11 The Moffat County Fair Board is proud to dedicate the 2017 Moffat County Fair to MJK Sales and Feed, Inc., and The Lonnie Kawcak Family. For over 40 years, MJK Sales and Feed, Inc. and the Lonnie Kawcak Family have supported the Moffat County Fair and the Junior Livestock Sale. They also continue to support Moffat County FFA and 4-H, along with our community and our County Fair. Lonnie Kawcak was born and raised in Craig, Colorado. While growing up, Lonnie was active in 4-H and FFA. He graduated from Moffat County High School in 1969 and continued his education at Trinidad State Junior College where he graduated with an Associate s Degree in Agriculture. Lorraine was raised in Idaho Springs, Colorado. Lorraine graduated from Clear Creek High School in 1973 and attended Mesa College, in Grand Junction. She moved to Craig in 1977 where she met Lonnie while working for Colowyo Coal. They were married in MOFFAT COUNTY FAIR 10

12 Lonnie and Loraine were blessed to have raised two boys, Blaine and Blake. They were very involved in 4-H, FFA and the Moffat County Fair all their lives. Both boys loved raising and showing hogs, lambs and steers. 4-H and FFA open doors that they didn t even know existed. They learned invaluable lessons about life along the way, from keeping a checkbook at the early age of 8, to breeding and raising animals. Some of their favorite memories are traveling as a family to Jackpots during the summer, seeing the country and meeting lifelong friends. Raising and showing animals was a family affair for the Kawcak s. Neither Lonnie or Lorraine showed animals growing up so they learned alongside their boys. Both boys were offered Collegiate Livestock Judging Scholarships. Blaine attended and graduated from Nebraska College of Technical Agriculture in Curtis, Nebraska. Blake attended and graduated from Casper College in Casper Wyoming. Being a member of a livestock judging team was an opportunity that they wouldn t have had if it weren t for their involvement in 4-H and FFA. In 1976 Lonnie and his parents started MJK Sales and Feed on School St. in Craig. In 1977 they bought the grain elevator on Ranney St., built a hardware store and moved their operation to Ranney St. Over the next 40 years, they have been in business with both of Lonnie s brothers and son, Blake. Their son, Blaine, joined the business after he graduated from college. Lonnie and Lorraine were business partners for most of their marriage. In 2012 they built a new Ace Store on 1 st St. and moved the hardware store to that location. The lumber and feed division are still located on Ranney St. At the time of Lonnie s death, he was still running MJK Sales and Feed with Lorraine and Blaine. MJK Sales and Feed, Inc. won the Large Business of the Year Award in 2008 from the Craig Chamber of Commerce, at the State of the Community dinner. Over the years they received numerous awards and recognitions from Ace Hardware. Lonnie, Lorraine, and the boys have attended the Moffat County Fair and Junior Livestock Sale since they started doing business in Over the years, they have also supported the Junior Livestock Sale in Routt, Rio Blanco, Jackson, Carbon and Grand Counties. Now, they buy at the Carbon County, Routt, and Rio Blanco County Junior Livestock Sale. They also sponsor a Sheep Breeding Award at the Moffat County Fair. The Kawcak Family has been involved in sponsoring show clinics for the livestock kids in Northwest Colorado that show animals. Lorraine served on the Moffat County Fair Board, and was also a 4-H Leader for Sewing and Decorate Your Duds. She has helped with the Fashion Revue and has helped in the Pavilion as a superintendent assisting the judges. She has also traveled to other counties judging their county Fashion Revue. 13 MJK Sales and Feed, and the Kawcak Family are most recently known for organizing and acquiring belt buckle sponsors each year for the Moffat County Fair. Belt buckles are awarded to 4-H and FFA members that show animals at fair and for shooting sports. Belt buckles are awarded for market classes, shooting sports, and showmanship. The Kawcak s and employees at MJK Sales and Feed call and get all the sponsors, order over 100 buckles, organize and have them ready to go in time for the Moffat County Fair in August. The Moffat County Fair, 4-H, FFA and showing animals have always and will always hold a special place in the Kawcak s hearts. They cherish the memories they have from fair. It was always a family time for them, learning, raising animals, traveling the country and spending time with friends and the community at the Moffat County Fair. They very much appreciate and are very thankful for the community that support their business. The Kawcak family would like to thank everyone for this prestigious fair dedication. It is with extreme pleasure and gratitude we, the Moffat County Fair Board, dedicate the 2017 Moffat CountyFair to MJK Sales and Feed, Inc., and the Lonnie Kawcak Family. 14 Chuck and Julie Grobe are very familiar faces at the Moffat County Fair. They have both put in countless hours volunteering their time to ensure the Moffat County Fair is a success. HONORARY VOLUNTEERS Chuck was born in Lake City, MN and raised in the St. Paul, MN area and Julie was born and raised in Forest Lake, MN. They met at work and were married on October 24, They moved to Hayden, CO on January 1, They have lived in the Yampa Valley for 38 years! They have 2 daughters: Mae and her husband, Donovan Palmer, she works for Mercy Ships in TX. Katie Grobe lives and works in Craig, CO. They have 3 grandchildren, Lara and her husband Kjell Vik, live in Norway, Hannah and Jordan Palmer are college students. Chuck worked as an electrician helping build all 3 units of the Craig Power Plant and later worked at both the Hayden and Craig Stations, before retiring to become Moffat County Commissioner in Julie worked 13 years for Yampa Valley National Bank/later First National Bank of the Rockies in Hayden. In their spare time, they enjoy golf in the summer and curling in the winter. Chuck enjoys fly-fishing and has been an instructor and guide for the sport. They help MOFFAT COUNTY FAIR 13

15 organize the National Day of Prayer in May and oversee the collection of shoebox gifts for Operation Christmas Child in November. In 2000 Chuck was named Moffat County Volunteer of the year and received the Sunshine Award for his many hours of work on the ice rink. In 2015, Chuck and Julie were honored to receive the Judy Copeland Memorial Life Volunteer of the Year Award from the Yampa Valley Pregnancy Center. As Moffat County Commissioner, Chuck was Liaison to the Moffat County Fair Board. Since 2012 Chuck has helped wherever needed, from moving pigs to judging the baby contest. Julie has volunteered in the Pavilion helping with exhibits for many years. Some of their fondest memories of Moffat County Fair: Chuck truly enjoyed winning the Old Geezer award, fond memories of working with the kids, and judging the baby contests. Julie enjoys working with so many dedicated people and seeing the pride kids have in being rewarded for a job well done. It is with extreme gratitude that the Moffat County Fair Board recognizes you as our Honorary Volunteers. We are truly thankful for your dedication and passion to the Moffat County Fair and are looking forward to working with you both for many years to come! MOFFAT COUNTY FAIR 14

16 GENERAL RULES FOR 2017 MOFFAT COUNTY FAIR ENTRIES 1. All entries exhibited in the Moffat County Fair must qualify under the following conditions: be produced, prepared, and exhibited by a resident of Moffat County, or be produced, prepared, or exhibited as part of a project by a member of a recognized Moffat County 4-H Club or vocational education group, with exception of the Open Horse Show and the Dog Rally. 2. These rules and special rules shall be binding in all cases and these rules shall apply in all departments and divisions hereafter listed. Strict compliance will be required of all supervisory personnel and judges as well as of all exhibitors. Check your area of interest for special rules. 3. All possible diligence will be exercised to prevent loss or injury to animals and articles on exhibition, but it is here stipulated that the Fair Board will in no way be responsible for loss or injury to any entry or person. 4. The management reserves the right to interpret the rules and regulations and to make such other rules as are found necessary. 5. Every animal or article entered for competition shall be under the control of the superintendent of the department where it is entered. In open classes, the next higher authority is delegated to department division coordinators except that such authority goes to the booth committee in the booth department. 6. Political parties and religious displays shall be allowed to display at the Moffat County Fair. 7. Complete name, mailing address, and phone number must be on the exhibit cards. 8. For exhibit limits, please see designated divisions. JUDGING: All entries will be ready for judging at the time shown under "Schedule of Events." Within each division, classes will be judged in the order listed in the fair book. See department rules for exceptions. The decision of the judges shall be final. If there is only one exhibitor in a class, the judge may give no award, or such award as the entry merits. Animals or articles receiving first and second premiums may be considered for grand champion and reserve grand champions at the judge's discretion. GENERAL RULES MOFFAT COUNTY FAIR 15

17 Classes may be combined at the discretion of the Superintendents. 9. CHECKOUT: All exhibits except specified home economics products must be left on the fairgrounds in their allotted exhibit space during the fair until the designated release time listed on the schedule. Exhibits must be checked out officially. Premium money will be forfeited because of infractions of this rule. All exhibits, exhibit material or signs not removed by the exhibitor within 48 hours after the fair will be disposed of. 10. CLASS DIVISIONS: Refer to each section for division classifications. Open Dog and Horse 4-H Livestock 11. NO PETS, FIREWORKS, BALLOONS OR BICYCLES IN THE BARN OR ON THE FAIRGROUNDS UNLESS FOR A DESIGNATED EVENT. (The 4-H Dog show will be allowed in the barn on the day of the 4-H Dog show and the day of the Round Robin Show). 12. Four-wheelers and golf carts are prohibited on the Fairgrounds except for use by Fair Board members and Superintendents. 13. PROTESTS: Formal protests must be filed in writing with the secretary of the Fair Board, within 2 hours of the applicable class or show, and accompanied by a $ cash or certified funds deposit. The protest must be signed by three individuals from different households. The protest committee shall consist of the Fair Board, and the superintendent of the affected department. A simple majority of the protest committee will rule on all protests. If the decision is found to be in favor of the person filing the complaint, the deposit will be returned and the committee will decide on appropriate action. If the committee decides there is not a legitimate complaint, the $ deposit will not be returned. The committee and management retain the right to bar contestants for conduct which shows poor sportsmanship or interferes with superintendents or judges and their decision, or for causing unnecessary disturbances. 14. Contact information on judges is not provided. NOTICE OF POSSIBLE EMERGENCY MEETINGS OF THE MOFFAT COUNTY FAIR BOARD DURING THE MOFFAT COUNTY FAIR. In the event of judging controversies that require immediate resolution or unforeseen emergencies that require the immediate action and/or decision of the Moffat County Fair Board during the Moffat County Fair, upon notification of all board members, three or more members of the Moffat County Fair Board may convene to address such controversies or emergencies without providing written notice twenty-four hours before meeting. In such cases, the media will be advised of the proposed meeting whenever MOFFAT COUNTY FAIR 16

18 possible and the time and place of the proposed meeting will be announced at the Moffat County Fair. Minutes of the emergency meeting will be taken and preserved and any action taken at the emergency meeting will be addressed and ratified at the next regularly scheduled meeting of the Moffat County Fair Board. Moffat County Fair Management will use all care possible to insure the safety of entries. However, under NO circumstances will they be responsible for loss, injury, or damage done to, occasioned by, or arising from any article on exhibition or when left after release time. OPEN CLASS RULES OPEN CLASS RULES ULES 1. Fair officials will strictly enforce Moffat County Fair General Rules, as listed in the front of this book, in each department. 2. Open division is designated by class number only and is open to both adults and youth. You can compete in one age division only per class. (Example: you cannot enter the same class as open and teen; must designate). 3. CLASS DIVISIONS: (NOTE ADDITIONS) P - Preschool (0-5 years of age) Y- Youth (6-9 years of age) PT - Pre-Teen (10-12 years of age) T - Teen (13-18 years of age) O - Open (19 and over) S - Senior (60 and over) G - Group (3 or more people working on a project together). Pro - Professional (see rule #12) 4. If you are in the Preschool, Youth, Pre-Teen, or Teen class divisions, please list your actual age beside your age group on your entry tag. 5. Management will not be responsible for plates, pans, or other exhibit material not picked up. 6. All entries in this department must be the work of the exhibitor(s) named. No article may be shown more than one year in this county fair. 7. NOTE: Please note exhibitor entry criteria as specified in each division. 8. Open class exhibits are to be judged according to the American system of judging. Exhibits in this system are compared against a standard of perfection, as well as against the other entries in the competition. All exhibits in a particular class are looked at and ranked with only one selected for first place, second place, third place, etc. per age division. If there are no high quality exhibits, at the judge s discretion, exhibits may be placed in the appropriate position even if it is GENERAL RULES MOFFAT COUNTY FAIR 17

19 second, third or fourth place. Or even in some cases, no award at all may be given if the judge feels that is the appropriate action to be taken. 9. Security will be provided during the fair. 10. Pavilion entries are accepted Tuesday, before pavilion judging, from 6-8 PM and Wednesday, the day of judging, from 8-11 AM. The pavilion will be closed to the public at 11 AM for judging. It will reopen again at 8:00 AM Thursday. 11. Entries must be picked up between 8:00 AM and 2:00 PM on Sunday following judging. After this time, perishables will be discarded. If exhibits cannot be picked up Sunday, after the fair, arrangements should be made in advance with the Moffat County Extension Office. 12. Amateur and Professional Classes: Please note Amateur and Professional on entry tag. Professionals are designated as follows: Teaches for pay or. Has sold more than $ within the past year or Has won a major award in a national show or exhibit within the last five years or. Is a professional by trade NOTE: This rule applies to all Open Class Sections. Please refer to individual class sections for rules and guidelines. GENERAL 4-H PROJECT 4-H DEPARTMENT RULES 1. All projects must be state fair ready when entered at the county fair. Please refer to the 2017 Colorado State Fair syllabus for complete project requirements. 2. Each entry will receive either a blue, red or white award ribbon depending on how well an entry meets project requirements. All 4-H projects are judged by the Danish Ribbon System which is based upon the following quality and standards: Blue - Exhibit meets project requirements and is of high quality (well done). Red - Exhibit meets project requirements but is of average quality. White - Exhibit does not meet all project requirements and/or is below average quality (needs improvement). 3. A Champion (purple flat ribbon) and Reserve Champion (lavender flat ribbon) will be awarded in each project class for Junior, Intermediate and Senior MOFFAT COUNTY FAIR 18

20 or as otherwise designated by the Colorado State Fair 4-H Exhibit Requirements. These awards will be determined from all of the blue ribbon winners in each class. Each Champion winner will also receive a State Fair Qualifying ribbon. 4. An overall section (Animal Science, Biological Sciences, Mechanical Sciences, Natural Resources, Communication, Arts & Leisure Sciences, Consumer Science) Grand Champion and Reserve Grand Champion will be chosen, in each age group, from the project class champions and will receive Grand Champion and Reserve Grand Champion rosettes. *The Section Grand Champions will receive a picture trophy and a sponsored award. The Section Reserve Champion will receive a picture award certificate. 5. Exhibits that exceed project skills, number or size requirements will not be considered for champion, reserve champion. However, the project is still eligible for the appropriate Danish placing. 6. Exhibits that do not meet project requirements will be awarded a white ribbon. ****************************** DISPLAY BOARDS, when used, must meet the following requirements: Display boards are the only type of board to be used for 4-H projects. Display boards are a great way to share information, but when viewers walk by, they spend only seconds looking at each display board. Make yours stand out by highlighting the main points of your project in a fun, interesting way. SHAPE: Design your exhibit so information fits on the display. Remember, you have 1 large surface, and 2 smaller side wings. SPACE: Your display should only discuss one main topic. This will help it look neat and uncrowded. ATTACHMENTS: When attaching pictures or objects to your board, make sure they are secure. Use glue for pictures and paper, and consider wires, zip ties or staples to attach bulkier items. Do not attach items that are so heavy that your board can t stand or fold. TEXT: Make sure that all the text on your display is easy to read. 21 the headings and body text. Text must be readable from 3-5 feet away. Use large bold letters. Dark letters on a light background works best. SIZE: Display boards for the county and state fair must measure 4 ft. wide x 3 ft. tall. They should be made of lightweight cardboard, but not poster board. Pre-cut boards are available at most craft and shopping centers. No part of your display may extend beyond these boundaries. DISPLAY BOOKS: Your e-record book should accompany your board. You may use 3-ring binders or other notebooks that will keep the pages securely inside. You may not use slider-type binders. ******************************** 4-H COMPLETION DAY 1. Projects can be entered from 6:00-8:00 PM on Monday, July 31 or 8:00-9:00 AM on Tuesday, August 1 under the Grandstands. Projects will not be accepted after 9:00 AM. 2. A project interview schedule will be posted that morning. This will enable 4-H members and leaders to plan their time that day to be there for project interviews. DOG AND HORSE RULES << DOG >> General Dog Rules: 1. Members and dogs must be actively enrolled in the 4-H dog project and have on file a Project Identification Sheet to show at County Fair Dog Show. 2. All dogs enrolled in the 4-H dog project must be current on their annual vaccinations. 3. Dogs who have been aggressive during the project year may be denied eligibility to show at the Fair Dog Show. 4. Dogs that show aggressive behavior in the ring during the Fair Dog Show may be asked to leave the ring by the Judge. 5. Under no circumstances is anyone allowed to approach the judge or stewards with a dispute or problem during the Fair Dog Show. Any grievance should be taken to the dog project Superintendent after the Show. 6. Exhibitors are responsible to be ready when their class is called or they may miss the class. You may not enter a class after it has started. If an exhibitor is exhibiting in another project or class which conflicts with the dog show, the member should notify the show superintendents of all projects involved in case there is flexibility in show order. 7. After once placing in the top 10 at the State level, a member may no longer compete in the same class at the MOFFAT COUNTY FAIR 20

22 County or State Fair. If a member wins Reserve or Grand Champion with a score of 170 in Obedience or 70 in Rally or higher they must move up to the next class level. Once a member competes at a higher level at the County Fair, no matter what they score they earned in the past, that same dog is no longer eligible to compete in that same or lower class. Example: if a member feels they are ready to move to the Grad Novice class and competes at the County Fair or State Fair, they cannot return that same dog to the Novice or Pre Grad class. 8. Dogs are not allowed to move down levels after competing at a higher level at a Fair Dog Show. 9. Dogs not entered in the Fair dog show, may not be brought to the show grounds. 10. Any 4-H member who has shown a dog in AKC or is deemed experienced, as a showman, must enter Open level showmanship. 11. A dog with an AKC title is disqualified from entering the class for which the degree was awarded. Proof of degree may be requested. Except if that title was won less than 4 months before County Fair. OWNERSHIP, SHOW AND TRAINING 12. Dogs must be trained exclusively in obedience, rally, showmanship and/or agility by the 4-H member during the project year beginning January 1 current year and ending December Members must own his/her project dog individually or in partnership with a parent or guardian during the complete duration of the project H members may show more than one dog in obedience or rally, however, all 4-H members are limited to one regular class per dog and one dog per class (see class descriptions). If a member is showing more than one dog in obedience or rally, only the highest scoring dog counts towards overall award. 15. A 4-H member may show ONE dog in the appropriate regular showmanship class. 16. Classes may be combined in an effort to expedite the show providing that it maintains the 8 dog limit for long sits and downs. Changes will be announced and members will be given five-minute warning. Classes will be scored separately. 17. All obedience classes will be judged according to 4-H Judging Guidelines using modified AKC rules (beginner-novice, graduate-novice, pre-open classes). Novice, open and utility class rules are identical to AKC rules. 18. Members who get a score of 170 or above in obedience at a 4-H dog show can qualify for state fair, in the class which he/she received the score at the show. However, if four (4) members qualify at County Fair in the same class, they have preference (county fair supersedes). Must have written proof. 19. Female dogs in season may not be shown at County Fair Dog Show, and are not allowed on the show grounds. GENERAL 4-H RULES DOG AND HORSE RULES MOFFAT COUNTY FAIR 21

23 20. Pregnant bitches, within four weeks of due date or bitches with a litter four weeks of age or older but still lactating (producing milk) must have veterinarian approval before being shown. 21. For the protection of the other project dogs, the Superintendent, along with the project leaders or Judge, jointly have the right to reject any dog showing evidence of disease or parasites and to include lameness, sickness or improperly cared for dog. This decision will be made by the Dog Superintendent and/or Judge. 22. For the protection of the 4-H members, their dogs and spectators, aggressive behavior by a dog will eliminate the dog from further competition at the Moffat County Fair Dog Show. This decision will be made by the Dog Superintendent and/or Judge. 23. No dog(s) shall be left unattended or (tied up) anywhere on Fairgrounds for any reason. All dogs must be on a 6 ft. leash or crated and attended at all times. Any loose dog or one which is tied or unattended may be excused from any further competition that day. This decision will be made by the dog superintendent and project leaders jointly. 24. Exhibitors may not accept coaching or training while in the show ring. Acceptance will result in disqualification from that class. This decision will be made by the Judge and the dog superintendent. 25. There will be no intensive or abusive training or handling of the dogs on the show grounds. You may warm your dog up before the show using any obedience exercise used in the ring. 26. In order for 4-H members to complete their dog project, they must complete 70% of their 4-H record book. EQUIPMENT AND CARE 27. All grooming the day of the show must be done by the 4-H member. Dogs cannot be professionally groomed within 2-3 weeks prior to show. 28. Dogs must be brought to the show on a six (6) ft. leash and either a flat buckle collar or a slip collar for obedience and a show lead for showmanship. Nothing except the leash may be attached to the collar in the ring. Dog licenses should be removed prior to entering the ring. 29. Members are responsible for bringing their own shade, water and feed for the dogs. Additionally, exhibitors are responsible for allowing adequate time for their dogs to relieve themselves prior to entering the ring. All members are required to clean up after their dogs. DRESS OF THE EXHIBITORS 30. The dress for the exhibitor in obedience should be neat and clean. Girls; hair should be tied back, nice slacks or a skirt and blouse or dress, with flat shoes. 24 EXHIBIT CLASSES All exercises will be judged following the latest AKC obedience guidelines whenever possible, except that dog registry with AKC is not required. Show rules and guidelines are modeled after AKC rules, with exceptions in beginner-novice, graduate-novice, pre-open classes which have modified AKC and 4-H rules. << 4-H HORSE >> General Rules: Effective October 1, A certified equestrian helmet with safety harness fastened in place is required in over fences classes and gymkhana events, activities and practice sessions. It is the responsibility of the parent or guardian of the 4-H member to see that the headgear worn complies with such standards and is in good condition. The State 4- H Office encourages the use of ASTM certified/sei approved safety helmets in all equine events. Protective headgear may be used in all classes and shall not be discriminated against. 1. County Fair general rules will apply, unless otherwise specified herein, please read them. 2. Both adults and youth including 4-H and FFA are eligible for the open class horse show H and FFA members are required to show in showmanship to complete project. Only exception is a vet authorization. 4. Western high point will consist of showmanship, western horsemanship, reining, western riding and trail. 5. English high point will consist of showmanship (only if English attire is worn during showmanship class). English riding control class, hunt seat equitation (not to jump), and hunt seat equitation (over fences). 6. Gymkhana high point will consist of barrel race, flag race, pole bending, keyhole and boot race. 7. High point awards will be determined on one horseone rider for Junior, Intermediate, Senior divisions. 8. Personal Attire and Equipment: Western A. Western clothing that reflects neat, clean, wellfitted work-like appearance. Expensive clothing will not count over neat, clean clothing. B. Western hat, Western or cowboy boots, belt and long-sleeved, full-length shirt (chest and midriff covered) required. Any exhibitor may wear certified equestrian protective headgear in any division or class without penalty. A certified equestrian helmet with safety harness fastened in place is required in gymkhana events, activities and practice sessions. C. Any exceptions will be listed under specific classes. English Saddle Seat A. Although the class is being judged on ability, the rider should be dressed in neat attire. The appointments given are based on tradition and present-day custom. Contestants who do not conform will be penalized. In extreme weather conditions, show attire requirements may be altered by show management. B. Informal: conservative colors are required. These include black, blue, gray, green, beige or brown jacket with matching jodhpurs (white jacket in season), derby or soft hat and jodhpur boots. C. Formal: evening wear is more conservative. Colors include dark gray, dark brown, dark blue or black tuxedo-type jacket with collars and lapels of the same color, top hat, jodhpurs to match, and gloves, or dark-colored riding habit and accessories, and jodhpur boots. Formal attire is not appropriate before 6 p.m. D. Optional: spurs of the unrowelled type. Equipment A. Bridle: full bridles (curb and snaffle). Martingales and similar tie-downs are prohibited. B. Saddle: a flat, English-type is required. Forward seat or Western saddles are prohibited. C. Whip, up to 4 in length, including lash. Hunt Seat A. Although the class is being judged on ability rather than personal attire, riders should wear suitable hunt seat attire consisting of a coat of any tweed or melton for hunting (conservative wash jackets in season); breeches or jodhpurs; appropriate boots; and a hunt cap is mandatory. A certified equestrian hunt cap with safety harness fastened in place is required in over fences classes. It is the responsibility of the parent or guardian of the 4-H member to see that the headgear worn complies with such standards and is in good condition. In extreme weather conditions, show attire requirements may be altered by show management. B. Optional: spurs of the unrowelled type, crops and bats. C. Crop or bat, up to 30, no lash allowed. 26 A. Snaffles, pelhams, kimberwicks, or full bridles may be used. A cavesson (noseband) is required regardless of the bridle/bit used. B. Optional: martingales are optional in classes over fences. They are prohibited in hunter hack and all classes not to jump. C. Prohibited: Western or flat saddles, whip, figure 8 noseband, drop noseband, flash noseband. Dressage Seat A. Although the individual rider is judged on ability rather than personal attire, riders should wear suitable attire consisting of a conservativecolored hunt or dressage coat, light-colored breeches, and hunt or dressage cap. Certified equestrian helmets are recommended. B. Optional: 1. Gloves and unrowelled spurs. 2. Whip, up to 43.3 in length, including lash. Equipment A English-type saddle; forward, all-purpose or dressage styles. Horses will be shown in plain, smooth-mouth snaffles; cavessons are required. Drop or flash nose bands, made of leather, are permitted. B. Prohibited: Western or flat saddles. Martingales. Gymkhana A. In timed events, western-type equipment must be used. Use of a hackamore (including mechanical hackamores) or other types of bridles or bits is the optional choice of the contestant; however, the judge or show official may prohibit the use of bits or equipment he/she may consider severe. Riders should check with show officials regarding any equipment which may be considered unconventional. 1. Required Equipment: A. ASTM/SEI approved safety helmet with harness securely fastened. A certified equestrian helmet with safety harness fastened in place is required in gymkhana events, activities and practice sessions (i.e., timed events not involving livestock). Ball caps are prohibited. Equipment Western equipment is to be used H and FFA members may compete for all 3 of the high point awards. 10. All 4-H and FFA horse projects will be judged on Monday. This includes English, western, halter and gymkhana. 11. Classes with "J" prefix are only open to 4-H and FFA members with horse projects. 12. In foal classes, mares are allowed to be brought into the arena. The foal must be on a halter and led in. 13. General show rules for the 4-H and FFA horse show will be according to the Moffat County Fair Book or the Colorado 4-H Horse Show Rule Book. 14. In halter classes where entries number three or less, the superintendent reserves the right to combine classes. 15. Cash prizes in 4-H Horse classes will be $3, $2, $1, for 1st, 2nd, and 3rd place respectively. Ribbons will be awarded for 4th and 5th places H and FFA members must show only their project horses. 4-H and FFA members must complete a Horse I.D. sheet on each horse. Horse I.D. sheets must be turned into the Extension Office by May 1st each year H and FFA members may show only one animal per division (i.e. one mare, one gelding, one colt). If a member has more than one horse in the Supreme Champion class, another junior member may show that animal upon approval of show management. 18. Participants in halter and performance classes must have passed Level I ground and riding tests. If they have passed Level I ground only, they may only show in halter and showmanship. They are eligible for round robin contest. Anyone wishing to compete at State Fair, must pass Level II. 19. Patterns will be posted the morning of the Horse Show by 8:00 a.m. 20. Any mis-entered animals will forfeit any placings or show money. 21. A major goal of the 4-H program is the building and strengthening of the youth's character. Good sportsmanship is essential in horse project competition. 22. NOTE: The Fair photographer will be taking trophy MOFFAT COUNTY FAIR 26

28 pictures in the main livestock barn from 11:00 AM - 1:00 PM and 3:00 PM - 5:00 PM day of show, unless announced otherwise. 23. NOTE: Under no circumstances may an exhibitor, parent, leader or spectator badger, insult or be argumentative with the judge, ring steward, superintendent or show management. Any flagrant display of poor sportsmanship or affront to the judge or ring steward by or on behalf of the exhibitor may result in exclusion of the exhibitor from competition and forfeiture of awards. The person(s) responsible for such action will be asked to leave the grounds by the superintendent or his designee. 24. NO coaching is allowed from the rail or outside the arena by parents and/or leaders when a member is competing in the arena. Persons doing so, may be asked to leave the grounds by the superintendent or his designee. 25. The fair management may, at its discretion, expel any person or persons abusing any horse on the grounds at any time, and entry fees and prize money will be forfeited. In any 4-H class, horses showing signs of undue stress or inhumane treatment must be penalized. Any horse exhibited in a class that has evidence of abuse, a cut or abrasion showing clear evidence of fresh blood in the mouth, nose, chin, shoulder, barrel, flank or hip area, must be considered to be ineligible to receive an award in that class. 26. Riders who do not have their mounts under suitable control will be excused from the ring. Judges and ring officials should interpret this wording to stress safety and courtesy to all riders in the class, and consider a horse as being sufficiently out of control at any time the rider is unable to manage the animal in the required class routine after a reasonable corrective action. Categories: High Point Awards in Western and English Divisions will be awarded in the following age groups: Juniors: 8 to 10 years old Intermediates: 11 to 13 years old Seniors: 14 years and older 27. The gymkhana high point awards will be awarded in the following age categories: Juniors: 8 to 10 years old Intermediates: 11 to 13 years old Seniors: 14 years and older 28. Points will be awarded in each class to determine high point awards. High point awards will be announced at culmination of show. 29. 31 12. Performance and Halter classes will be judged according to 4-H Horse Show Rule Book. 13. In foal classes, the foals must be haltered and led. The mare will be allowed in the arena on a halter. 14. In halter classes where entries number three or less, the superintendent reserves the right to combine classes. 15. In performance classes where entries number three or less, the superintendent reserves the right to combine classes by age of rider. 16. If a class is considered too large, the superintendent reserves the right to split the classes. 17. First and second place winners in each halter class will show for Champion and Reserve Champion. 18. A special All-Around award will be given to highest points scored in the horse show. REGISTERED MEAT AND DAIRY GOATS MAY USE TATTOOS WITH BREED REGISTRATION NUMBERS SUPPORTED BY ACCOMPANYING REGISTRATION PAPERS IN LIEU OF THE TAGS. ALL SEXUALLY INTACT SHEEP MUST HAVE A SCRAPIE PREMISES ID EAR TAG. RETAINED TESTICLE RULE: MALE ANIMALS HAVING ONE OR BOTH TESTICLES CONTAINED IN THE BODY CAVITY ARE NOT ELIGIBLE TO SHOW AS MARKET ANIMALS OR SELL IN THE JUNIOR LIVESTOCK SALE. LIVESTOCK RULES JUNIOR DIVISION: ALL MOFFAT COUNTY 4-H/ FFA MEMBERS (8-18 YEARS OF AGE AS OF DECEMBER 31 st PREVIOUS YEAR). OPEN CLASS DIVISION: Any Moffat County Adult 19 and older as of December 31st previous year. The foregoing General Rules shall apply to all Junior Division Fair participants in departments of the Moffat County Fair. GENERAL RULES LIVESTOCK RULES 1. The act of entering an animal is the giving of consent by the owner/exhibitor, immediate family, or responsible person to have disciplinary action taken by Moffat County Fair for violation of show rules, policies and procedures without recourse against Moffat County Fair, Moffat County Fair Board and/or the Moffat County Fair Board Members. The Moffat County Fair Board reserves the final and absolute right to interpret all rules and regulations, arbitrarily settle and determine all matters, questions and differences in regard to or arising out of or connected with this fair, and the right to amend or to add to these rules as it is determined necessary. An exhibitor who violates any of the rules will forfeit all privileges and premiums and will be subject to such penalty as the Moffat County Fair Board may order. If it is decided there has been a violation, ALL awards earned in the project area in question will be forfeited and the animal project will be removed from the fairgrounds immediately. The project member will be restricted from participating in that project and other related events during the current Moffat County Fair and eligibility for participation the next year will be determined by the Moffat County Fair Board and the 4-H/FFA programs. Neither a member of the Moffat DOG AND HORSE RULES MOFFAT COUNTY FAIR 31

33 County Fair Board, leader of the Moffat County 4-H/ FFA programs, CSU Extension Moffat County staff, or Moffat County FFA staff will be held liable for any decision or penalty invoked as a result of the disciplinary action. All decisions of the Moffat County Fair Board are final and not appealable. 2. Junior Division exhibitors must be currently enrolled in a 4-H project or FFA project for which an exhibit is made. Other youth, not enrolled in 4-H or FFA projects, are invited to enter corresponding open or youth classes in agriculture for equal prizes or awards. Cloverbuds (4-H members ages 5-7) may not enroll in, participate in, exhibit or sell 4-H livestock projects. 3. Bedding, if desired, will be furnished by the exhibitor. 4. In the event of over crowding of a specie, exhibitors may be asked to remove non-show animals from the fairgrounds. 5. It is required that water be available to all animals at all times during the County Fair. 6. Each Junior Division (4-H/FFA) member enrolled in livestock projects will be provided 4-H/FFA Humane Animal Care Guidelines. These guidelines will be practiced by every person enrolled in or participating in 4-H/FFA animal projects. 7. No market animals will be released until the Junior Division (4-H/FFA) member has declared an animal for the Junior Livestock Sale. Non sale animals not on the second animal declaration sheet must be checked out by a superintendent and taken from the fairgrounds by 12:00 noon on Saturday. 8. SECURITY: The livestock barns will be locked from 10:00 PM -5:30 AM starting Wednesday of fair week. No one will be allowed in the barns during this time. ETHICS 1. The following are termed unethical practices: Doctoring, doping or injecting show animals for body "fill-ins", or the alteration, changing, defacing or any modification of the markings of show animals and the anatomical structure of an animal, the removal, alteration, changing or purposely damaging ear tags, any type of injection where oils, glycerine or like substances are used for body "fill-ins" external applications of such things as liniments and blistering agents that would cause an edematous condition, use of ice packs or other refrigerants to alter the quality of the finish of an animal. No animal shall be decorated with any unnecessary trappings, etc. during the judging. No altering of color or structure of hair or wool coat in any way except for trimming or blocking will be allowed. Any grooming material on an entry, when rubbed with a cloth or glove, which shows evidence of altering color shall be an automatic disqualification. This does not apply to hoof dressing on hooves. Any entry adding an artificial tail head or tail fin, artificial poll, or adding any hair or hair-like substance will be disqualified. The showing MOFFAT COUNTY FAIR 32

34 of livestock of any ineligible age or showing unethically fitted livestock is prohibited. 2. Fair management reserves the right to test any animal. 3. Compliance with all Colorado laws prohibiting tampering with or drugging of livestock and/or sale of adulterated meat is mandatory for any Junior Division (4-H/FFA/Vo-Ag) member and/or family member enrolled in a Junior Division (4-H/FFA/Vo-Ag) animal project. If legal charges are brought against any Junior Division (4-H/FFA/Vo-Ag) member/ family, the member/family will be suspended from participation in all Junior Division (4-H/FFA/Vo-Ag) livestock activities pending resolution of those charges. If found guilty, the Junior Division (4-H / FFA/Vo-Ag) member/family will be banned from all animal projects by Colorado State University Extension 4-H Youth Development and/or the Moffat County FFA program for one year. Tampering or drugging of livestock is a felony according to Colorado Consolidated Cruelty/Fighting Statute NOTE: Under no circumstances may an exhibitor, parent, leader or spectator badger, insult or be argumentative with the judge, ring steward, superintendent or show management. Any flagrant display of poor sportsmanship or affront to the judge or ring steward by or on behalf of the exhibitor may result in exclusion of the exhibitor from competition and forfeiture of awards. The person(s) responsible for such action will be asked to leave the grounds by the superintendent or his designee. 5. It is required that water be available to all animals at all times during the County Fair. 6. The use of drench guns or artificial device for hydrating or feeding of animals is prohibited. Drenching will be done only by Fair Veterinarian. OWNERSHIP 1. All market lambs, market swine, market goats and all breeding animals including rabbits and poultry must have been in the exhibitors possession for 60 days prior to the fair. All market beef must have been in the exhibitor s possession for 120 days prior to the fair. 2. Junior division (4-H/FFA) breeding animals must be part of a project and owned by the 4-H or FFA/Vo-Ag member. Proof of ownership must be available at the fairgrounds within 5 minutes of request by the department superintendent. 3. Transfer of ownership of all livestock occurs immediately upon completion of the bidding. LIVESTOCK RULES REQUIREMENTS 1. Completed 4-H record books for livestock, poultry, rabbits, dog and horse will be required in the Moffat County Extension Office no later than September 10 following the Moffat County Fair. Note: If September MOFFAT COUNTY FAIR 33

35 10th falls on a weekend, record books will be due the Monday immediately following the weekend. An FFA/Vo-Ag member must complete and turn in a record book form to the Moffat County Extension Office by September 10th to complete a livestock project. 2. A 4-H member is not required to show an animal in the County Livestock Show to complete their 4-H project. A 4-H member may complete a livestock project by completing 70% of his/her livestock record book and turning the livestock record book in by September 10th. 3. If a 4-H/FFA member does not complete a record book, they will be given an incomplete in that project area and will not be allowed to take that project the next year. 4. Pen Request - Pens will be assigned by the superintendents and the Extension Office. PLEASE NOTE: Pen assignments are permanent. Switching and/or re-numbering pens to suit personal needs, without superintendent approval, will not be tolerated! Persons found changing pen numbers without superintendent approval are subject to being asked to leave the grounds. 5. All Junior Division (4-H/FFA) members showing or selling market animals or showing breeding animals must attend an official Meat Quality Assurance Training provided by either the Colorado State University Extension Office or FFA once as a Junior/ Intermediate (8-13 year olds), and once as a Senior (14 & over). All members must provide documentation verifying their attendance at an official training program to the Extension Office by June 1. Any 4-H or FFA member failing to provide such documentation will not be allowed to show in the Junior Division, sell at the Junior Livestock Sale, or participate in the rate of gain contest at the Moffat County Fair. He/she may participate in open showmanship classes only. DRESS CODE Colorado State 4-H Dress Code This dress code is to be followed by all Junior Division (4-H/ FFA) members as well as adult leaders, advisors, and chaperones at all Colorado State 4-H sponsored events including but not limited to the Colorado State Fair, Youth Fest, Leadership Development Conference, Colorado Leadership Camp, and State Conference. Deviations from the dress code will result in a request to change. This dress code is not subject to personal interpretation. A state officer, adult leader, advisor, extension agent, fair board member, 4- H foundation member, superintendent or chaperone may deem clothing inappropriate. In addition, some activities or events will have specific dress requirements that will need to be followed. Appropriate dress consists of: Clothes are clean and in good repair, free of holes, tears, or slashes. MOFFAT COUNTY FAIR 34

36 Clothes are free from violent or drug-related material, or anything that alludes to violations of the 4-H Code of Conduct. Cover-ups are worn with swimsuits when not participating in water activities or sunbathing. Swimsuits will provide adequate coverage no string bikinis or extremely revealing suits will be tolerated. Shorts must be mid-thigh length. No cut-off shorts allowed. All items designated as underwear are kept under cover. No halter-tops, tube tops, or tops that expose undergarments. No pants or shorts that expose undergarments. No spaghetti straps on shirts or dresses, with the exception of formal attire. No see-through garments or muscle shirts. Hats need to be removed for meetings, workshops, meals, and other times when asked to remove them. Shoes must be worn at all times deemed appropriate. NOTE: Jeans or slacks and closed toe shoes are required during a show or sale. WEIGH-IN/TAGGING 1. All market beef, market swine, market lambs and market goats must be individually ear tagged by the ownership dates above. All market animals will be tagged by designated weigh-in and tagging crew. Weigh and tag dates are scheduled for each species each year. Junior Division (4-H and FFA) members are required to weigh in and tag all market animals during the specified dates. Market beef projects will be ear tagged and tattooed. 2. The management reserves the right to remove any animal from the fair for reasons of animal health. See special rules for horses. 3. Junior Division Exhibitors may tag 3 market animals per species at initial weigh-in day. Junior Division (4- H/FFA) exhibitors will be allowed to enter only two animals per exhibitor per species - beef, swine, goats and sheep in market classes. These two animals must be declared at time of final weigh-in at County Fair. The third animal will not be eligible to be shown by Junior Division exhibitor at this fair. In market classes, 2 placings in single classes and one placing in group classes will be allowed to one owner. Breeding animals shown in the Junior Division show may be used for showmanship classes. One showmanship class per specie (in each age division) will be offered. 4. All market animals must be tagged on weigh and tag days that have been scheduled to participate in the supreme animal awards and rate-of-gain awards. If a market animal loses the ear tag prior to the County Fair, Junior Division (4-H/FFA) members must make arrangements with the Extension Agent or FFA Advisor to replace the ear tag as soon as possible. 5. All market lambs eligible for the rate-of-gain contest must be slick-shorn prior to the arrival at the Moffat MOFFAT COUNTY FAIR 35 LIVESTOCK RULES

37 County Fairgrounds for fair weigh-in. Any lambs arriving at fair weigh-in not slick-shorn will not be eligible for the rate-of-gain contest. 6. Eligibility will be determined on the basis of show weight at the time of weigh in. Animals not making minimum or exceeding maximum weight will show in special feeder / heavy weight classes and will not be eligible to sell or to be in the carcass contest. In order to be eligible for sale or show, market steers must weigh no less than 1050 pounds; market heifers must weigh no less than 1050 pounds. There is no maximum weight for market beef. In order to be eligible for sale or show, market lambs must weigh no less than 110 pounds. There is no maximum weight for market lambs. In order to be eligible for sale or show, market swine must weigh a minimum of 235 pounds and may not exceed the maximum weight limit of 290 pounds at county fair. Any market swine animals which do not meet the minimum 235 pounds or exceed the maximum 290 pounds at county fair will not be eligible to compete for championship or sell in the Junior Livestock Sale. This is to protect the quality of meat for our buyers. In order to be eligible for sale or show, market goats must weigh a minimum of 55 pounds and may not exceed the maximum weight limit of 110 pounds at county fair. Any market goat animals which do not meet the minimum 55 pounds or exceed the maximum 110 pounds, at county fair, will not be eligible to compete for championship or sell in the Junior Livestock Sale. 7. Initial weigh-in weight on Fair Board designated certified scales will be the official weight. ABSOLUTELY NO RE-WEIGHTS! 8. All market animals in the Junior Division show will be screened for quality, irregardless of weight, at the time of weigh-in. Those not deemed to be of acceptable quality will be shown in a special feeder class but cannot be sold in the Junior Livestock Sale. 9. Scrotums must be dried up with obviously no viable testicular tissue present on all market animals. Animals will be checked by a veterinarian for proof of castration prior to initial weigh-in/tagging. It is expected that they will be castrated prior to arrival at the fairgrounds. If animals are not approved by the vet prior to initial weigh -in/tagging, you will not be allowed to weigh-in, show, or sell your animal. 10. All market beef animals need to be haltered and led onto the scales at the initial weigh-in or they do not weigh. 11. No Junior Division (4-H/FFA) member is allowed to weigh-in or have their name on more than three (3) market animals per specie for County Fair. A family with more than one member showing the same species, may declare a family animal at initial weigh-in/tagging. Family animals will be tagged MOFFAT COUNTY FAIR 36

38 with different colored tags. At County Fair weigh-in, if the family animal is being shown, it must be declared to a specific family member. 12. If an animal should require veterinary or medical attention while at the fair, a fair board member, the Junior exhibitor, and/or a family member should be present during treatment (time permitting). 13. All market heifers must have a certificate issued by a licensed veterinarian verifying the heifer is pregnancy tested OPEN within 30 days of Moffat County Fair. This certification must accompany heifer at the Moffat County Fair weigh-in or you will not be allowed to weigh in this animal. Pregnancy tests are to be performed prior to arriving at the Moffat County Fairgrounds. LIVESTOCK SHOW RULES 1. Only an animal's owner (4-H/FFA member) should prepare their project animal when it is being exhibited at the Moffat County Fair in the Junior Division. If assistance, for safety or educational reasons, is needed by a member, assistance may be provided by the parent/guardian, another 4-H member, or another Moffat County 4-H Leader/FFA Advisor. It is recommended that another Moffat County 4-H/FFA/ Vo-Ag member be the first choice for assistance to a junior division member. If assistance is provided, the junior division (4-H/FFA/Vo-Ag) member enrolled in the project must be present to benefit from the teaching and instruction. Violation will result in the violating exhibitor being prohibited from showing that animal. Only the exhibitor should be in the ring during exhibition. 2. Parents of children showing livestock will be excluded from the show ring during showing or judging of livestock class, with the exception of superintendent duties. 3. NOTE: No coaching is allowed from the rail or outside the arena by parents and/or leaders when a member is competing in the arena. 4. NOTE: Under no circumstances may an exhibitor, parent, leader or spectator badger, insult or be argumentative with the judge, ring steward, superintendent or show management. Any flagrant display of poor sportsmanship or affront to the judge or ring steward by or on behalf of the exhibitor may result in exclusion of the exhibitor from competition and forfeiture of awards. The person(s) responsible for such action will be asked to leave the grounds by the superintendent or his designee. 5. The management reserves the right to remove any animal from the fair for reasons of animal health. See special rules for horses. 6. The same animal or group of animals will not be shown in both breeding and market classes. 7. 39 in the same breed or sub-division. 8. Each Junior Division (4-H/FFA) member enrolled in livestock projects will be provided 4-H/FFA Humane Animal Care Guidelines. These guidelines will be practiced by every person enrolled in or participating in 4-H/FFA animal projects. 9. Please note that the dress code rule does apply while showing or selling your animal(s). Please refer to the dress code rule section for complete rule. 10. Alternate will not be allowed to show an animal unless the Junior Division (4-H/FFA) member is unable to due to extenuating circumstances. If this does occur, prior approval by the Fair Board must be obtained. 11. Grand Champion and Reserve Champion (Junior Division) market animals including chickens, turkeys and rabbits are required to sell at the 4-H/ FFA Junior Livestock Sale. 12. The United States Department of Agriculture Wholesome Meat Act applies to the sale of market livestock sold during the Moffat County Fair as follows: a. Animals must be in good health and carcasses must be free of drug or chemical residues. b. Antibiotics and sulfonamides have required withdrawal periods. Withdrawal periods must be followed. c. Drug label directions for use and withdraw periods must be followed. d. If any animal is condemned at slaughter for any reason, whether by testing results or by any USDA inspector condemnation, the Moffat County Junior Livestock Sale shall withhold any payment due the exhibitor. The Moffat County Junior Livestock Sale will in no way be liable or responsible for condition of carcass or sale price of animal. 13. Junior Division (4-H/FFA) members must show their own animals in showmanship. Tag # s will be checked by the superintendents prior to entering the show ring for showmanship. JUNIOR LIVESTOCK SALE RULES 1. The sale will be sponsored and managed by the Moffat County 4-H Foundation in cooperation with the Moffat County Fair Board, Moffat County 4-H program, and the Moffat County FFA program. 2. All Junior Division (4-H/FFA) members showing or selling market animals or showing breeding animals must attend an official Meat Quality Assurance Training provided by either the Colorado State University Extension Office or FFA once as a Junior/Intermediate (8-13 year olds), and once as a Senior (14 & over). Each year every Junior Division (4-H/FFA) member will be required to complete and sign a Wholesome Meat Act, which will be available at fair weigh-in. The sign-off must be signed and turned in when you weigh-in at County Fair. The Wholesome Meat Act must be signed by the Junior Division (4-H or FFA) member's parent. 4. Market animals for sale must be declared by 3:00 p.m. the day before the sale. If a Junior Division (4-H/ FFA) member does not declare an animal for sale by 3:00 p.m., the 4-H/FFA member will not be eligible to sell an animal in the Junior Livestock Sale. 5. The Moffat County 4-H Foundation reserves the right to make changes to the sale bill based on the health and welfare of the animal. 6. A public auction will be held for market classes of Junior Division (4-H/FFA) Livestock, rabbits, chickens, and turkeys at the fairgrounds. Sale of market animals will not be compulsory. 7. The order of sale will be based on the order of placings in the various classes, except the Champion and Reserve Champion animals will be sold first. 8. The owner's name and animal's weight will be announced when each market animal is sold. Donation for resale will not be allowed. 9. Eligibility will be determined on the basis of show weight at the time of weigh in. In order to be eligible for sale, all livestock must be of acceptable grade, health and quality, irregardless of weight, as determined by the Moffat County 4-H Foundation prior to the sale. Only animals first shown in the regular market classes are eligible for sale. All livestock must show proper prior identification with ear tag or tattoo. In order to be eligible for sale or show, market steers must weigh no less than 1050 pounds; market heifers must weigh no less than 1050 pounds. There is no maximum weight for market beef. In order to be eligible for sale or show, market lambs must weigh no less than 110 pounds. There is no maximum weight for market lambs. Sale Deductions - 1.) A 5% commission will be charged to all Junior Division consignors. This charge will be used to defray operation expenses for the Moffat County Junior Livestock Sale. 2.) Beef, lamb and pork check-offs will be collected as per law. 3.) Beef project members who enrolled in the beef insurance will have the insurance premiums and brand inspection fee deducted from their sale checks. 4.) Carcass contest fees will be deducted from the livestock sale check. 11. No Junior Division (4-H/FFA) exhibitor will be allowed to offer more than one lot for sale, this includes poultry and rabbit pens. The exception to this rule will be if a 4-H or FFA member owns the champion or reserve champion market animal in more than one species or the same species. If this should occur, they will be required to sell each of their champion or reserve champion market animals. For example, if a junior division exhibitor has both the champion and reserve champion in one or more species, they would have to sell those champion and reserve champion animals but no other animals. All grand and reserve champion market animals will be required to be sold at the Moffat County Junior Livestock Sale. If a market animal is weighed in at fair, and is within weight requirements, it cannot be pulled or withdrawn from the show and must be shown in champion drive, if eligible, and sell if awarded overall grand or reserve champion. The following species will be available for sale: Market Beef, Market Sheep, Market Swine, Market Goat, Market Chicken Pen(s), Market Turkey Pen(s) and Market Rabbit Pen(s) 12. Only livestock sold through the Moffat County Junior Livestock Sale will be under control of the Moffat County 4-H Foundation after sale. 13. Due to transfer of ownership of all livestock upon completion of bidding at the Junior Livestock Sale, not all animals are guaranteed to be in the carcass contest. 14. Advertising for sale or sale of market animals, including beef, sheep, swine, rabbits, poultry, ducks and goats, not eligible for the Junior Livestock Sale, will not be permitted on the fairgrounds. 15. Sale consignors are responsible for feeding and watering animals that sold through the Moffat County Junior Livestock Sale until those animals are taken to the packing house. 16. No market animals declared for the Junior Livestock Sale may be taken from the fairgrounds prior to the Junior Livestock Sale. Sale animals may not be taken from the fairgrounds after the sale, unless written authorization from the buyer is received by the Moffat MOFFAT COUNTY FAIR 40

42 County 4-H Foundation. Those animals that sold through the Moffat County Junior Livestock Sale will remain at the fairgrounds until animals are taken to the packing house unless prior written authorization is received from the buyer. 17. Junior Division (4-H/FFA) member sale checks will be available at the Moffat County Extension Office approximately 4 weeks after the sale or after the buyer has paid. Checks will be released to 4-H/FFA members upon acknowledgement of receipt of their thank you from the buyer(s). 18. There shall be no artificial coloring, paint, glitter, glue, or other substance that will adhere to the skin or hair on animals for the Junior Livestock Sale H/FFA members must sell their own animals. If extenuating circumstances exist, then an alternate Moffat County 4-H/FFA member may sell an animal if approved by the Moffat County4-H Foundation prior to the sale. 20. The Moffat County 4-H Foundation reserves the right to determine eligibility for sale at any time based on health, quality, or suitability of all market livestock. (Livestock members only): CARCASS CONTEST 1. The Moffat County Extension Office will be the sole responsible party for all coordination and implementation of carcass judging and awards. 2. In order to be eligible for the carcass contest, no market lambs, market goats or market swine will be slaughtered before Sunday after the Junior Livestock Sale. 3. In order to be eligible for the carcass contest, no market beef will be slaughtered before Monday after the Junior Livestock Sale. 4. Only animals (all species) that are shown in a market class at county fair are eligible for the carcass contest. Any animals shown in feeder or heavy-weight classes will not be eligible for carcass contest. Only animals that are sold at the Junior Livestock Sale or are on the second animal declaration sheet are eligible for the carcass contest. Animals that are loaded out by undesignated persons will not be eligible for carcass contest. All second animals, not going through the Junior Livestock Sale, that are planning to be slaughtered and loaded out starting Sunday, are required to be declared by 3:00 PM on Friday before the sale. The declared second animals will be marked for loadout at 12:00 PM on Saturday, August 12, which will make them eligible for the carcass contest, providing they meet weight requirements, and loadout to the designated packing house. Failure to declare will result in your animal not being eligible for the carcass contest and not loaded out for delivery. All no kill LIVESTOCK RULES MOFFAT COUNTY FAIR 41

43 animals must be removed from the Fairgrounds no later than 12:00 PM on Saturday, August 12. The Moffat County Fair Board is not responsible or liable for any animals left on the fairgrounds after 12:00 PM on Saturday. The 4-H/FFA members and families are required to care and look after their animals until they are loaded out. 5. All species will be killed on the designated days (i.e., swine, goats and sheep on Sunday or Monday, market beef no earlier than Monday) to allow for equal/quality cooling time. LIVESTOCK SHOWMANSHIP JUNIOR DIVISION: ALL MOFFAT COUNTY 4-H/FFA MEMBERS 8-18 YEARS OF AGE AS OF DECEMBER 31 ST PREVIOUS YEAR. YOUTH DIVISION: ANY MOFFAT COUNTY YOUTH 8-18 YEARS OF AGE AS OF DECEMBER 31 ST PREVIOUS YEAR. PEEWEE DIVISION: ANY MOFFAT COUNTY YOUTH UNDER 7 YEARS OF AGE AS OF DECEMBER 31 ST PREVIOUS YEAR. For all livestock showmanship classes, class designation is as follows: JUNIOR DIVISION (4-H/FFA) Ages as of December 31 st, previous year Classes: SENIOR SHOWMANSHIP (14 years or older) INTERMEDIATE SHOWMANSHIP (11 to 13 years old) JUNIOR SHOWMANSHIP (10 years or younger) 1. All Junior Division (4-H/FFA) showmen are eligible. 2. The judge will consider: a. Appearance of animal: 25% b. Showing of animal: 50% c. Appearance, courtesy and knowledge of exhibitor: 25% 3. Market and breeding projects weighed in or checked in for show in a junior division class may be used for showmanship. Junior Division (4-H/FFA) members must show their own animals in showmanship. Tag # s will be checked by the superintendents prior to entering the show ring for showmanship. Animals used for showmanship must be shown in a Junior Division class at the Moffat County Fair. 4. Any Moffat County youth, ages 8-18 as of December 31 st previous year. 48 FOODS The following rules apply to all canned goods: 1. Except where otherwise noted, all articles in this division shall be in standard canning jars only - half pints, pints, and quarts. (i.e. no mayonnaise jars). 2. Any article may be tasted to the satisfaction of the judge. 3. All jars and glasses must be labeled on the side of the jar as follows: Product name Month and year of processing Processing method (hot water bath or pressure cooker) Altitude, time and/or lbs. pressure *** Do not include exhibitor s name on label. Jars not properly labeled may not be judged. PLEASE NOTE: Our number one concern is food safety. The following precautions must be taken. 4. All jars must have rings and they must be readily removable. 5. Open canned goods such as meat, fruit, and vegetables should be taken home following judging with superintendent's permission to prevent spoilage. They will be marked if opened. 6. Processing times will be taken from the Ball Canning Book, with high altitude adjustments made for your elevation (i.e. Craig, CO 6,200'). Items not processed at high elevation recommendations, will be lowered by one ribbon. The only exception to this rule is for Jellies. Colorado State University Extension has determined that the high altitude processing times listed in the Ball Blue Book should not be applied to jellies, since doing so would result in a severely over-processed product. Instead, boiling water processing times for pints or half pints of jelly are recommended at 10 minutes for 1,000 to 6, 000 feet, or 15 minutes at altitudes above 6,000 feet. 61 To determine where to enter your quilt, first determine the general technique (appliquéd, pieced, combination appliquéd and pieced, or a special technique). Then choose the appropriate size (accessory item/wall hanging, bed, crib/lap). Then choose the class within that division that best describes the specific technique used. If your quilt is a special technique, choose the appropriate division first and then the size. Accessory items are things such as placemats, napkins, wall hangings (smaller than 30 x 50 ), etc. Bed size includes twin, full, queen, and king. Crib/lap size is 30 to 45 on the shortest side and 50 to 60 on the longest side. Colorado Quilting Council presents a First Timer Award - $25 premium and special ribbon for a first-time entry. This is an award which recognizes quilters who have not previously entered their work. If this is your first time entering a quilt in this fair, mark it as such on your entry form. Only one quilt can be entered for this award. If you are a first-time exhibitor and have multiple quilts, fair staff may assist you in choosing which quilt is to compete for this award. (This award is given at the discretion of the judge). Judges Choice Award: A special ribbon is awarded, at the discretion of the judge, to the quilt the judge would most like to take home.
