1 Bourne Kart Club Handbook April 1st 2017to March 31st 2018 Introduction Welcome to our 2017 Season Handbook in which you will find Racing and Technical Rules and Safety Rules. The loose-leaf format with a slide binder enables you to add any extra sheets like membership card, IOPD Licence and any other sheets the Club may produce as the Season progresses. We are indebted and grateful to our Sponsors for the 2016 Season who did a great deal for the Club. Some of our Sponsors for this coming 2017 Season have adverts in the Handbook. 2 Bourne Kart Club Rule Book April 1st 2017 to March 31st 2018 Rule 01 Colours to be: Number plates must be fitted front, rear and both sides. Constructed of a pliable material and to be 200 mm x150 mm. No competition number may consist of more than two digits. Computer typed numbers may not be used. Number plates must be kept clean (weather permitting). 4 Rule 03 G(a) Classes / GRASS ONLY Class 125 shall consist on Karts up to 125cc. G(b) G(c) G(d) G(e) G(f) B: Class 175/210 Grass shall consist of any 175cc and 210 Villiers Engine. These classes shall have a lower age limit of 16 years or over at the first race meeting of the season or with the written approval of the Committee. C. Class 250cc shall consist of any engine up to 250cc. This class shall have a lower age limit of 16 years at the first race meeting of the season. Class 70cc shall consist of Standard 4 stroke Honda C70 engine. Fitted with a Standard Production 3 speed gearbox. Participants in this class must be over 8 years of age and under 14 years of age at the first race meeting of the season. This applies to both Grass and Road Meetings. Diameter of slide may not exceed 13 mm. Carburetor throat size of 15 mm high and 11 mm wide. (THESE MEASUREMENTS MAY BE CHECKED AT TECHNICAL INSPECTION) Class 90cc shall consist of Standard 4 stroke Honda C90 Engine. Fitted with a Standard Production gearbox. Participants in this class must be over 8 years of age and under 14 years of age at the first race meeting of the season. This applies to both Grass and Road Meetings. Diameter of slide may not exceed 15 mm. Carburetor throat size of 18 mm high and 13 mm wide. (THESE MEASUREMENTS MAY BE CHECKED AT TECHNICAL INSPECTION) No Monkey Bike parts allowed. Class - 125cc 4 Stroke Juniors For drivers aged 12 to 16 years old. Any Honda CBR stroke engine is allowed as long as it uses the correct Carburetor that goes on CBR 125 s. Engine numbers to remain in place, any that have been ground off will be deemed to be illegal. No big bore kits. Ignition system must be kept as standard, no PVL or motor platt, cdi, etc. Starter motor must be fitted and in working order. Gearbox to remain as standard. Tuning is allowed in this class. Class - 125cc 4 stroke Seniors Must be the Honda CBR 125 engine, any model/age. Engine numbers to remain in place, any that have been ground off will be deemed to be illegal. Ignition system must be kept as standard, no pvl or motorplatt, cdi, etc. Starter motor must be fitted and in working order. Tuning is allowed in this class. No big bore kits. Gearbox to remain as standard.
5 Rule 03a Classes/ROAD ONLY R(a) R(b) R(c) R(d) R(e) R(f) R(g) R(h) R(i) Honda GX160 (junior) 8-16 years of age Honda GX160 Standard engine unmodified Prokart Class A lower age limit of 16 years or over at the first race meeting of the season or the written permission of the Committee shall apply to this Class. This class will consist of Karts with 163cc engines +.75 maximum overbore. Inlet and exhaust valves shall remain standard. Bore and stroke will also remain standard. Only dished Concave Pistons will be allowed. Cleaning of ports will be allowed (no enlarging or polishing of ports) the only tuning allowed will be valve springs. Jets up to 75 and the fitting of an Aluminum Flywheel. Nose cones must be fitted. Cadets Age restriction of 8-12 years. Comer 560 Standard engine parts may be tuned. Comer W60 WPT and Honda Cadet GX160 must remain standard with seals in tact. Tyres: Must be Standard Cadet tyres (No 100cc tyres) Junior Max Age Engine as per rotax specification engine. Seals in tact. Tyre choice open. Senior Max. Engine as per rotax specification with sealed engines. Tyre choice open. 100cc Minimum age 16 years Any 100cc Rotary engine or Reed engine. Tyre choice open. 125 Gearbox Any 125cc Air/Water cooled engine. Tyre choice open. 250cc Minimum age 16 Any 250 Air/water-cooled engine. Tyre choice open. When the Clerk of the Course declares a wet race, then all drivers must go out with wet tyres. Please note on above Rules R(g) and R(i) the following applies: A minimum age of 16 applies unless experienced Junior Classes in which case the year of the 16th birthday is acceptable.
6 All Following Rules Apply To Both Grass And Road Rule 04 Rule 05 Rule 06a Rule 06b Rule 07 Rule 08 Rule 09 Anyone wishing to have an engine stripped for any reason must pay a deposit of and having made the request for this to the Clerk of the Course. Any examination of an engine will be under the supervision of the Technical Inspector. Any request taken up must be carried out at the Committees discretion within 48 hours at a venue agreed by all. The Kart being kept under club supervision. The Clerk of the Course, Technical Inspector or Committee have the right to have an engine stripped without paying the above fee. If found proven then a one season ban will be imposed. Fuel must be a two stroke mixture. Petrol and oil only. Except in oil injection engines and Honda C70cc/90cc engines. All fuel must be either 4 star/unleaded and commercially available at roadside filling stations. All other fuels/additives are illegal. Anyone caught using illegal fuel/additives will be banned. Karts must be rigidly built having no more than two rear tyres and two front steering tyres. The track must not exceed cm. The length must not exceed cm. Grass karts must be fitted with a protective rear bumper. This must protrude at least to the centre line of the rear tyres. It must be a minimum height of 460 mm from ground level. The gap between the bumper and the rear tyre must not exceed 80 mm. Any new member turning up at a race meeting without a rear bumper will be warned If a bumper is not fitted by the next race meeting with rear mud flaps. The Technical Inspector will keep a written record of all problems found during the technical inspection. All grass karts must have a back bar at least 2 higher than the drivers helmet. Nose cones are not allowed on Karts at Grass Meetings. once. All Junior 70cc karts must be fitted with a rear bumper as above in 6a at both Grass and Road meetings. Super 70cc must have a rear bumper fitted for Grass meetings and the Committee advise it for Road meetings. Silencers must be fitted securely and be within the chassis limits where possible. Any Kart found to create excessive noise will be required to fit a silencer or new exhaust. This will be before the next race meeting. The end of the silencer on Gear Box Karts must point downwards. Any exhaust falling from a Kart or proving to be excessively noisy. Then the Kart will be Black Flagged. The problem must be rectified before the Kart can race again. Chain guards must be fitted and be of adequate proportions. Protective overalls, crash helmets, goggles and gloves must be worn at all times during racing and practice. Failure to do so will mean the driver being taken out of the race. (Leathers are not compulsory). Helmets and safety equipment will be checked at technical inspection. Any Kart involved in an accident will have to be re-technically inspected before racing again. The driver concerned must have permission from medical personnel if present, or a club official before racing again. The Helmet must be checked by the Clerk of the Course if necessary. The Helmet may not be allowed to be worn again. Drivers must accept that a helmet mounted camera may compound any head and neck injuries, should they be involved in an accident..
7 Rule 10 Rule 11 Rule 12 Rule 13 Rule 13a Rule 14 Rule 15 Rule 15a Rule 16 Rule 17 Rule 18 Rule 19 All drivers must obey orders and instructions given by Technical Inspectors and marshals. Failure to do so could lead to disqualification by the Clerk of the Course. His decision shall be final. A SENIOR CLUB OFFICIAL shall be the CLERK OF THE COURSE. The club will, at its race meetings, set aside a specific area at the off exist of the track for drives to enter at the completion of the race. Engines should then be cut before the Kart returns to the pits. No Kart may be tested outside the track safety wire. No Kart engine to be started in the Pit area. All drivers must sign in themselves and present their Kart for technical inspection. No Kart may be taken out on the track until it has been technically inspected. No Kart may be run, until it has been technically inspected. At Grass Meetings, all karts must start from a stationary position on the grid. If mechanical breakdown of the clutch prevents this and every effort has been made to repair it, then the Kart must start at the back of the grid. Any Kart stalling more than once on the grid, will, at the discretion of the Starter be placed on the back of the grid. At Road Meetings, all karts must start from a rolling start! Grass Meetings shall consist of 4 heats of 5 laps. (This may change if the weather or circumstances require it). Road Meetings shall consist of 4 heats of 8 laps. (This may change if the weather or circumstances require it). Grass: All drivers must draw for grid positions. (Failure to do so will mean starting on the back of the grid). 12 or more karts in a class at a grass meeting will necessitate the class being split into two heats. No one will be allowed to join the race once it has started. Karts will be given no more than 2 heats break, to do repairs. Road: Grid positions will be allocated to give each driver a front position, two middle and a back row start. The race will cease upon the leader completing the required number of laps. All competitors taking the checkered flat thereafter providing their Kart is mechanically propelled over the finishing line will receive their relevant position points. (1 lap must have been completed). Points will be awarded as follows: 20, 18, 16, 14, Etc. Champion driver will be the driver gaining most points from the points meetings. Team racing day points will not count towards this. Road and Grass Meetings, 1 meeting per season to be dropped from the seasons points score. Eg: Road Meetings 5 meetings 4 to count. Grass Meetings 6 meetings 5 to count. Class entries of six or less, trophies will be awarded as follow, 1 Kart = 1 trophy, 4 Karts = 2 trophies, 6 or more = 3 trophies. Juniors always 3 trophies Grass and Road. Non winners = 1st place only. All comers = 1st place only.
8 Rule 20 Rule 21 Rule 22 Rule 23 Rule 24 Rule 25 Rule 26 Rule 27 Rule 28 Rule 29 All trophies to be of a comparable size for each class. No major club trophy may be won outright. A driver winning a major trophy three years running will be awarded a suitably engraved trophy. Driver and officials must produce their membership cards when requested. Karts and drivers that have won a trophy, will not be placed in the non-winners race. In the event of a point tie, the driver finishing in the highest position in the first race will be the winner. In the event of a points tie for championship trophies, the driver finishing in the highest position at the first race meeting will be the winner (if there is still a points tie, then the driver finishing in the highest position in the first race will be the winner). At Grass Meetings each class shall have its own all-comers race. Class winners will be handicapped behind non-winners from the heats. The above may be changed at the discretion of the committee, depending upon circumstances. All drivers must have competed in two previous meetings to be eligible for the Grass Grand Prix, the Champion of Champions race will be run after the Grand Prix heats and final. Karts will be handicapped by class and placing from the Grand Prix Finals. The first Junior/125 4 stroke/senior Kart over the line will receive the Champion of Champions Trophy which is presented at the Annual Dinner Dance. All incidents and complaints should be reported to the Clerk of the Course. His decision will be final. Right of Appeal. An appeal may be made in writing to the Club Secretary within 28 days of an incident. This will then be discussed by the Club Committee whose decision shall be final. Bad driving, drivers will be warned at the drivers meeting, then left to the discretion of the Clerk of the Course. Karts going off the track during racing, must rejoin at the same or a lower race position. (This must be done safely and without gaining places.) Karts persistently going off will have points deducted. Bad driving. Cutting up but no contact/deliberately pushing someone out. On receipt of a complaint 1st offence, WARNING. 2nd or subsequent offence, BLACK FLAG AND POINTS DEDUCTED. Off-track misconduct. Driving in the pits at a Race Meeting. Banned from meeting. Abusive behaviour towards someone else. 1st offence, VERBAL WARNING 2nd or subsequent offence, BANNED FOR THE REST OF THE SEASON from the time of the offence. (This covers drivers and spectators) Track layout shall be the responsibility of the club members regarding size, shape etc. Only club officials may change this during a meeting.
9 Rule 30 Rule 31 Rule 32 Rule 33 Rule 34 Rule 35 Rule 36 Rule 37 A. In the event of a driver racing more than one Kart (different classes) each Kart must be technically inspected and signed in. B. Karts may be co-driven at race meetings, points being awarded to the individual driver, and s separate number allocated to each driver. Officials must be notified at the race meeting that the Kart in question is to be co-driven. All drivers must sign in and pay the appropriate fee. C. Any driver having more than one Kart at a race meeting may not in the case of a breakdown use another as a direct replacement: any changes must be notified to race meeting officials. D. All Karts will be issued a competition number on their club membership form. Substitute drivers will not be allowed in the heats at race meeting. If the Kart is sold the number may remain with the Kart but the club must be informed of change of ownership. No Karts to be pushed off during a race, except by Marshal s in appropriate classes. Any outside help, in interference, will mean instant Disqualification. If a Kart has stalled or broken down it must be pushed back to the pits. Karts must not be recovered until the heat is over. NO restarts other than Junior 70cc/90cc and Cadet classes. The Start must be cleared of Karts as soon as possible. To qualify as a grass Kart, for road racing, any Kart must race a minimum of four grass meetings any season at any club and have completed 75% of the races. Certain cases to be left to the committee s discretion. At race meetings if sufficient marshals are not present then racing will not take place. All members must be prepared to take their turn to marshal. SUFFICIENT MARSHALS = STARTER + MARSHALS No Marshal to be under 16 years of age. The Drivers of the first three Karts over the line at Grass Meetings and first four at Road Meetings must go out and marshal for the next race. They may nominate a suitable person to do this for them, in the event of this not happening the Kart driver will be deducted points from their last race. All novice drivers will be required to display a plain white number plate on the rear of their Kart and starting from the back of the grid for a minimum of three meetings. This will also be at the discretion of the Clerk of the Course. CLUB MEMERS ONLY ARE ALLOWED TO USE THE TRACK FOR RACING AND PRACTICE. NO ONE MAY USE THE TRACK BEFORE OR AFTER THE RACE MEETING HAS BEEN OFFICIALLY STARTED AND ENDED. THIS APPLIES TO GRASS AND ROAD MEETINGS. ALSO THE FIELD OR AREA THE MEETING IS HELD ON. Everyone must become a member of the club to race. Team Race members must be a member of their own club. WOULD DRIVERS ALSO MAKE SURE THEY HOLD UP THEIR HAND WHEN LEAVING THE TRACK DURING OR AT THE END OF A RACE. No alcohol or stimulants to be consumed at the venue, as per IOPD requirements.
10 Rule 38 Rule 39 Rule 40 Rule 41 Rule 42 Unacceptable social networking and Club web site comments will be removed, which could lead to a ban from the club. In the event of a race being stopped (red flag) A. The race may be re started B. B. The race may be re run at an appropriate time during the race meeting C. C. The race may be deemed to have ended at this point. Points being awarded at the point that each kart crossed the line before the red flag was invoked. DRIVER/DRIVERS CAUSING THE INCIDENT MAY NOT RECEIVE THEIR RELEVANT POINTS, AT THE DISCRETION OF THE CLERK OF THE COURSE. The club prohibits all convicted child sex offenders, and also persons who are subject to the notification requirements of the Sexual Offences Act 2003 ( on the sex offenders register) from taking part or assisting in events and meets organized by this club. Major trophies must be returned by the September race meeting or earlier. Failure to do so will incur a charge for replacing the trophy. Please notify the club if you are unable to return the trophy as above. Drones will not be permitted at grass race meetings without prior consent from the Committee. Drones will not be permitted at any time at road meetings due to the venue being an active airfield. COMPLAINTS OTHER THAN MINOR ONES SHOULD BE MADE IN WRITING WITHIN FOURTEEN DAYS AND SENT TO THE CLUB SECRETARY. HE/SHE WILL THEN RAISE THE COMPLAINT AT THE NEXT COMMITTEE MEETING AND THEN PRODUCE A WRITTEN REPLY TO THE COMPLAINANT. THE CLUB WISH TO INFORM THOSE RACING AT GRASS MEETINGS THAT THE USE OF CUT TYRES ON THE REAR WHEELS WILL NOT BE ALLOWED.
11 Bourne Kart Club Safety Rules April 1st 2017 to March 31st Drivers must obey all rules and instructions given by Club Officials, the Clerk of the Course and Marshals. Karts must not be driven in the Pits, an area will be set-aside for drivers to draw for grid positions and then proceed on to the track. On completion of the race Karts must slow down and use the exit / area to come to a halt in. Karts must then be pushed into the pit area. Any one wishing to test their Kart must do so on the track, permission must be obtained from the Clerk of the Course. A Marshals must be present on track while practice takes place. No one may use the outfield area for practice or testing their Kart. No one may race or practice without wearing Helmet, visor / goggles, and gloves. The visor or goggles must be in place at all times. In the event of an incident or safety issue on the track, the race may be stopped. This will be done by the red flag, all drivers must slow down and come to a halt as quickly as possible. They should then pull off the Circuit and await instructions. All drivers must obey flag signals, please refer to main Rules. Marshals must stay within confines of protective area, they must not endanger themselves to clear cones etc from the track. Safety issues regarding track layout, weather conditions etc will be dealt with by the Club Officials present. Any one with any concerns should report them to the Clerk of the Course. Weather conditions may necessitate a change to the racing programme. All Karts must undergo a Technical Inspection before being allowed out on the track. Any Kart involved in an incident on the track must be re-inspected before being allowed to race again. The driver s helmet must also be checked. Please also refer to main rules as some of the above are duplicated to make sure that they are adhered to. Please also refer to main rules for bad driving and behavior on the circuit and at the meeting in general.
