1 Official Rules Annual Music City Police Motorcycle Skills and Training Competition Official Rules These are the official rules for the Annual Music City Police Motorcycle Skills and Training Competition. All rules are subject to revision without prior notice, subject to approval by the Rules Committee. All forms, documents, correspondence, the motorcycle riding committee logo, and materials used by the Music City Police Motorcycle Skills and Training Competition are the property of the Music City Police Motorcycle Skills and Training Competition. No one may use any of the aforementioned materials without permission of the rules committee of the Music City Police Motorcycle Skills and Training Competition. All Rights Reserved. Rules Committee A. Defined: On the day of the Competition, a Rules Committee will be established to settle all disputes that can not be settled at the judge s level. The Head Track Official will select five Committee members from five different agencies, and post the Rules Committee Members on or near the Registration booth so that it can be seen. B. Disputes: Disputes will be handled in the following manner: Any dispute of scoring of a particular event must be addressed by the affected Competitor after completing the said run. Only the Competitor may dispute scoring or a judge s decision. Disputes will be brought to the Head Judge for a ruling over an event/course score. If the dispute is not resolved by the Head Judge, the Rules Committee will resolve the dispute. All decisions of the Rules Committee are final for the day of the Competition. C. Conduct: Participants who display or engage in an unprofessional conduct as determined by the Head Judge (or their designees), may be ejected from the Competition. General Rules Eligibility- Competition is open to all sworn Law Enforcement Officers who are authorized to ride a Police Motorcycle through their department. Running Order- Each Rider will be assigned a number at registration. The rider must ride in numerical order.

2 Motorcycle Requirements- Competitors must compete on a Police Motorcycle of at least 998 cc s, equipped in the normal deployment configuration, with all rails attached as originally equipped. The only modification that will be allowed is to remove the side stand. Also known as the jiffy stand or kick stand. Competitor Attire- Competitors must compete wearing the appropriate uniform normally worn while on duty. Protective Gear- For liability and safety issues, personal safety equipment (approved helmet, glasses, over-the-ankle boots, and full fingered gloves) will be worn at all times when the motorcycle is under power. The helmet must be fastened at all times while the motorcycle is in motion. Emergency Motorcycle Repairs- Prior to entering an event, a Competitor (or team) will be allowed 15 minutes to repair a motorcycle that is malfunctioning. If the motorcycle is unserviceable, the Competitor may continue in the competition provided that: a. The competitor can locate a replacement motorcycle within 15 minutes. b. The new motorcycle must already be qualified. c. The motorcycle must be assigned to compete in the same course as the competitor. Motorcycle Malfunctions- Once a competitor or a team has begun an event, no excuses for a breakdown will be allowed. This includes side stand problems. It may be advantageous to secure the side stand prior to competing. Entry Restriction- A competitor may compete in only one division. Competitor s Meeting- A meeting of ALL Competitors riding in the Competition will be held prior to the start of the Competition. a. The scoring and the approved path of travel through the events will be reviewed. b. Competitors should understand course events prior to the end of the meeting. c. The meeting will be conducted by the Head Track Judge or a designee. d. The competitors meeting time will be announced in advance. e. It is the competitor s responsibility to attend the meeting. f. After the competitor s meeting, any disputes concerning information disseminated at the Competitors meeting will not be considered.

3 Divisions 1. Harley Davidson FL Windshield a. Expert- Any competitor who has competed in 3 or more competitions, or has placed in the top five in at least one competition. b. Novice- A competitor who has not placed in the top five of any competition or who has not entered in more than three previous competitions. 2. Harley Davidson FL Fairing a. Expert- Any competitor who has competed in 3 or more competitions, or has placed in the top five in at least one competition. b. Novice- A competitor who has not placed in the top five of any competition or who has not entered in more than three previous competitions. 3. Other Honda, Other Harley Davidson, BMW, etc a. Expert- Any competitor who has competed in 3 or more competitions, or has placed in the top five in at least one competition. b. Novice- A competitor who has not placed in the top five of any competition or who has not entered in more than three previous competitions. Awards Mr. Rodeo This award will be awarded to the overall best rider throughout the competition. Riders must compete in all individual events (Individual Speed Run, Individual Skills Run, Individual Slow Ride, and the Andy Wall Challenge Run) to be eligible for this award. Points for each event will be awarded in order placed, 1st place finisher will be awarded 1 point, 2nd place finisher will be awarded 2 points and so on. The individual rider with the lowest amount of combined points after all events, including the Perfect Bonus if applicable, will be the recipient of this prestigious award. There will be Ten Places awarded for overall individual performance, with the first place winner being named Mr. Rodeo. Perfect Bonus: Perfect Bonus is a five (5) point reduction in the overall points for each competitor that completes the Individual Challenge Run, Individual Speed Run, and the Individual Skills Run with a combined zero (0) penalty points. Perfect Bonus is only applicable to the overall point standings.

4 Andy Wall Challenge Run The Challenge Run will be designed by the Track Judges. The Track Judges will determine what exercises will comprise the Challenge Run. The Challenge Run will not be revealed until set up by the Track Judges the day of the event. Only one place will be awarded for this event, regardless of their division or level of experience. Unless otherwise stated, points and penalties apply as stated in Course Runs. Fastest Clean Run This award is given to the competitor with the fastest time in the Individual Speed Run and has not accrued penalties in neither the Individual Speed Run nor the Individual Skills Run. This award will be given to only one competitor, regardless of their division or level of experience. Distinguished Over 50 YOA Class The competitor who is 50 years of age or older with the fasted Individual speed run time will be awarded this award. This award will be given to only one competitor, regardless of their division or level of experience. Outstanding Female Competitor The Female competitor with the fastest Individual speed run time will be awarded this award. This award will be given to only one competitor, regardless of their division or level of experience. Division 1 Expert and Novice First through tenth Place will receive an award. Division 2 Expert and Novice First through tenth place will receive an award. Division 3 Expert and Novice First through Fifth place will receive an award. Goal - The objective of the competition is to receive no penalty points. All competitors begin with a zero balance. Course Runs Competitors are required to make one run on each course; Speed Course and Skills Course. Speed runs will be timed beginning when the competitor s front tire breaks the electric eye at the

5 Entry gate and ending when the front tire breaks the electric eye when exiting the Exit gate. A backup stop watch will be used in the event of a timing malfunction. The Skills Course is not timed but will have a designated entry, pre-determined route, and designated exit point. Points If a timer is used during a course or event, one (1) second of time converts to one (1) point. Example; A competitor uses seconds to complete a course and along the way he compiles 3 penalty points, seconds translates to points and 3 penalty points are added = points as the Final Score. Penalty Points Penalty points for all rides will be assessed as follows: Touch a cone = 1 penalty point Knock a cone down = 3 penalty points Put a foot down = 5 penalty points Drop the motorcycle = 10 penalty points Running Out of Exercise = 10 penalty points Fail to complete an exercise = Disqualified Final Score Final score will consist of each competitor s time of their course run minus penalty points (if any). The Final Score for the Speed and Skills run will be figure using this formula: (Speed run Time)+(Speed run Penalties)+(Skills run Penalties)=Final Score for Courses. Ties In the event of a tie: 1. The tie will be broken with the competitor with the fastest clean run. 2. If neither competitor has a clean run, the tie will be broken with the rider who has the least amount of penalty points. These criteria shall apply only to each category in which there is a tie. Example; if the tie is in the Challenge Run, these rules apply to the Challenge Run times and penalties. If there is a tie for overall standings, these criteria shall apply to the time and penalties of the Speed Run and penalties of the Skills Run as a group. Team Competition Awards - First through fifth place will be awarded. Team: A team will consist of four riders from each department. On the day of entry or prior to any scored runs, a Department will declare 4 competitors as a Team. For the Team to be eligible

6 for team competition, each competitor must compete in all individual events (individual slow ride, challenge ride, skills run, and speed run) for each individual event, the winner will be given 1 point, second place will receive 2 points etc After points have been assigned according to placement for those four events, those points will be added together for the final individual score. The Teams will be ranked using the combined final individual score of each of the Team s members. The Team with the least amount of points will be declared 1st place. Any four competitors declared as a team will compete in all events as a team. Any four competitors from a department or any four competitors from different Departments may form a team. Departments may enter as many teams as they wish Competitors may ride on no more than one team All rules of the competition apply Ties: All ties in the team competition will be broken in the following manner: 1. The tie will be broken with the team with the fastest clean run. 2. If neither team has a clean run, the tie will be broken with the team who has the least amount of combined penalty points. Team Slow Ride Competition Awards - First through fifth place will be awarded. Team Any four competitors from a department or any four competitors from different Departments may form a team. Any four competitors declared as a team will compete in all events as a team. Departments may enter as many teams as they wish Competitors may ride on no more than one team All rules of the competition apply Goal - The object of the team slow ride is for four competitors to travel down a pre-determined space as slowly as possible. The team with the slowest combined time for all four competitors from a team will determine the winner. Penalties - The team s time will stop at the occurrence of any of the following: Any team member puts his foot down Any team member drops their motorcycle Any team member crosses the boundary lines The first team member does not start on time The team member s exchange was not done in time Timing - The time starts when the first team member s front axle crosses the start line The time stops when the last team member s rear axle crosses the end line. The first rider must be entered into the lane within the 5 seconds of the judge s starting command. Rider Exchange- Team members shall enter into the pre-determined space.

7 When the first team member s front tire (the area of the tire in contact with the ground) is about to exit the space (crosses the start/end line), prior to its exit of the space, the second team member must raise their foot and enter the space (crosses the start/end line). Team member number 2 s front wheel must be in the space prior to team member number 1 s front wheel exit from the space. Team member number 2 then continues in the lane to the other end. Team members 3 and 4 proceed as stated above. A good exchange occurs when the next team member enters the space (across the start/end line) from a point in time prior to the previous team member exiting the lane with the front wheel, up to and/or until the previous team member s front wheel crosses the end line. Individual Slow Ride Competition Eligibility- A competitor must be a member of a participating department. All rules of the Competition shall apply. Awards - First through Fifth place will be awarded Goal - The object of the individual slow ride is for the Competitor to travel down a predetermined space as slowly as possible. The slowest time will determine the winner. Penalties - The competitor s time will stop at the occurrence of any of the following. A competitor puts a foot down. A competitor drops the motorcycle in the space. A tire crosses a boundary line. A competitor touches a cone. A competitor knocks over a cone. Timing - The time starts when the competitor s front axle crosses the start line. The time ends when the competitor s rear axle crosses the end line. Partner Ride Awards - First through fifth place teams will receive awards. Goal - The event will consist of two motorcycles being connected by a rope which is 36 inches long. The rope is divided into two 18 inch pieces. The two pieces have Velcro attached to the end; the two ropes will be joined together. The ropes are attached to the saddle bag rails. There will be a predetermined path of travel set by the track judge. Each participating team will be given one run. After completing the original run, each team will have the option to buy additional runs for a fee of 5.00 per run. A team will be allowed a maximum of 5 runs. Disqualification: If any of the following occurs, the run will be disqualified. The connecting ropes are separated at the Velcro connection. A competitor puts their foot down. A team member

8 touches a cone. A team member drops the motorcycle. A team rides out of the predetermined course of travel. Glossary of Terms Average Turning Radius: left turn radius + right turn radius/2 Competitor: A Law Enforcement Officer who is authorized to ride a Police Motorcycle by their department and is registered to compete in the Competition. Competitor s Meeting: A meeting of all competitors to review the rules, path of travel and scoring procedures of the Competition. Course: A series of events which a competitor must ride. Includes the path of travel between predetermined Entry gate and Exit gate. Cross Boundary Line: If the contact patch of one tire crosses a boundary line. Crossing is determined if a judge can see space between the tire and the boundary line. Department: Any Police Agency who a competitor is a member. Drop the Motorcycle: In an exercise, if the motorcycle falls to the surface and the competitor does not have control of the motorcycle, which would allow for safe operation of the motorcycle (Includes any part of the entire course within the predetermined entry gate and exit gate of a course). Exercise: A specific set of obstacles, which makes up part of the course. Expert Level: Primary level of competition for the individual competition. Fail to Complete an Exercise: If a competitor starts an event, and does not finish by exiting the event at the normal exit point or if the competitor does not follow the correct path of travel. Foot Down: In an exercise, whenever a competitor s foot comes in contact with the surface (includes any part of the course within the predetermined entry gate and exit gate of a course). Judge: A person designated to score and or time a competitor on the course. Judges Meeting: A meeting of course judges to review rules and scoring procedures of the Competition. Knock over a Cone: Whenever any part of the motorcycle or competitor hits any part of a cone which causes the cone to fall over from its normal standing base. This also includes a cone that

9 has been touched by the competitor or motorcycle and the final rest of the base of the cone comes to rest outside the marked location of where the cone is to be placed Normal Deployment: How a Department s motorcycle is normally outfitted for configuration of everyday use as ridden by the department s motorcycle officers. The exception to competing with the motorcycle the day of the Competition is that cosmetic bag rails only may be removed. A bag rail is defined as the rail normally mounted in a horizontal configuration, with a minimum wall thickness of 75/1000 of a inch and a maximum wall thickness of 1/1000 of an inch. Does not include engine guards or crash guards. Novice: A competitor who has not placed in the top five of any competition or who has not entered in more than three previous competitions. Participant: Any person who competes, judges, or offers support services to the Skills Championships. Perfect Bonus: Perfect Bonus is a five (5) point reduction in the overall points for each competitor that completes the Individual Challenge Run, Individual Speed Run, and the Individual Skills Run with a combined zero (0) penalty points. Perfect Bonus is only applicable to the overall point standings. Qualified Motorcycle: A motorcycle that has been measured in and assigned to compete in a course for the Competition. Rules Committee: Convened the day of the Competition to handle disputes. Running Out of Exercise: When the front and rear wheels cross the imaginary line between the center points of the two adjacent cones where the motorcycle would not normally enter or exit an event. In events which use a boundary line, if the tire contact patch crosses the boundary line, the competitor has run out of the exercise. If the competitor leaves the exercise, the competitor must re- enter at that same location to have completed the exercise Timing: When events have to be timed, the time will start when the front axle crosses the starting gate/line and the time will end when the front axle crosses the finish gate/line. In the event an electric eye timer system is used, the time will start when the forward edge of the front tire crosses the beam of the electric eye at the starting gate/line and the time will end when the forward edge of the front tire crosses the beam of the electric eye at the finish gate/line. Touch a Cone: Whenever any part of the motorcycle or competitor touches any part of a cone. This includes sliding/moving of a cone by the competitor or motorcycle as long as the base of the cone comes to rest inside the marked location of where the cone is to be placed. At the point the cone base moves completely outside the marked location, refer to Knock over a Cone.
