2 36th JOHN MARTIN COUNTRY JUNIOR BASKETBALL TOURNAMENT Welcome to 2016 NSW Country Junior Basketball Tournament This year we have achieved 189 Boys teams and 84 Girls teams for an increase of 13 teams over numbers This year the Committee took the innovative step of introducing the Premier Division and we welcome our friends from the Metro Associations for the first time in the event. As with keeping with the practice of recognising contributors to Country basketball over the years, it will be noticed that we continue to name divisions within an age group after persons who made valuable in puts into the game. As part of that recognition, the Committee has named the Junior Tournament after John Martin, The Jamboree will be known as the John Davidson under 12 Jamboree and the Country Grants program, the Richard Boyle Country Grants Scheme. Country teams were again successful at the Australian Country Junior Basketball Cup in Albury winning four of the 6 divisions. Our participants were excellent ambassadors for their Associations and NSW Country. Likewise, the players,. Coaches and managers who took part in the Mel Young Junior Tournament in New Zealand at Easter did our regions proud. The Under 12 Skills days in July will lead to the Jamboree in Tamworth in September. This a fabulous event that not only develops players but emphasises that sport is fun and has a social aspect. The CDT program continues to provide development skills to players at all levels not just the elite. The July program is now open to applicants for camps at Albury, Dubbo, Terrigal and Port Macquarie. Selection CDP camps for the Albury tour and Newcastle tours in January 2017 will be conducted in September this year. On the National stage our representative teams continue to challenge the best and to have 5 players selected for the Australian Under 17 teams to play in the World championships this year is an outstanding achievement. Congratulations to Jasmine Simmons, Cassidy McLean, Lara McSpadden - Newcastle) Lachlan Dent, Kyle Zunic (Illawarra). Special mention must also be made of Jasmine Forcadilla (Gosford City) and Angus Glover who were named as Country Junior Players of the year in 2015 (Illawarra) The success of the Country Tournament, the CDP, CDT, ACJBC, Under 12 Skills Days, Jamboree and State teams is in no small measure due to the volunteers who continually give up their valuable time at the Association and Country levels.the Country Committee thanks all these wonderful people for their invaluable contribution. 8 John Martin NSW Country Basketball Tournament Update for all Associations & team officials Effective immediately, the following policy and procedure will be in effect at all games which form part of the Country Basketball Tournament. 1. There will be a zero tolerance policy towards any inappropriate or abusive behaviour from team officials towards game referees 2. Any team official (coach, assistant coach, manager or team staff member) who feels the necessity to: Persistently or wilfully question or challenge the rulings of the referees Berate or abuse referees Display conduct which is inappropriate in a junior sporting environment Should expect to be disqualified from the game in question and be required to leave the court area. This disqualification notification may be issued by the Court Supervisor, Referee Supervisor or any official representing Basketball NSW. Any spectator observing instances of the above behaviour should immediately report this behaviour to the Court Supervisor or an official representing Basketball NSW. Whether or not technical fouls have been called against any team official or not during the game will have no bearing on the decision to disqualify any team official under this policy No warnings will be given in the event of the above action becoming necessary and failure to heed the disqualification will result in the team of the disqualified official forfeiting the game in question In the event that a team official is disqualified during the course of the Tournament, that official will be suspended for the remainder of the Tournament. Any appeals against disqualification under this policy should immediately be directed to Basketball NSW - Attention: Senior Manager Technical & Events. This action has become necessary due to the reported instances of inappropriate and abusive behaviour in the Tournament thus far and our desire to nurture a safe competitive environment for all participants. I would implore any team official who feels that they cannot refrain from the abo ve behaviour not to participate in the Tournament henceforth. Team officials who would like to offer feedback or request clarification on officiating issues should either speak to a Referee Supervisor at an appropriate time or direct their correspondence to Basketball NSW The health of our game depends on the nurture and development of game officials. The realistic barometer of the health of any Basketball Association is their capacity to provide well organised and officiated competitions for the communities they service. It is the aim of Basketball NSW to help associations increase this capacity Please note that any action taken under this new policy and procedure is entirely separate to any action that may be necessitated by law under the NSW Child Protection Legislation or Sport Rage Guidelines John Martin Basketball NSW Country Secretary Debbie Keirs Basketball NSW Member Protection 7

9 PLAYERS CODE OF CONDUCT Parents will abide by the policy and guidelines of the statutory requirements of the NSW legislation in relation to child protection and sportrage. Encourage children to participate if they are interested. If they are not, don t force them. Focus on playing the game, reducing the emphasis on winning. Teach children that an honest effort is as important as victory, so that the result of each game is accepted without undue disappointment. Encourage children to always play by the rules. Do not criticise children in front of others, but reserve constructive criticism for more private moments. Remember children are involved in sport for their enjoyment, not yours. Remember a child learns best by example. Applaud good play by all teams. Accept decisions of all referees as being fair and called to the best of their ability. Do not raise issues of disagreement publicly. Do not criticise opposing team members or supporters by word or gesture. Set a good example by your own conduct, behaviour and appearance. Support all efforts to remove verbal and physical abuse from sporting activities. Avoid use of derogatory language based on gender, race or impairment. SPECTATORS CODE OF CONDUCT That you will abide by the policy and guidelines of the statutory requirements of the NSW legislation in relation to child protection and sportrage. Remember children play sport for fun. They are not playing for the entertainment of spectators. They are not miniature professionals. Applaud good performances from each team. Congratulate all players regardless of the outcome. Respect the referee s decision. If there is disagreement, follow the appropriate procedure in order to query the decision. Never ridicule or scold a child for making a mistake during competition. Be positive. Condemn the use of violence in any form, be it by spectators, coaches or players. Show respect for your team s opponents, without them, there would be no game. Encourage players to obey the rules and decisions of officials. Demonstrate appropriate social behaviour by not using foul language, harassing players, coaches or officials. Avoid use of derogatory language based on gender 8

15 SCORING: BASKETBALL NSW COUNTRY TOURNAMENT BY LAWS TOURNAMENT RULES AND INFORMATION 1.1) FIBA scoresheets will be used on all games. 1.2) Teams are requested to fill in the FIBA score sheet at least 20 minutes prior to their game. 1.3) Teams shall be allowed ten (10) minutes after scheduled starting time before a forfeit is called unless exceptional circumstances apply. 1.4) Each team is required to provide two qualified bench officials to do bench in the game that they play. This shall apply to all games including semi finals and finals. 1.5) U/16, U/14 and U/12 teams must be assisted by at least one adult or experienced person. Minimum number of persons on junior benches is three (3) [and Division 1 games four (4)] Except U12 Three (3) Semi finals and finals - the competing teams will both assist in providing bench persons to the requirements of the referees. 1.6) Copies of game score sheets will be available at the Information Table at each venue. If not collected during the tournament they will not be provided later TIMING AND MATCH RULES: All matches will be played in accordance with FIBA rules unless otherwise stated in these Rules and information. 2) Timing Rules - see grid sheet. 3) Under 12 Teams: 3.1) Ring height shall be 3.05 m (10'). 3.2) The modified free throw line for all U12 games will be measu re d 4m from the backboard, or 60cm in front of the free throw line. It will be a width of 5cm and length of 30cm. 3.3) Goals scored from outside the 3 point line shall count as 2 points only. 3.4) Playing of Zones - Under 12, Under 14 Competitions: The playing of zones in this age group is to be totally discouraged. It is the intent of the New South Wales Baske tb all Coach es Associa tion that man to man defen se be used by all teams. While it is extremely difficult to police and penalise Coaches who do play zones of formation in the restricted area, the Championship Officials will enforce the no zone rules and penalty. 3.5) Substitutions - Player Participation: All players in the U/12 Division are to take the court in each half of the game. The Score table are to police the rule by placing a 1 and 2 beside the player's name on the score sheet as they take the court. Teams who fail to play all players in each half of the game may lose the match by forfeit. 14

16 4) TEAM BENCHES Team A (First named team in the draw will sit on the bench to the left hand of the scorer and warm up into the basket in front of Team B. Team B will do the reverse 5) REGISTRATION All players must be registe red with the NSW Basket b all Associa tion Ltd. or their respec tive home State or Territory. 6) UNIFORMS 6.1) All players shall be correctly dressed, this includes shorts/gym pants. 6.2) Playing tops shall be numb e red 4 to 15 inclusive or any other num b ers with a maximum of two (2) digits. However numbers 0 to 99 are acceptable 6.3) Warm up apparel must be uniform otherwise teams must warm up in their playing uniforms. Please be aware that the rule is the same as in the BNSW Junior Leagues, i.e where a clash of colours occurs, the second named team in the draw (TEAM B) shall change colours All teams will require an alternate set of playing uniforms. 7) WITHDRAWALS 7.1) Teams withdrawing prior to the draw being finalised will be refunded nomination fees 7.2) Teams withdrawing after the draw is released, will forfeit nomination fees 7.2) Teams withdrawing within two (2) weeks of the event will forfeit their nomination fees and will also be fined $ ) FORFEITS Teams failing to provide five (5) players to start a game may be fined $ per game. This applies to play-offs as well 9) Tournament Tribunal/Technical Committee shall be appointed. 10) Associa tio n s are remin d ed that teams are only acce p te d into any comp e titio n if they fulfill the referee requirements for the event. If the referee or his replacement fails to attend the tournament, the team will automatically forfeit each game and be subject to a forfeit fine of $200 per game. 11) All teams nominating must be accompanied by a minimum of a Level One Coach. 12) Match Balls/Warm Up Balls: To be provided by the particip a tin g teams. The balls must be leather and the match ball shall be decided by the Referee. Match ball sizes shall be: Under 12 - Size 6. Under 14 - Size 6. U16 /U18 Women Size 6 All remaining grades - Size 7. 13) Eligibility 13.1) To Nominate: To be eligible to compete, Associations must be a current financial Member of Basketball NSW and continue to be a financial member after nomination. All Players must also be registered. 15

17 13.2) To Play: ) Play ers must be registe red with the Associatio n they are represe n tin g (primary or secondary) ) Division 1 CPL Players are required to play in Premier or Division 1 with their respective CPL Team. They cannot play with a non CPL team or another CPL team in Premier or Division ) CPL players may play Division 2 or 3 with their respective home associations ) A player is only permitted to play in one team during the Junior Tournament ) Teams are restricted to 12 players for the Tournament. For each game only 10 players may participate. Trophies will only be provided for 10 players not 11 or ) Players must participate in a minimum of one round game and or quarter final to be eligible for semi-finals and finals. 14) Point Scores and Classifications Refer to page Current Rule Book fiba.co m Points will be awarded as follows for Round games: 2 (two) Points = Win 1 (one) Point = Loss 0 (nil) Points = Forfeit 14.1) If there are two teams in the classification with equal points, the result(s) of the game(s) between the two teams involved will be used to determine the placings. 14.2) If more than two (2) teams are equal for a position, the order of preference will be determined by: - 2.1) If one team has beaten the other teams, it shall be given preference. 2.2) If team A has beaten team B, but team B beat team C and team C has beaten team A. Order of preference shall be determined by taking the points scored by each team against the points scored against them involving ONLY games between the equal teams. The Teams will then be placed in order of preference with the teams with the higher goal difference being given preference. Example: A B C Ie A: +23 B: -18 C: -5 Order of preference: 1 st = A 2 nd = C 3 RD = B 2.3) If the teams are still equal preference will be determined by the higher number of goals amongst the teams that are equal. 2.4) If the teams are still equal from 2.3 the goal difference on all games in the Pool shall be taken. 2.5) If this criteria cannot be decided a draw will take place. 16

18 15) Protests 15.1) The bottom of the scoresheet MUST be endorsed that a "protest to be lodged" and signed by the team captain. 15.2) In order to make this declaration valid, it shall be necessary that the team mana g e m e n t give confirm a tion of the protest in writing within 20 minute s followin g the end of the game, without however giving full detailed explanations. This shall be deposited with a representative of the Tournament management at the venue concerned together with the sum of $100 in cash. 15.3) The protestin g team will then be asked to submit to the techn ica l comm it te e the text of the protest, within one hour of the conclusion of the game. 15.4) Should the technic al comm ittee rule in favou r of the protest, the $100 shall be refunded. 16) Referees State Policy of team nominations not being excepted unless accompanied by a referee of the appropriate standard shall be enforced. Likewise, referees who withdraw at late notice must be replaced by the nominating Association or else that team will forfeit and be subject to forfeit fees 16.1) Referees travel at their own expense and accommodation cost. 16.2) Games may commence 8.30 am each day. 16.3) Referees will be allocated a minimum of two games on Saturday/Sunday. 16.4) Officials must be properly attired for all games. Tracksuits, etc., are not permitted. Black shoes are also a uniform requirement. 16.5) Associations are to provide Referees for teams nominated to the weekend. Associations to nominate highest graded Referees to highest placed nominated teams. 16.6) Associations are required to have at least one referee at each venue that their team(s) are playing at. If an association has more than two teams at a venue two referees will be required. 16.7) Referee Standards: Under 12, Under 14 Minimum Standard Youth 2 Youth 3 Under 16, Under 18 Minimum Standard Level 1C or Youth 5 17

19 16.8) Players and coaches can be used as Referees. But if allocated must fulfil their commitment and be of the required standard. Where players / coaches are nominated, if they fail the criteria above or do not appear, their association team will forfeit and be fined 16.9) Referee Roster for Day One will be notified electronically to competing Association secretaries prior to the Tournament. Referees Roster for Sunday and Monday will be available each day from each venue Referee's Supervisor ) Game Fees for officials shall be those set by Country Basketball Committee 16.11) Officials are to collect game fees at the conc lu sio n of each game at the venue where they officiate 16.12) Association Referee Coaches/League Referee Coaches: Are to attend the Junior weekend and participate in Referee Coaching. The Tournament will pay for the Coaches' accommodation with the respective Association/League of the Coach being responsible for the official's travel costs. Please advise one month prior to the event of their availability ) Level 0 and Youth officials are encouraged to attend the Junior weekend to work the Under 12 and some Under 14 games. Level 0 and Youth Officials will not be put on U16 Games and above 16.14) Referees MUST BE REGISTERED ) Referee s will be allocat ed to game s at the venue of the team they are nomin ated with. They will not necessarily be allocated to games in the grade of the team they are nominated with ) Country Committee will also invite officials from the NSW Referees Development Program to attend the Tournament especially Division One and Two, to ensure a high standard. 17) Court Markings All rules relating to the new court markings and timing are those used in BNSW Junior Leagues.
