3 3 DEFINITIONS Association is the Sandringham & District Netball Association Incorporated. Bylaws are additional rules, which apply to members, which generally deal with the internal and administrative matters. The Bylaws are made under the Constitution. Accordingly, the Bylaws are subordinate to the Constitution and must not be inconsistent with the Constitution. An Association should have a clause in the Constitution that provides the power to the Executive Committee to make Bylaws. Club includes all affiliated clubs. Club Delegate is a representative of a Club or Team who liaises with the Executive Committee. Constitution means the constitution of the Sandringham and District Netball Association. otherwise be referred to as the Rules of Incorporation. Ineligible player is a player who is not entitled to participate in a game, which may include a player who has not qualified or a player not eligible to play in that age section. Team is a team which is not affiliated with a governing Club.

4 4 BYLAWS These Bylaws are the rules governing the internal affairs of the Sandringham and District Netball Association. They are the operating procedures that determine the conduct and direction of the organisation. 1 CLUB DELEGATE MEETINGS 1.1 Club Delegate meetings will be held asper the calendar. 1.2 All Clubs must be represented by at least one delegate at all Club Delegate meetings. 2 CORRESPONDENCE 2.1 All correspondence must be in writing from the Club Secretary or authorised person to the Association Secretary. 2.2 All correspondence from the Association will be addressed to the Club Secretary or authorised person. 3 FINANCES 3.1 Fees (d) (e) The Committee shall determine the fees annually. The fees shall be calculated to cover the costs of (i) Team entry (ii) Netball Victoria membership fee (iii) Venue hire (iv) Equipment (v) Umpiring costs (vi) Trophies, Badges and Awards; and (vii) Administration costs All monies due must be paid by the nominated due date. Penalty: Non-financial Clubs or Teams will not be permitted to take the court. All players shall be fully paid members of their own Club or Team. Any individual with outstanding debt to the Association shall not be permitted to take the court for any Club or Team under any competition or team governed by the Association until the outstanding debt is paid. 3.2 Reimbursements / Payments The Executive Committee members may be entitled to claim expenses incurred whilst acting in an official capacity from the Association. Receipts must be supplied.

5 5 Umpires will be paid at a rate determined by the Executive Committee. 4 INFORMATION TO CLUBS 4.1 The Association shall provide information to all Clubs prior to the start of the season (d) (e) (f) (g) Association contact details; Association venue address; Association Bylaws; Association calendar of events Fixtures prior to each season commencing Details of courses, seminars etc. Codes of Conduct 5 REGISTRATION 5.1 Club/Team (d) (e) To compete in the Association s competitions, Clubs/Teams must submit team entries via MyNetball by the due date. All Clubs and Teams that submit entry forms shall receive information, which may include: (i) Due date and amount of all fees and levies that are to be paid for the season, including Registration Fees, Court Fees, Netball Victoria Fees and any other fees that may be deemed necessary for that season; (ii) Copy of the Association Constitution and Bylaws; (iii) Information regarding any meetings or other requirements of the Association. (iv) Association calendars (v) Codes of Conduct (vi) Netball Victoria Cyber-Safety Policy (vii) Netball Victoria Competition Regulation (viii) Netball Australia Member Protection Policy Subsequent to pre-season registration, a player may be added to a Club or Team list by adding player s details (NV membership number, DOB, full name, telephone number & address) to the back of the score sheet. A minimum of eight (8 players must be listed for a team to be accepted and a maximum of 12 players will be accepted. The Executive Committee reserves the right to refuse the entry of any team.

6 6 5.2 Registration of Players Eligible players named on the team registration sheet are deemed to be registered with a club or single entity team. Players can only be registered with one club or single entity team per season within our association. From 1/1/2017 all players registered for the first time with a SDNA club or single entity team must fulfil the following criteria: (i) (ii) (iii) Reside in the Bayside City Council boundary or Attend a school in the Bayside City Council boundary or Work full time in the Bayside City Council boundary 5.3 NetSetGo Program The Association will provide a NetSetGo Program To participate in the Association s NetSetGo Program, the On-line registration form and payment must be completed. From 1/1/2017 all players registered for the first time with a SDNA club or single entity team must fulfil the following criteria: (i) (ii) Reside in the Bayside City Council boundary or Attend a school in the Bayside City Council boundary (d) Confirmed participants shall receive a NetSetGo Participant Pack. The Association Calendar and Codes of Conduct will be made available on the Association website. 6 NETBALL VICTORIA MEMBERSHIP 6.1 Netball Victoria membership fee is set annually by the Victorian Netball Association Inc. 6.2 All players, coaches and umpires participating in the Association competition or program must be a current financial Netball Victoria member, as per NV rules. 6.3 No player or umpire will be permitted to take the court without current Netball Victoria membership. 6.4 If registration has been processed at another venue, the NV membership card or proof of payment must be shown to the office before taking the court for the player s first match. 6.5 If a player does not have current NV membership, this must be processed online via MyNetball.

7 7 6.6 Single Game Vouchers A player must purchase a Single Game Voucher from the competition office prior to taking the court for the Club or Team. A Single Game Voucher may be used by the player for one game only. A maximum of two (2) Single Game Vouchers may be purchased by the player before the player must become a Netball Victoria member for the year. 6.7 If a player plays in a match without current NV registration or is otherwise ineligible to play under these Bylaws: The offending team will incur a 4 point penalty for any match in which the player has participated and the team has won. The other team will be declared the winner and will receive 4 points for the win and the goals scored by the offending ream will be deleted from the score sheet. The other team will be deemed to have won by 10 goals to nil or the number of goals actually scored to nil, whichever is the greater. 7 AGE REQUIREMENTS 7.1 Participant age is determined as at 31 st December of that year. The Association will accept children in the same grade at school whose birthday is after December 31 st but before May 1 st of the following year. 7.2 Clubs and single entity teams are trusted to obtain and provide correct dates of birth. SDNA reserved the right to request proof of age if required. 7.3 Minimum age requirements are: 11&U 9 years 13&U 11 years 15&U 12 years (d) 17&U Must be turning 14 years that year (e) Open Sections - 15 years Penalty: After a team has received one warning, second and subsequent breaches will incur a loss of four (4) premiership points to offending team. Boys Participation (f) NetSetGo, 11&U and 13&U Competitions Eligible boys participate unrestricted.

8 8 8 INCLUSIVE ENVIRONMENTS 8.1 The Association actively support the participation of all groups and populations including girls, boys, women, aged, indigenous, disabled and culturally & linguistically diverse. 8.2 The Association may conduct cultural awareness training & inclusive workshops to ensure your club is providing a welcoming environment and creating awareness around cultural views and barriers. 8.3 The Association will allow for modifications where necessary. 8.4 The Association will think ability not disability. 9 GRADING 9.1 A grading sub-committee will be appointed by the Association to evaluate, grade and regrade all teams. 9.2 The Association will determine the number of rounds for grading. Where there is an obvious discrepancy after this time, the grading sub-committee may make the necessary changes. 9.3 The grading sub-committee will consider all requests from Clubs or Teams. 9.4 The grading sub-committee will be the ultimate adjudicator of all grading decisions. 9.5 Approval must be sought from the executive committee for all changes to accommodate any existing constraints on managing the competition. 9.6 All sections are graded by ability and teams can only be re-graded with the age group nominated on the entry form, unless otherwise requested by that Club or Team. 10 DRESS CODE 10.1 Players (d) (e) (f) Each Club and Team must register its uniform Clubs and Teams must notify the Association in writing of any proposed changes to their uniform for approval by the Association. The Association must approve all Club and Team uniform colors and designs. Appropriate club sponsorship logos for uniforms are to be approved by SDNA. Size will be limited to 8cm height by 8cm width (8cm square) on either the left or right chest. An additional space is allowed on the back of the dress 7cm high by 20cm wide. Use of the SDNA logo needs to be approved by the Executive Committee. Tracksuit pants, gloves, hard peak caps and singlet tops are not permitted to be worn during a match. Soft caps may be worn on court. (Any variation to this rule would be by special permission gained in writing from the Executive Committee) Windcheaters and long sleeve tops may be worn during a match but they must be the same colour as the shirt or dress of the uniform. No tops with hoods are to be worn. All players must wear their Club or Team nominated uniform including positional bibs and any sports brief or bike shorts. (i) Bike shorts must not be longer than the skirt or dress.

9 9 (g) (h) (i) (ii) T-shirts must be tucked in if the Club or Team skirt cannot clearly be seen. (iii) SUITABLE SPORTS SHOES/TRAINERS SHOULD BE WORN FOR MATCH PLAY Players in 11&U sections may wear long sleeved tops or leggings in their Club or Team dress colour, without lace or other adornments. Finger nails must be cut and no taping is allowed. (Any variation to this rule would be by special permission gained in writing from the Executive Committee) Players will receive a warning before a penalty is applied for incorrect uniform. Penalty: One (1) goal for each incorrectly uniformed player to the non offending team and will be recorded on the score sheet by the umpire (j) No jewellery, body piercing or protruding hair clips may be worn. This also includes beads or braided hair beads, which must be removed or fully covered before playing netball. A wedding ring and bobby pins are permitted. (k) Newly pierced earrings are accepted if the player/club provides the appropriate tape for the 4-6 week infection risk period. After this time all studs/earrings should be removed. It is the player s responsibility to remove all jewellery. (l) The umpires may ask a player to leave the court if any item of clothing is deemed to be unsuitable or unsafe Umpires Umpires shall wear uniform as determined by the Association. Suitable footwear is required Representative Squad The Association representative squad uniform will be determined by the Association. 11 TRANSFERS 11.1 A transfer is required if a player wishes to transfer to another Club or Team at the start of the new season. The transfer will be processed on MyNetball and the former Club/Team has 5 days in which to either object to or grant the transfer Players who owe outstanding playing fees or are in possession of Club or Team property (uniform, equipment) will not be granted a transfer Once a registered player has played in a match for a Club or Team for the season, they will not be granted a transfer to another SDNA Club or Team Any dispute arising from transfer restrictions will be dealt with by the Executive Committee.

10 10 12 CONDUCT OF GAMES 12.1 The Association adheres by the rules as stated in Netball Australia s Official Rules of Netball as well as Netball Victoria s regulations No team may take the court with fewer than five (5) players; otherwise they must forfeit the game. (Game day forfeit fee applies) 12.3 The length of quarters varies depending upon the age of players. The Association determines the length of quarters prior to the season commencing All matches will be four (4) quarters, with a break at half time and straight changeover at quarter and three quarter time unless otherwise advised Timing will be operated by a central timekeeper If games are centrally timed there will be no injury time. The umpires in extenuating circumstances may stop the game to ensure a safe playing area is maintained Blood Policy The game is stopped the clock is not stopped Player leaves the court substitution rules apply (with no time allowance) Play is resumed (d) A player who has been replaced through injury or at an interval may return to the match to replace another player at an interval or through injury. (e) Teams will lose the match as a forfeit if there are not five (5) players available to play. (No forfeit fee will apply) 13 SCORING 13.1 The Association will provide the official scoresheet It is the responsibility of the first named team to collect the scoresheet from Administration on match day. The scoresheet will be ready for collection after half time of the game before. It is the responsibility of the first named team to score the game and the second named team to check the score. The first named team will have the first centre pass and the second named team will have choice of ends Each team must provide a non-participating scorer, who is over 16 years of age for all games The scorers must stand together for the duration of the game on the sideline level with the centre circle One (1) official scoresheet will be used for each game. This scoresheet will list the complete names (both given and family) of all players intending to take the court. This scoresheet shall also indicate the positions played each quarter and the game score. A record of centre passes must also be kept and provided if requested by an umpire At the game conclusion, to indicate their satisfaction that the information on the official scoresheet is correct, the official scoresheet is to be signed by; Both scorers

11 11 The officiating umpire/s only sign the scoresheet to state they have officiated that game. The umpires will return the scoresheet to Administration Penalty: A two (2) point penalty will apply to a team, who having received one (1) warning for an incomplete scoresheet, offends for the second time and on each occasion after that. (An example of a correct scoresheet in in each folder and it is the Clubs/Teams responsibility to inform their team managers/scorers regarding this requirement.) 13.7 If a scorer, Team or Club believes the scoresheet is incorrect; i.e. either the score is incorrect or the game was played outside of the Bylaws, they must not sign it and follow the grievance procedures to protest A team wishing to protest must at the conclusion of the game:- Not sign the official scoresheet and notify the opposing team and the Executive Committee of the intention to protest. Lodge the protest in writing with the Association secretary within 48 hours of the game being played The Executive Committee will advise the result of the protest and this decision will be final The Executive Committee retains the right for the nominated person to verify that scoresheets are correct before processing results in MyNetball. Any change to the result will be communicated to both teams, with an explanation via PROGRESSIVE LADDERS 14.1 A weekly ladder will be displayed at the Association s venue and website after each round Premiership points are recorded during the season as follows: (d) Four (4) premiership points for a win Four (4) premiership points for a bye Two (2) premiership points for a draw or two (2) premiership points for weather abandonment prior to half time, including match cancellation due to extreme weather. Nil (0) premiership points for a loss, forfeit or any other abandonment. 15 BORROWING PLAYERS 15.1 Players shall only be permitted to play in a higher section or age group within their club (refer to Bylaw 7.5) provided that. The second team has less than seven (7) of its registered players available to play. If a member of the registered team arrives late then a player filling in must leave the court at the next interval and not take the court again (other than for an injury) the name and registered team of any player filling in must be noted on the reverse side of the scoresheet.

12 12 (d) The borrowing team must have a minimum of four (4) original registered players available to play unless there are extenuating circumstances for which permission has been sought from the Executive Committee. The player may only play in the second team if the team is in the same Club in which the player is registered. A player may only play in two (2) matches on the day 15.2 Where there are two or more teams from the same Club graded in the same section, players may transfer between teams until the player takes the court for their fourth game with the one team. Once this occurs the player must remain with the team they played their fourth game with for the remainder of the competition. Players may play up a maximum of three (3) games for their club. Once they play up the fourth time they will be considered a member of the team that they have last played with. Penalty: 2 premiership point loss for breach of this Bylaw. 16 FINALS 16.1 Finals will be played at the conclusion of the rounds in each section, except in NetSetGo and 11 &U There will be a four (4) team final series, unless Club and Teams are notified otherwise The number of points gained during the season shall determine teams qualifying for finals. In the event of teams being equal on points, positions shall be determined by the percentage of goals scored for and against. In the event of teams being equal on percentage, positions shall be determined by the greater number of goals scored for Players must play at least four (4) games with a team throughout the season to be eligible to participate in that team s final series. In the event of a washout, player s names shall be recorded on the scoresheet and this will be deemed to be one of their four (4) games to qualify for finals Players may only play finals matches in their registered team Players may only participate in one match per day during finals In the event of a draw in finals match: The opposing teams must change ends and then 2 halves each of 3 minutes duration will be played, changing ends at half time. Positional changes and substitutions may be made at the end of the match prior to extra time being allocated and at the end of extra time in the event that the result is a draw again. If the result is a draw, the teams may have a water break but must change ends and play will continue until one team scores two (2) goals. Play will then stop and that team will be declared the winner.

13 13 (d) In the event of illness or injury during extra time, positional changes and or substitutions may be made Teams found playing an ineligible player during finals will be considered to have lost that game The rules listed in Conduct of Games apply for finals. The starting time of finals game may alter slightly If a final does not reach half time, the ladder position will stand or where possible games may be re-scheduled During finals or on grand final day, 11&U teams will participate in a round robin The Executive Committee will determine awards for premiers and runners-up. 17 FORFEITS 17.1 Failure to take the court If there are at least five (5) players present, a team shall be required to take the court to start play. Players arriving after the game has commenced are late arrivals and will be able to enter the game only as specified in Rule 5 of the Official Rule book, If the centre is missing, one layer shall move to that position. In the event that there are fewer than five (5) players present for one team, one (1) quarter shall be allowed for at least five (5) players of a team to arrive. The nonoffending team shall be awarded one (1) penalty goal per minute passed of this time. If at the end of this time, there are fewer than five (5) players present, the game shall be awarded to the non-offending team. (4 points, score 10-0) In the event that there are fewer than five (5) players present for both teams, one quarter shall be allowed for at least five (5) players of a team to arrive. A team can only be awarded penalty goals per minutes if the opposing team has at least five (5) players in position to play. If at the end of this time, there are fewer than five (5) players present for both teams, the game shall be abandoned and no points or score shall be credited to either team If after the commencement of a match, one team is unable or unwilling to continue playing, the other team will be declared the winner with a score of four (4) premiership points and ten (10) goals to nil or the score on the score sheet at the time the match ceased, whichever is the greater margin In the event that a team forfeits prior to the game clock starting, games shall only be awarded to players of the non-offending team, who will receive four (4) premiership points and ten (10) goals to nil. No games points shall be awarded to players of the offending team If a Club or Team notifies the Association Secretary by 9pm on the Tuesday before the Saturday competition of its intent to forfeit, no penalty will be imposed.

14 A forfeit fine of $45.00 will apply to teams who forfeit a match after 9pm on the Tuesday prior to the Saturday match. A game day forfeit will incur a $100 forfeit fine. Fines must be paid to the Association Treasurer within seven (7) days Repeated forfeits may result in that Club or Team being excluded entry into future competitions. 18 CANCELLATIONS 18.1 When games are cancelled on account of a total strike (e.g. power, or situation created by a prolonged petrol strike), extreme weather or some other cause, both teams will be credited with two (2) points and ten (10) goals each and the competition will continue as per the fixture Four (4) points can only be awarded for fully completed games In the event of extreme weather conditions, the following rules apply: A committee consisting of any three (3) members of the Executive Committee present will determine whether matches should proceed. Members can check to see if their timeslot is playing by either calling the Executive Committee (Mobile: ) or checking the SDNA website If a timeslot is cancelled early it will be on the SDNA website 1 hour ahead of match time. Under these circumstances teams are not required to report to the courts to sign score sheets. In all other circumstances teams are required to report to the courts on wet weather days. Unless the weather is extreme, marches are usually cancelled timeslot by timeslot. On these days a minimum of five (5) players must be present at the courts ready to play. The umpires officiating for that match will record these players on the score sheet as being present. If both teams have five (5) or more players present, then each team will be awarded two (2) points. If one team does not have five (5) or more players present, then the four (4) points will be awarded to the team who does have five (5) or more players recorded as attending on the day. If the Executive Committee considers that matches should proceed and the teams mutually agree to abandon the match, the teams cannot share points, no points will be awarded. (d) If after play commences, the Executive Committee decides that the weather conditions have deteriorated ad that the player s health and safety could be jeopardised if play continued, the Executive Committee may postpone or cancel the match. (e) If a match is cancelled before half time under this Bylaw, the match will count as a nil all draw and all goals will be deleted from the scoresheet. If a match is cancelled at or after half time, the sore on the scoresheet at the time the match is cancelled will be the final score of the match. (f) Umpires may halt a match temporarily to consult with the Executive Committee.

15 Should circumstances occur in which successive rounds need to be cancelled, the Executive Committee will consider the position and determine a suitable course of action. 19 SELECTION OF REPRESENTATIVE TEAMS 19.1 The Representative Teams Coordinator will organise the representative squad selection trials Selection trials will be conducted under the following conditions: A player must be registered with a SDNA club or team or intending to play at SDNA to trial. Open players are exempt. Must currently compete in A or B grades of their age section, unless a current representative player. 11 & under players are exempt. All other players of A or B grade ability playing in lower graded, need to submit a letter of recommendation from their coach or club president for consideration by the Representative committee to sdnarep@gmail.com (d) Registration must be made via the age appropriate Trybooking address Team Selection Panels A minimum of three (3) selectors must be appointed for each team and shall be made up of the team coach and two (2) other independent selectors. Selectors may be appointed to more than one (1) panel Players shall be notified in writing, if they have been selected The selector s decision shall be final. 20 TEAM OFFICIALS 20.1 The Team Officials for each club team registered with the Association shall consist of: Coaches (i) The team coach must be included on the team entry form at the start of the season. (ii) All coaches should have a minimum 'Foundation Coaching Level Accreditation' (iii) All coaches must have NV membership. Team Managers (i) A team manager should be appointed for each selected team. Scorer for each match

16 16 21 AWARDS 21.1 All NetSetGo and 11&U participants will receive an appropriate participation award Best & Fairest votes will be allocated by umpires for 13& U, 15&U, 17&U and Open sections. The player with most votes in each section will be awarded a Best & Fairest trophy and the player with next amount of voltes will be awarded a Runner up Best & Fairest trophy. There will be no count back All grand finalists will receive a medal A Best in Final medal will be awarded by the umpires in the grand finals of 13&U, 15&U, 17&U and Open sections. 22 PRESENTATION DAY 22.1 A presentation day shall be held on the day of the grand finals The Executive Committee shall determine the date and format annually Presentation of all awards shall be made on the presentation day Recognition of achievements shall be made on presentation day. 23 FUNDRAISING 23.1 The Executive Committee shall determine the fundraising activities The clubs are required to provide volunteers for canteen and barbeque duty as determined by the Executive Committee. A roster of these duties will be distributed to clubs and posted on the website before the commencement of the netball season Individual representative teams must seek approval from the Executive Committee for any individual fundraising activities. Teams must apply in writing providing details and rationale for the fundraising activity. Information as to how the activity will be organised, including risk management and safety measures if relevant, must be provided All members are required to support the fundraising activities. 24 COURSES, SEMINARS & OTHER OPPORTUNITIES 24.1 The Association shall provide notification of opportunities for all members to improve their skills by attending courses, seminars and other personal development activities The Association shall encourage and support members who wish to attend appropriate courses, seminars and other personal development activities.

17 17 25 ACCREDITATION 25.1 The Association shall ensure that all officials have current appropriate minimum qualifications Where minimum qualifications/accreditation standards are not met, the Association shall encourage and support the member(s) to achieve the minimum standard The Association will not appoint any person to an official position unless that person to be appointed has achieved the minimum standard qualification/accreditation, or is in the process of acquiring the minimum standard qualification/accreditation. 26 RISK MANAGEMENT 26.1 Injury Reporting All Clubs are responsible for recording all injuries at the discretion of the injured player (or players guardian for players under 18) on the Injury Reporting Sheets provided in the first aid room. All injuries must be reported to the first aid room by either the player, the player s guardian or the coach to allow for documentation of the injury should an insurance claim be needed. All players in an Association representative team are responsible for recording all injuries at the discretion of the injured player (or player s guardian for players under 18) on the Injury Reporting Sheets provided Game Day Checklist A Game Day Checklist must be completed prior to all Association competitions, tournaments, games, programs and training. Any hazards identified will be: (i) Documented; (ii) Rectified if possible; and (iii) Reported to the appropriate agency (local council, reserve committee) if major repair is required Pregnancy As per Netball Australia Member Protection Policy 26.4 First Aid The Association will have a designated First Aid room or area for the treatments of injuries. The room or area should be kept clean and accessible at all times. The Association will provide a qualified first aider to be present at all SDNA competition matches and will maintain the First Aid Kit. An inventory is to be conducted on a weekly basis.

18 18 The First Aid Kit will be stored in the First Aid Room and all appropriately trained SDNA appointed personnel will have access to it Emergency procedures Emergency phone numbers - ambulance, police and an emergency procedure plan is to be displayed at the Association venue Weather In the case of extreme weather conditions, the Association shall refer to the Association s weather policy Smoke Free The Association adopts a smoke free policy. Smoking is banned within 10 metres of an outdoor public sporting venue during organised underage sporting events and training sessions Responsible Serving of Alcohol in Sporting Clubs The Association will adopt a responsible serving of alcohol policy Sun Protection The Association will adopt a sun smart policy as prescribed by the Cancer Council, Victoria, which can be found on the SDNA website. Sunscreen is readily available at the courts form the office. Soft hats may be worn Codes of Behaviour The Association will adopt all codes, policies, procedures and regulations from Netball Australia and Netball Victoria as amended from time to time. All Clubs and Teams are bound by these codes Drug Policy The Association does not support the use of performance enhancing substances and views any such use as detrimental to both the sport of netball and the spirit of the game Dog Free Policy The Association adopts a dog free policy for the safety of all players, officials and spectators. This includes indoor venues and outdoor court surroundings, including the car parks.

19 Child Safety in Netball The Association and all Clubs and Teams are responsible for the observance, promotion, enforcement and monitoring of the Child Safety in Netball Policy and Code of Conduct. The Association and all Clubs and Teams are responsible for the management and administration of the application of the Netball Victoria Working with Children Check Regulation. 27 DISPUTE RESOLUTION 27.1 The Executive Committee will impose the prescribed penalty or any other penalty to any member that fails to adhere to the Bylaws. Any member of a Club or Team, who does not agree with a penalty or action of the Executive Committee made under this Bylaw, may advise the Executive Committee in writing within 48 hours of the penalty or decision being made. The Executive Committee may then: (i) Discuss the issue with the relevant Club or Team and make a decision regarding the matter. The Executive Committee shall inform the party/s involved of their decision either verbally or in writing; or (ii) Have an informal meeting with the relevant party/s in order to discuss and resolve the dispute. (iii) The Executive Committee s decision is final 27.2 The Association also adopts the following polices, regulations and procedures: Netball Victoria Cyber-Safety Policy Netball Victoria Competition Regulation Netball Australia Member Protection Policy (d) Sandringham and District Netball Association Constitution The Hearing Officer is responsible for determining the appropriate procedure for any dispute. 28 SPECIAL CIRCUMSTANCES/PROVISIONS CLAUSE 28.1 Where these Bylaws are silent, a decision can be made that ensures the integrity of the Association is maintained at all times The Executive Committee may in using its reasonable discretion, in exceptional or extenuating circumstances, alter, vary or waive the requirements set out in these bylaws relating to the Association.

20 20 29 INDEMNITY Except where provided or required by law and such cannot be excluded, the Association and its respective directors, officers, members, servants or agents are absolved from all liability however arising from injury or damage, however caused, arising whilst participating as a member. 30 PENALTIES Any breach of the Bylaws may incur one or more of the following penalties: Loss of points Premiership points will be deducted as follows: (i) (ii) (iii) (iv) Four (4) points No NV registration Four (4) points Player not listed on score sheet Four (4) points Breach of minimum age requirement Two (2) points After one warning for an incomplete scoresheet (d) A fine may be imposed. Repeat instances shall be considered by the Executive Committee and may result in exclusion from the current and future competitions. Penalties will be determined and reviewed by the Executive Committee.
