3 Men s Basketball Men s Basketball Men s Basketball Men s Basketball Men s Basketball Men s Basketball Men s Basketball Men s Basketball Men s Basketball COLLABORATIVE INSTANT REPLAY FOR SEC MEN S BASKETBALL SEC To Implement Collaborative Instant Replay Beginning December 30, 2017, the Southeastern Conference will implement a collaborative process for instant replay in the sport of men s basketball as the conference season begins. Under this upgraded system for instant replay reviews, personnel operating from SEC Headquarters will assist the game officials for all monitor reviews in conference games. The implementation of collaborative replay in men s basketball continues the SEC s commitment to use the best-available resources to support correct outcomes when replay is used, SEC Commissioner Greg Sankey said. This update to our replay review process is expected to more effectively support the Conference s men s basketball officiating program and build on the positive results we have experienced in football officiating through the use of technology. In June of 2017, the NCAA approved an experimental rule at the request of the SEC that will allow a conference to utilize a collaborative Instant Replay review process for all conference contests in the season. This collaboration will be limited to only those plays that are reviewable under NCAA Playing Rule 11. All reviews will be initiated by game officials, who maintain final decision-making authority. The SEC is the only conference utilizing a collaborative replay process this season. Terry Moore, a veteran NCAA official with 30 years of experience, will assume the role of Coordinator of Men s Basketball Replay. In the newly-created position, Moore will collaborate with game officials from SEC Headquarters for all monitor reviews during the conference schedule as part of a recently approved NCAA experimental rule. A veteran of the Southeastern, Atlantic Coast, Big 12, American and Missouri Valley conferences, Moore has earned officiating assignments in 17 NCAA Tournaments, advancing to the Regional Finals on two occasions. His 27 years of international officiating experience includes the 2005 Gold Game in Mar del Plata, Argentina, and the 2006 World Championship Gold game in Saitama, Japan. For the last 10 years, Moore has been a FIBA Instructor for USA Basketball and is a member of the USA Basketball Official Selection Committee where he oversees the recruiting, training, evaluation, and testing of National and FIBA Certified officials who represent the USA in all FIBA events worldwide. Moore will work closely with SEC Coordinator of Men s Basketball Officials Mark Whitehead and SEC Associate Commissioner for Men s Basketball Dan Leibovitz to implement and manage the collaborative replay process. SEC Men s Basketball Collaborative Instant Replay Q&A What is the goal in altering the way instant replay is conducted in the SEC? The goal is to increase the accuracy and consistency of the replay process. Will the new collaborative replay system slow down the instant replay process when a game is stopped for instant replay review? The live feeds going into the SEC Video Center in Birmingham should make video reviews more time efficient. On many of the plays that may be reviewed under NCAA Playing Rules, the process may begin before the officiating crew reaches the scorers table. Will the process be centralized or collaborative? What is the difference? While there will be an element of both, the model will be collaborative in nature. There will be a centralized video center dedicated to instant replay that will have real-time direct communication with the officiating crews in the arena at all 14 member institutions. Where will this centralized video room be located? The collaborative replay system will be operated from the SEC Video Center at SEC Headquarters. In what games will this new collaborative replay system be utilized? This newly created replay process will be used for the conference schedule as well as the 2018 SEC Tournament in St. Louis, Mo. Who will serve in the instant replay official roles at the SEC Video Center? Terry Moore, a veteran official with 30 years of NCAA experience, 27 years of international experience and who served as the instant replay operator during the 2016 Olympic Games in Rio, will assume the role of Coordinator of Men s Basketball Replay. Who will make the final instant replay decision if the game officials at the arena and the Coordinator of Men s Basketball Replay in the SEC Video Center are not able to agree? The game officials, based upon information developed in collaboration with Coordinator of Men s Basketball Replay in the SEC Video Center, will ultimately make the final determination of a play s outcome. Will the Coordinator of Men s Basketball Replay have the ability to stop a game for a review? Per NCAA Playing Rules, all reviews will be initiated by game officials. What will be the role of SEC Commissioner Greg Sankey and SEC Coordinator of Men s Basketball Officials Mark Whitehead in the new replay process in the SEC Video Center? Commissioner Sankey and Mark Whitehead will not participate in the instant replay process that takes place at the SEC Video Center or at the playing venue. What role will the SEC Video Center play in this new instant replay process? The SEC Video Center will continue to serve as the main viewing, evaluation and observation location of all SEC men s basketball conference contests that take place, and will continue to fulfill an important role in the game day communications, social media and event management areas of SEC Men s Basketball. The Coordinator of Men s Basketball Replay and the replay equipment has been integrated into the current structure of the SEC Video Center.
