1 Cambridgeshire County Netball Association (CCNA) AGM Minutes Date: 26 th June 2013 Location : Inner Hall, Hinchingbrooke House, Brampton Road, Huntingdon, PE29 3BN Scheduled Time: 19:30 (actual start time 20:00) Meeting called by: Attendees: Apologies: Kate Spears - Chair of CCNA At least 2 representatives from all clubs in Cambridgeshire attended. Committee attendees Helen Stepney (HS), Kat Skivington (KSM), Olivia Petherick (OP), Floria Marshall (FM), Kate Spears (KS), Joan Rolfe (JR), Judy Preece (JP), Janette Bowden (JB), Naomi Zielinska (NZ) Jane Lampshire (JL) and Jill Harrison (JHR) Topic: Chairperson s Welcome KS opened the meeting by welcoming everyone. KS said that the committee had been putting together the new County Plan for which had taken up most of this year s activities. The County Plan will be published on the CCNA website once finalised. The Committee thought it was important that the County Plan was available for all to see on the website and all Committee members would be asked from now on to input and update their figures against the County Plan on the website so that everyone could see and track progress as the County works towards the targets. KS announced that after the meeting she would be stepping down as Chair of CCNA. KS asked that all clubs return their club questionnaires before the end of the meeting. The purpose of questionnaire was to find out what clubs in Cambridgeshire needed and wanted from CCNA in the coming year so that courses and resources could be planned and allocated. To encourage return of the questionnaires there would be a prize draw at the end. KS introduced Katie Bannister from Living Sport who was attending the meeting. Katie would be around after the meeting to take questions from anyone. Topic: Minutes from 2012 AGM The minutes of the 2012 AGM distributed by the CCNA secretary prior to this AGM were proposed and accepted as a true account of the meeting and there were no matters arising. They were proposed by Janette Hatton (JHT) and seconded by Toni Race (TR).

2 Topic: Treasurer s Report (JR) JR referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. The fully audited accounts are now available at the meeting for all to review should they so wish. Last year there was 14,000 in the CCNA account. This year the Committee has spent 2,000 more than the income received, leaving the balance this year of 12,000. The Committee had received 15 funding request this year and 12 of those were granted. The funding provided this year by CCNA has included coaching courses, new clubs start up, junior team development within clubs, financing junior teams at national tournaments and schools finals. JR invited questions from the floor but there were none. KS added that Netherhall Netball Club which folded last season have said that their constitution requires that all monies left over are donated to CCNA for youth development. KS said this would be between 600 and 700. The Committee thanked the former club. Topic: Umpiring report (JP) JP referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. JP highlighted that this year had seen 14 beginners qualifying (exceeding the County target), 19 C awards, 6 B awards (exceeding the County target) and 2 A awards (exceeding the County target). Next year the County was targeting 48 beginners, 24 C awards, 8 B awards and 4 A awards. The Mavericks NTL and Senior squads continue to be supported by Cambridgeshire umpires and Cambridgeshire umpires have also been representing the County at national level. A number of B to A and C to B umpires have been funded nationally and also regionally. We have also reaccredited mentors and testers in Cambridgeshire. Play days have also recently been implemented to allow beginner umpires to practice their skills after having taken a course. There were no questions from the floor. Topic: Coaching & Talent Reports (HS) HS referred everyone to her full reports which had been circulated to all Cambridgeshire clubs prior to the meeting. HS clarifying that HS is not coaching secretary but was filling the gap on the committee left by the coaching secretary being on maternity leave. There has been this year a number of successful coaching workshops. This year the Committee plans to arrange these for earlier on to start in September as last year the bad weather caused some disruption. The workshops are primarily for players but coaches are also welcome. HS asked for ideas for more workshops this year (what do clubs need/want?) and also for feedback from the floor on the workshops held last year. There will also this year be more mentoring for new coaches and hopefully the new coaching secretary (once appointed) will take this forward. HS congratulated all players, coaches and officials who have supported, run and participated in the academy programmes this year. England netball has asked that academy coaching time be increased this year to 30 x 2 hour sessions. Academy coaching has therefore started early this year. There is also now a year 6 academy to hopefully see an

3 Topic: Affiliations Report (OP) improvement in Cambridgeshire junior netball as there is currently only one regional junior team at the moment. There were no coaching or talent questions from the floor. OP referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. OP passed on England Netball s apologies for problems with MyNet. It should be available by 1 st July. Cambridgeshire County has seen a dramatic drop in affiliations this year, which has impacted upon the County s finances significantly to the tune of The Committee encourages all clubs in Cambridgeshire to affiliate to the County to get the benefit of information, discounted coaching and officiating courses and support, mentoring, financing and also a vote at the AGM. County and Regional affiliation fees are being frozen this year. The total affiliation fee will be 32 (last years was 31.40) and the 60p increase is due to an increase by England Netball. OP pointed out that if income from affiliations continued to drop this year then the fee will have to go up next year to cover the deficit. Those who affiliate will be covering the cost of those who don t. There was a question from the floor (Icons Netball Club) as to why the income had dropped and why clubs weren t affiliating. OP responded that (1) CCNA froze the fee last year despite England Netball increases and (2) that clubs from a certain Cambridgeshire league were refusing to affiliate, only affiliating the absolute minimum number of clubs to remain a feeder league. KS said that the league who had chosen to do this were technically not breaking any rules and that they had enough affiliated to maintain feeder league status. OP commented that if this continues it will be a problem for the County. There were no other questions from the floor. Topic: Schools Report (HS) HS referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. U14 and U16 teams made national schools finals. Wednesday 6th November under 19 county schools final takes place at Hinchinbrook School. Saturday 16thNovember is the under 14 and under 16 competition. 30thNovember is the satellite regional tournament at Impington. There is a year 12 tournament taking place on Friday 28th June; the High5s County final at Hinchingbrooke School.There were no questions from the floor. Topic: Netball East NDO s Report (JB) JB introduced as the Netball Development for our region who works for England Netball as her day job. JB referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. JB talked about the new County 5 year plan. This is what England Netball needs to be in place before it can release funds to CCNA. The Committee has spent a lot of time looking through the plan and inputting their figures. JB thanked the Committee for all its hard

4 Topic: CCNA Website Report (NZ) work this year putting the plan together. The regional Goalden Globe awards took place at Cambridge Regional College (CRC) this year. Cambridgeshire had 5 people/clubs nominated. 1 of those nominees is through to national awards. There were 2 winners for Cambridgeshire on the night at CRC: Chatteris Netball Club won the award for outstanding netball club and Linda Swain won the Grass Roots netball award. Congratulations to both winners. Well deserved. There were no questions from the floor. NZ referred everyone to her full report which had been circulated to all Cambridgeshire clubs prior to the meeting. NZ Apologised for the state of the website at the moment. NZ explained that she could not access the website to edit at all due to the hoisting company experiencing problems. NZ is now looking into new hosting solutions for the CCNA website due to poor service from the current provider. NZ is also waiting for input from England Netball East Region regarding use of MyNet. NZ is also looking into the use of social media. There were no questions from the floor. Topic: League Reports County Premier League (CPL) KS referred to JHR s report which had been circulated to all Cambridgeshire clubs prior to the meeting. (KS) Rookies won the league this year and attended the regional playoff tournament. Sadly Rookies lost out on a place in the East Region league by one goal. MI7 netball club have been promoted from CDNL this season and will be playing in CPL from the start of the new season. Congratulations to them. HPNL are not promoting a team. Hereward Harriers sadly were relegated from the East Region league this season and so will be joining Rookies and MI7 in the CPL for the 2013/2014 winter season. Cambridge & District Netball League (CDNL) Refer to JHT s report which was circulated to all Cambridgeshire clubs prior to the meeting. JHT reported that the season had run well and that all fixtures had now moved to Impington Village College from Milton Community Centre and all clubs in CDNL seemed happy with this. JHT congratulated MI7 on their promotion to CPL. Huntingdon & Peterborough Netball League (HPNL) Refer to Helen Hollowday s (HH) report which was circulated to all Cambridgeshire clubs prior to the meeting. HH said that the league had moved to a new floodlit venue and all seemed happy with it. HH also commented that HPNL needs more umpires. Wisbech Netball League (WNL) Refer to Andrea Eggleton s (AE) report which was circulated to all Cambridgeshire clubs prior to the meeting. AE said that there had been a rules forum held for the WNL and that it was a great success. It was well attended. WNL had 7 new qualified coaches and new beginner umpires which was great. Both Rookies and Foxes netball clubs

5 attained Bronze CAPs awards. Regional Update (KS) Harriers and Comberton both submitted reports which had been circulated prior to the meeting to all clubs in Cambridgeshire. In their reports they both thanked CCNA for this year s funding. Topic: Proposals for Constitutional Changes Proposal to amend paragraph (proposed by JHR and OP) KS, in response to a question from the floor, explained that the proposal was to correct a typo. The proposal was unanimously carried. Proposal to amend paragraph (proposed by JHR, Julie Cameron and JHT) JHT spoke in support of the proposed change: The proposal was to prevent clubs playing players up for one full and then ¾ of a game consistently and taking advantage of the rules. JHT said that this was not within the spirit of the game and the proposal for change was designed to see that clubs did not flout the rules in this way any more. JHT pointed out that it was possible for clubs to re-name squads throughout the season to respond to illness, absence and injury. It was clarified that this change is for the County constitution and will apply to leagues in the whole County (not just CDNL). It was pointed out that only CDNL and CPL check and compare score cards from matches. WNL and HPNL don t cross check or have their score cards cross checked with CPL. Louella Hodgson (LH) from Comberton Netball Club spoke against the proposal; there is a concern within the CDNL community that this proposal will require clubs to keep very detailed records of which players play which games which is just another job for another volunteer. It will be unmanageable for clubs with more than one team and will inevitably require some clubs to withdraw a team from the league. One or two clubs may or may not have flouted the rules and this may or may not be within the spirit of the game but even if this is the case, this change to the rules is too much and the negative effects will outweigh what it is trying to combat. AE commented that it would be difficult for clubs from WNL to vote on this proposal until another proposal (2.2.4) is voted on. There then followed a discussion on After the discussion on (minutes below) the proposal to change was returned to and the proposal was carried by a majority vote as follows: For: 52 Against: 25 Abstaining: 7 Proposal to amend paragraph (proposed by Linda Rumbold (LR) and JHR) KS gave 2 minutes each to LR and AE to speak for and against the proposal. LR began by saying that both Bassets and Rookies have played in CPL for 10 or so years. However WNL is no longer a feeder league to CPL (it ceased being so a few years back out of fears that being an automatic feeder league would deplete WNL). LR wants WNL

6 Topic: Election of s to become a feeder league again so that winning teams in WNL are invited (but not compelled) to go up to CPL. AE spoke against the proposal saying that it would have a negative impact upon teams in WNL as would mean that teams cannot play in both WNL and CPL and would affect players playing up. If a league is a feeder league to CPL then a team cannot be entered in both the feeder league and CPL. There followed a discussion on the wording of the proposal and it was decided that the proposed wording did not make any sense because (1) it did not reflect that HPNL are an optional feeder league, invited but not compelled to promote a team to CPL and (2) it contradicted of the constitution. It was pointed out that at present if Bassets, for example, were to be demoted from CPL and wanted to gain promotion to CPL the following season, the CPL committee could (and have indicated that they would) invite Bassets to go up to CPL, without it actually being an official feeder league. KS said that as the proposal undermines it cannot be voted on as if it were voted in it would mean that the constitution didn t make any sense. KS invited LR to reconsider the wording and its knock on effects to other parts of the constitution and to resubmit a proposal next year. This proposal was declared null and void and not possible of implementation. There was no vote. Proposal to include new banking mandate paragraph 10 (proposed by JR, FM and KS) JR read the proposal out. The proposal was carried unanimously. Spirit of netball award awarded to Esther Harris for all her hard work and dedication to netball within CDNL including her support and progression of umpires, attendance at league days, refreshment stall, umpire play days, work on the CDNL committee and County umpiring sub-committee. Accepted on her behalf by TR. Felice Papworth award awarded to Julie Cameron in recognition of her 30 years involvement in the league as a player and developing her own and other clubs, for having served on the County committee for 10 years, for her work on the CPL committee, dedication to the sport and league and for arranging CPL umpires. KS thanked the County Committee for all their hard work this year.
