8 Proposal 1 Saskatchewan Hockey Association SHA Minor/Female Committee Proposals SHA Divisional Value Statements Initiation Fun and fair for everyone, Initiation players will focus on introductory individual skills in a group setting with little to no focus on competitive games. Novice Through a learn through fun environment, Novice players will focus on the development of fundamental skills with the introduction of individual tactics and team play at all positions.

9 SHA Minor/Female Committee Proposals Atom Improved skill by improving self-confidence, Atom players will focus on the development and refinement of fundamental skills while introducing team concepts. Peewee Progressive and inclusive, Peewee players will focus on continued skill development while increasing the emphasis on team play and tactics. Programs are designed for recreational and competitive league play.

10 SHA Minor/Female Committee Proposals Bantam Through consistency and commitment, Bantam players will focus on skill development & reinforcement as well as team tactics and how the role as an individual plays a part in team success. Programs are designed for recreational and competitive league play. Midget All encompassing, Midget players will focus on skill reinforcement and utilizing individual strength for the success of the team. A culture of teamwork, work ethic, and competition is paramount while balancing the need for recreational, competitive and elite league play to ensure a sustainable program.

11 SHA Minor/Female Committee Proposals Terms for context: Recreational - Priority is placed on participation and enjoying all playing & social aspects the game/team offers. Competitive - Priority is directed toward player/team development and advancing to the next level. Elite - Priority is focused on a full hockey program experience including billets and education considerations. Intended for players with both the skills and desire to continue to advance within hockey.

12 SHA Minor/Female Committee Proposals Proposal 2 Sask AA Hockey League -The League will operate under a Governance Model of one Executive and one Constitution to create consistency in items such as league structure, playoff structure, structure of overtime, etc. - Pee Wee will see North/South/Saskatoon/Regina Divisions without an Interlocking Schedule

13 SHA Minor/Female Committee Proposals - Bantam will see the same North/South Divisions with Interlocking Schedule Please note that the winner of the Bantam Division will no longer attend the Western Bantam Championship after the current 2017/18 season to allow for a longer season and more opportunity for practice and skill development while incorporating the SHA Sask First Program and breaks into the schedule - Midget will see the same North/South Divisions without an Interlocking Schedule

14 Proposal 3 SHA Minor/Female Committee Proposals Sask Female Hockey League -The League will operate under a Governance Model of one Executive and one Constitution that is hoped to create consistency in items such as league structure, playoff structure, structure of overtime, etc. - Atom would see four separate Divisions that play within their Division : Currently there is a League under the South Sask Female Hockey League and if one can be created in the North there would a structure for communities to compete within. It doesn t prohibit communities from participating in male Leagues or in no League at all

15 SHA Minor/Female Committee Proposals - Pee Wee will see four separate Divisions that play within their Division - Bantam will see the same North/South Divisions and Categories without Interlocking Schedule, but Division winners would compete for the Provincial Championship - Midget will see the same North/South Divisions and Categories without an Interlocking Schedule, but Division winners would compete for the Provincial Championship

16 SHA Minor/Female Committee Proposals Proposal 4 Sask Female Development Model - A standardized province wide system of hockey that provides the opportunity for female players to develop and progress from Grassroots hockey through to Elite hockey and up. - Defined criteria determining the appropriate number of teams within each Category of Midget AAA, Midget AA and Bantam AA. The number of teams listed below Midget AAA could be altered based on applications and Registration numbers.

17 SHA Minor/Female Committee Proposals - For Female Midget AAA the proposal is to eliminate one team. The past number of years there has been anywhere from 17/18 to 25/30 Bantam aged players registered on Midget AAA Teams. In addition, each year there are potentially 160 registration spots in Female Midget AAA, 20 per team. This past year only one team filled all twenty spots and only 143 girls were registered on the eight teams, 17 less then what could be registered. - The Model will provide a Bantam environment that includes all Bantam aged only players through the creation a Provincial League for those top-level Bantams. Bantam aged players will only be able to tryout and register for Midget hockey at the AAA Level and only through approval within the proposed Accelerated player application process.

18 SHA Minor/Female Committee Proposals - Players playing in their age appropriate Divisions. Bantam in Bantam, Midget in Midget. - A Committee of the SHA will select the communities based upon the criteria listed and an examination of Female Registration numbers throughout the Province. - The vision is to one day include the Pee Wee division within the Model.

19 SHA Minor/Female Committee Proposals Location of Teams - The proposal would see Minor Hockey Associations apply to the SHA by October 1, 2018 to have teams included in the SFDM in the Categories Midget AAA, Midget AA and Bantam AA. - A sub-committee of the SHA Male/Female Committee would serve as the Selection Committee for the Communities selected to be eligible within each Age Division and Category. - The criteria for the selection of locations to host teams would be as follows:

20 Midget AAA SHA Minor/Female Committee Proposals - MHA must have an established Female Program - MHA must demonstrate they have sufficient local Coaching Resources - MHA must provide billeting options for females including a billeting coordinator - MHA must provide an Educational Consultant along with a working agreement with a local high school - MHA must also be able to sustain a Midget AA program for the availability of affiliates - Must be able to sustain a team of a minimum of 15 skaters and 2 goaltenders - Players will be able to be drawn from the entire Province - Players of Bantam age will not be eligible

21 Midget AA Bantam AA Saskatchewan Hockey Association SHA Minor/Female Committee Proposals - MHA must demonstrate they have sufficient local Coaching Resources - Must be able to sustain a team of a minimum of 13 skaters and 2 goaltenders - Players will have to first try out first for the nearest AA team of their residence except for Regina and Saskatoon which are closed. - Players of Bantam age will not be eligible - MHA must demonstrate they have sufficient local Coaching Resources - Must be able to sustain a team of a minimum of 13 skaters and 2 goaltenders - Players will have to first try out first for the nearest AA team of their residence except for Regina and Saskatoon which are closed.

22 SHA Minor/Female Committee Proposals There are additional Items within the Proposal for the following; - SFDM Player Acceleration Policy : Goal of the Model is to allow players to develop within their specific age group : Development of an application process for second year Bantam age players only to be considered for Midget AAA only - Affiliation Policy : Midget AAA only able to affiliate Midget aged players with Regulations similar to current Midget AAA : Midget AA Be able to Affiliate Midget A and a maximum of Four Bantam AA players on a team from the same center as Midget AA : Midget A be able to only affiliate second year Bantams : Bantam AA Bantam A players similar to current Male Bantam AA Affiliation rules plus a max of four Pee Wees from a team in the Bantam AA Center

24 Hockey Canada Novice Initiative Saskatchewan Hockey Association Hockey Canada has approved a motion that beginning in the 2019/20 Hockey Season Novice will mirror the Initiation Program in that practices and games are of the cross ice/half ice variety only. There will be an exception at Novice as the season progresses in that the half ice will be mandatory for practices and games until January 15 th. The transition to full ice can then take place with practices until February 1 st when full ice games beginning at that time.

25 Hockey Canada Novice Initiative Saskatchewan Hockey Association Rationale for Change Increased emphasis on skating skills such as agility, balance, coordination and quickness The number of puck battles increases Puck control and puck protection skills are enhanced resulting in more confidence with the puck The fundamentals of skating, puck control, passing and shooting are reinforced Less time and space increase the frequency and speed of making hockey decisions

26 Hockey Canada Novice Initiative Offers a more challenging environment to improve ice awareness and elevate hockey sense Increased intensity of competition results through progressive skill improvement of players The increase in incidental body contact requires players to play with their heads up Players improve in the areas of contact confidence and body contact Goaltenders are more involved in the play

27 Hockey Canada Novice Initiative Novice Game Observations from this Past Season Saskatchewan Hockey Association Novice A Average number of passes attempted in a game 24.3 Average number of passes completed in a game 11.3 Percentage of kids dressed who attempted passes 64% Percentage of kids dressed who attempted shots 51% Novice B Average number of passes attempted in a game 23.4 Average number of passes completed in a game 10.3 Percentage of kids dressed who attempted passes 52% Percentage of kids dressed who attempted shots 52%

29 SHA Goaltending Initiative Saskatchewan Hockey Association The SHA offered a Sask Grassroots Goaltending Initiative where MHA s could send people to be trained to serve a Goalie coaches/mentors within their MHA s Two individuals were appointed as Provincial Coach Mentors South (Zones 1 4) Angela Mallory North (Zones 5 8) Hugh Foster Three sessions were held in Moose Jaw, Clavet and Davidson Between 25 and 30 individuals attended the session We are looking for feedback on the following Do you think this type of offering is worthwhile? For those who had people attend, did they provide a Goalie Coach/Service in your MHA and if so what was the response For those MHA s who didn t send anyone this year would you consider it for next year?

30 Hockey Canada Insurance Rates The overall increase in Hockey Canada Insurance Rates is $5.15 per person beginning in the 2018/19 season The rates have been consistent over the past 17 years Some of the reasons for the increase are; The Directors and officer Liability Insurance coverage for all MHA s and Leagues have been previously paid by Hockey Canada however due to the increased amount of claims right across Canada, the per participant amount is being passed on. That amount is approximately $2 per participant Changes in Insurance Markets Events such as hurricanes, fires, floods all negatively impact the rates in all areas

31 Hockey Canada Insurance Rates Saskatchewan Hockey Association There were some increases in coverage; Paralysis increase from $1 million to $1.5 million Loss of sight different amounts for Participants Under 25/Over 25 Increase in the Major Medical Dental increase in benefits covered What does this mean for the SHA Per Participant Fee? Last season the Fee increased $2 due to the Provincial Government adding PST to the Insurance portion. With the recent announcement that PST will not be charged of certain aspects of Insurance and with the $5.15 increase from Hockey Canada we are looking at potentially a $47/48 per participant fee this will be finalized once Hockey Canada receives final feedback from the Province of Saskatchewan on the PST issue

32 Cameco Hockey Day in Saskatchewan This past years event took place in Zone 4 in Balcarres on the weekend of January 19 21, The event in Balcarres raised $67,000 that is targeted towards improvements in the Balcarres Arena. The rotation for the next six years is: 2019 Zone 3 Deadline for Applications is April Zone Zone Zone Zone Zone 4

33 Hockey Canada Playing Rules Saskatchewan Hockey Association There is one Hockey Canada Playing Rule that the SHA would like your feedback on. It is when a five minute major/match is issued when an injury occurs. The wording that we would wish to incorporate is the same that is used in Junior A and B and we welcome your feedback if it should be implemented in all hockey in Saskatchewan; -Situation 1 When a player from physical contact from the opposition (i.e.: elbow, high stick, charging, etc.) causes a stoppage in play because the Referee was compelled to stop play due to injury. Whether a penalty is assessed or not and regardless of whether trainer comes on the ice or not. That player will be ruled ineligible for the next 5 minute of playing time a -

34 Hockey Canada Playing Rules This is to prevent players from attempting to draw penalties from apparent injuries or to increase penalty time. This does not include situations where no physical contact has taken place (i.e.: a puck to the head or the contact was not seen by the referee). This is to ensure that the player is not injured further. Situation 2 A penalty is being assessed for a major penalty or match penalty due to injury to the victim. The injured player will be required to be removed from the game for the 5 minutes.

35 Situation 3 Hockey Canada Playing Rules A penalty is being assessed for a major or match but there is No Injury to the victim. The non-injured player could play immediately. Player safety is the main concern, if you gave a major or match for hit to the head and you had any concern for the victims health that you must have him sit the 5 minutes. In all situations the bench will be notified by a linesman of when the player can return to play. The linesman will ensure if the player returns to play prior to the 5 minutes expiring, to blow the play dead and inform the referee of the infraction and the player returning to play to soon will be given a 10 minute misconduct. Goaltenders are exempt from this ruling.

37 Registration Regulations Saskatchewan Hockey Association We would like to have a discussion on a couple of items plus anything anyone would like to bring up; Age Appropriate Should players be registered and play in the Age Division they are and only play up in a higher Age Division as an affiliate? For example a Novice aged player must register in Novice and only play up in Atom as an affiliate Affiliations Should there be a game restriction on the number of games an affiliate can play in a higher Age Division? Should there be a rule on the number of Affiliates a team can have in combination with the number of registered players? For example; the maximum combined registration of players and affiliates be 25. If you have 18 registered players you can have 7 affiliates

40 Zone Director Elections Saskatchewan Hockey Association As per SHA Bylaw e) all registered Minor/Female/Junior/Senior Associations/Leagues in good standing will be allowed to have representation at Zone Meetings. For the purpose of voting for the election of a Zone Director, each Association/League in attendance shall be entitled to one (1) vote via ballot. Therefore, where there are more than two candidates a director must be elected by an absolute majority of the Member Associations/Leagues present. If no winner is declared on the first ballot, the candidate with the fewest votes will be eliminated from the second ballot and so on until one candidate attains an absolute majority. When there are two open positions, the two successful candidates can make the decision on who will assume the one-year position and who will assume the two-year position. The alternative to this, is an election for the one or two-year position, with the majority votes elected into the two-year position.
