7 Section 4 Media Services Information Box Scores. Media will receive play by play, halftime and final box scores at courtside and in the media workroom at halftime and postgame. Closed Practice Access. Practices held the day prior to the second round game are closed to credentialed media. Should a team decide to allow one credentialed media member access to practice, the session will be open to all media members. Credential Requests National Media and Participating Team Media. National media requesting credentials to cover tournament games in East Lansing must apply online at The online site will allow media representatives the option of choosing the site they wish to cover and will provide information for reservations at the media headquarters hotel and parking passes. Media representatives will be supplied applicable deadlines. Applying media representatives will be notified via e mail in regard to the confirmation or denial of their application. Participating team media should apply for credentials through the participating institution s sports information contact. Each participating team s sports information contact will submit the completed participant media list via the credential system to the host media coordinator. Credential Distribution. Credentials will not be mailed. Individuals must present government issued photo identification at credential distribution to receive credentials and shall be required to show a photo ID each time they enter the facility. Credential recipients must be at least 16 years of age. Credentials will be issued according to the following schedule: Day Times Distribution Site Saturday, March 21 (Open Practice Day) 10 a.m. 4 p.m. Breslin Center, Ticket office entrance Sunday, March 22 (First Round Game Day) Begin 2 hours before tipoff of first game (10 a.m.). End at halftime of second game. A sign up list (including name, outlet, e mail address and fax number to send information) will be posted in the media workroom for media requesting postgame facsimile/ service (e.g., final box only, complete play by play, quotes/notes, etc.). Flip Cards. The host media coordinator will distribute flip cards with team roster information, including the name of the head coach and student athletes, class, height, hometown and major. A complete listing of the team results for the season will also be included. Game Programs. The host media coordinator will distribute game programs to the media prior to the first round game. 6

Media buffets for credentialed media are available in the conference rooms B D on the mezzanine level of the Breslin Center on open practice day from 11:30 a.m. to 1 p.m., and on first and second round game days beginning two hours prior to tip off. Media Headquarters Hotel: Kellogg Center, Harrison Road, East Lansing, Michigan. Telephone: 517/ ; fax: 517/ A block of rooms has been designated for the media at a rate of $85 (does not include 13 percent sales and county tax). National media should make hotel reservations via the online credential system at Members of the participating team media should request rooms through the participating institution's sports information contact. All media representatives are responsible for paying for their own room, tax and incidental charges. PLEASE NOTE: There is a two night minimum, including the night of open practice and the first night of competition. Directions From Capital City Airport: Leaving the airport, turn left onto Grand River Avenue. Proceed east to the intersection of Grand River Avenue and Martin Luther King Jr. Boulevard. Turn right (south) onto Martin Luther King Jr. Boulevard. Continue to the intersection of Saginaw Street (one way, traveling east). Turn left (east) onto Saginaw Street. Proceed east on Saginaw Street. At the Frandor Shopping Center, follow the right lanes merging onto Grand River Avenue. Proceed east on Grand River Avenue. Turn right (south) onto Harrison Road; Kellogg Center will be on your left. The Breslin Center is one block south past the Kellogg Center; proceed to the second stoplight and take a left onto Shaw Lane to access the bus entrance. Media Parking. Parking is available at the Breslin Center, in Lot 63 (H), lot for media representatives. The entrance is on Shaw Lane. Media members must request parking passes through the online credential system. Parking passes, if requested and approved, will be provided at credential distribution. Media Shuttle. A media shuttle will not be available. Media Workroom. A workroom will be provided in the North Practice Gym on the mezzanine level for credentialed media with the following hours of operation. In addition to an area in which to work, the workroom serves as the distribution location for all participating institution regular and postseason media guides, notes and statistics, as well as game specific box scores, notes, quotes and additional championship information. 7

Prior to the start of the game, the host media coordinator will distribute starting lineups, the name of the pool reporter and game official s information to all credentialed media. Press Row Seating Assignments/Reassignments. Only credentialed media representatives, participating team scouts and host media staff will be provided press row seating. The host media coordinator will post seating charts and seat assignments. If a media agency does not continue to staff the competition once the team it primarily covers has been eliminated, its seats will be reassigned to other media representatives. Pool Reporter. Appointed by the Division I Women s Basketball Committee representatives and the host media coordinator, one member of the media will be designated as a pool reporter at the competition site. The pool reporter designation will be included on the media seating chart and on the pregame information sheets. In addition, the pool reporter will be identified during the news conferences on open practice day. When a game includes a potential fighting situation that results in a technical foul and/or ejection of a participant, a rules interpretation is needed or there is a clock or timing issue, the pool reporter shall accompany the basketball committee representative to the officials locker room to receive an interpretation in order to enhance the media s understanding of the activities that occurred. 8

10 Section 4 Media Services Information Quotes and Notes. Typed quotes will be distributed to the media immediately following each practice day and postgame news conference. Updated notes (e.g., team notes, tournament notes/records, etc.) shall also be distributed to the media immediately following games. Satellite Truck/Equipment Parking. The Breslin Center will provide parking adjacent to the facility for satellite trucks and mobile equipment for all credentialed electronic media. Please contact Mark Dillon via telephone 517/ at the Breslin Center to secure a satellite truck parking location. Satellite Uplinks. PLEASE NOTE THAT SATELLITE UPLINK SERVICES WILL NOT BE PROVIDED AT ANY OF THE FIRST AND SECOND ROUND SITES DURING THE 2009 NCAA DIVISION I WOMEN S BASKETBALL CHAMPIONSHIP. AUDIO/VIDEO DISTRIBUTION SERVICES WILL BE PROVIDED ON SITE ONLY. IF YOU WISH TO OBTAIN NEWS CONFERENCE FOOTAGE FROM ANY OF THESE SITES, PLEASE PLAN ACCORDINGLY TO DO SO ON SITE, OR ARRANGE FOR ANOTHER CREDENTIALED MEDIA AGENCY TO PROVIDE THIS FOOTAGE FOR YOU. Statistics monitors are provided courtside at designated seat locations. Media will also receive quick statistical information at courtside and in the media workroom at halftime and postgame. 9

11 Section 5 News Conferences and Interviews Cooling Off Period. A cooling off period has been established for coaches to be with their studentathletes in the locker room following the game. The period begins when the head coach reaches the locker room area immediately following the game or interview with ESPN and/or with the participating institution s radio network. The winning coach and designated players will be escorted to the postgame news conference room first; the losing coach and designated players will follow at the conclusion of the winning team s interview. The cooling off period is five minutes for the winning team and 15 minutes for the losing team. A coach may shorten the cooling off period, but may not extend it. No interviews may take place during the cooling off period. Should a coach permit one media representative to enter the locker room before the cooling off period expires, the locker room will be open to all other media representatives desiring access. Courtside Audio. Hammond Communications will provide audio feeds from postgame news conferences and ESPN (sound effects only) to courtside radio broadcast locations. Flash Photography. Flash photography is not permitted during news conferences. Format. On practice days, the news conference format will include the head coach and student athletes throughout the allotted time. On game days, the news conference format will be as follows: Postgame News Conference Format for Game Days Two minutes (maximum) Eight minutes (maximum) Ten minutes (maximum) Overview by head coach Questions to student athletes (dismiss student athletes at conclusion) Questions to head coach Locker Rooms. Game Days. The locker rooms will be open to the media for a maximum of 30 minutes after the coolingoff period ends. Student athletes will remain in the locker room until the locker room closes to the media. Practice Days. On practice days, student athletes who are not in the interview room, shall be available to the media in the locker room area during the time the coach and selected student athletes are participating in the news conference. A representative of each institution s sports information staff shall be in the area and will assist in coordinating these interview requests. News Conferences. News conferences shall be conducted according to the schedule of events in the interview room located in the North Practice Gym on the mezzanine level. All interviews at the facility will take place in the interview room or locker rooms. News Conference Distribution. Hammond Communications will provide media interview room/news conference setup and support services for all first and second round sites. An audio/video distribution area is available in the North Practice Gym on the mezzanine level to accommodate the electronic video and audio pool feed supplied by Hammond Communications. 12 Section 5 News Conferences and Interviews CHAMPIONSHIP. AUDIO/VIDEO DISTRIBUTION SERVICES WILL BE PROVIDED ON SITE ONLY. IF YOU WISH TO OBTAIN NEWS CONFERENCE FOOTAGE FROM ANY OF THESE SITES, PLEASE PLAN ACCORDINGLY TO DO SO ON SITE, OR ARRANGE FOR ANOTHER CREDENTIALED MEDIA AGENCY TO PROVIDE THIS FOOTAGE FOR YOU. If requested, the winning coach and winning student athletes shall grant postgame interviews, not to exceed a total of four minutes with ESPN and/or its respective originating radio network, provided it is still providing live coverage from the facility. The head coach may designate an assistant coach to conduct a post game interview with its originating radio network within the four minute window. Postgame Interview Room Designation. At the 10:00 mark of the second half the host media coordinator will distribute the names of two student athletes designated to report to the interview room along with the head coach. Pregame News Conferences. Day Prior To First Round Games. Each head coach and at least two designated players are required to participate in scheduled news conferences prior to the first round games. Day Prior To The Second Round Game. Each head coach and at least two designated players are required to participate in scheduled news conferences prior to the second round game. Postgame News Conferences. Postgame news conferences will be conducted immediately following the cooling off period in the North Practice Gym on the mezzanine level in the media work area. 11

13 Section 6 Telecommunications Individual Telephone and High Speed Data Services. Media, including originating radio networks, may order wireless, individual telephone and high speed data services, at their own expense, by calling the NCAA Championship Telecommunications Center (866/ ). Non originating radio and television entities may not install telephones at courtside. Available services include standard business lines, ISDN circuits, ring down circuits, dry pairs, technical support and telephone sets. Print media telephone service can be installed in the workroom or at the media representative s seat at courtside. NCAA Pool Lines. There will be two standard business lines and equipment for general media use in the media workroom. The lines will be for casual media use ONLY. One telephone line with equipment will be available in the digital photo workroom. All phones have local, toll free and credit card access and will be capable of receiving phone calls and will be restricted from direct access to toll calling, 900 lines, incoming collect calls and other special service. Photo and Data Services. High speed wired internet service, installed in the digital photo workroom, may be ordered by photojournalists at their own expense from the NCAA Championship Telecommunications Center (866/ ). Due to large file sizes, photojournalists must utilize a highspeed line and will not be allowed to use the wireless services. RMG Technologies. Telecommunication support for the installation and provision of telephone lines and instruments, data services and equipment will be provided by RMG Technologies, the NCAA telecommunications vendor. Telecommunications Help Desk. A telecommunications help desk is located in the media workroom and is available to answer questions for all media on site. Wireless Services. Print media requiring wireless access, should contact the NCAA Championship Telecommunications Center (866/ ). There will be a daily fee charged for each media member requesting wireless service. 12

14 Section Championship Policies Terms and Conditions for Use of Credentials. Each Individual or entity signing or using a credential for access to any NCAA championship game, practice, press conference, or other in venue activity associated with the championship (the Events ) and his/her/its employers (each signer, user and employer, a Bearer ) agrees to the following: General. Each Bearer attending one of the Events using a credential represents that such Bearer is acting on a specific assignment for a media agency. Bearer is an accredited agency s full time salaried employee who has a legitimate working function in connection with the championship. The credential is not transferable and may be revoked at any time without cause. The rights and privileges granted to Bearer will automatically terminate if any term of this credential are breached. The unauthorized use of this credential subjects the Bearer to ejection from the facility and prosecution for criminal trespass. While within the venue, Bearer must, at all times, adhere to the policies in place for the Event, as well as access limitations, and direction provided by the NCAA and its designated agents. Bearer assumes all risks incidental to the performance by the Bearer of Bearer s services in connection with the Events and assumes all risks incidental to the Events, whether occurring before, during or after the actual playing of the Events, and agrees that the NCAA, its member institutions, and their respective employees, directors, officers, student athletes, coaches, and contractors will not be liable for injuries or loss of personal property or equipment resulting in such causes. In the event that the name or likeness of any individual using this credential is included in any broadcast, telecast, photograph, film, video or other media taken in connection with the Events, such individual grants the NCAA the non exclusive, transferable, perpetual right and license to use (and to sub license the use of) such name and likeness in any media worldwide whether now known or thereafter devised. Bearer agrees to indemnify the NCAA and save harmless the NCAA, its officers, agents, contractors, employees, and each of its member institutions, their officers, agents and employees, of and from any and all claims, demand and causes of action arising out of anything done or purported to have been done by Bearer or his/her employer, including but not limited to Bearer s breach of any term of the credential. With respect to any claim that might give rise to liability of the Bearer as an indemnitor, the NCAA will: (a) have the right to fully participate in the litigation of such claim with counsel selected by Bearer and approved by the NCAA at the sole expense of the Bearer; and (b) not be obligated, without their consent, to participate in any settlement of such claim. Media. The use of any account, description, picture, photograph, video, audio, reproduction, or other information concerning the Events (the Event Information ) other than for news coverage of, or magazines, books or stories about, the Events, or for First Amendment protected purposes, is prohibited, except (a) with the prior written consent of the NCAA or (b) as specifically licensed herein. Nothing in these terms and conditions authorizes or allows Bearer to violate any of the NCAA trademarks, copyright and other proprietary rights. 13

15 Section Championship Policies Television agencies recording game action must use the network feed via the video and audio distribution equipment provided by the NCAA. These agencies recognize that any videos may be used only in connection with a regularly scheduled television newscast within a 72 hour period after the game and the film clip or video portion of each such showing will not exceed three minutes in length and will adhere to the specific policies that govern the length of video and times that it may be aired. Television entities may not air highlights of a game until the ESPN broadcast window that includes that game has been completed. No entity may place video highlights on the Internet. Television stations, networks, cable systems, participating institutions or their designees, are prohibited from making available game film or video to any other organization without advance written permission from the NCAA, even though the planned use may be editorial in nature. Such film or video may be aired only by the specific station or entity to whom this credential is issued. These rights may not be assigned, transferred or otherwise disposed to any person, firm or corporation. Any agency wishing to use NCAA film or video in any other manner must obtain written permission for such usage from the NCAA. Real time transmission of streaming video, digital images, real time audio, including play by play and statistics, of any game of the championship is exclusive to the NCAA s Web site and/or any other Web site designated by the NCAA and its rightsholders. Real time is defined by the NCAA as a continuous play by play account or live, extended live/real time statistics, or detailed description of an event. Each credential holder (including television, Internet, new media, and print publications) has the privilege to blog during competition through the credential entity. The blog may not produce in any form a real time description of the event. Periodic updates of scores, statistics or other brief descriptions of the competition throughout the event are acceptable. Credential holder agrees that the determination of whether a blog is posting a real time description will be in the NCAA s sole discretion. If the NCAA deems that a credential holder is producing a real time description of the contest, the NCAA reserves all actions against credential holder, including but not limited to the revocation of the credential. If media intend to blog at an NCAA championship event, the media entity must indicate so when applying online for credentials. Any media entity posting a blog during an NCAA championship must submit a direct link to the blog to NCAA.com Blog Central. In return, all media entities entering a blog must post the NCAA.com logo/link on their site. All blogs must be free of charge to readers and must adhere to the conditions and limitations of the NCAA Blogging Policy. The NCAA is the owner of trademarks, copyrights, and other proprietary rights connected to the championship. Member institution s name, logo, mascot, and other intellectual property is controlled by each member institution. The member institution s name and team name may be used for news purposes and consistent with the First Amendment. The credential confers on Bearer a limited, non exclusive and non transferable license to take photographs of the Events, and to allow the entity that engaged the Bearer to use such photographs, only for news coverage of, or magazines, or stories about, the Events, other editorial purposes, and reprints of news pages from such entity s publications, provided that such use is not likely to create, or does not actually create confusion in the minds of the trade or public that Bearer or its reprints or any elements therein, or the items on which they are reprinted, are sponsored or endorsed by, or are associated or affiliated with the NCAA or that the NCAA licensed Bearer to use their trademarks or 14

Neither the Bearer nor the entity that engaged the Bearer may sell photos taken at the Events to third party entities including but not limited to other commercial entities or the general public. In exchange for the access granted by the credential, the NCAA will have the right to purchase prints of any published photographs taken by the Bearer in connection with the credential, at the best financial terms offered to third parties, and the NCAA will be licensed at no additional charge to use the photographs for news coverage purposes only. The NCAA may not distribute reproductions of the photographs to others or license others to reproduce the photographs. Any secondary use of any picture, audio description, videotape/film or drawing of the game taken or made by the accredited organization or individual to whom this credential has been issued (including, but not limited to non editorial, advertising, sales promotion or merchandising) is prohibited without prior written approval of the NCAA. Radio stations that have not purchased rights will not carry any broadcast report from courtside on a live basis or any live description of any game action while it is still in progress and are subject to all other requirements as listed in the NCAA radio policies. Bearer further agrees to release the NCAA and all persons and educational institutions involved in the management or production of the competition from any claim or liability arising from failure to provide space for telecasting/broadcasting, or other facilities for the television/radio station, Internet media, network, cable system, or other media entity. 15

17 Section Championship Policies Print Photography Policies. 1. Floor photographers must wear armbands. The armbands will change each day and shall be distributed at credential distribution prior to the first game in a session. All other still photographers are restricted to the upper photography areas. 2. The host media coordinator will assign spaces for each floor photographer in the photographers box. Newspapers covering a particular team are not guaranteed a floor location when that team is not playing. 3. Photographers on the floor level are restricted to the photographers box at each end of the playing court except as noted below: a. Open Practice Day: Baselines or behind Row No. 2, along the sideline opposite team benches. The courtside media area is not accessible to photographers during closed practices. b. Game Day from the Beginning of Pregame Warm ups Until End of Game: Baselines only. The playing floor will open to the media at a designated time before tip off on game days. Photo technicians from Sports Illustrated, Associated Press and other agencies will have access earlier. These individuals should contact the host media coordinator for specific information. c. Between Games of a Session: Baselines or along the sideline opposite team benches to shoot the postgame celebration. When the celebration ends, the photographers must return to their baseline positions. d. After the Last Game of a Session: Anywhere on the courtside apron or behind Row No. 2, along the sideline opposite team benches to shoot the postgame celebration or the awards ceremony. NOTE: The host media coordinator may identify other positions off the court where photographers may work, provided the view is not blocked for any fans. At no time may photographers work from directly behind the official scorer s table or team benches. 4. A photographer assigned to the second photo row may sit on an elevation no more than nine inches high. 5. No tripods may be placed on or beside the playing floor. 6. A still photographer will not utilize a flash attached to the camera or to any other courtside location. 7. Photo messengers and technicians will not photograph game action. A photo editor from the Associated Press will coordinate the assignment of photo messengers for AP and other newspapers. Reuters will coordinate the assignment of its photo messengers. No individual agency may receive a photography compound credential. 16

18 Section Championship Policies 8. Photo messengers and technicians have "in and out" access to the facility and these individuals are required to display their credential. They will not remain around the playing court or obstruct the view of any ticketed patron. 9. No cameras or strobes will be attached to the backboard or goal standards. Technical equipment, such as camera remote controls, may be placed or mounted behind the goal standard. 10. Remote cameras at the feet of the photographers must be on a floor plate and cannot be secured to the floor. These cameras must be placed within the photographers box. 11. The NCAA may approve requests to place photography equipment in upper arena areas or under the first row of press tables opposite the official scorer s table. Cameras may not protrude more than four inches from under the draping and rubber lens hoods must be used. 12. Cameras will not be installed over the playing court without the advance approval of the NCAA and host media coordinator. The camera must be double secured and in position 24 hours prior to the start of the first game. Requests for placement of overhead cameras must be made to the NCAA and host media coordinator 72 hours prior to open practice day. 13. Photographers will not be admitted to any potential working position over the playing court from 60 minutes prior to the first game of a session until 30 minutes after the second game. 14. The playing floor opens to the media at a designated time before tip off on game days. Credentialed still photographers and photo technicians installing remote cameras will have earlier access to the arena, unless a closed practice is in progress. These individuals should contact the host media coordinator for specific information. 15. Individuals assigned by the host media coordinator to assist photographers will provide armbands, copies of photo policies, game programs and/or flipcards. Photographers should claim statistical information in the media workroom. 17

19 Section Championship Policies Strobe Light Policies. A maximum of three sets of strobe lights may be installed for media agencies requiring immediate news coverage. The placement of the units must be approved in advance by the NCAA. The purpose of this policy is to provide high quality still photographic coverage for media agencies in deadline situations, without seriously affecting the quality of ESPN s telecasts of the games. 1. For strobe use, the following priority order has been adopted: a. Sports Illustrated. b. The Sporting News and NCAA Photos. These media agencies will pool one set of strobe lights unless Priority a or c is not enacted. c. A single pool unit for all other media agencies may be installed pending the approval by the NCAA. Should Sports Illustrated, The Sporting News or NCAA Photos elect not to install strobe units, the priority may be transferred to another agency, provided the policies in No. 2 are observed. The Associated Press, Reuters and USA Today can request to join the strobe pool at site and their placement on a pool set will be determined by the number of requests received. The host media coordinator will coordinate the installation of strobe units at each site and identify those photographers who will use the strobes. A fee may be assessed by the host facility to cover installation, power, arena fees and equipment costs on a shared basis among users. No single agency may install more than one set of strobes, regardless of the number of units that will be utilized. 2. The following procedures govern the placement of strobe units: a. Strobe tests will not be conducted unless requested by an ESPN producer assigned to the site. A request for a strobe light test must be made by ESPN at the sports information contacts meeting. If requested, the test will be conducted 15 minutes following the last team practice on open practice day to test the placement of the strobes and determine if the strobes have a negative impact on the telecast. NCAA committee representatives have the final authority to determine if adjustments in the placement or angle of the units must be altered. After approval of the strobes, photographers and technicians shall not make changes to the strobes power output or locations. b. Strobes may be used, if approved by the NCAA after the foregoing test. Only representatives of the NCAA or Division I Women s Basketball Committee can give the order that the strobes be turned off. c. All hanging or installed strobes must be placed as close to the playing court as possible, depending upon the physical structure of the arena, near the corners of the playing court, but not behind the baskets. If the physical structure of an arena prevents a media agency from meeting these specifications, the agency may petition the Division I Women s 18

20 Section Championship Policies Basketball Committee for an exception. If, because of the configuration of the arena and the catwalks, an adjustment of the placement is necessary, a variation must be approved by the NCAA or Division I Women s Basketball Committee. d. No hand held strobe lights will be used during the game but can be used during the awards ceremony and postgame celebration. e. No strobes may be directed toward a television lens. f. The strobe lights for a conventional (non dome) facility must not exceed 2,400 watt seconds for each power pack, and the flash duration should be less than 1/1,000 second. A typical approved installation would consist of four power packs with four tube heads on each pack. In the instance of unusually high ceilinged buildings or domes, additional power packs and strobe heads may be used, as long as they are producing an equivalent amount of light on the court and the flash duration meets the specified criteria. 3. Strobe use is intended for the coverage of game action by media involved in news coverage of the championship. Strobe use is not permitted by photographers who have been assigned feature profiles for current or future publication, such as books or preview magazines (e.g., photograph(s) of individual players, coaches or fans); or who are shooting for campus media, arenas or host committees. 19

21 Section Championship Policies Radio and Audio Internet Policies. 1. Westwood One (2020 M Street, NW, Washington, DC 20036; 202/ ) owns the terrestrial and satellite radio rights to all sessions of the championship, including Internet audio rights. Westwood One will originate live broadcasts via a national network. In addition, rights will be granted to each participating institution's official radio station or network, which may purchase rights in its geographic area. Participating institutions are not permitted to broadcast its games via satellite radio (i.e., SIRIUS or XM). Broadcast rights will not be granted to the official station or network of the host institution/conference. Westwood One has designated Mike Dodson at IMG College, Inc. (859/ ; fax: 859/ ; mike.dodson@imgcollege.com) to administer the participating institutions originations. 2. In January, IMG College will send a questionnaire to each Division I institution requesting information regarding its originating station or network. In early March, IMG College will send selected sports information contacts a packet that includes a contract, information about ordering telephone/isdn lines. All stations intending to broadcast any game of the championship must complete a radio agreement and submit before the game that will be broadcast. Please contact Mike Dodson at the address above with any questions. By noon on each Wednesday during the championship, IMG College will fax to host media coordinators the names of the radio stations that will originate from their sites, as well as the names of the stations crew members who will be credentialed. Changes in crews must be authorized by IMG College before credentials can be issued to a substitute crew member. 3. No exclusive rights will be granted, except in those instances when a participating institution will request such rights for a station or network that contracted for exclusive coverage of the institution's regular season games. Such exclusive rights will be restricted to the markets where exclusivity existed during the regular season. If more than one institution has radio stations in the same market, exclusive rights will not be granted in that market. 4. All rights fees must be paid to IMG College in advance. Stations will be charged for each game broadcast. If the originating station or any station within the network, intends to stream the broadcast over the Internet via its station s Web site or any other third party Web site, an additional fee will be charged. The station streaming the broadcast is required to supply a link of its audio player to the official NCAA Championships Web site, The originating station, competing institution or third party streamer (i.e., Yahoo) may not charge a subscription fee for any games that are streamed over the Internet. In addition, no third party (i.e., Yahoo) may post a link to the game on its Web site. The per game rights fees are as follows: Originating commercial station $175 All affiliates joining a network $60 per station Non commercial station that feeds a commercial station $125 Additional Internet streaming fee $85 20

22 Section Championship Policies Commercial Internet only fee $85 A rights fee will be waived for any non commercial, university funded, student run radio station. The rights fee will be waived for Internet only broadcasts if the Web site is a non commercial site and there are no commercials, sponsored elements or underwriting spots within the broadcast. In addition, there cannot be any advertising on the audio player itself. Any of the before mentioned circumstances will result in a rights fee for an Internet only broadcast. (Refer to Item No. 15) 5. Each station or network must provide the NCAA with a copy of the game broadcast, at its expense, upon request by the NCAA. 6. The NCAA maintains the right to use any portion of the broadcast for any purpose including promotional and commercial purposes. 7. Each station or network may only use the maximum number of seats required to originate 90 percent of the institution's games during the regular season, with a maximum of four seats. Each participating institution will provide IMG College the names of the broadcast crew each station or network employed for all home and away games. If it is represented by multiple radio originations, the participating institution will designate the priority of stations or networks and the number of credentials distributed to outlets, not to exceed a total of six seats. 8. A participating institution or host institution/conference will make no additional charge or receive any additional consideration for the rights accorded hereunder to the originating station or network. 9. No commercial may relate, directly or indirectly, the advertising company or the advertised product to the participating institutions, their student athletes or the NCAA itself, unless prior written approval has been granted by the NCAA. 10. Westwood One and the NCAA reserve the right of final approval for all advertising in any championship. 11. Any station that does not broadcast a game of a championship, after executing a contract, will be required to pay a forfeiture fee of 50 percent of the initial rights fee for that particular championship. 12. Only ESPN may display banners at the championship site. 13. Advertising, sold by network/radio stations, will conform to acceptable broadcast standards that are consistent with the NCAA advertising and promotional standards. 14. The following policies govern radio originations from the facility during the championship by agencies other than Westwood One and the participating institutions official networks. a. Live or taped play by play description of any game is prohibited. Voicers or interviews may be fed only after the game has concluded. 21

On game days, live programming may originate from inside the arena only before tipoff of the first game each day at the site and after the end of the last game each day at the site. Such programming may originate only from the media workroom and the following policies shall apply: (1) Agencies that are affiliates of Westwood One or a participating institution s network may generate live programming for a maximum of 20 minutes per hour. (2) Agencies that are not affiliates of Westwood One or the participating institution s network may generate live programming for a maximum of five minutes per hour. c. On open practice day, live programming may originate from the media workroom from 10 a.m. until 5 p.m. local time at the site. 15. Radio, television stations or networks may use audio highlights from the local (i.e., institution s station or network) broadcast only with prior consent of the local station, Westwood One and the NCAA. Radio, television stations or networks may use audio highlights from the Westwood One national broadcast, with the following guidelines: a. Audio clips may not be used until the game is completed. b. Such clips may not total more than one minute in length. c. Credit for use of audio must be given to, Westwood One/NCAA Radio Network. d. Non affiliates of Westwood One must receive prior consent from Westwood One and the NCAA. 16. Hammond Communications will provide feeds of crowd noise ( international sound ) and postgame news conferences to courtside radio broadcast locations. 17. Westwood One has exclusive Internet streaming rights and will do so in one of the following two ways (Westwood One and the NCAA will notify participating institutions of the chosen policy): a. Any station or network intending to stream its broadcast must do so by providing the stream to Westwood One, which would then make the link available on as a complimentary element of a subscription package. Participating institutions, stations and/or networks would advise patrons to access the stream at NCAA.com. Under this scenario, the NCAA and Westwood One would waive all Internet streaming rights fees. b. In the event that NCAA.com does not aggregate all Internet streams through its subscription package, each participating institution, station or network would provide the stream directly from its own Internet site, and would also provide a link to NCAA.com. Stations or networks would be charged an Internet streaming rights fee. (Refer to Item No. 4) 18. Westwood One and the participating institutions radio networks are responsible for ordering their own telephone lines. 25 Section Championship Policies Mini Camera Policies. 1. ESPN is the only television entity that may transmit live from inside the facility from the open practice day until the day after competition ends at that site. 2. ESPN, NCAA Productions and the designated team videographer for a participating institution are the only entities authorized to use mini camera equipment in the facility during the competition. ESPN and NCAA Productions have no access restrictions except when the facility is closed for team practices or other activities as designated by the Division I Women s Basketball Committee. (Refer to Item No. 4) 3. If a non originating television station, network or local cable origination channel desires to receive audio and video of tournament game action, international sound, crowd/team color activities and formal news conferences, it must take a feed from the video and audio distribution facilities provided by the NCAA. Any video or audio highlight excerpts received from the distribution facilities that are aired by a telecaster shall include an on air Courtesy NCAA/ESPN credit. 4. Mini camera operators representing non originating agencies will not be permitted to videotape game action and will not have courtside access except as noted below: a. Non originating television networks or stations and cable systems shall have access to the facility floor up to 30 minutes before the first game of a session. During this time, minicamera operators may tape standups or record other material from the baselines only. b. From 30 minutes prior to the start of a session the playing floor (and all other areas from which the playing floor may be seen) will remain off limits to all mini camera operators until ESPN has discontinued its coverage. c. Mini camera operators will not return to the facility floor between games of a session. d. The NCAA will identify an area off the court for all non originating mini camera operators to wait until ESPN has discontinued its coverage from the site. The host media coordinator or his/her designee will escort non originating mini camera operators to the court when it is available. They may videotape from anywhere on the courtside apron or behind the last row of the courtside media area. e. Video equipment is limited to the locker rooms, hallways, audio/video distribution area in the media interview room and media workroom during the restricted access times. 5. On the open practice day, representatives of non originating agencies may videotape practice from the baselines, behind the second or third row of the courtside media area or from the public seating area. 6. On game days, television entities may do taped stand ups from the back of house areas as long as the court or entrance into the bowl of the arena is not visible by the camera. 7. Locker rooms are open for postgame coverage following the cooling off period. 24

26 Section Championship Policies 8. Editing in the audio/video distribution area is permitted anytime the media workroom is open. 9. Team Filming/Videographers. a. Each participating institution may designate an individual as the institutional videographer. The institutional videographer will be provided a PHOTOGRAPHY (P) credential and a TEAM VIDEOGRAPHER armband and will be permitted to film their game ONLY from a designated photo box on each end of the playing floor apron. The videographer may not move from this position during the course of the game. Access will also be provided to the team locker room during pregame, halftime, postgame and any other times when the locker room is open to the media. b. During the preliminary rounds of the championship, each institution may also provide a scout videographer to film the game from the designated upper video position. The scout videographer will receive a Photography (P) credential. The sole purpose of this position is for the institution to record a scout tape. The scout videographer will not be given access to the photographers box and will only be allowed in the locker room during postgame and any other times when the locker room is open to the media. Host media coordinators should be advised that participating institutions may request media row access or a position in the audio/video distribution area to create scout clips. This is permissible, based on space availability, but must be approved in advance by the committee representative on site. c. Still photographers are not considered team videographers and will have no additional access other than what has been previously defined under Print Photography Policies. d. Any footage of any game of the championship may freely be used for an institution s noncommercial purposes (e.g., banquet videos, institutional PSA, institutional athletic hall of fame, video boards, etc.) No footage of the championship, including that shot by the institutional videographer, may be reproduced or distributed for any commercial purpose (e.g., consumer based highlight DVD, institutional athletic Web site, etc.) without the written permission of the NCAA or its authorized licensing agent, Thought Equity. e. Each institution must sign an NCAA Institutional Videographer form prior to being given access to the court at all sites. 25

27 Section Championship Policies Use of Footage by Television Entities. 1. Videotaped, filmed or audio excerpts of a National Collegiate Athletic Association ( NCAA ) game of the Division I Women s Basketball Championship ( Highlights ) may be used for news purposes only in regularly scheduled news programs up to 72 hours after they become available for news use under the following guidelines. A news broadcast must be a regularly scheduled program devoted exclusively to general news and/or sports news. Sports entertainment programs do not qualify under this provision. 2. Television stations may use video highlights from the ESPN broadcast under the following guidelines: a. Television entities may not air highlights until the entire ESPN broadcast window(s) for that day has been completed. The graphic courtesy NCAA and ESPN must accompany all highlights. b. Highlights for television broadcast entities should not exceed a total of four minutes for all games in a single day, and should not exceed one minute for any single game. 3. Under no circumstances may any highlights be broadcast or otherwise distributed on the Internet or via any other online service or computer service without the prior written consent of the NCAA and ESPN. 4. A station/network may not broadcast live reports and/or live programming from the site of the tournament competition (e.g., arena proper, hallways, interview room, media workroom or locker rooms) on practice or game days. 5. Highlights may not be sold, traded, loaned or given away to any other entity and may not be used commercially for on air promotion or in any other manner not specifically set forth in these policies without prior written approval from the NCAA or its footage license designee. By way of illustration, but not limitation, without a specific separate license from the NCAA or its footage license designee, championship game footage may not be used (a) in pregame shows, (b) in commercials, (c) in a sponsored segment of a program, (d) in on air promotions (e.g., tunein promotion or tease ), (e) as file footage or (f) for any other use (e.g., archival) not specifically permitted by these policies. 6. Telecasters may broadcast live feeds of news conference taken from the audio/video distribution facilities provided by the NCAA. Upon the conclusion of the news conferences, telecasters may use a total of four minutes of news conference footage for all games in a single day, and may not exceed one minute for any single game s news conference. 7. No television entity, broadcast or cable, may incorporate, superimpose or burn into any tournament highlights a logo, trademark, advertisement, scoreboard or other graphic without approval from the NCAA. 8. In consideration for access to video and/or recorded audio excerpts of a tournament game, the television entity agrees, upon the request of the NCAA, to supply the NCAA with a videotape or 26

28 Section Championship Policies audio recording (as may be the case) of any program incorporating highlights and consents to the use of excerpts from such a program by the NCAA. 9. The NCAA and ESPN shall have the authority to withdraw permission for the use of highlights at any time and for any reason. 10. These policies or the rights granted herein may not be assigned or otherwise transferred in any manner without the prior approval of the NCAA. 11. Use of highlights constitutes acceptance of these policies in the form of a licensing agreement between the telecaster and the NCAA. Any violation of footage policies may result in the NCAA revoking credentials or withholding the approval of future credential requests for the Division I Women s Basketball Championship. 27

A team may carry a maximum of three 30 second timeouts into the second half. A team may carry all remaining timeouts from the second half into the overtime period. Each team receives one additional 30 second timeout per overtime period. Each team receives one 60 second timeout per game to be used in either half. FLOATER BREAKS The first team called timeout in the second half becomes a full length media timeout (2:15). This timeout counts as a 30 second timeout against the team that calls it. ESPN may go to commercial break on the team called 60 second timeouts or if a team combines two 30 second timeouts for a 60 second timeout. These will be considered as bonuses. NOTES ESPN may go to commercial break on four 30 second timeouts per game. These breaks must be executed in conjunction with the timeout coordinator. Any 30 second timeout may be shortened at the discretion of the coach (e.g., a coach uses a 30 second timeout for a substitution). There will be 60 second breaks between regulation and the first overtime period and between each overtime period. The first team called timeout in the first and all subsequent overtime periods becomes a full length media timeout (2:15). ESPN may go to commercial break on these breaks. 28

30 Section Championship Policies The commercial time listed in the pregame and halftime segments are maximum times. The network has the ability to use less commercial time in these segments. ESPN may request a maximum of two (2) 10 second timeout extensions per half. These extensions may not be used for additional commercial time or billboards and must be used to help further enhance the game coverage (e.g., highlight of an outstanding play, sideline report, etc.). 29

Each credential holder (e.g., television, Internet, new media and print publications) has the privilege to blog during competition through the credentialed entity. The blog may not produce in any form a realtime description of the event. Real time is defined by the NCAA as a continuous play by play account or live, extended live/real time statistics, or detailed description of an event. Live video/digital images or live audio are not permitted. Each of the aforementioned descriptions is exclusive to the NCAA s Web site and/or any other Web site designated by the NCAA and its rightsholders. Periodic updates of scores, statistics or other brief descriptions of the competition throughout the event are acceptable. The credential holder agrees that the determination of whether the blog is posting a real time description shall be in the NCAA s sole discretion. If the NCAA deems that a credential holder is producing a real time description of the contest, the NCAA reserves all actions against credential holder, including but not limited to the revocation of the credential. If media intend to blog at an NCAA championship event, the media entity must provide notice when applying for credentials. Any media entity posting a blog during an NCAA championship must submit a direct link to the blog to NCAA.com Blog Central. In return, all media entities entering a blog must post the NCAA.com logo/link on their site. All blogs must be free of charge to readers and must adhere to the conditions and limitations of this NCAA Blogging Policy. The NCAA and its designated championship personnel will be the final authority about whether a credential holder or credential entity is following the NCAA Blogging Policy. 30

Michigan State led all eight first and second round sites in 2007 with a total of 21,340 fans passing through the turnstiles during the three sessions of the four day event. The Breslin Center crowd of 8,056 on March 20 (second round) was the second largest in the country, with the University of Pittsburgh drawing 8,791.
