2 Managing Salary and Allowance Adjustments 2018 School Year 1. Overview This guide provides detailed salary and allowance information for the 2018 school year in relation to school staff covered by the Victorian Catholic Education Multi Enterprise Agreement 2013 (VCEMEA). These interim arrangements accompany the Memorandum of Understanding (MOU) reached between the Catholic Education Commission of Victoria Limited (CECV) and the Independent Education Union Victoria Tasmania (IEU). The CECV and the IEU have agreed to recommence bargaining on 1 August There will be discussions on a range of matters prior to 1 August 2018, which are set out in Appendix 1 of the MOU. Until further notice, schools should use the salaries and allowances as detailed in this guide. During the 2018 school year there are: Salary increases for school staff effective from the first full pay periods on or after 1 April and 1 October 2018 Increases for Emergency Teachers effective from 1 April and 1 October 2018 (not the first full pay period) Allowance increases for Positions of Leadership (POL) and the Medical Support Allowance effective from the first full pay periods on or after 1 April and 1 October 2018 Education Support Levels 3-1 and 3-2 translate to Level 3-3 on 29 January There are also changes to the Meal and Tool Allowances from the commencement of the 2018 school year. Percentage salary increases Salary increases for Primary Principals, Teachers, Deputy Principals, Education Support (ES) and School Services Officers (SSO) in 2018 are as follows: First full pay period on or after Primary Principals Teachers, Deputy Principals, ES and SSO staff 1 April % 1.50% 1 October % 1.75% It is important that salary tracker tables are used to ensure that the correct classification and salaries are implemented for all staff covered by the VCEMEA during the 2018 school year. The use of the tables in this guide will also minimise instances of both under and overpayment of employees during the 2018 school year. Salary Assessment Teachers For teachers who are appointed at the start of the school year and teachers appointed on fixed term contracts, a salary assessment must be undertaken to determine their salary on appointment. 4 Managing Salary and Allowance Adjustments 2018 School Year In general teachers who were fixed term in the 2017 school year and who are re-appointed for the 2018 school year will increment to the next salary level (provided that the teacher has at least 6 months of teaching experience between 1 May 2017 and 30 April 2018) at the commencement of the new fixed term contract. There is no requirement to increment these teachers on 1 May However, some fixed term employees may not be entitled to increment upon a new contract at the commencement of the 2018 school year, but may be eligible to increment on 1 May 2018 due to meeting eligibility requirements at this time. Emergency Teacher Rates of Pay (clause 57) The rates of pay for emergency teachers that apply for the 2018 school years are as follows: Effective Date Hourly Rate Maximum Daily Rate Start of 2018 school year $57.97 $ April 2018 $58.84 $ October 2018 $59.84 $ The effective pay increases for Emergency Teachers will occur on the dates listed above, not the first full pay periods on or after this date. For each day on which an Emergency Teacher is employed, the Emergency Teacher must be paid for a minimum engagement of three hours. An Emergency Teacher should then be paid for each subsequent hour of work (or part thereof) to a maximum of the daily rate. An Emergency Teacher will also be entitled to superannuation contributions for each engagement. Emergency teachers will be entitled to an unpaid lunch break of not less than 30 minutes free from duties. Payment must be made for the school recess. 8. Graduate Teacher Payment (clause 51) A graduate teacher who commences ongoing employment at subdivision T1-1 prior to 1 May in any year shall be paid a lump sum on progression to subdivision T1-2 in May of the following year. This payment only applies to ongoing teachers. The lump sum payment is based on their commencement date as set out in the table below: Commencement of employment Lump sum payment 2 November 2016 and 1 December 2016 $1,021 2 December 2016 and 1 January 2017 $817 2 January 2017 and 1 February 2017 $613 2 February 2017 and 1 March 2017 $408 2 March 2017 and 30 April 2017 $204 The lump sum payment should be made in the first full pay period on or after 1 May 2018 (at the same time the employee is provided with incremental progression). Deputy Principal Allowances Category B In a primary school where the deputy principal has not reached the top of the incremental scale for teachers, an allowance is paid until the deputy principal reaches the top of the incremental scale for teachers. The allowance is the difference between the applicable deputy principal salary and the T2-5 teacher rate. The below allowances are payable to all deputy principals who are at the T2-5 teacher rate or below. The allowance amount remains the same for all deputy principals at or below a T2-5 teacher rate regardless of their level on the teaching scale and the allowance is added to their appropriate teacher rate. 15 Managing Salary and Allowance Adjustments 2018 School Year 14. Allowances Meal Allowance (clause 47.2) The Meal Allowance is $21 per occurrence for applicable employees. Tool Allowance (clause 47.3) The Employer must pay the following allowance(s) for employees (including apprentices) who are required to provide their own tools: A weekly allowance of $19 per week (non-carpenter or joiner) A weekly allowance of $34 per week (carpenter or joiner). Medical Support Allowance (clause 47.4) The medical support allowance should be increased at the same time that the new salary rates are implemented.
