3 LETTER OF INSTRUCTION The 2017 Northridge Invitational Drill Competition will be held at Northridge High School, Layton Utah. All events will be conducted indoors. Parking. Private vehicles and buses may be parked in the school parking lot. Fees. Entry fees are $30 per Armed, $30 per Unarmed, $10 per Color Guard, $5 per Special Exhibition, and $5 per Individual Exhibition. This cost is intended to only cover the cost of awards and breakfast and lunch for Judges. Concessions. Concessions will be available on site. There are also several restaurants near the school. Team Areas and Locker Rooms. Teams will be assigned team rooms in sufficient quantity to put one team per room. All team and personal gear will be maintained there. Team rooms are not secure and should be manned by team personnel at all times. Included in this Standard Operating Procedure (SOP) are maps in the appendixes to find our drill meet site. Please take a look at them before you arrive so you will be familiar with the area. There are six events at this year's meet. The three primary events are Inspection, Regulation Drill, and Exhibition Drill. In addition, there are four secondary events, Color Guard, Special Exhibition Drill, Individual Exhibition Drill, and Individual Drill Down. Teams should arrive early enough to check in at the table located at the entrance of D Bldg and to ensure attendance at the 0800 Commander s Update in the classroom main gym, also in D Bldg. Please do not arrive earlier than Commander's Update meeting will be from on Saturday morning. Team commanders will be given any updated information about the meet. Each team will be held responsible for any changes made at the Commander's Update. The Commander's Update should include the Team Commander(s), his/her assistant, and one Instructor. The purpose of the Commander's Update is to pass out additional information about the Drill Competition and to answer questions about the competition in general. Changes to the rules listed in the SOP will not be considered at the Update. If there is a conflict with rules, teams may call to discuss this and under very special circumstances we may consider changes. If a rules clarification is needed, it should be requested prior to 20 Jan

PURPOSE OF SOP The purpose of this SOP is to standardize the rules for the Northridge Invitational Drill Competition (NIDC) to be held on 17 February The information and procedures in this SOP take precedence over all previous Drill Meet literature. 4

6 RESPONSIBILITIES/DUTIES 1) All teams are required to display their best behavior and follow all rules in this SOP. 2) The entire team will be held responsible for the actions of any of its team members. All team members should be briefed on this SOP. 3) For accountability purposes, teams must check out at the Drill Meet Command Post on Saturday upon completion of the meet unless otherwise notified. 4) Drill area sizes are given in Appendix 3. Directions for entering the different Drill Areas and the placement of Head Judges are also given in Appendix 3. Violations of the field area will result in point deduction, so it is recommended that you read over this appendix thoroughly. 5) The competition will be held inside the Northridge High School utilizing 2 basketball courts, and several smaller areas for color guard and special exhibition drill. All precautions to protect the gym floor MUST be taken. All Drill Rifles must have a rubber butt plate. Side-mounted heel clickers/taps are the only authorized clickers/taps. Any clicker/tap that touches the floor will not be authorized on gym floors. PENALTIES 1) Any act which is in violation of this SOP's Regulations or the Responsibilities/Duties section will be punished by loss of points and/or disqualification from competition as decided by the Drill Meet Chairman. 2) Teams not at the prescribed area of competition at the time they are scheduled to compete will be penalized 10-points per minute for the first 5 minutes. After that time, the team will be disqualified for that event. This is only applicable if the team was at fault for the delay. 3) A penalty of 2-points will be deducted from the Team Score for each second over or under the maximum/minimum time limits specified for each event. This penalty is not to exceed 50 points. 4) A penalty of 10-points will be deducted for each movement added, omitted or out of sequence, in Regulation Drill and Color Guard. There is no maximum for penalty points in this area. 5) A penalty of 10-points will be deducted for each dropped weapon or prop (i.e. rifle, saber, guideon, etc.) A dropped weapon or prop is defined as any weapon or prop that unintentionally touches the ground. There is no maximum for penalty points in this area. 6) A penalty of 5 points will be deducted for each uniform item dropped during all events except Inspection. There is no maximum for penalty points in this area. 6

7 7) A penalty of 25 points per person will be deducted if a team competes with less than the minimum number of team members required for that event regardless of circumstances such as injury or illness. 8) All other point deductions are discussed in the event descriptions. 9) Event report-in and report-out are not required to be exact verbiage. 10) Each JROTC Cadet WILL BE held responsible for any violation of the SOP's regulations and responsibilities/duties. 7

8 General: THE COMPETITION 1) Team/Flight Sergeant s, Guides and/or Guidon Bearers are optional. For Regulation Drill and Inspection, these members must be incorporated in the team accordance with that branch s proper drill manual. These members are considered part of the team for meeting the minimum number of marching members, grading by the judges, boundary violations, and timing. 2) The order of competition will be predetermined by the Drill Meet Sponsors and will be sent out to each participating team. 3) The Drill Meet Command Post will have the Official Time Schedule with all updated times. Each team will be responsible for knowing their competition times. Schedules will also be handed out at Commander s Call and posted throughout the Gymnasium Facilities. Individual Award Plaques Breakdown: 1) 1 st, 2 nd,and 3 rd Place for Inspection (Armed). 2) 1 st, 2 nd and 3 rd Place for Inspection (Unarmed). 3) 1 st, 2 nd and 3 rd Place for Regulation (Armed). 4) 1 st, 2 nd and 3 rd Place for Regulation (Unarmed). 5) 1 st, 2 nd and 3 rd Place for Exhibition (Armed). 6) 1 st, 2 nd and 3 rd Place for Exhibition (Unarmed). 7) 1 st, 2 nd and 3 rd Place for Regulation Drill Down 8) 1 st, 2 nd and 3 rd Place for Individual Exhibition Drill (Armed) 9) 1 st, 2 nd and 3 rd Place for Special Exhibition (Armed and Unarmed) 10) 1 st, 2 nd and 3 rd Place for Color Guard. 8

9 WEAPONS General: 1) Weapons to be used in the Armed competition will be rifles comparable in size and weight to the M-1, or Springfield M1903. No light weight facsimiles are authorized. 2) No penalty points will be assessed for demilitarized weapons. If the bolt is inoperable, the team will execute a modified "Inspection Arms." The command of recovery will be either "PORT ARMS" or "READY, PORT ARMS" before proceeding. This procedure will be followed during both Inspection and Regulation Drill. 3) The commander may use a saber, sword, pistol, or rifle, but it must be carried during Inspection, Regulation Drill, and Exhibition Drill. The use of a saber, sword, pistol, or rifle by the commander adds the responsibility of using the item correctly in accordance to proper drill manual. Any failure to use one of these items correctly will result in point deduction. If the commander carries a saber or sword, the use of a scabbard and any associated equipment IS REQUIRED. 4) Weapons used in Individual Exhibition and Special Exhibition Drill must be of the same kind as used by the Armed teams. 5) Slings on rifles are OPTIONAL Safety: 1) Weapons used by teams will be under the control of the Team Commander. Any compromise of security will result in disqualification from all competition phases of the Drill Meet. 2) Any weapon that is operational (i.e. not demilitarized) WILL BE DISQUALIFIED from use in competition. 3) In case a weapon or prop breaks during ANY Exhibition Event, a designated person may bring a replacement onto the drill area and exchange it. However, there cannot be any delay in the flow of the drill, and the time keepers will not stop the clocks. 4) Fixed bayonets WILL NOT BE allowed at ANYTIME as a special effect during the competition. 5) Neither blank nor live ammunition will be used. Use of ammunition or other pyrotechnic devices will result in disqualification of the unit from all events. 9

11 JUDGING General: 1) All Judges will be Officers or Non-Commissioned Officers of the United States Armed Forces. 2) The number of Judges for each event is as follows: a. Inspection - 3 Judges (1 Head Judge, 2 Inspection Judges) b. Regulation Drill - 3 Judges (1 Head Judge, 1 Field Judge, 1 Objective) c. Exhibition Drill - 3 Judges (1 Head Judge, 1 Field Judge, 1 Objective) d. Individual Exhibition Drill - 3 Judges (1 Head Judge, 1 Field Judge, 1 Objective) e. Special Exhibition Drill Armed and Unarmed - 3 Judges (1 Head Judge, 1 Field Judge, 1 Objective) f. Color Guard - 3 Judges (1 Head Judge, 1 Field Judge, 1 Objective) f. Drill Down - 8 Judges (1 Head Judge, 7 Field Judges) 3) Head Judges and Inspecting Judges are authorized to deduct points for uniform discrepancies, though they must exercise good judgment and not deduct for uniforms that are older or appear to be unserviceable. Uniform, regardless of age or condition, should look as though it was put in as good of a presentable manner as possible. 4) A specific judging criterion is located in each event description. 5) The decision of the Judges will be final. 6) All scoring sheets will remain with Event Judges and will be submitted to the meet scoring room via runners. 11

12 INSPECTION General: 1) The Inspection will be the first event of the competition for Armed and Unarmed teams. Inspection will be held in the designated inspection area and will last for approximately 10 minutes. 2) Teams will be inspected with the same weapons or props and full uniforms that they will use for all three primary events. However, teams may utilize a less restrictive uniform for Exhibition. 3) All teams must enter the drill field as prescribed in Appendix 3 ( TBD ). To allow fairness to all teams, spectators will not be allowed near the Inspection Area. 4) The Team Commander will halt the team just outside the Inspection Area and will then march forward alone, center on the Head Judge and will stop in front of the Head Judge. The commander will salute and will ask permission to enter the inspection area using the following format: Sir/Ma am, team name requests permission to enter the Inspection Pad. Once the Head Judge has returned the salute and granted permission, the Team Commander will drop their salute, return to their team, march them onto the Inspection Area and position them facing, centered on the Head Judge. The Commander will then prepare their team for inspection according to the proper drill manual. After the team is formed and aligned, the Commander will center themselves on the Head Judge 2 paces from their team, will salute and formally report-in saying the suggested verbiage: Sir/Ma am, team name is prepared for the Inspection Phase of the competition. 5) When the Head Judge has returned the salute, the Commander will drop his own salute and the inspection will begin. The Head Judge will first inspect the Team Commander. Once he has completed that inspection the Head Judge will inspect the first rank while the other Field Judges will inspect subsequent ranks. 6) The Commander will re-form the team at the end of the inspection according to the proper drill manual and then a formal Report-Out is required as follows: the Commander will center himself on the Head Judge 2 paces in front of his team, salute, and say the suggested verbiage: 12

13 Sir/Ma am, team name has completed the Inspection Phase of the competition and requests permission to exit the Inspection Pad.. After the Head Judge has returned the salute, the commander will drop his own and march his team off the inspection pad using the proper drill manual. 7) Inspection Teams of 9 members (plus Commander) may be entered from each unit in each Armed and Unarmed categories. Area of Drill: Judging: 1) The field for Inspection is recommended to be 36x36 feet. The boundaries will be visibly marked. A 10-point penalty for each command that takes at least one member of the team out-of -bounds will be assessed. Boundary violations include stepping on or over the lines. 2) The team will wait outside of the boundaries prior to the inspection as indicated in Appendix 2. 3) The team will be moved entirely off of the field after the Head Judge dismisses the team. 1) The Head Judge will evaluate the Commander as well as the team as a whole. There will be an Inspecting Judge for each rank. Inspecting Judges are not authorized to touch team members. However, the judges will be authorized to take weapons for inspection. 2) The team will be judged from the time the team marches onto the field until the team is completely off of the field. 3) Questions asked by the judges will cover Drill and Weapons. Teams may also be asked questions concerning, but not limited to : Commander-in-Chief, Chiefs of Staff, Service Secretaries, and their respective Chains of Command. General subjective questions will be asked about the Cadet and his/her school. The purpose of the questioning is to evaluate awareness and military bearing of the individual team members. Answers should be given in a military manner representative of each team's particular service. 13

14 4) Judging criteria will also include the condition of the weapons used (i.e. free of rust/corrosion, clean slings, and polished wood), the condition and appearance of each uniform (i.e. shined chrome/brass, ironed shirts and pants, shined shoes, and serviceability of overall uniform), personal appearance (to include haircut and shave), and the precision of movements (i.e. Inspection Arms and Order Arms). Judges should recognize that some units have better funding than others and will judge on what they ve done with what they have. 14

15 REGULATION DRILL General: 1) Regulation Drill will be the second event in the competition. 2) Each team will execute the sequence of movements specified in Appendix 5 for their category. These are the only movements allowed. Teams must use the equivalent commands specified in their respective manuals. There will be 10 penalty points assessed for each movement added, omitted, or given out-of-sequence. There will be a Field Judge assigned with Appendix 5 whose sole purpose is to identify any commands given out of sequence. 3) The Team Commander may not use notes or receive coaching while his/her team is on the field, to include cadence called from off of the field. Any team found in violation will be disqualified from Regulation Drill. 4) Team Commanders will not call cadence for their team once they have entered the Regulation Drill Field. Calling cadence will result in a 10-point penalty for each step of cadence called up to a maximum of 50 points. 5) All teams must enter the Drill Field from the Head Judge's right as prescribed in Appendix 2. The Team Commander may request the placement of the Head Judge in the preferred location on the Drill Pad. 6) The Team Commander will halt the team just outside the Drill Pad, salute and ask permission to enter the Drill Pad using the following format: Sir/Ma am, team name requests permission to enter the Drill Pad. Once the Head Judge has returned the salute and granted permission, the Team Commander will drop the salute, give the team Parade, Rest, and begin the Drill Sequence off of the Drill Pad. March the team to the center of the Drill Pad and Report-In to the Head Judge and say the suggested following verbiage: Sir/Ma am, team name is prepared for the Regulation Phase of the competition. To Report-Out, upon completion of the Regulation routine, the Commander will salute and say the suggested following verbiage: Sir/Ma am, team name has completed the Regulation Phase of the competition and requests permission to exit the Drill Pad. 15

16 7) Failure to ask permission to enter the Drill Pad, Report-In, or Report-Out will result in a penalty of 25 points. 8) Two Regulation Drill Teams (9-16 members plus a Commander) may be entered from each unit in both Armed and Unarmed Categories. There is a maximum team size of 16 members plus commander. Timing: 1) Armed: 5 to 8 minutes 2) Unarmed: 5 to 8 minutes. 3) A 2-point penalty for each second over or under the time limit will be assessed. (Maximum of 50 points) 4) The timing will begin when the first team member crosses the Regulation Drill Boundary Line. 5) Timing will end when the last member of the team crosses the Regulation Drill Boundary Line. Area of Drill: Judging: 1) The recommended field for Regulation Drill should be 100x100 feet or as close to that size depending on the available Host Unit Facilities. Due to facility limitations, Regulation Drill floor is a full size basketball court measuring approximately 100 X 60 Feet. The boundaries will be visibly marked. A 10-point penalty for each command that takes at least one member of the team out-of-bounds will be assessed. NOTE: Due to the limited space of this drill area, discretion will be utilized and only significant Boundary violations will be penalized. Teams can start on the pad. Armed Teams can also add in additional commands to accommodate the limited spacing. 2) Judging will begin when the commander asks permission to enter the pad. 3) The final "HALT" is given as the team reaches the end of the pad. This command is judged. 1) Judging will be done by 3 Judges. One judge will be designated as the Head Judge and will be in the front at drill center. One timekeeper will keep time and act as an aid to 16

17 the Head Judge. One Field Judge will be stationed along the boundaries and will circulate about the field to ensure a clear view of the team. 2) The judges will consider Overall Military Bearing, Precision-of-Movements, Dress and Alignment, Cover, Intervals, and Hesitation/Anticipation-of-Commands. 3) The Commander will be judged on Discipline, Report-In/Out, Distinctness-of- Commands, Correct Position Relative To The Team, Control Of The Team, and Precision Of Movements. 4) Penalties for dropped objects include 10-points for each weapon and 5 points for each uniform item. See penalty section for further details. 17

18 EXHIBITION DRILL General: 1) Exhibition Drill will be the third event of the competition. Exhibition Drill will be performed on the Exhibition Drill Field. 2) This event will be limited only by the ingenuity of the participating teams. 3) The Team Commander may not use notes or receive coaching while his team is on the field. Any team found in violation will be disqualified from this event. 4) Teams are permitted to enter the field from any direction they choose; however, they must be facing front when they Report-In/Out. Teams are not required to request permission to enter the drill area. 5) The Team Commander will bring the team onto the Exhibition Drill Field when signaled by the Head Judge or the official NIDC Escort. 6) At some point during the drill sequence, the Team Commander must Report-In with a proper salute and the following suggested verbiage: Sir/Ma am, team name is prepared for the Exhibition Phase of the competition. To Report Out, the Commander will salute and use the following suggested verbiage: Sir/Ma am, team name has completed the Exhibition Phase of the competition and requests permission to exit the Drill Pad. Team may position The Head Judge on the field to fit their routine. 7) Failure to Report-In or to Report-Out will result in a penalty of 25 points. 8) Lights, fireworks, or pyrotechnics are PROHIBITED. Music or other means of keeping cadence WILL NOT be allowed. 9) Dancing is prohibited. Dancing during Exhibition Drill is seen as highly unprofessional and a total loss of Military Bearing. It will receive the markings deemed appropriate. 10) Two Exhibition Drill Teams (9 members minimum plus a Commander) may be entered from each unit in both Armed and Unarmed categories. There is no maximum team size. 18

19 Timing: 1) Armed: 4 to 8 minutes. 2) Unarmed: 4 to 8 minutes. 3) A 2-point penalty for each second over or under the time limit will be assessed. (Maximum of 50 points) 4) The timing will begin when the first team member(s) crosses the Exhibition Drill Boundary Line. 5) Timing will end when the last member(s) of the team crosses the Exhibition Drill Boundary Line. Area of Drill: Judging: 1) Recommend the Exhibition Field be 100x100 feet or as close to it as possible depending on the Host Unit Facilities available. Due to facility limitations, the Exhibition Drill area is approximately 100 X 60. The boundaries will be visibly marked. A 10-point penalty for each command that takes at least one member of the team out of bounds will be assessed. NOTE: Due to the limited space of this drill area, there will be NO penalties assessed for out of bounds. 2) Teams may not cross boundaries unless entering or leaving the field. However, individuals may enter the field to replace weapons broken during the routine. 1) Judging will be done by 3 Judges. One judge will be designated as the Head Judge and will be in the front at drill center. One timekeeper will keep time and act as an aid to the Head Judge. One judge will be stationed along the boundaries and will circulate about the field to ensure a clear view of the team. 2) The judges will consider (1) use of the field, (2) originality of the exhibition sequence(s), and (3) the variety of movements. In addition, the judges will consider the degree of difficulty of both movement and arrangement of formation used, dress and cover, overall precision, timing, and military bearing. 19

20 3) The Commander will be judged on Discipline, Report-In/Out, degree of difficulty with respect to his/her drill sequence, and precision of movements. 4) Penalties for dropped objects include 10-points for each weapon and 5 points for each uniform item. See penalty section for further details. 5) Team Commanders WILL NOT call cadence for their team once they have entered the Exhibition Drill Field. Calling cadence will result in disqualification. 6) If a performance includes the dropping of a weapon or a uniform item as part of the planned drill sequence, a waiver must be requested no later than 15 January ) The judges may award the full amount of points possible only if a performance is free of obvious errors. 20

21 INDIVIDUAL EXHIBITION DRILL General: 1) Individual Exhibition Drill will be done on the Individual Exhibition Drill Area. 2) This event will be limited only by the ingenuity of the participating individuals. 3) The individuals may not receive coaching while on the field. ANY team found in violation WILL BE disqualified from this event. 4) Individuals are permitted to enter the field from any direction they choose; however, they must be facing front when they Report-In/Out. 5) The individual will enter the Individual Exhibition Drill Area when signaled by the Judge. 6) During the initial phase of the sequence, the individual must Report-In with a proper salute and use the following suggested verbiage: Sir/Ma am, team name is prepared for the Individual Exhibition phase of the competition. To report out the commander will salute and use the following suggested verbiage: Sir/Ma am, team name has completed the Individual Exhibition Phase of the competition and requests permission to exit the Drill Pad. The head judge will be positioned accordingly. 7) Failure to Report-In or Report-Out will result in a penalty of 25 points. 8) Lights, fireworks, and pyrotechnics are PROHIBITED. Music or other means of keeping cadence WILL NOT be allowed. 9) Units may enter as many cadets as they wish in this event. 10) To be eligible for this competition, the Individual Exhibition Team must use a weapon accepted for use in a Armed Category or accepted types of sabers. This does not limit competitors to members of Unarmed Teams.. Members from an Unarmed Team may compete if the Individual Exhibition Team is using a weapon accepted for use in a Armed Team Category. 21

22 Timing: 11) All Saber Teams will have the average amount of points added for weapon weight from all competitors to their score for this event to allow more competition. 1) Time limit for the competition is one (1)minute thirty (30)seconds minimum and two (2) minutes maximum 2) There will be one penalty point charged for each 5 seconds under the minimum time or each 5 seconds over the maximum time limit. (Maximum of 50 points) 3) Timing will begin when the individual crosses the Individual Exhibition Drill Boundary Line. 4) Timing will end when the individual crosses the Individual Exhibition Drill Boundary Line after Report-Out. Area of Drill: Judging: 1) The Individual Exhibition Drill Area should measure 20x20 feet, visibly marked. A 10-point penalty will be given for each boundary violation. NOTE: Boundary violations include stepping on or over the lines. 2) Individuals may not cross boundaries unless entering or leaving the field. However, individuals may enter the field to replace weapons broken during the routine. 1) Judging will be done by one Judge. One Timekeeper will keep time and act as an aid to the Judge. 2) The Judge will consider (1) originality of the exhibition sequence, (2) variety of movements, (3) degree of difficulty of movements, (4) overall precision, and (5) military bearing. 3) Penalties for dropped objects include 10-points for each weapon and 5 points for each uniform item. 24 SPECIAL EXHIBITION DRILL General: 1) Special Exhibition Drill will be done on the Special Exhibition Drill Area. 2) This event will be limited only by the ingenuity of the participating team(s). 3) The team may not use notes or receive coaching while it is on the field. ANY team found in violation WILL BE disqualified from this event. 4) Teams are permitted to enter the field from any direction they choose; however, they must be facing the Head Judge when they Report-In and Report-Out. They may move the Head Judge to any centered location. 5) The team will enter the Special Exhibition Drill Area when signaled by the Head Judge. 6) During the initial phase of the sequence, the team must Report-In with a proper salute and the suggested following verbiage: Sir/Ma am, team name is prepared for the Special Exhibition Phase of the competition. To report out the commander will salute and say the suggested following verbiage: Sir/Ma am, team name has completed the Special Exhibition Phase of the competition and requests permission to exit the Drill Pad. 25 Timing: 1) Time limit for the competition is one (1) minute thirty (30) seconds minimum and two (2) minutes maximum. 2) There will be one penalty point charged for each 5 seconds under the minimum time or each 5 seconds over the maximum time limit. 3) Timing will begin when the first team member crosses the Special Exhibition Drill Area Boundary Line. Timing will end when the last member of the team crosses the Special Exhibition Drill Area Boundary Line. Area of Drill: Judging: 1) The Special Exhibition Drill Area should measure 20x20x12 feet, visibly marked. A vertical boundary is due to low ceiling in some areas in the drill area. A 10-point penalty will be given for each occurrence of a boundary violation, not for each individual who violates the boundary. NOTE: Boundary violations include stepping on or over the lines. 2) Teams may not cross boundaries unless entering or leaving the field. However, individuals may enter the field to replace weapons broken during the routine. 1) Judging will be done by one Judge. One Timekeeper will keep time and act as an aid to the Judge. 2) The Judge will consider (1) the use of the field, (2) originality of the Exhibition Sequence, (3) the variety of movements, (4) the degree of difficulty of movements and arrangement of formations used, (5) dress and cover, (6) overall precision, (7) timing, and (8) military bearing. 3) Penalties for dropped objects include 10-points for each weapon and 5 points for each uniform item. See penalty section for further details. 4) If a performance includes the dropping of a weapon or a uniform item as part of the planned drill sequence, a waiver must be requested by 13 January

26 5) The judge may award the full amount of points possible only if a performance is free of obvious errors. 26

27 COLOR GUARD General: 1) Color Guard will be done on the Color Guard Drill Area. 2) Each team will execute the sequence of movements specified in Appendix 3. These are the only movements allowed. Teams must use the equivalent commands specified in their respective drill manuals. There will be 10 penalty points assessed for each movement added, omitted, or out of sequence. Timing: 3) The Color Guard commander may not use notes or receive coaching while the team is on the field. Any team found in violation will be disqualified from this event. 4) If questions arise regarding which movements you should use contact the Drill Meet Chairman. If you use incorrect movements, points will be deducted. 5) The Color Guard Commander will bring the team onto the Color Guard Drill Area when signaled by the Head Judge. The Commander will then uncase the Colors. 6) For the Report-In, the Commander will use the following suggested verbiage: Sir/Ma am, team name is prepared for the Color Guard Phase of the competition The Head Judge will be positioned according to Appendix 3. 7) Failure to Report-In will result in a penalty of 25 points. 28 3) Timing will begin when the first team member crosses the Special Exhibition Drill Area boundary line. 4) Timing will end when the Commander gives the command to dismiss the Color Guard. Area of Drill: Judging: 1) The Color Guard Drill Area should measure 60 x 60 Feet, visibly marked. Because of the limited space available the color guard pad will measure 60X45Ft. There is a 10-point penalty for each command that takes a member of the team out-of-bounds. NOTE: Boundary violations include stepping on or over the lines. 2) All commands starting from "UNCASE COLORS" and ending with "READY FRONT" are given on the field. Timing and judging will stop after READY FRONT and team moves off the pad. 1) Judging will be done by three judges. One judge will be designated as the Head Judge and will be centered in front of the Drill Pad. One Floor Judge will be the timekeeper. Two Judges will be stationed along the boundaries and will circulate about the field to ensure a clear view of the team. 2) The Judges will consider overall military bearing, precision of movements, dress, cover, interval, and hesitation/anticipation of commands. 3) Penalties for dropped objects include 10 points for each weapon, 10 points for dropped unit colors, and 5 points for each uniform item. See penalty section for further details. 4) IF, the U.S. Colors are dropped or touches the ground, the competing Color Guard Team WILL BE disqualified. 28

29 REGULATION DRILL DOWN General: Judging: 1) The Unarmed Drill Down Competition will be held on the Big Gym floor after all other competition has been completed. Commands for Static Drill will be given by a member of the NIDC Staff. 2) Military Uniform must be worn for the Drill Down. 3) There is no limit to the number of individuals that each unit is permitted to enter. 1) Eight Judges (1 Head Judge, 7 Field Judges) will eliminate competitors until a winner is determined. 2) Once an individual makes a movement he must remain at that position. Any individual who moves without a command from the Head Judge will be automatically eliminated. 3) If a team member is tapped by a Judge, then he/she is eliminated. The eliminated person will not argue with the Judges and will exit the field to the rear of the formation in a military manner. 29

30 AWARDS CEREMONY 1) The Awards Ceremony will be held after the Drill Down and all the individual Drill Events have been tabulated. The Teams will assemble on the Main Gym and will require proper military attire. 2) All cadets are required to wear a military uniform for the Awards Ceremony. 30
