Archer (President) Very sad to advise that Val Curren, President of Illawarra NA passed away on 21 July. Our condolences have been extended to Aub Curren, Val s husband and family. Our congratulations have been extended to Julie Fitzgerald and the NSW Swifts for their turnaround season, even though the fairy tale wasn t completed, it was a far cry from season A great season finish to Rebecca Bulley who was named QBE Most Valuable Player of the Year, NSW Swifts Members Player of the Year and the Most Valuable Player of the Year by Channel 10/One HD commentators and received a Holden Cruz as acknowledgement. Kim Green was named the NSW Swifts Players Player We have acknowledged Catherine Cox, Susan Pratley, Kimberlee Green, Kimberley Smith and Rebecca Bulley on their selections in the Australian squad for the Test Series and eventually into the Commonwealth Games team. The ANL competition has been completed now with the Waratahs finishing as runners up and the Blues 7 th Len Burgess, one of our Anne Clarke Service Award holders from the Hills District hasn t been enjoying great health but we understand that he is making a slow but steady recovery Michele Murphy was appointed the Manager of the Australian 19 & Under Team for the Camp and test series against England and New Zealand Lyn Hahn, Briony Akle and Paula Peralta have all gained their advanced level coaching accreditation Gemma Carlton received her AA Umpires Badge at the ANL grand finals Page 6 of 91

7 NSW won the 21 s National Championships with the following players being named in the Australian 21 s squad for 2011 April Letton, Samantha Poolman, Verity Simmons, Nicola Gray, Kellyann Grayson and Melissa Tallent. April Letton was named joint MVP for the Championships with Chanel Gomes from Queensland. AIS Scholarship holders for 2011 returning are Verity Simmons, Nicola Gray, Kellyann Grayson and new are Samantha Poolman, Alix McDermott and Melissa Tallent. Ashleigh Brazill and April Letton were named in the Australian Fastnet Team to contest the 2010 series later this month in England We noted with sadness the passing early in October of Judy Perry (nee Cohen) who represented NSW as a player Sadly Joe Weston passed away on 24 October Pat Bishop, long standing delegate from Sutherland, recently suffered ill health but is making a slow steady recovery Newcastle would like to move motions in relation to the proposed new constitution W. Archer (President) require 21 days notice for changes o Newcastle - Point of Order believe motions can be moved in general business and put to meeting for voting W. Archer (President) cannot again vote on proposed new constitution in ordinary meeting 3. Business arising from the minutes of the Council meeting held on 11 May Nil 5. Notices of Motion 1. The Board of Directors recommends the following changes to the General Procedures included in the Rules for Championships & Competitions and Grading Procedures MOVED Orange seconded Mudgee for the adoption of the changes as proposed GENERAL POLICY PROCEDURES 1. Except for Rule 2 only affiliated District and League Associations are eligible to enter competitions or events conducted by Netball NSW. 2. Regions, Zones, ACT and the AIS and other Districts can be admitted to enter any competition subject to the approval of Council at the November Council meeting in the year preceding the event. with the prior approval of The Board of Directors may also admit other teams to various competitions on an invitation basis as required. 3. All players entered into a Netball NSW competition must be a financial registered member of Netball NSW or relevant State or Territory prior to the commencement of that competition. 4. The closing date for all competitions will be notified at the November Council meeting in the year previous the event. The closing date for the particular competition is also notified on the relevant entry form and on the Netball NSW website. Page 7 of 91

8 5. No changes shall be made to any rule for any Competition after the November Council meeting in the year previous any event. 6. Any changes to entry fees for competitions for the ensuing year shall will be approved advised at the November Council meeting. 7. All entries for Competitions must be lodged on the official Team Entry form by the published date for close of entries. Late entries will only be accepted as detailed in Clause Rule 8 below. 8. Where an entry is not received by the published closing time for entries, upon the payment of the prescribed fee, a late entry will be accepted provided that the late entry is received by Netball NSW by 5.00pm on the next Tuesday after the close of entries for the relevant competition. Close of entry dates are advised in the General Procedures relevant to the particular competition. 9. The late entry fee for Region 1 competitions shall be $1, No late entry fee shall be applicable to competitions held in Regions The late entry fee for State and State Age Championships shall be $ for all District and League Associations. 11. Where a District/League Association, Region, Zone, ACT or AIS withdraws a team from any Netball NSW competition within three (3) weeks of the commencement of the particular competition the offending body will be fined $ Appeal rights apply. MOTION PUT CARRIED (F:86 A:0) 2. The Board of Directors recommends the following changes to the Grading Procedures Region 1 State League included in the Rules for Championships & Competitions and Grading Procedures MOVED Hills seconded Wyong for the adoption of the changes as proposed GRADING PROCEDURE REGION 1 STATE LEAGUE 1. The format for the competitions shall be divisional, according to the number of entries received. 2. There will be a maximum of 80 teams able to compete in the Region 1 State League Open competition. 3. Subject to Rules 2 and 4 the maximum numbers of teams that can be entered in the Region 1 State League competition by a District Association is four. The maximum number of teams that can be entered in the Region 1 State League competition by a District Association is four unlimited subject to Clause Rule 5 of the procedures. 4. A District Association is permitted to have one team only in each division of a competition. 5. Ten (10) teams will be graded into each of the top five (5) open divisions. For the remaining open divisions there is to be a minimum of eight (8) teams graded into each Division having regard to the provision of a balanced competition. Where it is not possible to grade a minimum of eight (8) teams in an open a division those teams unable to be graded will be balloted out. 6 Grading of teams for the 17 Years and Under competition will be dependent upon the number of entries received. 7. District Associations shall register teams on the approved player entry form together with a minimum of seven (7) and a maximum of twelve (12) players names and their relevant experience as detailed in Page 8 of 91

9 Clause Rule 8, by the closing date of entries for the competition. 8. All grading shall be based on names submitted on the official entry form and confirmed by previous playing status as detailed on the Netball NSW Player Database. 9. Each District Association is required to provide a Statutory Declaration signed by a District Association Official with their team entry sheets attesting as follows: I certify that all players nominated on each team entry form submitted for grading into the Region 1 State League competition have been advised of and agreed to their nomination in the team for which they are currently entered. Penalty: If it is proven that a District Association Official has signed a false declaration and therefore breached this provision a fine of $1, will be imposed on the District Association(s) concerned. Further penalties that may be applicable in signing a false declaration are advised on the Statutory Declaration. 10 Where a player s name appears on more than one team entry form the player will be contacted by Netball NSW personnel prior to grading and the player must then immediately nominate the District Association that they will be playing with. The District Associations concerned will be advised accordingly. 11. District Associations are permitted to register only one (1) import player into the Waratah Cup Division 1 team. An import player is defined as a player who is registered in a Tasman Trophy team in the current year or an international player who does not have permanent residence status and has played at the international level in either an Open or a 21 and Under competition within the two previous years. An import player can only be registered in the Waratah Cup competition. 11a. For 2011 the following special provisions will apply to players contracted by the NSW Swifts to participate in the Tasman Trophy competition. (i) Where a team has a registered import and Netball NSW requests another import to participate in the competition between the months of May 2011 and July 2011 this can occur on the following conditions a) Only one import can be on the court at any one time. b) The second import does not count as a late registered player c) Where the playing of the second import means that there are thirteen players in the team there is not a requirement to de-register the first import. d) The second import is ineligible to play in the final series. 12. A Tasman Trophy player returning after injury may participate in the Waratah Cup under the following conditions: (i) Netball NSW in consultation with a relevant District Association will allocate the player to a team. Where there is no import in a Waratah Cup team the player is automatically allocated to that team. (ii) The player may participate in Waratah Cup matches for a maximum of eight (8) quarters. (iii) Only one import can be on the court at any one time. (iv) The player returning from injury does not count as a late registered player. (v) There is not a requirement to de-register any player to accommodate the player returning from injury. 13. Subsequent to the close of registrations for the Waratah Cup and a team participating in the Waratah Cup has a registered import player any player from that team selected in the NSW Swifts team deemed by TTNL a temporary replacement player will not be classed as an import player for the purposes of Clause 11. 10 14. Players must turn years of age in the year of play. to be eligible to be registered in any division of the competition. A maximum of 3 players of that age qualification can be registered in any one team. 15. Grading is based on 7 players with the highest playing status. Players 8 to 12 are not counted. 16. Status points for players are only retained over the two (2) previous consecutive years. Playing status is based on the highest grade played in the preceding year (ie. the grade in which the player played a minimum of three (3) games in the relevant grade). If the player did not play in the previous year, status points from the year before that is to be accepted. 17. Status points for players in the following categories are awarded in accordance with the following table if they were a member of that particular category: Tasman Trophy Player International Player* Australian Institute of Sport# State League Interstate+ 9 points 9 points 9 points 6 points * for the purposes of Rule 17 an International Player has played for an overseas country that is affiliated with IFNA in an Open team at any time in the previous year of the competition for which the player has been entered OR has been selected by Netball Australia and has played in an Australian Open team at any time in the previous year for which the player has been entered. # for the purposes of Rule 17 an Australian Institute of Sport player is any player who has been a residential scholarship holder during the previous calendar year of the competition for which the player has been entered. + for the purposes of Rule 17 an Interstate State League player is any player who has played State League in any Metropolitan based competition in any State or Territory in the previous year of the competition for which the player has been entered. For the purposes of Rule 17 a Tasman Trophy Player, an International Player or an Australian Institute of Sport player can only be registered in the Waratah Cup competition. Where any player identified under Rule 17 is registered in the previous year s competition and does not play 3 games in the team in which they have been registered that player does not qualify to have any status points when next registered in the competition. 18. Excluding the provisions as detailed in Rule 17 no grading status is awarded to any player who did not play at least three games in a State League Region 1 or 17 Years Home and Away competition in either of the two previous years. 19. Status points for players who qualified in State League Region 1 or 17 Years Home and Away are awarded in accordance with the following table: Waratah Cup 9 points State League Division 2 8 points State League Division 3 7 points State League Division 4 6 points State League Division 5 5 points State League Division 6 4 points State League Division 7 3 points State League Division 8 2 points 17 Years Home & Away 1 point Page 10 of 91

11 Special Loading: any player eligible to play in a team that won a grand final in a Division of the State League competition in the previous year 1 point additional Special Deduction: any player that played in a team that finished last in the competition in any Division will have one point deducted from their relevant playing status points. Where two teams finish on equal points in last place goal averages will be used to determine the team that finished last. Grading status is applied to a player who played at least three games in the same team in the previous year. E.g. a player who played at least 3 games in Division 4 and at least 3 games in Division 2 receives 8 playing status points. A player who played at least 3 games in Division 4 and 2 games in Division 2 receives 6 playing status points. 20. Except in the case of the Waratah Cup where a team wins a grand final and 7 qualified players are retained in the same team from the previous year (the year they won the grand final) that team is guaranteed promotion to the next higher grade, however only one team per District Association is permitted in any Division. This Clause over rides Clause Rule Where two or more teams have an equal weighting the grading priority is determined by the team that highest player(s) status. Where two or more teams cannot be separated following this process have equal status points the grading priority will be determined by the final finishing position of the teams in the same grade in the previous year. Where two teams have equal status points and played in different Divisions in the previous year or did not compete in any division in the previous year the grading priority will be determined by the team that played in the higher division. 22. Provisional grading of teams will be completed and advised on the Netball NSW website together with all players names and the team and division in which they have been placed within five working days of the published closing date for entries. 23. Districts have seven (7) days from the date of notification of provisional grading on the website in which to lodge an appeal with the Appeals Tribunal in relation to a grading decision. 24. On completion of final grading, all players names and the team and division in which they have been placed will be listed on the Netball NSW website for the duration of the competition. De-registrations and late registrations will also be identified on the Netball NSW website throughout the competition by either deletion or addition to the original team list. 25. On completion of final grading all official team entries together with player status will be updated on the Netball NSW database and maintained by the Netball NSW office. The database is only available to Netball NSW staff, the Grading Panel and the Appeals Tribunal. 26. The player status details as identified in Clause Rule 24 will remain on the Netball NSW website for two subsequent years after the completion of the current competition. 27. There shall be no late registration of players accepted between the close of entries and one week before the commencement of the competition. Any late registrations received before the commencement of the competition will result in a re-assessment of the grading for that team. Where a team is re-graded that decision is non-appellable. 28. After a team has been graded, any player to be late registered must meet the following criteria: (i) A player with approved playing status can only be late registered into a team as follows: Page 11 of 91

A player with no playing status can be late registered in any grade. Where a player(s) is late registered into a team no regrading of that or any other team will occur. 29. A maximum of four (4) players may be late registered in each team any time from one week before the commencement of the competition until the end of the competition. A late registration is defined as follows: (i) (ii) Where a player has not been registered in the current competition or has been de-registered and is to be re-registered in the same team in the same grade. A late registration fee is payable. Where a player transfers from one Division to a higher Division by virtue of playing three games in the higher graded team that player is counted as a late registration in that higher graded team. In these circumstances no additional fees are payable. 30. Where Netball NSW rejects an application to late register a player the District or player concerned has the right of appeal to the Appeals Tribunal. District Associations shall provide an approved stopwatch. Where a District Association fails to provide the appropriate number of approved scorers/timekeepers a fine of $50.00 will be imposed. Netball NSW will remove any non-approved person from the bench and a fine of $50.00 will be imposed on the offending District Association. each time a non approved person undertakes either of these duties. 6. 14 7. Except for the provisions detailed in Clauses 11a and 12 of the Grading Procedure a team is not permitted to have more than 12 players registered at any time. 8. A maximum of four (4) players may be late registered in each team any time from one week before the commencement of the competition until the end of the competition. A late registration is defined as follows: (i) (ii) Where a player has not been registered in the current competition or has been de-registered and is to be re-registered in the same team in the same grade. A late registration fee is payable. Where a player transfers from one Division to a higher Division by virtue of playing three games in the higher graded team that player is counted as a late registration in that higher graded team. In these circumstances no additional fees are payable. 8. Late registrations are to be submitted on the appropriate form by a District Association official to Netball NSW prior to the commencement of the match in which they are to play. 9. A de-registered player may only be re-registered in the same team in the same grade. for the duration of the competition. 12. A re-registered player is counted as a late registration and therefore must play a minimum of three games to qualify for finals after the date of the re-registration. 13. Players cannot play in a grade lower than the grade in which they were originally graded. 14. Where applicable, a player can only participate in a Division where they meet the respective age requirement for that particular Division. 14. Where a player participates in a game and that player is not a registered financial member with either Netball NSW or a relevant State or Territory the match will be recorded as a forfeit to the opposing team. Where both teams play an unregistered financial member no points will be awarded. 15. Any change to the name of a player already registered is to be advised in writing by a District Association official to Netball NSW within seven (7) days of the date of change of name. Failure to comply will result in a fine of $ A player may participate in a maximum of two matches per week provided that they play either in the team in which they are registered or in teams in higher grades. At all times the player must play with the District Association with which they are registered. A playing week is deemed to be from Wednesday to Tuesday. 17. Where a player plays three matches in a grade higher than that originally graded, on playing the third game in the same higher graded team, the player will remain in that higher graded team for the remainder of the season. 18. A team may claim a forfeit one (1) minute after the time set down for the commencement of the match, if the opposing team does not have five (5) players in full uniform on court and ready to play. 19. No disputes will be entered into regarding score sheets. 20. In circumstances where team officials of both teams involved testify that the score sheet submitted to Netball NSW is incorrect and further they agree on the correct score Netball NSW has the discretion to vary the official scores. 21. To be eligible to participate in semi finals, finals and grand finals players must have played in at least three (3) competition matches with the relevant team in that competition except for defined import players who must play in a minimum of 50% of the competition rounds of the Division 1 Waratah Cup competition. 22. Any team found playing an ineligible player in the final series will be considered to have lost that match in which the ineligible player has taken part and the game will be awarded to the opposing team. 23. Any player found to be ineligible to take part in the final series will not be permitted to take any further part in the final series. 24. The competition shall be conducted on a points score basis and semi finals, finals and grand finals shall be played. 27. If there is a draw in semi finals, finals and grand finals, a two (2) minute interval shall be taken. During the interval the score will be verified and the teams change ends. During the interval there may be substitutions and/or team changes. The umpire will indicate which team has the next centre pass and play will commence. Then two (2) seven minute halves will be played to determine a winner. After the first seven (7) minutes the team will change ends without an interval. No substitutions or positional changes shall be allowed during the changeover. If still a draw at the end of the second seven (7) minutes, a visual signal will indicate that play continues and the first team to score a two (2) goals advantage shall be declared the winner. 28. A trophy shall be presented to the winning and runner-up District in each Division. 29. Embroidered patches shall be awarded to Team Officials (Coach, Assistant Coach, Manager and Primary Care) and players of the winning and runner up teams in each Division. 30. Umpires (a) (b) (c) (d) (e) The Umpires Operating Panel will determine the umpiring format for the competitions. The Umpires Operating Panel will undertake the allocation of umpires to all matches. The names of approved umpires qualified to umpire State League are to be forwarded by District Associations to Netball NSW within one week of the notification of the provisional grades for the competition. Where a District fails to forward the names of the approved umpires by the due date a fine of $ will be imposed on the offending District Association. Repeated offences by a District Association will result in the District Association having to show cause to the Appeals Tribunal as to why their District Association s team(s) should not be excluded from the competition. Approved umpires for each Division are as follows: (i) Division 1 Waratah Cup Each District Association may be required to provide an accredited National A badge or higher qualified umpire. 17 Each District Association is required to provide an accredited National B badge or higher qualified umpire for each team entered. (iii) State League Divisions 7 8 Each District Association is required to provide an accredited National badged umpire for each team entered. (iv) (v) (vi) 17 Years Home and Away The home team is required to provide two accredited National badged umpires when matches are played at their home court. Where a District Association does not supply a National A badged or higher qualified umpire for the Waratah Cup that District Association will be required to provide an additional qualified National badged umpire for allocation to other matches. National C badged umpires may be coached and/or tested on any divisions of State League as allocated by the Umpires Operating Panel. (f) (g) (h) (i) If an umpire has not arrived 30 minutes prior to the commencement of the match, a replacement umpire may take the court, providing that umpire meets the provisions laid down. District Associations whose umpires fail to fill their allocation by a non-attendance will be fined $ for each duty not fulfilled except in extenuating circumstances. Female umpires shall be dressed in white dress or skirt and top, male umpires shall be dressed in white shorts and shirt. Any qualified umpire may apply to the Umpires Operating Panel to be allocated to matches. Where a team did not enter in the previous year s Championships, or where a District/League Association loses its points/placing, the District/League Association can make a recommendation as to the preferred Division for participation but the final grading decision will be made by Netball NSW. The District/League Association recommendation is to be by written submission detailing the reasons for recommendation placement in a particular division. This final decision by Netball NSW is non-appellable. 7. For the 17 years & Under Division grading will be determined from the previous year s Championship results and then if required the previous year s 15 years State Age results. 8. For the Open Division entries will be divided as far as is possible equally between Championship Division and Division For all age groups and where divisions apply grading will be undertaken having regard to the teams final placing from the previous year s championship results. A District/League Association may submit an Application to Appeal a provisional grading where it can show, on the balance of probabilities that the team under contest has less than 5 players remaining from the previous year s competition. A Statutory Declaration setting out the grounds of appeal is to be submitted. 10. Where Divisions apply, in each year and for each division, at least the two bottom teams shall be relegated to the lower divisions and at least the two top teams promoted to the higher division. Placing for relegation and promotion shall be based on point scores and where applicable goal averages. MOTION PUT CARRIED 5. Umpires are to be nominated with entries eight (8) weeks prior to the commencement of the competition. Team entries will not be accepted without umpire nominations. At the time of lodging team nominations the District/League Association is to certify that they will provide the appropriate number of qualified umpires for the duration of the competition. Two (2) weeks prior to the competition, umpires are to be confirmed. Districts withdrawing umpires after this period will incur a $ fine per umpire withdrawn unless the District does not replace the umpire with an equivalent badged umpire. Umpires who withdraw for medical reasons within the two (2) week period will be required to produce a medical certificate to ensure that the district is not fined however the umpires will still need to be replaced. Districts whose umpires withdraw on the day or do not show will incur a $ fine per umpire. Three weeks (3) weeks prior to the competition, umpires names and current qualification are to be confirmed. Where umpire nominations are not received by this date the District/League Association will be fined $ Districts, withdrawing umpires after the confirmation date will be fined $ per umpire withdrawn unless a medical certificate is produced that certifies the umpire s unavailability due to illness or injury. Unless the umpire is replaced with an equivalent badged umpire a further fine of $ is enforced. In circumstances where team officials of both teams involved testify that the score sheet submitted to Netball NSW is incorrect and further they agree on the correct score then Netball NSW has the discretion to vary the official scores. If, in the opinion of Netball NSW games are unable to be completed or played due to severe inclement weather or adverse court conditions, each team will be awarded one (1) point. Any request for players to play in a higher age group than that for which they are eligible must have the prior approval of Netball NSW. 4. District/League Associations shall are to register teams on the approved player entry form together with full details of a minimum of seven (7) and a maximum of twelve (12) players names and their relevant experience by the closing date for the competition. 5. 22 compete and up to a maximum of four (4) late registrations. This list shall be lodged with Control by 8.00am of the first playing day of the Championships. 6. At no time is a team permitted to have more than 12 players registered. 7. There shall will be teams in Championship Division and Division 2. and a maximum of 20 teams in Division 3 of all age groups. The remaining entries will be divided as far as is possible equally between Division 2, Division 3 and Division 4. 7a. For the year 2010 there will be 20 teams in Championship Division, Division 2 and Division 3 of all age groups. 8. For the 12 years age division, the District/League Association can make a recommendation as to the preferred division for participation. Netball NSW has the discretion to grade teams entered into four divisions having regard to the preferred division as recommended by the District/League Association or region and the overriding need to provide for four equitable divisions. a) For the 12 years age division, the District/League Association can make a recommendation as to the preferred division for participation. Where it is not possible to place a District/League Association in the Division requested the procedures as detailed in Rule 8 b) and 8 c) will be applied. b) Where nominations are received that recommends placement of more than 20 teams in Championship Division the placement of teams will be based on an average of District/League Association final results in the 12 years age Division over the previous 3 years. Such averages to be determined after the promotion and relegation of teams for the previous year has been undertaken. c) For the remaining Divisions the placement of teams will be based on an average of District/League Association final results in the 12 years age Division over the previous 3 years and the overriding requirement to divide as far as is possible equally teams between Division 2, Division 3 and Division 4. Such averages to be determined after the promotion and relegation of teams for the previous year has been undertaken and teams have participated for the previous three years. 9. For all other age Divisions Grading grading will only be undertaken having regard to the teams final placing from the previous year s Championship results. A District/League Association may submit an Application to Appeal a provisional grading where it can show, on the balance of probabilities that the team under contest has less than 5 players from the previous year s competition. A Statutory Declaration setting out the grounds of appeal is to be submitted. A District/League Association cannot appeal placement in a higher Division when that District/League Association s team has been provisionally graded in a Division based on the placing achieved in the previous year s competition. 10. For the year 2010 teams will be placed in a Division relevant to their respective finishing position for For 2011 in each year and for each division, at least the two bottom teams shall will be relegated to the lower division and at least the two top teams promoted to the next higher division. Placing for relegation and promotion shall be based on final point scores and where teams finish on equal point scores then goal averages will be used to determine both promotion and relegation. 11. (a) Are held commencing on the first weekend of the second term school holidays. (b) Are conducted in the 15 years, 14 years, 13 years and 12 years age groups. (c) (d) (e) The age of the players shall be determined by their ages as at December 31 in the year of play. A player can only participate in a competition where they meet the respective age requirement for that particular competition. All players in all age groups must play the equivalent of 30% of the total number of available games over the Championships. For the purposes of calculation of the 30% rule, two half games equals one full game. Each team will receive with their score sheets, a spreadsheet to be completed for each game over the three days of the competition. The sheet will show each players name and the games they have played. The completed sheet must be handed in at the end of each day and on the third day with the final score sheet of the Championships prior to the presentation. The sheet must be signed by a District/League Association Official, Coach or Manager prior to being submitted at the end of the competition. The penalty for a breach of the 30% rule is disqualification from any placing and the District/League Association responsible will be fined $1, Where a team is disqualified the team will lose all points and will be relegated to last in that age group. When entries for State Age Championships are forwarded, a declaration of commitment of the 30% game rule for all players is to be signed by a District/League Association Official. If the form is not received, teams will not be accepted into the Championships. (f) There shall be no finals or joint placing. To determine the final individual placing point scores will be used and then if required to separate one or more teams on the same points score goal averages will be used. 2. Team entries are to be received by the Regional Coordinator by the published closing date as agreed by the Region. A District Association is permitted to enter one team only in each division, unless additional teams are required to ensure the viability or continuation of the competition. The format for the final series is to be decided at the regional meeting, prior to the commencement of the competition. A minimum of four (4) teams and a maximum of eight (8) teams shall participate in each division. Exception will only be made with the prior permission of Netball NSW. There shall be no registration of players accepted between the published date for the close of entries and one week before the commencement of the competition. Teams shall be graded according to the information detailed on the official entry form and as detailed in the Netball NSW Player Database. MOTION PUT CARRIED 9. 27 4. At no time is a team permitted to have more than 12 players registered. A maximum of four (4) players may be late registered in each team after the commencement of the competition. 5. A de-registered player may only be re-registered in the same grade for the duration of the competition. A re-registered player is counted as a late registration. 6. Players may not play in a grade lower than the grade in which they were originally graded. 7. Players must play in the identical playing uniform except where prior approval has been given. 8. The competition shall be conducted on a points score basis. 9. Players need to have played two (2) matches with the relevant team, to qualify for finals series in one (1) round competitions. 10. If a District Association records the name of an unregistered player on the score sheet, the District Association will be required to prove within seven (7) days that the person who played under that name is registered with that team. This proof shall be in the form of a Statutory Declaration to the Regional Coordinator. Such proof shall be in the form of a Statutory Declaration to Netball NSW. Failure to submit such proof within seven (7) days of notification shall result in the loss of two (2) competition points. game being forfeited to the opposing team. 20. Any team found playing an ineligible player in the final series will be considered to have lost that match in which the ineligible player has taken part. 25. Any player found to be ineligible to take part in the final series will not be permitted to take any further part in the final series. 26. A trophy shall be presented to the winning and runner-up District Association in each Division. 27. Embroidered patches shall be awarded to the Manager, Coach, Assistant Coach, Primary Care and Players of the winning and runner up teams in each Division. 28. Each team is to have an approved match ball. 29. Each team is to have available two sets of position patches, of different colours. 30. 29 31. Any team forfeiting three (3) consecutive games will be excluded from the remainder of the competition. 32. The winning team shall be responsible for forwarding score sheets to reach the Regional Coordinator within five (5) days following each match. Failure to do so will result in no points being awarded to any team. 33. If there is a draw in semi finals, finals or grand finals, a two (2) minute interval shall be taken. During the interval the score will be verified and the teams change ends. During the interval there may be substitutions and/or team changes. The umpire will indicate which team has the next centre pass and play will commence. Then two (2) seven minute halves will be played to determine a winner. After the first seven (7) minutes the teams will change ends. No substitutions or positional changes shall be allowed during the changeover. If still a draw at the end of the second seven (7) minutes, a visual signal will indicate that play continues and the first team to score a two (2) goals advantage shall be declared the winner. 34. All umpires will be allocated by the Regional Organising Committee in conjunction with the Regional Coordinator. With the approval of the Regional Organising Committee and in conjunction with the Regional Coordinator unbadged umpires may be accepted as part of a District Association s quota provided that they hold a current Section 1 pass (70%) and a current Level 1 Accreditation at the time of nomination. Female umpires shall be dressed in a white dress or skirt and top, male umpires shall be dressed in white shorts and shirt. In the event of inclement weather, white tracksuit pants and white wet weather jackets may be worn. Unbadged umpires may be tested for practical badges: after consultation with the Regional Coordinator; and games comply with all requirements stated in the National Umpire Development Framework PPP book. A maximum of ten (10) teams and a minimum of six (6) teams will be graded in each division of the Night Inter District competition. 5. District Associations shall register teams on the approved player entry form together with full details of a minimum of seven (7) and maximum of twelve (12) players names and their relevant playing status, by the closing date for the competition. 6. All grading shall be based on names submitted on the official entry forms and previous playing status as detailed in the Netball NSW Player Database and State Age entry forms. The player status point system used for Region 1 State League is not used for grading purposes in the Night Inter District competition. 7. Grading is based on 7 players with the highest playing status from the preceding Inter District competition or (i) the immediate preceding State League Region 1 competition or (ii) the immediate preceding State Age competition or (iii) the preceding Night Inter District competition. No grading status is awarded to any player who did not play at least three games in either the previous Night Inter District competition or the preceding State League Region 1 or 17 Years Home and Away competition or participate in the preceding State Age competition. The descending order for Grading status will be: Region 1 State League (Waratah Cup through to Division 8 and then 17 Years (Home and Away), State Age Night Inter District and then Night Inter District. State Age. 8. No late registration of players will be accepted between the published date for the close of entries and one week before the commencement of the competition. No player may play in more than one (1) competition match on any one night. 6. Druitt seconded Baulkham Hills for the adoption of the changes as proposed: GUIDELINES FOR CONDUCT OF DISTRICT CARNIVALS 1. Each District will be permitted to advertise one (1) official carnival on the Netball NSW website each year after having received approval from Netball NSW of the date the Carnival has been allocated. 2. Entries should be made on a standard entry form as recommended by Netball NSW and submitted by a District Association official to reach the appropriate District Association twenty-one (21) days prior to the date of the carnival. The minimum recommended entry fee including GST is $22. and the maximum recommended fee is $ District Associations should apply the following rules: (a) (i) players must be registered members of Netball NSW (any player not registered with Netball NSW does not have any insurance cover under the Netball NSW policy. (ii) players should wear the registered uniform of their District Association or club (iii) positional patches are to be worn (iv) all umpires should wear white or playing uniform (v) each team should supply a scorer and an umpire, preferably badged (b) (c) (d) (e) District Associations may re-grade or withdraw any team found not playing in the correct age group or grade. District Associations should ensure that any umpire accompanying a team is capable of controlling that grade. Where there is more than one division in any one grade or age group and play offs are necessary, a maximum of twelve (12) trophies are to be awarded to winners and runners up. Where no semi finals or finals are played, a maximum of twelve (12) trophies can be awarded to the winners of each division. 5. The inclusion of representative sections is at the discretion of the District Association conducting the carnival. (a) District Associations are permitted to hold Representative only carnivals prior to the Championships. (b) (c) (d) (e) Representative teams may be permitted to enter District Association carnivals on an invitation only basis when there is no representative section. Should District Associations not wish to have representative teams enter a carnival, they should state this on their entry form. Games for representative teams are to be played on a round robin basis. It is at the District Association s discretion if they award a team trophy. Where a District Association holds a Representative Section carnival prior to the Championships, the District Association may, at its discretion, include a section for players 11 years of age known as Development Squads. Games are to be played on a round robin basis and trophies may be awarded. 6. PLAYERS (a) (b) Where District Associations have a multi team situation in the same group for representative selection purposes the host district is encouraged to allow players to interchange between teams. Players registered with representative teams should not play with a club team from District Associations at the same carnival on the same day. 7. AGE GROUPS Page 34 of 91

35 (a) Senior Players shall have reached the age of 18 years at December 31 in the year of play. (b) Junior Players 11 to 17 years of age as at December 31 in the year of play. (c) Netta Players under 11 years of age as at December 31 in the year of play. 8. UMPIRES (a) Teams qualifying for semi finals and finals should provide a badged umpire who shall be allocated to a match by the host District Association. 9. MATCHES (a) (b) (c) (d) (e) (f) (g) (h) In Representative sections, District Associations are encouraged to have regard to the results of previous years championships results when preparing draws. The draw for all carnivals should consist of a minimum of seven (7) games and a maximum of nine (9) games in each grade. Where a District Association has arranged a draw where everyone plays one another or a minimum of seven (7) games are held, it is not be necessary to play quarter finals, semi finals and finals. Where possible, fixtures should be organised so that teams play on a 1 on 1 off basis. Teams should not play more than two (2) games straight or have more than three (3) games straight off including a bye. Interchange of players during the match is only permitted during a stoppage for injury or illness or at an interval. Up to two (2) minutes injury time may be taken according to the official rules, but no additional time needs to be added to the match. Winners and runners up are decided on a points score basis. Where teams finish on equal points, the goal average should be used to determine the winner. The format for the draw for quarter finals, semi finals and finals, if applicable should be printed on the information or fixture sheets. Fixtures should be arranged so that all matches are completed not later than 4.30pm. 10. GOAL AVERAGE (a) (b) If two or more teams finish in equal points after the final round of matches, final positions or finals series shall be decided on goal averages. FORFEITS (a) District Associations entering teams that forfeit or withdraw after fixtures have been arranged, may be liable for a fine of up to $50 per team, such fine shall be paid to the District Association conducting the carnival within seven (7) days of receipt of the account, provided the account is forwarded to the offending district within twenty one (21) days of the date of the carnival. However, the host District Association will be entitled to charge a $100 fine on any team which does not appear on the day of the carnival. Notification of such fine to be forwarded to that team s District Association within twenty one (21) days of date of carnival. 12 CANCELLATION OF CARNIVALS OR BALLOTING OUT OF TEAMS (a) (b) (c) At least seven (7) days written notification should be given in both instances, except in the case of extreme emergency. Agenda Item Voting Procedure to be used W. Archer (President) invited the Returning Officer, Les Turner to address the meeting regards the voting procedure to be used for motion 1 of the Agenda. Returning Officer - explained the voting slips system to delegates and that if the first motion was passed (and only if the first motion passed) then voting would proceed to motions 2 onwards. In accordance with the Constitution, postal votes were sent out to 75 associations more than 150km away from Sydney. 21 postal votes were received in return. Two were received after the closing date and both those associations were advised of non-acceptance due to late receipt. One of those associations is now represented at today s meeting. MOTION 1 for the adoption of the proposed new Constitution in its entirety was put forward Kuringai strongly endorsed the adoption of the proposed new Constitution as it believes that there has been more than adequate time for discussion and amendment of the proposed new Constitution. Kuringai association had submitted more than 20 queries during the Constitutional forums and review period and all those queries have been addressed. Kuringai association commends the Board for its work over the last 2 or 3 years to move NNSW forward to a new Constitution and stated that the Board had acted with integrity and professionalism. Newcastle agreed that the proposed new Constitution is moving forward but there are areas which need attention, in particular two items: o Under Section 11 of the current Constitution alterations of the constitution require the agreement of 75% of members at a duly convened meeting. Believes that we are in breach of current constitution. Disagreed with allowing postal voting on the new Page 40 of 91

41 o Constitution. Current Constitution allows for postal voting at Council meetings, not for special, annual or extraordinary meetings. Stated that it is usual to allow amendments and discussion prior to motions being put. Debate on various items of business is one of the core reasons for meetings. Newcastle foreshadowed a motion that amendments to the proposed new Constitution be allowed and brought forward to item 2. C. Campbell (General Manager) responded to Newcastle s statement Highlighted that motions 2, 3 and subsequent motions are amendments to a document (proposed new Constitution), not amendments to a motion. Acknowledged that there appears to be conflict within the current Constitution but it is clear under the Corporations Act that all alterations to the Constitution need to be passed by at least 75% of the votes cast by members entitled to vote. The postal vote clause in the current Constitution allows for this entitlement to be granted to specific associations, being those over 150km from Sydney to record a postal vote in respect of any business on the notice of meeting Clause 5b refers to the general overarching clauses to meetings Clause 5c gives specific details to General and special meetings Under Clause 11 the NNSW constitution is silent in this regard. That is the constitution does not explicitly provide that a failure to be present and voting will mean that the special resolution does not have effect. If we don t have provision for postal vote then we are arguably depriving members of being able vote because they are unable to be physically present. St George noted that there are several references in the proposed new Constitution to Voting Policy but could not find that policy in the papers. o W. Archer (President) responded that the Voting Policy had been on the NNSW website since 8 June. W. Archer will review exact wording of the relevant section Newcastle stated that it was disputing the legality of postal voting under the current Constitution. Under the proposed new Constitution the legality issue would not apply if postal voting was accepted. Stated that a Board acting contrary to its own Constitution was a dangerous precedent. Long-term NNSW members know that to change a Constitution must have members present and voting, strongly urged delegates not to accept postal voting. The Chair relied on our legal advice that was clear and consistent outlining the position in regards to both our Constitution and the Corporations Act that postal votes were to be accepted. L. Turning (Returning Officer) presented sealed envelope of postal votes, co-signed by General Manager received at the close of postal voting period. General Manager confirmed that the postal votes had remained sealed. Returning Officer requested the registered Observer attending the meeting today scrutinise the vote counting and invited any other Observers to witness also. 42 Newcastle: Stated that the error brought to the attention of the meeting was that postal voting was illegal under the current Constitution but that voting can be taken of those present and eligible to vote at the meeting. The debate of motions and amendments is positive and is the purpose of the meeting. W. Archer (President) responded that legal advice had been presented to the meeting and the Board stands by that advice. Postal voting was legal under both the Corporations Act and the current Constitution. The proposed new Constitution has not been adopted, therefore does not exist so cannot take amendments to it. 54 COONABARABRAN NETBALL ASSOCIATION Coonabarabran Netball Association PO Box 253 Coonabarabran 2357 NSW Monday 11 th October, 2010 Dear Netball NSW Please find attached an application for either renewal or acceptance for the Coonabarabran Netball association. Netball has been a favorable sport in Coonabarabran for a number of years with mid weeks games run by the Youth Club and Saturday games in the Group 14 competition. There are many registrations that our town can bring to Netball NSW we have a population of 4000 with surrounding towns more. Coonabarabran has had a number of netball players go to state age and state champs over the past 10 years as Group 14, but Representative netball is an expensive sport and due to the large indigenous population of the area most cannot afford it at the moment but with sponsorship being offered by local business house to Help fund rep netball this would give all players an opportunity to participate. Coonabarabran parents and players have had a meeting that I have enclosed the notes for. At the meeting it was indicated that we need to form/reform our own association and run our own representative program in Coonabarabran High school has an extensive netball program that they offer and they too would work with us to ensure that we can offer the players the best possible representative netball program. Coonabarabran intentions would to play senior teams in the Gunnedah competition as it is the only Competitive competition closest to our town. Coonabarabran netball Association would have 3-4 representative teams and they would be for representative purposes only any players wishing to play normal Saturday netball will remain in the Group 14 Saturday competition as they have done in the past. But this would be for CJRLNC not Coonabarabran Netball Association. After speaking to Gilgandra who are the other major club in the group 14 competition they too are Looking at going to rep as Gilgandra for the same reasons that we are You can train and play together because you all live in the same town. Your town will give you sponsorship and support so those fantastic players who never get to play Page 54 of 91

We also have 1 C badged umpire 3 level 1 looking to get badged in early 2011 We have several coaches that have stage 1 and are looking for stage 2 in 2011 We are very happy to support Group 14 and attend any courses that Netball Nsw run in our district. I can understand that you might feel what is the point in this but if we want to develop our players they need a better structure than we have had in the past and we as a committee and as parents feel that this is a good start, obviously we hope that 1 day Coonabarabran would be running there own Saturday Competition. 57 New South Wales Netball Association Board of Directors Report to March 2011 Meeting STATE AGE CHAMPIONSHIPS 2011 The following advice is reiterated in regards to the grading of teams for State Age Division 1 and 2 will comprise a maximum of 20 teams for the 2011 State Age Championships 2. The 1 st and 2 nd team in each age group by Division will be promoted to the next higher division and teams that came 2 nd last and last by age group in divisions 1, 2 and 3 will be demoted to divisions 2, 3 and 4 respectively 3. For 2011, after grading the first 40 teams in each age group, the remainder of teams to be graded be divided by 2 to form divisions 3 and 4. The grading of the teams in each division to be based on the seeding or finishing position of the teams in Divisions 3 and 4 will be played at Illawarra For the 12 years teams entering in 2011, where more teams apply for entry to a particular division in the 12 years age group than permitted, teams to be graded based on an average of the Districts results in the 12 years age group over the previous 3 years. Where a District does not have a history of entering the competition for the three previous consecutive years and a true average is unable to be obtained, the team will be placed at the discretion of the Grading Panel. ANL 2011 Netball NSW will again be entering two teams into the ANL competition in One point for clarification - AIS Players from NSW will be available for selection into NNSW ANL teams in This is in line with our current selection policy. SPORTS NSW EDUCATION NNSW INITIATIVE In order to support the education of our regional Executive personnel, NNSW through the Regional Coordinators, will offer to sponsor one regional person to attend each of the courses held in regional centres. Opportunities for further consultation will be made available at the 2011 State Championships and Metro and Regional Strategic Forums. Questions have been raised outside the December Extra ordinary Council meeting, which the Board feels require clarification. 1. Correspondence from Young Association Young made an enquiry with regards to verbal advice they received from their listed delegate that Young had representation at the meeting via a proxy delegate. NNSW advised Young that no delegate attended on behalf of Young Association and in fact an apology had been received and recorded for their delegate. 2. A question had also been asked of Kuring-gai Association in regards to supplying an additional delegate to the December meeting. Upon investigation, Kuring-gai did in fact supply one more delegate that specified, however their member who was acting as the Lismore proxy delegate did not advise Kuring-gai of this decision which was enacted mid way through 2010 and they were unaware of her position when they provided two proxy delegates for another Association at the meeting. Legal advice is of the view that this was an honest mistake but has recommended that NNSW implement a process to monitor the appointment of proxy delegates with all Districts having to sign off on any appointment and provide a copy to NNSW. QUINN CONVENOR Unfortunately, some of the members of the committee from 2010 feel that they are unable to continue to serve and it is with regret and sadness that I say thank you to those ladies. They have given the Association many years of service and their experience is priceless. On a personal note I thank them for their friendship over the years. TIMING AND SCORING ACCREDITATION - As advised during 2010 the future of timing and scoring duties has changed with the introduction of a National Accreditation Scheme of three levels. To achieve accreditation bench personnel now need to have a current Section 1 Theory Pass (available on line through Netball Australia website). Also required is a General Principles course which is also available on line and link is available through Netball Australia website. The practical course dates are available on the Netball NSW website. After completion of the above requirements arrangements will then be made for the screening process on at least two competition games. FINANCE COMMITTEE J. HAHN CONVENOR NIL REPORT SPORTS MARKETING COMMITTEE C MURPHY CONVENOR The Sports Marketing Committee met in February to discuss the results of the Sports Marketing Survey that was carried out in late We are grateful to the assistance of the Marketing team in the office for the professional approach to this survey, and to the informative report on the results. The Sports Marketing Committee are now digesting this information and thinking of a way to put this information together in to a e-brochure which can be provided to Districts to give them some guidance and suggestions on different areas of running netball, such as acknowledging volunteers, marketing/sponsorship, effective administration and training. 64 At the time of writing this report Netball NSW has already been hard at work for The NSW Swifts have already begun their campaign in the ANZ Championship, Netball NSW 17 & 19 State Teams have begun their training for Nationals, the DOOLEYS State League Waratah Cup is underway and Regional State League competitions have started. In 2011 we will see the staging of our marquee events; Holden State Championship, the State Age Championship with charity partner the Oncology Children Foundation, DOOLEYS State League, ANL home games, Netball NSW Master Event and CourtCraft Night Interdistrict. The NSW Swifts have had over 1200 members sign up this year and as I sit in the crowd at the home games it is wonderful to see so many new members become a part of our team. I would like to also welcome GrainCorp to Netball NSW who will be supporting Regional State League netball competitions in the Riverina, West/Central West and Northern Inland. For those that were at the NSW Swifts home game on the 27 February 2011 or saw the papers will know that Netball NSW has been granted $27 million to build our new centre of excellence at Sydney Olympic Park. This announcement is the culmination of many years of work and staying fixed on a vision. We had both the Premier and the Minister in attendance and they confirmed that we will receive the funding over the next 18mths. $4million will be paid as soon as possible to enable planning and design to begin. Staffing Matters Amy Quirk has joined the team as the Game Development Administrator. Amy Wadwell has returned to the position as Media & PR Coordinator. Kimberley Lewis has been appointed the Digital Communications Coordinator role. Cassandra Matwijow resigned from her position as High Performance Administrator and Phoebe Munro has joined the High Performance team replacing Cassandra. Alison Rowe resigned as the South Coast/Wagga Regional Coordinator and Nicole Breust has filled this position. John McCue has resigned from his position as Anne Clarke Centre Coordinator. This position will be advertised and filled accordingly. The positions of Coaching Project officer and Anne Clarke Centre Coordinator will be filled shortly. Making netball easily accessible. Summary: The campaign has been met by fantastic feedback from our regional areas. Catherine Cox has recorded the radio advertising campaign for us and it sounds fabulous. It has been placed on our You Tube channel also. Alumni Program Two reunions have taken place in 2011; 10 year and 25 year reunion. We are encouraged by the growing number of attendees and the feedback received on the events. It is a priority to keep growing this program the Alumni are an important part of our netball family. MyNetball The national program has been well received and gives members a portal to actively engage with netball through the log in system. As it continues to develop, I would like to encourage Associations to keep providing ideas and feedback so that we can help to feed it into the national program > via Kath Tetley or Rosa Comis. ANZ Bank Junior Club of the Week Grants Media Release 8/2/11 Australian netballers take aim at ANZ s Junior Club of the Week grants As the 2011 ANZ Championship season kicks off, Australia s top netballers have come together to launch the ANZ Junior Club of the Week program, which will provide a weekly grant of $2,500 to selected junior clubs for each round of this year s ANZ Championship season. Junior netball clubs across Australia can apply for the grants which have been developed by ANZ to support netball at a junior level. ANZ Ambassadors, Melbourne Vixen star Sharelle McMahon, Queensland Firebirds goal keeper and defender Laura Geitz, Adelaide Thunderbirds centre and wing Natalie von Bertouch, NSW Swifts shooter Susan Pratley and West Coast Fever defender Susan Fuhrmann, have put aside team rivalry to encourage junior clubs to apply for the program. Captain of the Australian Netball Diamonds and ANZ Ambassador, Sharelle McMahon, said the grants will provide much needed funding for junior netball clubs across Australia: Community clubs are the lifeblood for the growth and development of the sport in Australia. I encourage all Australian junior netball clubs to apply for the grant. This not only helps the clubs financially, but will assist the development of our up and coming netball stars, Ms McMahon said. ANZ has been the major sponsor for the ANZ Championship since its inception in 2008 and recently renewed its naming rights sponsorship for an additional three years. NSWIS Regional Academies of Sport (RAS) RAS Selections NNSW selectors attended each of the 2011 RAS squad selections. Selectors were required to submit a report following their visit to the RAS including information about any talented players that NNSW should be aware of as well as providing feedback on areas for development. RAS Coach Weekend The inaugural RAS Coach Weekend was held on February 26 and 27. All RAS Head Coaches attended with some Academies also sending their assistant coaches. The program was well received by all participants who appreciated the opportunity to come together as a network of coaches. The program included sessions on: Guest coach (Curtis Jordan, Rowing) to discuss the challenges of developing individual athletes in a team sport; Mentoring during on court coaching sessions; Observing a 17/U State Team training session; Page 70 of 91

71 Game Analysis workshop at the NSW Swifts v Melbourne Vixens game. The coach visits will to be scheduled from April to July will provide the opportunity to: Review specifics of skills being covered at each session; Review coaches (head, assistant and apprentice) skill correction and feedback; Review coaches progress following the coach weekend. High Performance Plan Coach Development A coach education workshop targeted at higher level accredited coaches (Intermediate and higher) will be held on Thursday 31 st March in conjunction with the AIS visit to Sydney. The Workshop consists of two sessions, the first, an analysis of a match between the Australian Institute of Sport and the NSW Institute of Sport. The AIS Head and Assistant Coaches will overview the AIS game plan and provide info pre, during and post match. The second session will be a presentation by AIS Netball Program Head Coach Sue Gaudion, detailing the November 2010 international tour undertaken by AIS coaches and focusing on her observations and learnings from, in particular, Mike Kryzweski, head coach of Duke University basketball team and the second winningest coach in college basketball history, and Greg Popovich, head coach of San Antonio Spurs basketball team, one of only five coaches in NBA history with four or more NBA Championships. State League Coaches Meeting A meeting with State League Coaches of NNSW representative athletes was held on Wednesday February 16. The purpose of this meeting was to provide State League Coaches with a background of the representative programs and open the channels of communication between an athlete s network of coaches, so everyone has an understanding of their commitments and load between State League, NSW Swifts, State and ANL Team commitments as well as the NSWIS program. The selection process for the 2011 ANL will also be outlined. The process with regard to injury management for NNSW representative players will be outlined including an athlete s responsibilities in communicating their injuries and subsequent rehabilitation to all of their coaches and the process for clearance to return to training and playing. The purpose of this is to ensure an athlete s wellbeing is maintained and that the relevant medical clearances are sought. An overview of the NSWIS program was also provided to coaches of NSWIS athletes. NNSW recognises the importance of the State League competition in developing our representative athletes and therefore want to ensure we are all working together to promote the development and wellbeing of our athletes. International Development opportunities In preparation for the World Championships, Fiji will be in Sydney from March and will play training games against NSWIS, AIS and the NSW 19/U Team. National Bench Officials Accreditation Netball NSW have conducted 3 sessions of the Education workshop which is the minimal requirement for State League Region 1. Approximately 140 people have completed the workshop with two sessions still to be conducted. 17 th March currently 70 registered 24 th March currently 21 registered At this time 5 people have registered their interest in continuing to gain their accreditation. 72 Barwon Darling Project The Barwon Darling Project is the primary focus of the newly appointed Regional Development Officer, Ashley Bayliss, who is based in Dubbo. The first step to establishing good networks in this area was for Ashley to work with groups in the area that are established and who she will need support from as we endeavour to increase participation in this region. Ashley attended the Young Leaders workshop in Cobar which was attended by 31 Young Leaders aged between years from Dareton, Broken Hill, Menindee, Wilcannia, Goodooga, Coonamble, Gulargambone and Collarenebri. The program is aimed at the Young Indigenous Youth in the Murdi Paaki Region. The workshop focussed on: Public Speaking Building Confidence Community Projects that the Young Leaders will work on in their communities in the next year. The Duke of Edinburgh Award and Young Leaders program will work well in conjunction with the Netball programs in the communities. Ashley has now become a member of the Regional Assembly which is vital to the support we will get from the communities. The first meeting covered the following topics: Introduction if the two new Committee members, Ashley Bayliss and Adam Cohen from Murdi Paaki Young Leaders. Changes of approach from committees to sport networks. Requesting on the ground support from the community working party chairs Duke of Edinburgh Award update Partnership between Duke of Edinburgh and Young Leaders have established and an outline of the benefits for Regional Assembly, Community Youth Development and community participation through volunteers CRL Calendar Also what Barwon Darling is offering this year ( gala days etc) Outcomes Netball and CRL will be providing opportunities for the Young Leaders and Duke of Edinburgh participants to be involved in community Gala days, training and organisation of the days in their communities. Hunter Region Umpire Course Muswellbrook Netball Association held a Level one Umpire s course Friday 4 March There were a total of 29 participants. Maitland Netball Association will hold a Level one Saturday 12 March 2011, 26 participants have been confirmed. 73 Regional Meeting The first Hunter Regional Meeting for 2011 was held at Club Singleton Saturday 12 February The following associations had representatives, Newcastle, Singleton, Woy Woy and Lakeside. Lengthy discussion was held on teams and divisions for the 2011 Hunter State League Series. A total of 33 teams entered the competition. It was agreed for 3 divisions to be played. It was also agreed for the Hunter State League finals to be played at Newcastle NA Sunday 10 April State League Series Round one of the Hunter State League series was played on Sunday 6 March 2011 at Wyong Netball Association. Wyong hosted the first round as a twilight league to avoid the hot weather. Overall the first round was very successful with some outstanding results achieved. Round two of the Hunter State League series is to be played Sunday 13 March 2011 at Woy Woy Netball Association; once again this round will be played as a twilight league. North Coast Region Umpire Course Coffs Harbour Netball Association to hold a Level one Umpires Course Saturday 19 March Currently 19 participants have been confirmed to attend this course. Macleay Netball Association to host an Umpire Development Weekend March Alan Melville and Tara Warner will present the weekend covering topics such as position and vision, team bench expectations and offer mentoring to umpires on association games. So far 18 participants have been confirmed from Hastings Valley, Macleay and Nambucca Netball Associations. Coaching Course Coffs Harbour Netball Association hosted a Selectors Workshop February Marg Corbett presented the weekend. There were approximately 20 participants from Hastings Valley, Macleay, Coffs Harbour, Lower Clarence and Lismore Netball Associations. The weekend was extremely successful. Positive feedback was received from participants. State League Team registrations closed for the North Coast Premier League competition Friday 4 March The competition will commence Sunday 10 April Registrations have been received from six teams. Far North Coast Region Coaching Course Lismore Netball Associations held a Foundation Coaching Course Sunday 6 March There was an outstanding 38 participants. The course was very successful. 74 Regional Meeting The first Far North Coast Regional Meeting for 2011 was held at Yamba Bowling Club Saturday 20 February The following associations had representatives, Brunswick/ Byron, Ballina, Lismore, Casino, Lower Clarence and Grafton Netball Associations. Lengthy discussion was held on upcoming Coaching and Umpiring Courses and NNSW Development Visits. Northern Inland Region The Northern Inland Region commenced their season with a Level 1 Umpiring Course hosted by Inverell Netball Association on 26 March with 20 participants. Associations within the Northern Inland have not commenced their Saturday competition as yet, with many of them commencing at the end of March or beginning of term 2. There are many courses planned for 2011 and all Associations are looking forward to a successful season. Tamworth Netball Association will commence their 2011 competition at the new Tamworth Sports Dome. This centre has six indoor courts and 18 outdoor courts. Nominations are just closed for the Northern Inland Interdistrict competition. This competition has age group for 12s, 13s, 14s, 15s and 17s. There are several Umpiring and Coaching Development Visits planned around the three rounds, commencing in April. This competition allows these junior players to gain game time and experience leading up to the season s competition. West/Central West Region The West/Central West Region commenced their season with an Umpiring Development Visit hosted by Group 14 at Coonabarabran. Presenters attended and conducted a Level 1 Umpiring Accreditation Course, umpire development as well as practical coaching. The DV was run successfully with many junior umpires involved who gained valuable experience and confidence in their umpiring. There are many courses and development visits planned for the West/Central West Associations. A Foundation Coaching Course scheduled in Bathurst on 13 March with 16 participants and a Coaching Development Visit and Foundation Coaching Course in Cowra on 19 and 20 March. Many Associations will commence their season in March/April with some Associations who have already commenced their season. Broken Hill Netball Association have commenced their season and are busy preparing for a Coaching and Umpiring Development Visit on the 9 and 10 April. South Coast Nicole Breust has accepted the position of Regional Coordinator for the South Coast. Nicole will be based in the Queanbeyan office. Nicole has worked for Netball NSW as the fulltime Coaching Project Officer for the last 2 ½ years and previously held the position of Regional Coordinator for the South Coast for 1 year (part time). Nicole will bring a wealth of knowledge of Netball NSW programs along with knowledge of the region. Decision to be confirmed on State League rounds and dates by 14 March Upcoming events Foundation course, Coolamon 13 March Level 1, Griffith 19 March Umpiring Umpire Development Programs 2011 The following events are utilised to provide coaching opportunities for umpires: State League 2011 Allocations panel consisting of Advisory Group members and UOP members will allocate Divisions 1 4. The Netball NSW UOP to allocate State League Divisions 5 8. Each team of allocators will communicate with each other to ensure Umpires based on performance each week will have an opportunity to move up or down within the Netball NSW pathways. The Netball NSW Umpires allocations panel adheres to a strict policy of allocation based upon weekly performances of individual umpires participating at Netball NSW Region 1 State League. Netball NSW carefully allocates umpires to a level of competition your umpires are capable of controlling whilst at the same time providing your umpires with a challenge to expand their umpiring ability. This is aimed to ensure that umpires are not placed in a position where they feel inadequate or under developed, thus providing a duty of care to both the umpires and players involved. Various issues such as availability of umpires due to personal commitments, physical status and previous performances determine the allocations each week. In making a commitment to be part of this pool of umpires, they acknowledge that they may be allocated to a game on any Division from Monday to Saturday as determined by the allocations panel. Umpires who declare themselves available for just one of the four nights or Saturday each week will not necessarily be allocated on that night; however, the allocations panel will endeavor to accommodate the developmental needs of the umpires, within a flexible allocations system. Umpires may be included or excluded from these allocations at any time and this will be determined purely on the performance of each umpire on each division. The decision to include or exclude umpires will be made by the allocations panel and UOP. Allocations will be distributed on a weekly basis via . It will be the responsibility of your umpires to communicate with your Umpires convenors to ensure everyone is aware of what your umpires are doing. Once they have been allocated and for unforeseeable circumstances are unavailable, it will be the responsibility of the allocations panel to replace their allocations. Page 75 of 91

76 Fines will be enforced if your umpires are a No Show for any allocations as per the competition rules. SLIP: State League Initiation Program 2011 State League Initiation Program (SLIP) is a new umpire development program which will be run on the Dooley s State League Competition for 2011 on Division 8. Umpires selected for this program will be required to attend the full 6 week program that they are selected into. The SLIP Program will provide umpires with the basic understanding of correct protocols and procedures and correct application of the rules for umpiring and provide a structured experience for the Umpire s. Role of the Facilitator The role of the facilitator within the Development program is to provide guidance and the basics of protocols and procedures, basics of positioning and understanding how to apply the rules of the game that are required within the competition. Role of the Participant The role of the participant within the Development Program is to openly receive feedback from the facilitator and self-reflect on their performance. The participant is not required to go through any assessment phase during this program. No Testing will be provided in this program. The emphasis is on development and not testing. If an umpire shows that they are ready to be tested we would then advise there Umpires Convenor. Any umpire that has shown improvement or talent may be recommended to the SL 5-7 pool of umpires and thus leave the SLIP program allowing another opportunity for someone else to become involved. Similarly and umpire that is not performing would be removed from the program. All Facilitators and participants are required to adhere to the DOOLEYS State League competition rules, IFNA rule book and stay within the NUDF. The facilitator will be available for the allocated game timeslot for the outlined rounds of State League. The facilitator will allocate participants to games at this timeslot (9am) and provide coaching on various topics including but not limited to:- Protocols and procedures, pre, during and post. (inc. Injury / illness) Positioning and Timing Vision / reading play Setting and Controlling Penalties Working with Co Umpire Decision making Umpire Presentation After this timeslot participants will be required to stay for the next time slot where a theory/ semi-practical session will be conducted on the topic of the day. This may include lecture style presentations, on court work, group discussions, guest speakers (where practical) and self evaluation. Umpires that do not umpire at the 9am timeslot will either reserve or will work with the facilitator while games are in progress, all participants will be given the opportunity to umpire during the program. Umpires for this program were selected from Netball NSW Umpires Rookies and C Camp. This program is not restricted to metropolitan umpires. This offer is also open to Regional Umpires selected form the above camps or from Regional Umpire Development visits. Page 76 of 91

The change to the rule means that coaching will be allowed during intervals and stoppages. The rule change was trialed in the 2010 ANZ Championship and was implemented at an International level for the remainder of 2010, including the Australian Diamonds v New Zealand Silver Ferns Test matches and the 2010 Delhi Commonwealth Games. Netball Australia endorses the introduction of this rule change for all domestic competitions commencing January 1, Netball Australia endorses the introduction of this rule change for all domestic competitions commencing January 1, Introduction of the rule change at domestic level has been delayed due to the timing of the announcement falling. During finals time, as well as the need to ensure that this information is disseminated to all stakeholders including players, coaches and umpires. Due to the scheduled IFNA review of the Rules of netball at World Netball Championships in July 2011, Netball Australia will not be producing an updated rule book until the review has been completed and any additional rules changes have been confirmed. 83 New: Team Officials and bench players may coach while play is in progress provided that they remain seated or standing at their Team Bench. Coaching is also allowed during intervals (refer Rules 2.1 and 2.2) and during stoppages (refer Rule 7). Team Officials and bench players may not indulge in inappropriate comments or behaviour (refer Rules 20 (iv) and ). New: RULE 7: STOPPAGES Coaching is permitted during any Stoppage by any Team Official who may approach the players at the Side Line. Bench players may approach the Side Line if coaching occurs. During a Stoppage any Team Official may approach the players at the Side Line for the purpose of providing hydration. (Refer Rule 3,7,7.1,7.2,7.3). Netball NSW will add this to all umpiring programs including Regional Development visits. Maureen Boyle will be addressing this at our State League Coaches and Umpires meeting scheduled for the 21 March 2011, to ensure everyone knows the changes. It has been sent to the Regional coordinators and will be on our website prior to the commencement of State League. The DOOLEY s State League Coaches and Umpires Meeting The DOOLEY s State League season is upon us again. In preparation for the start of the competition Netball NSW invites all State League umpires and coaches to attend a State League meeting on the 21 March The meeting is aimed at creating open communication network between umpires and coaches of the DOOLEY s State League. Umpire Advisory Group Netball Australia has undertaken a review of the Umpiring, National Umpire Development Framework document. Based on the outcome of the review the final version was approved by the Netball Australia Board of Directors on Saturday 17 April Below are the points that will affect Netball NSW. Please refer to Netball Australia website for other major changes. The Umpiring: Parameters Pathways & Programs has been renamed to the National Umpire Development Framework (NUDF). 1. National Umpire Strategic Committee The National Umpire Strategic Committee shall replace the Umpire Management and Education Committee. (UMEC) 2. Member Organisation Umpiring Team (MOUT) The requirement for each Member Organisation to have a Member Organisation Umpiring Team (MOUT) has been removed from the NUDF. The composition and management of this committee is at the discretion of each Member Organisation. Page 83 of 91

84 Netball Australia encourages each Member Organisation to appoint an Umpire Committee to provide strategic and technical advice in the area of umpire development within the Member Organisation. Following the receipt of this information the Netball NSW Board of Directors made the decision to retain the group as the umpiring high performance group in NSW to advise on strategic direction and umpiring pathways in NSW. The Board of Directors further decided that the role of the new Umpires Advisory Group would follow the lines of the old MOUT group. Netball NSW will continue with the current structure of the MOUT Committee redefined and known as the Umpires Advisory Group. The Advisory Panel will have the responsibility for advising the Board of Directors on the strategic direction of the umpiring pathway in NSW in line with the current National Umpire Development Framework The Netball NSW Board of Directors are confident that this panel will continue to identify and provide our umpires with opportunities at the top level which would indicate that the development work at the grass roots level is also working. Umpire Advisory Panel The Umpire Advisory Panel will meet twice annually, once prior to and once following the National Umpire Strategic Committee meeting. The purpose of these meeting is to allow a forum for the exchange of information and ideas to assist in the development of umpiring in NSW and to support the Netball NSW Umpiring programs. NSW Umpire Advisory Panel meetings are held early November, prior to the National Umpire Strategic Committee meeting and then a further meeting is held in early February, prior to the commencement of the season, to follow up on the outcomes of the National Umpire Strategic Committee meeting. Section 2 Umpires Exam 2011: excerpt from NUDF revised Section ll Theory Examinations 12.1 The Section ll Theory Examination tests advanced knowledge of the rules within a game context The Section ll Theory Examinations will be conducted twice anually until an outline format and open accessibility are available 12.3 Section ll Examinations will be held nationally on any (one of) Monday, Tuesday or Wednesday of the first week of May and again on any (one of) Monday, Tuesday or Wednesday of the first week in September of each year Marking of the Section ll Examination (Examination Stream) will be coordinated by the Education Committee The Section ll Examination (Education Stream) will be marked within the particpating MO by MOappointed AA umpires Marking must be completed within (14 days) of the date of the Examination Any Examination which gains a mark of 85% or higher will be immediately forwarded to Netball Australia for review by the Education Panel and possible accreditation Any Examination that does not gain a mark of 85% or higher is to be sent back to the candidate by the Member Organisation appointed marker The most recent Examination mark is the current result A current Section ll Examination Pass negates the need for a current Section 1 Examination Pass Netball NSW will conduct the Section II Exam on Monday 9 May 2011 and Monday 5 th September Level 2 Umpires Course 2011 Level 2 Umpires Education Course has been designed to provide further developed umpire skills, techniques, and increase understanding of the procedures and protocols of a higher level of umpiring, and generally extends your parameters as an officiator of Netball. The Netball NSW presenters for this Course are all involved in the ANZ Championships. Once the ANZ Competition has finished the Level 2 Umpires Course will be held. Australia Day On Wednesday 26 th January Netball NSW conducted a San Remo NetSetGO! promotion, utilising the Activity Centre at the Australia Day Event at Hyde Park in the Sydney CBD. Despite being an extremely hot day, the event was well attended and the San Remo NetSetGO! Activity Centre was very busy throughout the day! San Remo NetSetGO! Competition Netball NSW conducted an online competition to give 20 lucky winners the opportunity to participate in San Remo NetSetGO! Activities on court, prior to the NSW Swifts match versus Adelaide Thunderbirds on 13/2 and the Melbourne Vixens on 27/2. To enter, children needed to be between 5-10 years (inclusive) and answer the following question What is the main colour of the NSW Swifts uniform? There were 58 entries and 20 participants were chosen per game. Activities on court were conducted by Netball NSW Development Officers. Feedback from parents was extremely positive with children thoroughly enjoying the experience. San Remo NetSetGO! Activity Centre, SOPSC Netball NSW utilised the San Remo NetSetGO! Activity Centre prior to the NSW Swifts home games on Sunday 13 th February and Sunday 27 th February versus the Adelaide Thunderbirds and Melbourne Vixens, respectively. Sydney Swans Fan Day Netball NSW conducted a NetSetGO! promotion at the Sydney Swans Fan Day, utilising the Activity Centre on Sunday 20 th February.
