BACKGROUND: (14) Artificial Turf Athletic Fields Assessment The Snohomish County Council requests the Parks and Recreation Department submit to the Council by April 5, 2013 [extended to June 4, 2013] a needs and feasibility assessment of developing artificial turf athletic fields in the Sky Valley Recreation Area, to include Fairfield County Park. The needs assessment should include an inventory of existing public natural and artificial turf facilities, an analysis of the demand for artificial turf facilities, and an analysis of locations suited to meet a demand for artificial turf facilities. The feasibility assessment's scope should include the constructability of sites determined to be suitable to meet a demand for, an approximate cost to develop, and an approximate cost for the operations and maintenance of artificial turf facilities. 3 Response to 2013 Budget Note #14: Artificial Turn Athletic Fields Assessment 2013 Budget Note: Artificial Turf Athletic Fields Assessment The Snohomish County Council requests the Parks and Recreation Department submit to the Council by April 5, 2012 a needs and feasibility assessment of developing artificial turf athletic fields in the Sky Valley Recreation Area, to include Fairfield County Park. The needs assessment should include an inventory of existing public natural and artificial turf facilities, an analysis of the demand for artificial turf facilities, and an analysis of locations suited to meet a demand for artificial turf facilities. The feasibility assessment's scope should include the constructability of sites determined to be suitable to meet a demand for, an approximate cost to develop, and an approximate cost for the operations and maintenance of artificial turf facilities. Sky Valley Recreation Area - For purposes of this budget note the "Sky Valley Recreation Area" includes a portion of the Snohomish River valley but it is mostly defined by the Skykomish River Valley of Snohomish County. The recreation area includes the cities of Snohomish, Sultan, Gold Bar, Startup and Index as well as significant unincorporated areas. Attachment 1 is a Sky Valley Map including the ball field locations. Field Inventory - The Sky Valley Recreation Area's athletic fields are predominantly grass located in flat areas of the valley, closer to the major cities of Snohomish and Monroe. These are a mix of city-owned park properties (e.g., Sky River Park, City of Monroe), youth sports non-profit/organization-owned facilities (Snohomish Youth Soccer Fields and Snohomish Youth Baseball Fields), School District properties (High School, Middle School and Elementary School), and County-owned park assets (Fairfield County Park). There are six (6) synthetic turf multi-sport (soccer/football/lacrosse) fields and one synthetic turf youth baseball field (City of Monroe Miracle Field) in the Sky Valley. Only five (5) of those (primarily High School Stadiums) are lighted. Attachment 2 is a Field Inventory Matrix Demand Analysis - More than 40,000 citizens live in the Sky Valley. Participation in organized youth field sports such as football, soccer, baseball, softball and lacrosse is very high in this area. Youth athletics (K 12) are viewed as both an important community asset and a significant source of community pride. Children in the Sky Valley aspire to being Panthers, Bearcats, Turks, Grizzlies, etc., and typically engage in multiple indoor and outdoor sports throughout the year with many starting to play organized league sports at age 4 and 5. Community involvement is very high in terms of volunteer coaches, spectators and local small businesses that sponsor youth teams/leagues. More than 5,000 youth participate in the various team sports/leagues throughout the Sky Valley. Community based youth sports organizations such as the Snohomish Youth Soccer Club (1,800+ participants), Sky River Soccer Club (525+ participants), Snohomish Lacrosse (200+ participants), Monroe Youth Football Association, Snohomish Youth Football Association, Sultan Central Cascade Youth Athletic Association and leagues/programs sponsored through the Boys and Girls Clubs, YMCA's, etc. utilize fields throughout the Sky Valley. All organizations, particularly soccer and lacrosse, report a significant shortage of fields for practice, league play and tournaments. October - May Soccer and Lacrosse are unable to provide adequate practice and even game field space for up to 65% of their teams based on unplayable or unlit fields. A key contributing factor to the field shortage is the lack of carrying capacity on grass, unlit fields.
4 The development of lighted synthetic turf multi-use athletic fields is critical to building increased carrying capacity in the Western Washington region. Our wet weather conditions often result in grass sports fields being unplayable between October and May. The vast majority of play for soccer, football and lacrosse is scheduled during the fall, winter and spring (August June). In many cases the carrying capacity or amount of play/use is more than doubled (150% increase) and the quality of playing surface and safety are enhanced. Synthetic Turf Development and Maintenance Costs - Typical costs for each lit synthetic turf field are $900,000 $1,200,000 depending on site specific drainage conditions. Synthetic turf fields require maintenance activities consisting of adding infill materials, drainage repair and removing organic materials that might accumulate. Typical annual maintenance costs of artificial turf fields are around $12,000 per field compared with typical annual maintenance costs of natural turf fields of $8,000. Synthetic turf fields should be considered for either major renovation or replacement every years. The best opportunity for the development of synthetic turf fields would seem to be on "public" properties, currently owned by the County, a city or school district. Fairfield County Park and The City of Monroe's Sky River Park may be viable locations for the upgrades to lit synthetic turf fields. In addition, the Evergreen State Fairgrounds may have multi-use space that could accommodate the installation of lit synthetic turf fields. Maintenance costs for the fields could be covered through increased revenues as a result of more hours of use. It is expected a typical lit synthetic turf field will cost up to $12,000 per year to maintain. Larger complexes will see a per field cost reduction as a result of efficiency of staffing and equipment use. A typical it synthetic turf field generates $16,000 - $90,000 per year in gross revenue.
