They are the operating procedures that determine the conduct and direction of the organisation.

4 Constitution means the constitution of an Association. It may otherwise be referred to as the Rules of Incorporation. If an incorporated association does not have its own Constitution, the model rules will apply. Bylaws are additional rules which apply to members which generally deal with internal and administrative matters. The Bylaws are made under the Constitution. Accordingly, the Bylaws are subordinate to the Constitution and must not be inconsistent with the Constitution. An Association should have a clause in the Constitution that provides the power to the Board or Committee to make Bylaws. 1) CLUB DELEGATE MEETINGS a) Three (3) Club Delegates Meetings will be held annually. These meetings shall be held on the first Monday in March, the first Monday in July & the last Monday in October. The Annual General Meeting will also be held on the last Monday in October. b) All Clubs must be represented by at least two delegates at all Club Delegates Meetings. c) Penalty: $100 fine to be paid within 14 days of notification. Failure to pay fine within the prescribed time will also result in the loss of 4 premiership points per team in addition to payment of fine. d) The Association may at any General meeting (including the Annual General Meeting or a special meeting) appoint a sub-committee to inquire into, or deal with, any matter arising in connection with conduct of netball by the Association 2) OFFICE BEARERS JOB DESCRIPTION 2.1 President a) The President is the principal leader and has overall responsibility of the Association s administration. b) The President shall preside over all Club Delegate meetings & call further meetings when necessary. c) In the event of voting being equally for and against any motion, the President shall have a casting vote in order to determine the question. d) The President shall represent the Association at local & regional events. 2.2 Secretary Treasurer a) The Secretary/Treasurer is the chief administration officer of the Association and provides a coordination link between members, Executive and outside agencies eg. TDFL, Other local Associations, Local Government, Region and Netball Victoria. b) The Secretary/Treasurer shall provide suitable letterhead, with appropriate contactable names, addresses and phone numbers of office bearers. c) Keep a list of Office Bearers for each affiliated club. d) Keep accurate minutes of meetings and distribute them to all members prior to next meeting. e) Prepare an agenda prior to next meeting. f) Clear mailbox regularly. g) Compile a list of inward and outward correspondence for each meeting. h) Act upon business from meetings. eg. letters, phone calls etc. i) Liaise with President and other Executive members when need arises. j) The Secretary/Treasurer is also responsible for the financial management of the Association. k) Attend to the payment and receipt of all monies owing and payable by the Association. l) Arrange, after the AGM, that the relevant signatures, for the signing of cheques, are registered at the Association s bank.

5 m) Bank all monies and record accurately all transactions for review by the Association s auditor at the end of our financial year. n) The Treasurer, with the approval of the General Committee, is responsible for the banking, security of the petty cash, the bank accounts, eg. the cheque books and the transfer of money between accounts. o) Arrange for the payment of umpires at finals, tournaments and other organised events. p) Prepare a statement of all bank accounts and transactions for each Delegates meeting. q) Present accounts to be paid at the Delegates meeting. r) Prepare the Annual Report for the Auditor each September and when audited present the Annual Report to the Association s AGM. s) Manage Association investment programs. 2.3 Match Secretary a) The Match Secretary shall keep a record of player registrations for each club in all grades in a Members Register. b) The Match Secretary will provide a weekly progressive points table to be displayed in the TDFL Football Record. c) Points may be deducted by the Match Secretary to offending Club/Team(s) for breach of rules. d) The Match Secretary shall retain all League Best & Fairest Vote cards for each grade & verify both umpires have signed cards & sufficient player identification is recorded on cards. e) The Match Secretary will notify the Secretary/Treasurer of any breaches of these bylaws that require the imposition of a financial penalty. 2.4 Rep Team Co-Ordinator a) To manage the administration of Association Representative Teams including call for nominations of interested persons for the Selection Panel, Coaches, Managers, Scorer / Timekeepers, Umpires and Players. b) To coordinate the selection of Association Representative Teams. c) To coordinate the selection of Association Representative Team Officials d) To attend and report at Association Meetings in relation to Association Representative Teams. 3) CORRESPONDENCE a) All correspondence must be in writing (including electronic means) from the Club Secretary, or authorised person, to the Association Secretary. b) All correspondence from the Association will be addressed to the Club Secretary, or authorised person. 3.1 Information to Clubs/from Clubs a) The Association shall provide the following information in writing to all Clubs prior to the start of the season: (i) Association contact details (ii) Association Constitution and By-Laws (iii) Fixtures (iv) Association calendar of Events, Closing Dates (v) Details of Courses, Seminars etc b) Respective Club Secretaries should, provide to the Secretary/Treasurer all necessary details ie: names of Office Bearers, Coaches and contact details as soon as practicable at the beginning of each playing season.

6 4) FINANCE 4.1 Payment & Receipt of Accounts a) All accounts are to be paid by cheque or Electronic Funds Transfer. b) The Secretary/ Treasurer shall issue a receipt for all monies received by her on behalf of the Association. Receipts shall be issued at the time of payment and forwarded to clubs. 4.2 Reimbursement/Payments a) The Association Executive members shall be entitled to claim expenses incurred whilst acting in an official capacity within reason. A receipt must be supplied for reimbursements of all other expenses. b) Association appointed Umpires will be paid an agreed amount per match. 4.3 Fees a) The Executive shall set fees annually. b) The fees shall be calculated to cover the costs of: (i) Team Entry (ii) Netball Victoria affiliation (iii) Venue hire for training (iv) Equipment (v) Coaching costs (vi) Umpiring costs (vii) Trophies & Awards (viii) Administration costs c) Fees must be paid 10 days prior to commencement of playing season. d) Penalty: Loss of 4 premiership points to all teams for each week fees remain unpaid. 4.4 Club Levy a) The Secretary/Treasurer shall at the Annual General Meeting recommend to the Association the amount and state the reason for any such additional called for funds being necessary, including but not limited to the following fees: (i) Club Affiliation (ii) Participant Membership Fees (iii) Club Levies b) The AGM shall have such powers as are necessary to act on or approve any recommendations made by the Secretary/Treasurer in this respect. 5) REGISTRATION CLUB/TEAM a) An indication of the Teams being fielded by each Club shall be given at the first meeting in March. b) All Players, coaches and team officials must be registered with the Tallangatta & District Netball Association prior to the scheduled commencement of the first match they participate in. c) To be considered registered, a participant must meet all of the following criteria: (i) Hold a current Netball Victoria membership (ii) Have completed the current TDNA Membership form (iii) Have paid the TDNA Participant Membership Fee directly to the TDNA (iv) Have identified the current club they will be participating with on the TDNA Membership Form. d) In the event that a participant transfers to another TDNA club after submitting their Membership form and indicating a different club on that form, the participant must notify the Association Match Secretary in writing of their intention to participate for another club at least 24 hours prior to the scheduled commencement of play. This may be via electronic means.

7 e) Penalty: Failure to register as per 5 b) c) or d) will result in a $100 fine to be paid within 14 days of notification. Failure to pay fine within the prescribed time will also result in the loss of 4 premiership points per offending team in addition to payment of fine. 6) NETBALL VICTORIA MEMBERSHIP a) Netball Victoria membership fee is set annually by the Victorian Netball Association Inc. b) All players, coaches, team officials and umpires participating in a Tallangatta & District Netball Association competition or program must be a current Netball Victoria member. 7) TEAMS & AGE REQUIREMENTS a) Participant age is determined as at 31st December of that year. b) In competitions where participants are 13 and Under, boys may participate. A maximum of two boys on court per team at any one time is allowed. c) The age groups shall be 13 & Under, 15 & Under, 18 & Under, C Grade, B Grade & A Grade d) Clubs may apply to the Association for permission to play an overage player in a younger grade. i) Applications must be made in writing by the Clubs committee and include detailed explanations supporting the clubs application. ii) Applications must be received by the Executive at least four weeks prior to the first match in which the player would participate in should approval be granted. iii) Requests may be granted at the discretion of the Executive to ensure a fair playing field for all teams and other participants. iv) Approval from the Executive must be received by the club in writing before the player may take the court in the younger grade. v) The Executive will review each application on its own merit and will include but not limit their considerations to the following: The player must not have polled any Association Best & Fairest votes in any grade in the preceding two seasons A maximum of 1 overage player per team will apply The player must not be more than twelve months older than the maximum age for the age group at any time during the calendar year The players physical or mental disabilities, illnesses or impairments will be considered if the application includes supporting justification from an appropriately qualified and independent medical practitioner detailing how the players condition impacts their ability to play netball The individuals physical and/or skill development The impact upon the fairness of the competition and to other teams, individuals and team members The number of potential players within the club for that age group and the impact any decision will have on the clubs ability to field a team in that age group in that season vi) The Executive will review the Association Best & Fairest votes awarded to these approved players during the season and may revoke the approval at any time. vii) At any time whilst considering the application or during the season the Executive may observe the player at training or during matches and revoke the approval by way of written notice to the Club. viii) Any approval given will apply to only the current season unless revoked, any request for further seasons as an overage player in any grade must be by way of a new application. e) Penalty: loss of 4 premiership points to offending team.

8 8) GRADING a) Clubs must field at least 2of the 3 open age grades. b) Clubs must field an A Grade team first. c) Clubs must field a B Grade team second. d) The Executive has the right to reject any team applying for entry to the competition. e) The Executive will be the ultimate adjudicator of all grading decisions. f) If a team is re-graded, premiership points and goals for and against will be transferred into the new division. 9) DRESS CODE 9.1 Registration a) Each Club must register its uniform in writing (including design drawings) for approval upon entering the Association. b) Clubs must notify the Executive in writing (including design drawings) of any proposed changes to their uniform. c) The Executive must approve all uniform changes in writing, both colours and designs. 9.2 Competition a) All players shall wear positional bibs / patches. b) All players shall wear a uniform of the same design and colour. Colours will be predominately that of the Clubs football team. c) Appropriate sports footwear shall be worn. d) Socks shall be worn. e) All players shall wear matching sports briefs or undershorts that provide full coverage. f) Gloves are not permitted. If a player has a medical condition that requires them to wear gloves a medical certificate must be presented to the Association Match Secretary for approval. An approval letter shall be issued by the Association Match Secretary and this should be shown to the officiating umpires each match day. Confirmation of this approval shall also be communicated to all other clubs. Gloves should be cotton, with no rubber grip on fingers or palm. Nails must be cut short & checked by umpire before gloves are worn. g) No club shall field a team who is not in uniform. 9.3 Sponsorship on Uniforms a) One common sponsors name and/or logo may appear once on each article of the playing uniform. b) It may not exceed 64 square centimetres of any dimension combination, eg 8cm x 8cm c) There is no restriction on size or quantity of sponsorship on non-playing uniform. d) Identification of the clothing manufacturer may appear only once on each article of the playing uniform. The maximum area not to exceed 16 square centimetres. e) If the clothing manufacturer is also a sponsor, identification may only appear once but may be in accordance with the sponsor guidelines in b) above. f) Netball Victoria reserves the right for Sponsor Identification on positional patches at all State events and competitions. g) The Association may offer sponsor identification on positional patches. Clubs/Teams should seek permission from the Association prior to placing club/team sponsor on positional patches. 9.4 Penalties a) Removal of incorrect item b) Player(s) failing to wear the appropriate uniform may be instructed to leave the court.

9 9.5 Representative Teams a) The Association uniform is a blue and gold dress. b) The uniform must be purchased through the Association to maintain consistency of colour. c) Where the uniform is loaned to participants it must be returned in the same condition it was issued or the wearer will be required to reimburse the Association for the cost of the dress. d) Training & Programs - participants must wear clothing suitable for activity (ie: shorts / skirt / tracksuit pants, running shoes) 10) CONDUCT OF MATCHES 10.1 Starting time & match length a) Game rules shall be those of Netball Australia, except 13 & Under matches which will be: (i) 4 x 10 minute quarters, (ii) 2 minutes at ¼, ¾ time & (iii) 3 minutes ½ time b) All matches shall be played on Saturdays, or in agreement with football matches. c) Commencing times (apart from Grand Final): (i) 9:00am 13 & Under (ii) 9:50am 15 & Under (iii) 11:05am 18 & Under (iv) 12:20pm C Grade (v) 1:35pm B Grade (vi) 2:50pm A Grade d) Commencing times (Grand Final): (i) 8:45am 13 & Under (ii) 9:35am 15 & Under (iii) 10:50am 18 & Under (iv) 12:05pm C Grade (v) 1:20pm B Grade (vi) 2:35pm A Grade e) In the event that a club is unable to field a team, match times may be altered by mutual agreement between the clubs involved. (i) The home club must notify the TDNA executive in writing by 9:00am on the Friday preceding match day Premiership points a) Allocation of points - four (4) points for a win, two (2) points for a draw and four (4) points for a bye Match officials a) The match officials of the game shall be two umpires, two scorers and one timekeeper. b) The HOME team must provide one of each of these officials and the visiting team MUST provide one Umpire and one Scorer, in which case the officials ACT TOGETHER. c) Any team not providing an Umpire must pay $100 prior to commencement of the match to the opposing team, if reasonable arrangements have not been made before 9:00 pm on the evening preceding the match. d) The home team shall ensure that a seat and an appropriate supervisor is available at the Match Officials bench in the event that a player is suspended during the match. e) During the Finals series the Association will provide Umpires for all matches and will roster clubs to provide Scorers, Timekeepers and perform other roles. (i) In the event that the rostered club is participating in a finals match, the Association Executive will appoint an appropriate person who is independent of the participating clubs to undertake the role of Scorer for the Home team.

10 10.4 Scoring a) Each team must provide a scorer, aged 14 or above, for all matches. (It is recommended that only one scorer be provided by each team. However, it is accepted that due to local conditions and lack of volunteers, this may not be practical and that scorers may change during the match.) b) The association will approve the required scorebook which must be used by all clubs for all official matches prior to the commencement of the season. c) Scoresheets are to be completed prior to the commencement of play by a team official from each club. d) The details of all players intending to take the court, (registered names) must be recorded on the left hand side for the home team, and right hand side for the away team. e) The home teams scoresheet shall be considered as the Official Scoresheet used for each match. This Scoresheet shall also indicate the positional changes each quarter and the match score. f) The scorers must sit together for the duration of the match and should continually work together to ensure both scorebooks are accurate. g) Scorers are required to keep a record of the first centre pass of each playing period, to assist the umpires if required. h) Scorers are required to keep a record of injuries, official warnings, suspensions and ordering off. This shall be recorded on the form provided and include the following details: player name, player club, type of incident, time incident occurred, brief description of incident. (i) This form is to be forwarded to the Association Match Secretary with the official scoresheets in accordance with section 10.8 Results. i) At the conclusion of each quarter the scorers shall calculate the total goals scored by each team and write that quarters total score j) At the conclusion of the match the scorers shall calculate the total goals scored by each team and write this on the scoresheet. k) At the match conclusion, to indicate their satisfaction that the information on the Official Scoresheet is correct, the Official Scoresheet is to be signed by; (i) the captains of both competing teams (ii) the scorers, and (iii) the officiating umpires l) Where there is a dispute as to the final score, the scorers are to resolve the dispute between themselves prior to them or the captains signing the Official scorebook. m) Where a dispute cannot be resolved, the disputing scorer and or captain should not sign the official book but should submit a written account of the dispute to the Association Match Secretary within 48 hours of the completion of the match. n) In the event that the official scorebook has been signed by both captains and there is later found to be a discrepancy between the number of strokes indicating goals scored and either sub totals or grand total of scores, it is the Grand Total for the match which will be considered the official and final score. o) Once the official scoresheet has been signed by both scorers and captains, no further additions or modifications are to be made to the scoresheet other than by the Association Match Secretary or with the express consent of the Association Match Secretary Timekeepers a) The home team shall provide three time clocks. b) The timekeeper must sit with the scorers for the duration of the match. c) The timekeeper shall get up and remain alongside the umpire when there is ten (10) seconds remaining in each quarter. d) The timekeeper shall notify the umpires when there are thirty (30) seconds and ten (10) seconds remaining prior to the start of the game, the end of an interval or a stoppage.

11 e) During any injury/illness (where a maximum of thirty (30) seconds is allowed), the timekeeper is only required to notify the umpires when ten (10) seconds remain prior to the end of this stoppage Rules of play a) Rules of play shall be the then current rules of Netball Victoria unless this Association has, because of local conditions, varied those rules Team Selections a) Team Selections must be completed by both competing Clubs via the Association website no later than 8am on the morning of the scheduled match. b) Changes to team selections are permitted in instances of previously unknown injury / illness or unavailability of players. c) A penalty, to be determined by the Executive, will be incurred for continual breaches of bylaw Results a) The Official Scoresheet from each match shall be forwarded by the home team and received by the Association Match Secretary, not later than 5pm the Wednesday following the match. b) Penalty: $100 fine to be paid within 14 days of notification. Failure to pay the fine within the prescribed time will also result in the loss of 4 premiership points for the home team in addition to payment of the fine. c) Results of each match including player list, goals scored and awards are required to be entered onto the Association website by the home team in accordance with the Association Match Secretary s instructions no later than pm (noon) on the day following the completion of the match (usually Sunday). d) A penalty, to be determined by the Executive, will be incurred for continual breaches of bylaw 10.8(c) Coaching accreditation a) All coaches associated with the Association shall, as a minimum, hold a current netball coaching accreditation as recognised by Netball Victoria Inappropriate conduct during competition a) In the instance of inappropriate conduct of players, umpires, team officials or any other member of the Association during match play, the provisions within the Competition Regulation issued by Netball Victoria, as amended from time to time, apply. b) If such conduct occurs, a written report of the incident must be completed by a reporting official and forwarded to the Association Match Secretary. 11) UMPIRES 11.1 Dress code a) All umpires to wear (as a minimum) the Association's approved umpire polo shirt. b) Suitable sports pants and runners to be worn (white skirt, shorts or pants optional). c) No visible club colours or uniform shall be worn Association Best & Fairest Votes a) Umpires are to complete Association League Best & Fairest votes for each game. Votes must be sealed in a separate envelope for each game and signed by both umpires (both on vote slip and back of envelope). (i) Penalty for failure to sign vote cards or envelopes: $20 fine for each individual infringement (each missing signature) issued to the club the infringing umpire was representing.

12 b) These envelopes MUST be received by the Association Match Secretary not later than 5pm of the Wednesday following the match. (i) Penalty for late receipt of vote cards: $100 fine to be paid within 14 days of notification. Failure to pay the fine within the prescribed time will also result in the loss of 4 premiership points for the home team in addition to payment of the fine. A club may not be fined more than $100 for each match for the late return of both the Official Scoresheet and League Best & Fairest votes. c) The League Best & Fairest votes will be counted by the Association Match Secretary on a weekly basis. d) After the conclusion of the last round of the home and away season, the home team of the final round shall ensure association votes are received by the Association Match Secretary no later than 12pm on the day following the match. e) Association Best and Fairest votes are not to be opened or modified in any way other than by the Association Match Secretary or with the express consent of the Association Match Secretary. 12) BORROWING/QUALIFYING PLAYERS a) A player aged 18 or over (as at 31 st of December) will remain in a higher grade after playing 7 matches in that or any higher grades. (i) Example: If a C Grade player plays in 4 games in B Grade & 3 games in A Grade they must remain in B Grade and are ineligible to play in any further matches in C Grade. Should they then play in an additional 4 games in A Grade they must remain in that grade and are ineligible to play any further matches in B Grade. b) A player under the age of 18 (as at 31 st of December) will remain in a higher grade after playing 10 matches in any higher grade. (i) Example: If a 17 year old player plays in 6 games in C Grade and a further 4 games in B Grade they must remain in C Grade and are ineligible to play in any further 18 &Under matches. If this player then played in an additional 6 games in B Grade they must then remain in B Grade and are ineligible to play any further matches in C Grade. c) Penalty for breach of 12(a) or (b): Loss of 4 premiership points to the higher grade in which the infringement occurred for each match played whilst the player was ineligible and $100 fine. d) A player may not play more than six (6) quarters on any one day. The player must not play more quarters in the higher grade than they play in the lower grade. ie: if a player plays two (2) quarters in a B grade game, they may only play two (2) quarters in the A grade game conducted on the same day. (i) Penalty for breach of 12(d): Loss of two (2) premiership points to the grade in which the infringement occurred. 13) FORFEITS a) In the event that a team forfeits prior to the match clock starting, points shall only be awarded to a minimum of five nominated players of the non-offending team. No points shall be awarded to players of the offending team. b) Penalty: A forfeit fine determined by the Executive will be imposed and must be paid before the next fixtured match of the offending team. c) If a team notifies the opposing Club official and Association Match Secretary, by 5 pm on the day preceding the competition of its intent to forfeit and receives confirmation from the opposing Club that they have received notification of the forfeit, no penalty will be imposed.

13 14) CANCELLATIONS a) When matches are cancelled both teams will be credited with two (2) points and five (5) goals each and the competition will continue as per the fixture. b) If the match is cancelled after half time, the current score stands. If cancelled prior to half time, teams are awarded two (2) points each. c) In the event that a match is cancelled due to weather, games can only be awarded if a minimum of five nominated players for each team are available to play. d) Should circumstances occur in which successive rounds need to be cancelled, the Executive will consider the position and determine a suitable course of action. 15) PROTESTS 16) FINES a) Protests/Complaints/Grievances must initially be dealt with at Club level and discussed between all concerned parties. b) A team wishing to protest must:- (i) Not sign the Official Scoresheet and notify the Executive of the intention to protest. (ii) Lodge the protest in writing with the Association Match Secretary within 48 hours of the match being played. c) A Club shall have a right of appeal to the Executive within 48 hours of notification of a penalty. d) The Executive will advise the result of the appeal and this decision shall be final. a) All fines which include a loss of premiership points and remain unpaid after the initial 14 day period will incur a further loss of 4 premiership points for every additional 14 day period that the fine remains outstanding. b) All fines must be paid prior to 5pm on the Thursday prior to the commencement of the finals series, no club will be eligible to play finals if any fines remain outstanding. c) Any club that has outstanding fines from any previous season will not be eligible to play in the association until 10 days after all outstanding fines have been paid. 17) FINALS SERIES a) These will be played at the conclusion of the rounds in each grade. b) Each Club shall forward a list of players to the Association Match Secretary at least 10 days prior to the commencement of finals. c) Each Club shall notify the printer of the TDFL Football Record of their list of players. d) Players must play at least five rounds for their Club throughout the season to be eligible to participate in that Clubs Final Series. e) To be considered eligible to play in finals a player must have been registered with the Association for that Club for the current season on or before the 30 th of June, the player is not required to have played in a match prior to this date. f) If at any time a player were to play in a higher grade during the Finals Series, then that player must remain in that higher grade for the remaining Finals Series. g) Teams found playing an ineligible player during finals will be considered to have lost that match. h) Finals shall be played over 4 weeks - 6 matches. Elimination, Qualifying, Semi Finals (Saturday/Sunday). Preliminary Final & Grand Final (2 Saturdays). i) The number of points gained during the season shall determine teams qualifying for finals. In the event of teams being equal on points, positions shall be determined by the percentage of goals scored for and against. In the event of teams being equal on percentage, positions shall be determined by the greater number of goals scored for.

14 j) Matches shall be conducted for finals as for rounds. The starting time of finals matches may alter slightly. k) Score books are to be completed at least 30 minutes prior to the scheduled commencement of the game by a team official from each club. l) The details of players of the highest ranked team are to be recorded on the left hand side of the book. m) The ladder positions at the end of the home and away series will determine rankings for the finals series, with the exception of the grand final when it will be the team that reaches the Grand Final first. n) The highest ranked team for each finals match will be considered the Home team o) Drawn matches in finals: (i) There is a two (2) minute time allowance to enable teams to change ends and scores to be verified on the Official Scoresheet. (ii) Positional changes and/or substitutions may ONLY be made during this change over period of Extra Time OR In the event of injury/ illness or blood rule, positional changes and/or substitutions may be made. (iii) 2 x 7 minute halves will be played in all grades with the exception of the 13 & Under where 2 x 5 minute halves will be played. (iv) The centre pass is taken by the team entitled to the next centre pass. (v) At the end of the first half teams change ends and play continues with no interval. (Positional changes and substitutions may NOT be made) (vi) In the event of a tie remaining at the end of extra time, a visual signal shall be used to indicate that play shall continue until one team has a two (2) goal advantage. The timekeeper shall call time when the winning team has a two (2) goal advantage. 18) SELECTION OF REPRESENTATIVE TEAMS a) The Representative Teams Coordinator will organise the Representative Teams Selection Trials. b) Selection Trials will be conducted under the following conditions: (i) All players who have submitted an expression of interest shall be informed in writing of the date, time and place where Selection Trials are to be held. (ii) Notice of Selection Trials must be received at least ten (10) days prior to the date of the Trials. c) Team Selection Panels (i) A minimum of two Selectors shall be appointed by the Representative Teams Coordinator for each team and shall be made up of the Team Coach and at least one other selector. The Selection panel can have no more than one official from any club. (ii) Selectors may be appointed to more than one panel. (iii) Players shall be notified, of the team in which they have been selected within seven (7) days of the Selection Trials. (iv) The selectors decision shall be final. d) Clubs shall make all reasonable efforts to ensure their members are aware of trial dates and are encouraged to participate. e) Clubs found not to be supporting the Representative Competition may be subject to financial penalties as deemed appropriate by the Association Executive. f) To be eligible to play in the Interleague competition, a player must have played in at least two rounds in the current season prior to the interleague match.

15 19) REPRESENTATIVE TEAM OFFICIALS a) The Team Officials for Representative Teams are (i) Coach, (ii) Team Manager, (iii) Scorer, (iv) Timekeeper, (v) Umpire, (vi) Captain & Vice-Captain (vii) Primary Care Officer b) Each of the above team officials shall be appointed for each selected team. c) A call for applications for each role shall be made no later than one month prior to the competition. (i) Applications must be in writing stating the applicants qualifications and experience. (ii) All coaches must hold a current Coaching Accreditation recognised by Netball Victoria (iii) All umpires shall hold a minimum C Badge d) If insufficient applications are received for any of the above positions, the Executive shall have the authority to approach and appoint suitably qualified persons to the vacant positions. 20) AWARDS a) The following player awards will be presented for each season: (i) Best & Fairest for each grade. (ii) Runners Up for each grade. (iii) Best on Court in the Grand Final for each grade. (iv) Medallions for each player in both the Premiership and Runners-Up team in each grade. b) Voting for Best & Fairest shall be as follows: (i) The match umpires shall award votes for the best three players in each game. (ii) Voting shall be 3 votes for the best player, 2 votes for the second-best player and 1 vote for the third best player. (iii) Votes shall be signed by both umpires and placed in the envelope provided and sent to the Association Match Secretary together with the scoresheet. (iv) In the event of a tie, two (or more) awards shall be presented. c) Premiership Pennant for each team in each section. d) Other forms of recognition will be awarded by the Executive as deemed appropriate. 21) VOTE COUNT & PRESENTATION NIGHT a) At the conclusion of the Season, a Vote Count and Presentation Night shall be held. b) The date and format shall be determined annually by the Tallangatta & District Football League in consultation with the Executive. c) The date, time, venue and format shall be recorded at least one (1) month prior to the event in the TDFL Football Record d) Presentation of all awards shall be made on the Presentation Night. e) Recognition of achievements shall be made on Presentation Night. f) The Association Match Secretary will notify an appropriate club representative at the earliest possible time to ensure that players who may be in contention for an award are in attendance on the night. Clubs are required to ensure this information is handled discretely and that it in no way is used to the advantage or disadvantage of any person involved. 22) FUNDRAISING a) The Executive shall approve any fundraising activities of the Association.

16 23) COURSES, SEMINARS & OTHER OPPORTUNITIES a) Where possible, the Association shall provide notification of opportunities for all members to improve their netball related skills by attending courses, seminars and other personal development activities. 24) RISK MANAGEMENT 24.1 Injury Reporting a) All Clubs are responsible for recording all injuries at the discretion of the injured player or players guardian (player under 18) on the Injury Reporting Form. b) All players in an Association representative team are responsible for recording all injuries at the discretion of the injured player or players guardian (player under 18) on the Injury Reporting Sheets provided Pre Match Checklist a) A pre-match checklist will be completed prior to all Association matches and programs. b) Any hazards identified will be: (i) Documented (ii) Rectified if possible. (iii) Reported to the appropriate agency (local council, reserve committee) if major repair is required. c) This checklist is to be reviewed throughout the day for changes in conditions to ensure the conditions continue to be safe and fit for match play Pregnancy a) Please refer to Netball Australia Pregnancy in Netball Policy as amended from time to time First Aid a) Each Club in the Association will provide a First Aid Kit complying with Netball Victoria guidelines as amended from time to time. b) The First Aid Kit will be stored courtside during matches and all appropriate personnel (court supervisors, umpires, Primary Care Personnel and coaches) will have access to it. c) During the finals series the Association will have a designated room or area for the treatment of injuries. The room or area should be kept clean and accessible at all times. d) The Association will ensure that a qualified first aider is present at all finals & Representative competition/training Emergency procedures a) Emergency phone numbers - Ambulance, Doctor, Physiotherapist, Health Clinic and Police and an Emergency Procedure Plan is to be displayed by the phone and in the First Aid Kit Weather a) All matches are to be played outside. b) In the case of wet weather, play may be suspended for 15 minutes. If the conditions still prevail and the match is cancelled after half time, the current score stands. If cancelled prior to half time, teams are awarded two points each. c) In the case of extreme weather conditions the Association will follow Netball Victoria guidelines as amended from time to time. d) During the finals series the Tallangatta & District Netball Finals Extreme Weather Policy will be enforced.

17 24.7 Blood Policy and Infectious Diseases a) The Tallangatta & District Netball Association will adopt Netball Victoria s policies relating to blood policy and infectious diseases as amended from time to time Pre-participation Screening/ Medical Indemnity a) All Clubs are encouraged to have personnel involved with their Club complete a medical indemnity form. b) A designated official should store all forms and bring them to all events. c) All forms to be destroyed at the conclusion of the season Smoke Free a) The Association will adopt a Smoke Free policy as prescribed by Quit Victoria. This will include indoor venues and outdoor court surroundings Responsible Serving of Alcohol in Sporting Clubs a) The Association will adopt a Responsible Serving of Alcohol Policy as prescribed by the Australian Drug Foundation s Good Sports Accreditation Program Sun Protection a) The Association will adopt a Sun Smart policy as prescribed by the Cancer Council Victoria Codes of Behaviour a) The Association will adopt Codes of Behaviour as prescribed in the Netball Victoria Member Protection Regulation Drug Policy a) The Association does not support the use of performance enhancing substances and views any such use as detrimental to both the sport of netball and the spirit of the game. The Netball Victoria drug policy, August 1993 as amended from time to time, is implemented and will apply for all Association competitions. 25) DISPUTE RESOLUTION a) The Executive will impose the prescribed penalty or any other penalty to any member that fails to adhere to this By-law. b) Any member of a team or Club which does not agree with a penalty or action of the Executive made under this By-law, may advise the Executive within 48 hours of the penalty or decision being made. c) The Executive may then: (i) discuss the issue with the relevant team or Club and make a decision regarding the matter. The Executive shall inform the party/ies involved of their decision either verbally or in writing; or (ii) have an informal meeting with the relevant party/ies in order to discuss and resolve the dispute. The Executive s decision is final. 26) LIFE MEMBERSHIP a) Life Membership may be awarded to any member who has rendered meritorious service to the Association. b) A nomination of a person for Life Membership shall be in writing and lodged with the Secretary of the Association who shall as soon as practical refer the nomination to the next Executive meeting. c) Upon nomination being referred, the Executive shall determine whether to approve or to reject the nomination. Provided further for the purposes of determination of whether a nominee shall

18 be approved, no less than 80% of the Executive must vote in favour of the nomination to be approved. d) A Life Member shall have all the rights and privileges of a full member but shall not be required to make any payment of an entrance fee to games, both home & away and finals series. Annual subscription to Netball Victoria shall be paid by the Association. The Association will also pay any admittance fees to any Association award functions. 27) SPECIAL CIRCUMSTANCES/PROVISIONS CLAUSE a) Where this By-law is silent, a decision can be made that ensures the integrity of the Tallangatta & District Netball Association is maintained at all times. b) The Executive may in using its reasonable discretion, in exceptional or extenuating circumstances, alter, vary or waive the requirements set out in this By-Law relating to the Tallangatta & District Netball Association. 28) INDEMNITY a) Except where provided or required by law and such cannot be excluded, the Association and its respective directors, officers, members, servants or agents are absolved from all liability however arising from injury or damage, however caused, arising whilst participating as a member.
