33 sand sculptures in town again this year, and businesses will continue to be charged the rate of $995. The Trail has been a big attraction for the Town in the past and if the project does not receive proper funding in Yarmouth then it is likely to move to another Cape Cod town. Ms. Vilbon explained that the survey card requirement for this event will be extremely difficult to fulfill as logistical challenges make it nearly impossible to collect proper survey responses. The Irish Festival is requesting $25,000 and the application was presented by Patrick McDonough. He explained that the Festival this year will only be one day after observing lackluster attendance on the 2 nd day of the Festival last year. Many projected costs for the event are decreasing this year due to the nature of having a shortened event. Mr. McDonough explained that the Festival will continue to have ticket giveaways as a way to create buzz for the event, but will no longer offer VIP tickets. Committee members asked the applicant what his long term plans for the event were and he responded that the plan is to maintain positive momentum of the event by bringing more bodies to it, and eventually making it a self-sustainable operation. The applicant was also questioned about some public criticism for the 2018 event from the business community, as some establishments in town claimed that the Festival took business away from them after the Cape Cod St Patrick s Day Parade. Mr. McDonough responded that the Festival attracted additional people to Yarmouth for the St Patrick s Day Parade and that he believed the Irish Festival actually helped (instead of hurt) surrounding businesses on the day of the event. The Committee and town staff encouraged the applicant to use local businesses for food and beverages when possible to mitigate any potential concerns of this nature. The Country Festival is requesting $25,000 and the application was presented by Patrick McDonough. The Festival will be about ten times bigger than the Country Festival that took place in 2018, with a projected 2019 attendance of about 5,000 people. The Festival will be a two day event on July 19 th and July 20 th but it was suggested by the Committee to move the event to the weekend before (the 12 th and 13 th ) when there is more of a need for Tourism attraction. Mr. McDonough said that he would look into possibly moving the date of the event and would get back to the Committee. 2 The Cape Cod Cultural Center is requesting $30,000 and the application was presented by Lauren Wolk. Ms. Wolk explained that the Tourism Grant would be used for marketing the Center and potentially hiring a PR firm to assist with marketing. The

Center s headlining event of the year will be the Art on Two Wheels exhibit of unique Harley Davidson Motorcycles. The exhibit will run for nine weeks and will draw tourists from around the state, country, and world. The applicant was asked if the Center will be selling any items to produce additional revenue and Ms. Wolk responded that they will be selling calendars and posters of the motorcycles. The Ancient Cemetery Tour is requesting $2, and the application was presented by Maureen Rukstalis. Ms. Rukstalis explained that the Tourism Grant funds would be used to purchase fabric and patterns that Historical Society members would sow into costumes. The costumes will be used for Ancient Cemetery Tours in the Fall of 2019 and will also be used in the future for events related to the 2020 Commemoration of the Pilgrims arrival on the Cape. 4. Minutes The Committee reviewed Draft Minutes from their meeting on November 26, Vote: On a motion from Ryan Castle, seconded by Stephen O Neil, the Committee approved the minutes for November 26, 2018 by a vote of Adjourn On a motion from Mary Vilbon, seconded by Stephen O Neil, the Committee voted 7-0 to adjourn at 7:00 pm. 6.
