1 (Webref 2.3.3) RULES AND CONDITIONS FOR THE CADET INTER SERVICE SKILL AT ARMS MEETING PART 1 SECTION 1. INTRODUCTION 1. These rules and regulations are to be observed in the spirit as well as the letter and are intended to be supplementary to official regulations. The meeting will be fired under Service Weapon regulations contained in Infantry Training Vol 1V Ranges Pam 21 unless otherwise stated. Alterations 2. The Chairman of the Cadet Inter Services Rifle Matches Committee is empowered to stop the shooting at any time during the meeting should he consider that the weather conditions warrant it. The CISSAM Committee is empowered to alter the Programme, including the cancellation of matches, should the circumstances make it necessary. Disputes 3. Any dispute which cannot be resolved by the Range Officer, will be settled by a meeting on the range of a Protest Committee consisting of at least four members of the Cadet Inter Services Rifle Matches Committee (to include one member from each service and the Chairman) Reserved Rifles SECTION 2. RIFLES, SAFETY AND AMMUNITION 6. Only L98A2 5.56mm GP Rifles As Issued are permitted. a. Pull of trigger, as issued b. The sling as issued will be fitted to the rifle and worn in accordance with Cadet Training Manual Volume 1 Chapter 4, Section 5, for the whole of the meeting. c. Any cadet found using an irregular rifle or sling will have their scores disallowed in that competition. Safety Precautions 7. Rifles are to be unloaded and have breech flags inserted at all times, except when ordered to do so by the RCO on the range. 8. Magazines are to be secured at all times by the Team Captain until required on the firing point. Ammunition 9. Only that issued at the Meeting is to be used. No competitor may use his own ammunition and anyone doing so will incur automatic disqualification from the remainder of the Meeting. All ammunition will be issued on the firing point immediately before the competitor starts their practice. It is never to be taken behind the firing point, or off the 1

2 ranges. Empty cases and unused rounds are to be shown to the Range Officer at the end of the shoot and placed in the bags / boxes provided Reserved Dress SECTION 3. DRESS AND AIDS TO SHOOTING 11. Uniform of Service pattern as authorized by Individual Cadet Service Regulations must be worn. In addition: a. Badges of rank flashes as appropriate and cap badges must be worn except, that when an issue anorak or other issue protective clothing is in use, badges of rank and flashes need not be shown. Belts need not be worn. Unit headdress must be worn. Combat caps will not be worn. Over trousers of a non service pattern are permitted in the event of wet weather but no other items of civilian clothing may be worn. Ground Sheets 12. No form of shooting mat is allowed. Ground sheets will be allowed but they must be laid flat on the ground and contain no padding and not be pegged down. Shooting Glove 13. No form of glove/s is to be worn whilst shooting. Elbow Pads 14. Strap on elbow pads may be used. The pads must not exceed 13mm (1/2 inch) in thickness when compressed. Mats in lieu of elbow pads are not permitted. Improvised padding such as hose tops may be worn under combat jackets. Ear Plugs / Defenders 15. The use of ear defenders on the firing point is compulsory. Headdress is to be removed if it interferes with, or the Range Officer has any doubts about, the proper fitting of ear protection. Shooting Boxes 16. No shooting boxes are allowed on the firing point. Eye Patches 17. Eye patches may be worn over the left eye Coaching SECTION 4. COACHING 18. As stated in the match conditions. Coaches may be Unit Officers, Instructors or senior cadets. 2

3 SECTION 5. TIES Ties 19. Where not otherwise stated in the Rules of the Competition, all ties for prizes will be decided by a reshoot of the match concerned, this will take place as soon as practically possible. The last detail of the day on each range will be for Tie / Reshoots Reserved Eligibility SECTION 6. COMPETITORS AND DEFINITION OF A UNIT TEAM 24. Eligibility of competitors and teams is determined as follows: a. Cadets. They must be under 19 on 1 Sept of the current year of the Meeting (minimum age is laid down in the Shooting Regulations for the Individual Cadet Service). b. Adults. An Officer or Instructor attending with Cadet Teams may only shoot for prizes in competitions reserved for adults. Members of the ISCRM Committee and bona-fide Team Coaches are also eligible to take part in the Adults Competition. c. Unit Teams. Must consist of five members, four to shoot and one to be in the butts (teams failing to bring a fifth man will only be permitted to fire three at any one time). Definition of a Unit Team 25. Unit teams are defined as follows: a. Sea Cadet Corps (SCC). A unit team may consist of three Cadets from an SCC Unit / District and one from another SCC Unit / District in the same SCC Area. b. Army Cadet Force (ACF). A Unit Team may consist of three Cadets from a Company, Battery, Area or Group and one Cadet from another equivalent Unit in the same County. In a few exceptional cases the team may be drawn from a Regiment or Battalion where the unit in question comprises a number of Detachments and operates directly below County or equivalent command. c. Air Training Corps (ATC). A Unit Team may consist of three Cadets from an ATC Squadron and one cadet from another ATC Squadron in the same ATC Wing. d. Any case of doubt should be referred to the Assistant General Secretary CCRS for a ruling, who will act on behalf of the Committee. 26. No promotion to or relegation from teams from the same unit may be made except in cases of illness or other emergency in which case prior permission must be sought from the Committee. 27. 4 SECTION 7. MARKING AND SCORING Targets 28. Targets and scoring will be as stated in the conditions of each match. SECTION 8. MESSAGES AND CHALLENGES 29. Messages passed between Range and Butt officers shall always be in accordance with the NRA Handbook, Appendix 4. These are: Message 1 Message 2 Message 3 Message 4 Message 5 Message 6 Message 7 Message 8 Message 9 Firing about to commence No spotting disc visible Spotting disc unmistakably disagrees with signalled value. Check that spotting disc shows the LAST shot and signal its correct value*. Range Conducting Officer is to view target before passing message. A shot has been fired but no signal has been made. Examine target carefully and signal the shot if found or a miss*. Firer has challenged for a higher value for their shot. Examine the whole target and signal the correct value*. Radio the number of hits as Score Board figures are not clear. A miss has been signalled but firer has challenged for a scoring shot. Re examine the target carefully and signal the shot if found or a miss*. Firer has challenged their score. Re-examine the target and show the correct number and value of the shots*. Marking / Shooting appears to be unduly slow. Butt / Range Conducting Officer to check and correct where necessary. Challenges Message 10 Stand Easy. Half mast targets. Message 11 It is suspected that the wrong shot hole has been patched out. Butt officer is to consult marker and confirm correct value*. Message 12 Stand easy. Lower target, patch out and put target back up. Message 13 Blow off shots are about to be fired (MR only) Ensure that all targets are fully lowered until message 1 is given. Message 14 It is suspected that there is a second shot on the target: inspect the target and indicate any further shot found in addition to the shot presently shown*. The result must be confirmed by radio. 30. The signalled value of a shot may be challenged once only, before any other shot has been fired at the same target. No deposit is required. On an Examination or challenge being ordered, the named target will be lowered and it will be examined by the Butt Officer in person after which: 4

5 a. In the case of an Examination : Message 4 (1) If a hit is found, it will be signalled in the usual way. (2) If no hit is found the target will be raised without a spotting disc. b. In the case of a Challenge, the correct value of the shot will be signalled irrespective of whether it has been altered or not. c. In either case, confirmation will be passed by telephone. 31. There are NO CHALLENGES on electric target ranges. Entrance Fees SECTION 9. ENTRANCE FEES AND SQUADDING 32. The inclusive fee per team will cover all Competitions except where stated otherwise on the Entry Form. Squadding 33. Cadets will be squadded for the duration of the competition, all squadding details will be given to Team Captains in their Team Envelope on arrival Reserved Register Keeping SECTION 10. REGISTER KEEPING 40. In all competitions where Registers are to be used they will be exchanged and kept by Units on adjacent targets as directed by the Range Officer. It is the duty of the Register Keeper to call out the number and the value of the shot, e.g. fourth shot to count, a bull, It is the duty of firers to pay attention to the scores called out by the Register Keeper. Errors cannot be rectified after the detail has finished. It is the responsibility of the Adult Team Captain/ Coach to check the scores of individuals or teams with the Register Keeper before the score cards are surrendered to the Firing Point Officer. Any disagreement must be referred to the Chief Range Officer. No dispute of scores subsequent to the completion of the practice and the surrender of the register cards will be entertained. Adult Register Keepers will be provided for the final of the Montgomery of Alamein Match and for all tie shoots if practicable. 42. Reserved SECTION 11. DISCIPLINE, SECURITY AND WELFARE The following matters are promulgated for the information of all concerned. Discipline 43. This is the responsibility of the Chairman CISSAM who should delegate duties to others as needed to assist him. Unit officers are responsible for the discipline of their own cadets and adult staff. Unit Officers are particularly to note that the ranges, target galleries and sheds are out of bounds to all Cadets when shooting is over for the day. Unit Officers are reminded that cadets are not permitted to enter licensed premises. 5

6 Weapon and Ammunition Security, Fire Piquets, Medical Cover 44. All these are the responsibility of the Cadet Camp Commandant and his staff. Weapons must be handed in to the Services Armoury overnight. Welfare 45. The committee will endeavour to arrange for the provision of a Range Canteen during the hours of shooting and suitable recreational facilities in the evening together with a dry canteen for the sale of sweets, crisps, etc. NEGLIGENT DISCHARGES 46. Pamphlet 21 page 1-33 is to be the governing authority. In the event of it being discovered that it was an error in drills and no injury or damage was done and para and have been carried out then Remedial Training para is to be actioned. REMEDIAL TRAINING 47. Any Cadet who negligently discharges a weapon through an error of drill is to receive remedial weapon handling at the earliest opportunity. Such a negligent discharge will render any previous Weapon Handling Test (WHT) result as void. The Cadet is not to be allowed to fire (Live or Blank ammunition) again, until he/she has been successfully retested, by an appropriately qualified instructor. 48. On successful taking of the Weapon Handling Test the Cadet may be allowed to continue in the Competition but will forfeit the match in which the incident took place receiving only the score up until the incident took place Reserved 6

7 PART 2 CADET INTER SERVICE SKILL AT ARMS MATCHES MATCH 1. THE MONTGOMERY OF ALAMEIN CADET COMPETITION (Round Two) GENERAL 1. Round One of this competition takes place annually between lst November and 15 th September of the following year. The leading teams from each service then take part in Round Two, which will be held centrally at Pirbright ranges on the Saturday of the CISSAM with all qualifying teams taking part. RANGE yards for all Practices POSITION 3. Prone without any form of artificial rest. TARGETS 4.a 4 x Large Snapshooting ie: Cadet 12 with 11.8" / 300mm diameter circle Scoring 5,4 (Shots outside the border do not count). b. 4 x Army 4 ft Targets: Sand coloured with a Cadet 12 Series C (Iron Sighted) in the centre as the aiming mark. c. Diameters of the scoring circles are 5.9"/ 150mm, 11.8"/ 300mm, 29.6"/ 750mm, 47.3"/ 1200mm scoring 5, 4, 3 and 2 respectively. RIFLES 5. Government L98A2 Cadet GP Rifle as issued. The sling must be attached to the rifle and worn around the body. CONDUCT OF THE MATCH 6. From 15 minutes before the start of the Match until its conclusion, no member of the team may fire other than in the Match. Practices will be fired in the order shown below. Once the Match has begun it must be completed and must not be postponed for any reason other than Safety. Practice 1. (DELIBERATE) a. Distance 200yards a. Number of Shots 2 Sighting Shots and 7 to count per Cadet c. Targets. (Army 4ft), Series C (Iron Sighted). d. Timing. 12 Minutes per firer. e. Scoring. 5, 4, 3 and 2. f. Coaching. Is permitted g. Procedure: 7

8 (1) Another round of ammunition will be allowed for any misfire. (2) Each shot is to be marked with a spotting disc and value indicated. Practice 2. (RAPID) a. Distance. 200yards b. Number of Shots 5 c. Targets. As for practice 1 d. Timing. 10 Seconds e. Scoring. 5, 4, 3 and 2 f. Coaching. Is permitted g. Procedure (1) Five shots per Cadet in 10 seconds starting with rifles loaded, made ready and on aim. (2) No allowance is to be made for Misfires or Stoppages (3) Spotting Discs are to be shown at the end of the shoot Practice 3. (SNAPSHOOTING) a. Distance. 200yards b. Number of Shots 5 c. Targets. Hand held Cadet 12 with a 300mm diameter circle. d. Timing. The targets will make six appearances of three seconds in about the same place and at irregular intervals varying between 10 and 20 seconds. NB: The first exposure is for a test of target height and Is not to be fired at. Any round fired at the first exposure will not count, and the firer will forfeit that round. e. Scoring. 5 and 4. Shots outside the 13mm border do not count. f. Coaching. Is permitted g. Procedure (1) Before the rifles are loaded, targets will be raised to check for height. (2) Rifles loaded, made ready and on aim. One shot only to be fired at each. appearance. (3) No allowance is to be made for misfires or stoppages (4) The target will appear over a two metre frontage. (5) Spotting Discs are to be shown at the end of the shoot. Notes 1. Teams will be allocated one target, firing one Cadet after the other in a total of four details on the same lane. 8

9 2. Each Cadet is to get down with two magazines, one of 9rds for practice 1 and one of 10rds for practice 2 and 3, and will complete all three practices before the next firer gets down. 3. Register keeping is to be carried out as follows, 1firing, 3register keeping, 2 firing, 4 register keeping, 3 firing, 1 register keeping, 4 firing, 2 register keeping. PRIZES 1st. 2nd. 3rd. The "Montgomery of Alamein" Challenge Cup and 4 CCRS Gold Medals. A Challenge Cup presented by the ACFA and 4 CCRS Silver Medals. A Challenge Cup presented by the ACFA and 4 CCRS Bronze Medals. All prizes will be awarded on the Results of the Second Round. Open to: 1.. All teams of four entered into CISSAM Prizes 2. 1 st Trophy and 4 Gold Medals 2 nd 4 Silver Medals 3 rd 4 Bronze Medals Conditions MATCH 2. THE MARLING 3. a. Distance. 100, 200 and 300 yards b. No of Shots. Ten per firer c. Targets. One Cadet 12 at 100yds and one Cadet 11 at 200yds and 300yds for each firer. d. Timing. 1 minute 40 secs e. Scoring. 3 points per hit at 100yds, 4 points per hit at 200yds and 5 points per hit at 300yds. No more than 4 hits will count at any one distance. f. Slings. The sling as issued will be fitted to the rifle and worn in accordance with Cadet Training Manual Vol, Chapter 4, Section 5, both during the movement and firing phases. CONDUCT OF THE MATCH 4. Each team will be formed up 100yds behind the firing point, rifles unloaded with working parts forward and the safety catch at safe. Magazines must be detached and filled with ten rounds. The magazine must not touch the rifle until the firer is in the prone position on the firing point. 5. On the appearance of the targets at the 100yds for 30 seconds firers will advance to the firing point, adopt the prone position, load, make ready and engage their own target only. Targets will be Up and Hold. Safety catches must remain at safe until firers are prone on the firing point. The magazines may rest on the ground. 9

10 6. If a cadet trips and falls when advancing he must continue to the firing point where his rifle will be inspected by a member of the range safety staff to ensure that the barrel is clear before he may load. 7. At the end of the 30 seconds the 100yds targets will be lowered. Approximately 20 seconds later the 200x targets will be exposed, Up and Hold, for a further 10 seconds, after which they will be lowered. 8. Approximately 20 seconds after the 200yds targets have been lowered the 300yds targets will be exposed, Up and Hold, for a further 20 seconds 9. At the end of the 20 seconds exposure the 300yds targets will be lowered and any challenges or protests will be dealt with. 10. Each cadet must fire strictly in his own lane only. It is up to the team captain and /or each individual firer to decide how many shots are to be fire at each distance, but no more than four hits will count at each distance. 11. Once weapons have been cleared, any unused rounds will be collected by the Range Staff. Firers will then be required to collect their empty cases and hand them in, make the normal Declaration and await their scores. 12. Rifle handling drills must be in accordance with cadet Training Manual Vol 1, Para Pouches are not required. NOTE: No assistance may be given by anyone not in the team. However one member of the unit may accompany their team from the starting point to the firing point Open to: 1.. No of Shots Two sighting shots and ten to count. c. Targets. One Cadet 11 and One Cadet 12. d. Timing. Three seconds for Cadet 11 and four seconds for Cadet 12. e. Scoring. Cadet 11, 3 and Cadet 12, 5 f. Coaching. Is allowed 10

11 CONDUCT OF THE MATCH 1. Teams will be squadded in one lane and fire one Cadet after the other in four details. 2. Sighting shots: The magazine will be loaded with two rounds. One round to be fired at each of the Cadet 11 and the Cadet 12 targets. Targets will fall when hit or after 20 seconds. The rifle will be unloaded before the shots are checked by the firer on the moniter. 3. The rifle will then be loaded made safe with a magazine of 10 rounds and made ready. The firers are to be told to adopt the standing alert position, and given the command Watch out Watch out 4. The Cadet 11 targets will be exposed for 3 seconds, and the Cadet 12 targets will be exposed for 4 seconds with irregular intervals of between 5 and 15 seconds. 5. On the appearance of the first exposure of a Cadet 11 target for 10 seconds fires are to adopt the prone position make ready and carry on, the remaining four exposures of the Cadet 11 targets will be exposed for 3 seconds each. The Cadet 12 targets will be exposed for 4 seconds. There will be irregular intervals of between 5 and 15 seconds between exposures for all targets. 6. The targets will be exposed five times each. One shot to be fired at each exposure only. 7. Rifles will be loaded and unloaded in the prone position. 8. Spotting scopes are allowed. 9. At the end of the shoot and when protests have been dealt with the scores will be read out from the console. 10. Ties for prizes will be broken by count back on the number of 5 s hit starting with the fourth firer. Open to: MATCH 4. INDIVIDUAL SNAPSHOOTING 1. The four firers of teams entered into CISSAM Prizes: 2. 1 st Trophy and 4 Gold Medals 2 nd 4 Silver Medals 3 rd 4 Bronze Medals Conditions: 3. a. Distance. 300 yards b. No of Shots Two sighting shots and Ten to count. c. Targets. One Cadet 11 and one Cadet 12 e. Scoring. Cadet 11, 3 and Cadet 12, 5 11

12 f. Coaching. Not allowed CONDUCT OF THE MATCH 4. To be fired under the same conditions as for the Match Ties for prizes will be shot off on the last detail of the day. Open to: 1. All teams entered into CISSAM Prizes: 2. 1 st Trophy and 4 Gold Medals 2 nd 4 Silver Medals 3 rd 4 Bronze medals Conditions: 3. a. Distance. 200 yards b. No of Shots. Ten per firer. MATCH 5. THE FALLING PLATES c. Targets. Ten 12 square, white plates per team. CONDUCT OF THE MATCH 4. The competition will take place in heats. In each heat four teams will shoot against each other. 5. Teams will be formed up prone, rifles unloaded, working parts forward, safety catches applied, and magazines filled with ten rounds in the hand. 6. Teams must advance 100yds before commencing to fire. On arrival at the firing point, adopt the prone position, load, make ready and commence firing. The magazine must not touch the rifle or the safety catch set to fire until the firer is in the prone position on the firing point. 7. If the Cadet trips and falls when advancing he must continue to the firing point where his rifle will be inspected by a member of the range safety staff to ensure that the barrel is clear before the firer may load. 8. A team wins its heat: (a) (b) (c) if it knocks down all its targets in the shortest time, or if it knocks down the greatest number of targets, or in the case that each team knocks down all of the targets in the same time, if it expends less ammunition. 9. Firing will cease on the orders of the range staff as soon as the winning team has knocked down all its targets or 1 minute has lapsed. 10. Unused ammunition will be collected, and if necessary counted by the Umpires. 12

13 MATCH 6. POOL BULL Open to: 1. The four firers of teams entered into CISSAM Prizes: 2. Cash prizes depending on number of entries Entrance Fee: 3. As notified on the range Conditions: 4. a. Distance 300yds b. No of Shots 3 c. Cost 50p d. Targets. 4 x 4ft Screen Targets with a Cadet 12 place central with a 1 inch white spotting discs central to the Cadet 12. available on Range 3a Miscellaneous: 5. Adults may shoot on payment of entry fee, but may not qualify for prizes. Open to: MATCH 7 ADULT COMPETITION 1. Officers and Instructors attending the meeting with Cadet Teams. Members of the of the Cadet Inter Services Rifle Matches Committee and bona fide team coaches are also eligible. Prizes: 2. 1 st CCRS Gold Medal 2 nd CCRS Silver Medal 3 rd CCRS Bronze Medal Ties: 3. All adults scoring 45 or over will fire three extra tie shots at the end of their shoot. These must be recorded on the score card. Witness: 4. All shoots must be witnessed by an independent witness. Entrance Fee: 13

14 5. Unlimited entries are allowed until 1600hrs on the Saturday. Entry fees of 50p are to be paid on the range for each entry Dress: 6. Uniform (as defined in the rules). Conditions: 7. a. Distance 300yds b. No of Shots 2 non convertible sighters and 10 to count. c. Targets 2 x Bisley Tin Hat available on Range 3a d. Timing 12 minutes e. Scoring As per NRA Rules of Shooting. f. HPS 50 Miscellaneous: 8. Rifles as per the Cadet competitors. Open to: MATCH 8 THE TEAM CLAYS 1. All teams of four entered into CISSAM Prizes 2. 1 st 4 Gold Medals 2 nd 4 Silver Medals 3 rd 4 Bronze Medals Conditions: 3. a. Distance. Various b. No of Shots. Ten per firer c. Targets. 30 Black Clays d. Timing. Random Exposures e. Scoring. 3 points per hit, 1 point per cartridge returned up to a maximum of 10. f. Coaching. Is allowed. CONDUCT OF THE MATCH 4. Teams will be squadded on one automatic trap, two teams at a time. 5. Each firer will have 10 shots, the team will decide whether to fire one at a time or all four firers together. 14

15 6. Two clay s at a time, will be put up in a continuous feed until the total of 30 have been exposed. Broken clay s will be replaced from the same trap. 7. Each hit will be called and recorded at the end of the exposures the number of hits and the number of rounds returned will be counted up. Open to: THE INTER SERVICES FINAL 1. A maximum of two teams of six firers from each Cadet Service. Team nominations must be handed into stats by 0800hrs Sunday morning. Prizes: 2. 1 st The Challenge Cup and twelve Gold medals 2 nd Twelve Silver Medals 3 rd Twelve Bronze Medals Conditions: 3. a. Distance. 300yds to 100yds b. No of Shots. 2ss and 10 to count at 300yds and 10 to count at 200 and 100yds c. Targets. Cadet 11 at 300yds and 200yds Cadet 12 at 100yds d. Timing. 300 yds 2ss no time limit 300yds One exposure of 30 secs 200yds One exposure of 90 secs 100yds One of 1 sec followed, after 30 secs, by 10 of 5 secs e. Scoring 5 points per hit f. HPS. Ind 150 Team 900 Service 1800 g. Coaching. Not allowed, except for sighting shots and sight alteration. CONDUCT OF THE MATCH 4. Each service will be allowed a maximum of two teams of six firers. The match will be run in two details, one team from each service in each detail. Details will be lined up at the three hundred yard firing point and be loaded with two sighting shots and be allowed 2 sighting shots no time limit, after which time firers will be allowed to look at the monitors for thirty seconds. 5. At the conclusion of the sighting shots, firers will be unloaded and after sight alterations the firers will be told to load and adopt the standing alert position, on the appearance of the Cadet 11 targets, for 30 seconds, the firers are to adopt the prone position, load, make ready and engage their target firing no more than ten rounds. 6. At the conclusion of the 300yds shoot firers will be given unload and NSP s will be carried out by the range staff. Breach flags are not to be inserted. Firers are to have 2 15

16 magazines of 10 rounds in their pockets. Firers will be in the prone position and on the appearance of the Cadet 11 targets for 60 secs, firers will move to the 200yds firing point, adopt the prone position, load, make ready and engage their targets with no more than 10 rounds. 7. At the conclusion of the 200yds shoot, firers will be given unload and NSP s will be carried out by the range staff. Breach flags are not to be inserted. Firers are to have one magazine of 10 rounds in their pocket.
