Number 22 Volume 15 May 17, 2018 HOSTA training available Youth planning to work on a farm or ranch this summer are encouraged to attend one of four Hazardous Occupations Safety Training for Agriculture (HOSTA) courses hosted by SDSU Extension this summer. The HOSTA programs aims to help teach those young employees about the dangers associated with working on the farm and ranch. The agricultural industry is the only industry in the U.S. that allows youth under the age of 16 to be legal employees. Because this in an industry using equipment that can be unsafe, we encourage youth to be aware of risks and take these courses," said John Keimig, SDSU Extension youth safety field specialist. The 2018 HOSTA courses are May in Winner, June 5-6 in Aberdeen, June 7-8 in Clear Lake and June in Rapid City. The trainings are from 9 a.m. to 5 p.m. on the first day at both locations and 9 a.m. to 1 p.m. the second day. Lunch is provided to all participants. A test is held the second day, those passing the test will receive certification. The trainings this year are being offered in a format that all youth, ages 12 to 18 are welcome the first day. We encourage them to attend to learn the information, if they are working on their families farm/ranch. Only youth ages 14 to15 are able to go through the entire course and gain certification to work on a farm/ranch not owned by their family. Those age 16 and over, do not need to certify to work off their family's enterprise. Registration is due three days prior to each event. To register, visit igrow.org/events, search by event date. Emerald ash borer confirmed in S.D High school rodeo abounds in West River The South Dakota Department of Agriculture (SDDA) has confirmed that an infestation of emerald ash borer (EAB) has been discovered in northern Sioux Falls. This is the first confirmed infestation in South Dakota. Emerald ash borer is an invasive insect that has killed tens of millions of ash trees in at least 32 states. On May 9, 2018, Secretary Mike Jaspers implemented an Emergency Plant Pest Quarantine in order to prevent or reduce the spread of the EAB. This emergency quarantine is effective immediately. The quarantine restricts the movement of ash materials in all of Minnehaha County, in areas north of Highway 18 in Lincoln County and north of Highway 18 and east of Highway 19 in Turner County, unless accompanied by the appropriate authorization from the SDDA. These regulated ash materials include: ash nursery stock; ash logs, lumber, wood chips or mulch, including trimmed ash tree branches; and Inside: pallets made out of ash. Movement of firewood from any hardwood species, whether intended for commercial or private use, is also restricted within the quarantine area. Ash trees within the quarantine area should not be pruned or removed unless absolutely necessary until after Labor Day to prevent spread of EAB. As a precautionary measure, people with ash trees in good condition within the quarantine area who want to save those trees should consider treating them now. 2 2 Editorial The Post May 17, 2018 Working For A Living Chastity Julson Calling Her Blessed My kids call me a variety of names. Mom, Mama, M, Grandma (when they are speaking on behalf of their stuffed animals), Mother. Perhaps the one of which I feel most unworthy is Mama. This is the title my siblings and I use when addressing our own mother. Proverbs 31 tells of that annoying lovely and industrious woman whose candle never goes out, whose household is well tended, and whose family is all richly adorned, who brings honor to her husband in the city gates and whose children rise up and call her blessed. I remember the first time I stumbled on that passage and read it for myself, and I realized, even as a ten-or-so year old, that this passage was about my mother. My mother is easily the most hard-working woman I know. I have known her to be proficient in milk cows and raising chicks and selling eggs and raising hundreds of bum lambs and getting in wild range cows to milk just because they have nice bags and a calf graft just has to work. My mother has put in countless exhausting hours lambing sheep, teaching Sunday School, Vacation Bible School, and Wednesday Night Club. She homeschooled six kids, and still finds time on the side for odd jobs to help make ends meet cleaning and cooking at a hunting camp, delivering mail, working as a janitor and a substitute teacher at the school. People who knew my mom in high school are often surprised to realize that she raised four daughters who are notably gregarious. They tell stories of my mother in which she was characterized by her shyness something far more akin to what the older of two brothers can be labeled. This is not a side of my mother I know. My mom has always encouraged us to go out and try new things, with the assurance that we will master them with enough effort, and the guarantee of her undying support even if we failed. More than that, my mother made our home the fun place for others to be. Not that she ever planned particularly spectacular events, though sledding parties and hayrides were not uncommon. Mama just has an impishness about her that makes everyone else want to join the fun. Water fights? She usually starts them. Practical jokes? She is the queen. My mother cares more than most people, too or perhaps she is just better about putting her care into action. She has served as a peer counselor at Birthright, the seminal pregnancy resource center. She makes food baskets and baby blankets and visits to Ravellette Publications, Inc. She is a nononsense kind of person, so people feel safe confiding in her, knowing that what they share goes nowhere. She is also a fantastic grandmother, though I would like to state for the record that she lets the grandkids get away with far more than she ever let her kids. I consider my own parenting in light of hers, and I am sorely disappointed in myself. It seems I start many days set on grouchy mom voice mode. I find myself irritated and even upset about minor infractions that are simply children s antics. Then I consider that, though I was spanked with the wooden spoons when the occasion warranted, I do not remember my mother ever raising her voice and screeching at us. When I consider the excellent model I was given, I wonder at my own impatience and imperfection. Verily, verily I say unto you: nothing exposes the selfishness hidden in your heart quite like getting married and having kids. You know that Proverbs 31 woman? Her children rise up and call her blessed. I would rise up and call my mother blessed, but it is too late tonight (as the clock ticks dangerously close to 10:30 p.m.) to call her she is in bed already in anticipation of her four-o clock-hour wake-up-andtake-on-the-world time. It is very gratifying to see that Marty is using his analytical problem solving skills to now solve complex problems of a different nature. Clearly, Marty has developed a toolbox of skills to solve problems that are very important to the future of South Dakota. The Governor of South Dakota will be challenged to solve many problems that we cannot envision today. I am confident that Marty will find the right solutions for South Dakota. I am proud to support Mr. Jackley s candidacy in the June 5 Republican Primary election. Dept. of Veterans Affairs It Can Be Done When we hear the word operation, we think hospital, emergency, illness, surgery, treatment, and procedure. However, with over 33 years in the military the word operation affords me a completely different meaning. For decades, the military has issued random code names for exercises, attack plans and other operations. Operations were used to resolve conflict, promote peace, and support civilian leaders in response to domestic crises. In the 70s while on Army active duty training in Europe, there was Operation Reforger, and every year while at SDNG Golden Coyote training there were many different operations based on the humanitarian mission we were carrying out. My tour in Operation Enduring Freedom in Afghanistan had numerous humanitarian operations, including Operation Qala-i-Wali Air Assault. I have lived with operations and missions throughout most of my life. Some were assigned to me as a part of a military mission, and some I developed to enhance information exchange and to increase outreach for the Department. During my six years leading the South Dakota Department of Veterans Affairs, I carried that operational mindset with me. A key part of building momentum is education, raising awareness, and inspiring action. Although much of the focus of our operations was on veterans, it also afforded us the opportunity to educate the masses that may not have served. Our department operations included Reaching All Veterans (RAV), Ketchup, Korean, Taiwan, Saigon, Whirlwind and Calling All Returning Servicemembers (CARS). Although each was conducted with its own mission and time frame, they all afforded us the opportunity to reach out to our veterans and to thank them for their service, educate them on the benefits, services and programs available to them. They also provided us a great opportunity to educate civilians on the important role these heroes played in protecting our freedoms. Our veterans have shouldered the burden of our defense. They display extraordinary strength and resilience in the face of adversity to protect the freedoms we, as Americans, enjoy daily. They remain disciplined, dedicated, and trained Americans with a wealth of knowledge, skills, and experience. When our men and women return home after years of war and sacrifice, we have the opportunity to show our gratitude by serving them. I m proud of the team that worked with us as we completed our operations. They met each mission with energy, passion and deep devotion to our veterans. Department of Ag offers weed-free forage certification Hay producers can add value to their product by having it certified noxious weed-free forage through the South Dakota Department of Agriculture (SDDA). This is a win-win situation. A farmer can get a better price for their forage and it helps prevent the spread of noxious weeds," said Ron Moehring, state weed supervisor and program specialist for the weed-free forage program. The certification program is the first step to preventing the spread of new noxious weeds into forests Protecting and restoring soils A new U.S. Department of Agriculture (USDA) pilot project will add the expertise of private-sector technical service providers (TSP) to help farmers in South Dakota reduce two major causes of water erosion (sheet and rill), wind erosion, and improve soil health. Producers of annually planted commodities in Iowa, Mississippi, North Dakota and South Dakota will have the opportunity to hire TSPs who will work with the USDA s Natural Resources Conservation Service (NRCS) to develop Soil Resources Planning Conservation Activity Plans. These plans, known as CAP 132, will: Reduce sheet and rill water erosion; Reduce wind erosion; and natural areas. Straw used in soil erosion reclamation projects or animal bedding must also be free of noxious weeds. I'm selling my hay at a higher price, $3 to $4 a bale more, said Travis Ismay, Vale. I didn't have to treat my fields much differently than I had been doing. I just had to have the inspector come out and certify the field before I cut the hay. A request for certification needs to be made to the SDDA 10 days prior to expected harvest date. The crop will be certified using the NAISMA Weed Free Forage list and the South Dakota Noxious Weed list. A field can still be certified weed free if listed weeds are present in the field, however those weeds cannot seed before harvest takes place. Once the inspector arrives at the field, they must walk the weed-and-pest-control/weed-freeforage/ or contact Moehring at ron.moehring@state.sd.us or Improve organic matter in soils; and Provide economic information producers can use to make conservation decisions at the subfield level. Bringing on TSPs who can leverage precision agriculture technologies and can supplement our soil conservation efforts will help more producers use economic information to make sound decisions to protect and regenerate their soils, said Jeff Zimprich, state conservationist, Huron. Empowering TSPs to take on these important tasks will also extend the focus on the customer service NRCS provides to ensure producers get the help they need to be productive and profitable. The NRCS is accepting applications for the pilot project. The deadline for applying is NRCS close of business June 15, Successful practices and methods developed through the pilot project may be adapted for use in other states and help inform future USDA conservation policies. The NRCS administers the project through the Environmental Quality Incentives Program. This camp had its origins with the Ag Lender's Range Camp and has expanded its educational content to meet continuing education credit requirements for appraisers, assessors, realtors as well as undergraduate/graduate credits for agriculture educators and agriculture industry related professionals, explained Dave Ollila, SDSU Extension sheep field specialist and co-coordinator for the camp. With rangelands covering approximately 50 percent of South Dakota, Ollila explained that rangelands are an important natural resource that impacts the economy of the state. Rangeland is a kind of land, not a land use, Ollilla said. Rangeland is fragile, yet durable and resilient. \ Management profoundly impacts the rangeland forage productivity and its value for livestock, wildlife and humans. The Professionals Range Camps seeks to educate attendees about the productive potential of the rangeland based on the ecological range site, the similarity index of the range plant composition and the management practices that will support sustainable multiple uses. 3 Participants will be able to better determine the economic value of the rangelands as well as the production and conservation practices that will improve or sustain this precious resource. Hands-on training The camp's itinerary is designed to place participants on area ranches that will serve as case studies toward meeting the objectives of the program. Attendees will participate in hands-on activities that ranchers actually use to manage their rangelands and determine the appropriate livestock carrying capacity for the current year, Ollila said. Regionally and nationally-recognized rangeland management professionals, practitioners and ranchers will present key messages and concepts that have been proven to promote and support rangeland forage production. Activities are scheduled into the agenda to promote valuable networking opportunities and listening sessions will occur each evening with a question and answer period for invited panelists who can share years of rangeland management experience and strategic planning scenarios when implementing practices. 4 4 Faith & inspiration The Post May 17, 2018 OBITUARY Larry Volmer Larry Volmer 75, Owanka, S.D., passed away Friday, May 11, 2018, at home, surrounded by family, after a five-year battle of lung cancer. Larry Dean Volmer was born at New Underwood, Dec. 23, 1942, to Lawrence and Blanche (Coomes) Volmer. They brought him home to the farm and ranch at Owanka, and he lived there all of his life. He attended grade school at the Fuller, Hillside, and Harmony School. He started high school at New Underwood in the fall of There he met his friend for life. Larry and Faye (Olson) Volmer were married in 1960 at Sibley, Iowa. Randy and Rodney soon joined them and their family was complete. Larry and Faye took over the ranch in 1962, when his parents moved to Rapid City. Lewis was one of the most widely-read and influential Christian writers of all time. In one of his writings, Lewis tells of a schoolboy who was asked what he thought God was like. The boy answered that as far as he could make out, God is the kind of person who is always snooping around to see if people are enjoying themselves so he can put a stop to it. A lot of people share similar notions about the nature and character of God. They believe that God is some kind of cosmic killjoy, most pleased when his followers are properly sedate and stern. In fact, our own denomination was birthed in the Puritan/ Pilgrim movement which was influential at the founding of our nation. An old joke says that the definition of a Puritan is anyone who fears that someone, somewhere, might be happy. So we understand: the concept that God is frequently disapproving of us is a potent one. What is your image of God? Do you share these notions of God s preference for our stoic silence and our grimness? While there is every reason to expect that God does indeed disapprove of wrongdoing, there is no real reason to presume that human joy and happiness are inherently wrong! In fact, we Christians recall that Michaela Dodson attended Abbie Nelson's ballet recital and concert this past week. Denise Volmer is still busy with house projects. Austin Printz is doing his lawyer intership in Rapid City this summer and staying with his parents, John and Cathie Printz. We hope all the mothers had a great Mother's Day with their family. A good example is the best sermon. the birth of Jesus was accompanied by angel songs that declared, Behold, I bring you good tidings of great joy! There is no doom and gloom in that! The music which burst forth from the heavens that night was not a dirge but an anthem of celebration. Theologian Charles Templeton once said that Christ s birth was not the funeral of good times, so let us be done with this idea that religion is dolorous and that when it enters the front door fun and laughter go out the back. We think Mr. Templeton hit the nail on the head! Consider that when Jesus was asked which were the greatest commandments, he perused the 10 Thou shalt nots and suggested two Thou shalts : Thou shalt love the Lord thy God with all thy heart and thy neighbor as thyself. This, we would suggest, is the basis for a full and joyous, God-blessed life. It is the formula for a life enriched by love and expressive of love. Being a person of faith, in our view, is not just a matter of worrying about our own souls, and then sitting primly, piously, and patiently on the sidelines of life. Rather, being faithful means letting love fill our souls to overflowing. And when that love bubbles out of us, we just may be unable to control ourselves. The joy will overflow, too! 7 May 17, 2018 The Post tiger den Lady Tigers capture third consecutive conference title 7 The New Underwood Lady Tigers captured their third consecutive Western Great Plains Conference title in a nail biter with Wall. Wall was leading by one point going into the last event, the 4x400. Whatever team finished in front would be the conference champs. The Lady Tigers brought home second place, beating Wall by 10 seconds to win the conference by one point. The Tiger boys had a strong showing finishing third in the conference. Individual winners included Cerington Jones capturing four events 100, 200, 400, long jump; Portia Wiebers won the 100 and 300 meter hurdles, and Jaedyn Finkbeiner won the high jump. We were really proud of the effort our kids gave. Our kids competed hard despite the cold day, commented head coach Stacy Finkbeiner. Earlier in the week the Tigers competed at the Rapid Qualifier. Colton Cogdill won the shot put and discus on the boys side and Jones captured first in the long jump and was on the winning 4x400 team which also included Jae Hanks, Tessa Caspers, and Wiebers. The program, which will award up to $150,000 this year, stimulates quality restoration, protection and interpretation of buildings, sites and properties that contribute to an understanding of Deadwood's unique history. Grants are awarded over the course of two funding rounds each year in January and June. A legislative candidate forum was held last Tuesday at the Sturgis Community Center and was hosted by Meade County Republican Women. It hosted House and Senate candidates for Districts 29 and 33 and Dean Wink served as the moderator. In District 29 Gary Cammack and Bill Kluck are running for the lone Senate seat. Larry Rhoden and Tom Brunner have no opposition in the primary, but it appears there are two democrat candidates who will run against them in the General in November. Wyatt Peterson and his new wife, Nicole, were married Saturday in Piedmont. Their wedding took place outside and it did rain lightly throughout the ceremony. But it was a beautiful location and many family members and friends from the northern part of Meade County and beyond were in attendance. Sunday was Mother s Day and ladies who attended church in Union Center received two roses in honor of the special day. Unfortunately, there is road construction on Hwy. 34 with fairly long waits at times. This means if you need to get to work on time or keep an appointment, it is best to plan to leave at least minutes earlier than normal. An interesting video that was posted on Facebook was one of elk running through a pasture in the Red Owl area. Several years ago a group of elk was seen just west and north of Union Center. Hawaii is seeing some volcanic action with lava taking over areas that are nothing like we will ever see here in South Dalota. It will be interesting to see if it will subside soon or if it will continue to open the earth there as it has been. Another national news item has been about Jerusalem becoming the Capitol of Israel. We continue to live in changing times and people in these areas need our prayers. This week s temperatures look wonderful with some moisture and a bit cooler for the end of the week. While students are on summer break, you may be able to find ways to connect with them and connect them to career opportunities in their own hometown. If you asked a young person to name all the job titles and career areas that people in their community worked in, do you think they could do it? And how good an understanding do you think they have of those various jobs? As our rural communities dwindle in population, we often find our young people leaving the area for opportunity. Could that be because they are unaware of the opportunity available to them right here at home? Providing job shadowing opportunities for young people have a number of benefits. Job shadowing is a temporary and unpaid experience and allows the person job shadowing to observe a worker on the job. This allows the participant to see what someone in that position does as well as provide the opportunity for discussion. It also helps reinforce the link between classroom learning and holding a job. Job shad- owing can also allow the participant to see how organizations work and appreciate the roles of workers in the local economy. Perhaps young people in your community may realize that there are a variety of opportunities for them in their own backyard. Young people do not have to leave their hometown to find success. If you host a job shadow, you may find that you also receive some benefits. You have the opportunity to explain what you do. It also will allow you to reflect on your work through the eyes of another. Think about how it might feel to help prepare the future workforce. You might also find that you are effectively recruiting employees to your place of business. Job shadowing also demonstrates that you are committed to supporting your community. And what about the personal satisfaction that comes from providing this mentoring experience? You might just make a new friend of another generation through this experience. In the kitchen, it s prepared as if it were a fruit, with the fleshy, edible stalks cooked with sugar and used in pies and sauces; this has led to it getting the nickname, pie plant. It can also be used in other foods like sauces, jams, cold soups, and meats like beef, pork and lamb. Rhubarb is a perennial vegetable that grows well in most of the United States. When the stems are young and tender, the rhubarb is harvested. Rhubarb has large green leaves that should not be eaten. Select firm, red stalks; usually those that are deep red are sweeter and richer, green stalks may be sour. Nutritional Value Rhubarb is high in vitamins A and C. It s low in calories with only 26 calories per raw cup. A 1/2 cup of cooked rhubarb is considered a serving. Because rhubarb is so tart, many recipes call for more sugar than other desserts. By combining the rhubarb stalks with sweeter fruits, like strawberries, the sugar content can be lowered. Storing, Preparing and Cooking Rhubarb Avoid using woody or wilted stalks. Freshly harvested stalks can be kept in the refrigerator, unwashed and wrapped tightly in plastic for up to three weeks. When preparing fresh rhubarb, use a vegetable peeler to remove any brown spots. Peeling the entire stalk is unnecessary, simply trim the ends and rinse and dry the stalks. Rhubarb can be frozen or canned to preserve for use all year. To freeze rhubarb, select young tender stalks and wash, trim and cut them into one or two-inch pieces to fit your freezer containers or freezer bags. Rhubarb may be frozen raw or blanched. One pound of rhubarb makes about 4 cups (or 1 quart) of cutup rhubarb. Four stalks of rhubarb equals approximately 2 cups of diced rhubarb. Adding diced rhubarb to muffins and biscuits adds nutritional value and flavor without making the batter too thin. Rhubarb Sauce Rhubarb sauce is delicious as a topping for fresh fruit, waffles, pancakes, angel food cake, or yogurt. To prepare it, rinse and cut the stalks into 1 to 2-inch pieces and add 3/4-cup of water per four cups of rhubarb. Bring it to a boil and simmer until tender. Since rhubarb is acidic, use a pan that will not cause color change or chemical leakage from cookware. These pans are call nonreactive pans and include aluminum, stainless steel, Teflon coated aluminum, or enamel-coated cast iron. The sauce will keep in the refrigerator up to four days.
