Unique in its location, its readiness and its fundamentals. Aligning with the contemporary vision for Stradbroke as a tourism driven economy, the RQYS believes that with minimal disruption and almost zero-development, only re-purposing, together we can support and backfill the loss of sand mining to the Redlands and Stradbroke economy. The Royal Queensland Yacht Squadron s has the capability and the desire to invest in facilities that will draw visitors and participants to our sport and our shores. We propose an additional and exciting destination that will lead the country in its ability to provide a world class day or extended participant facility for Yachting; Deanbilla Bay. By combining Green Industry and Sports Tourism with the use of the existing Deanbilla camp we are very excited about what this could mean for the long term future of Stradbroke and the short term benefits of this transition. Background The Royal Queensland Yacht Squadron has been an integral part of the Brisbane and Bayside economy and community for over 130 years. Our ongoing work to support the growth of the local economy whilst growing the sailing, social and life skills of the community is rewarding in a diverse range of ways, from producing Olympic champions to enabling members of the community, young and old, to make new friends, get active and be proud to be involved in a sport with a rich history in their local community. Our facilities and infrastructure are not just open to annual members. We offer a range of entry pathways that lead to participation in the sport as a whole and the club supports this with affordable entry points for junior, young adult and senior membership and our efforts have been recognised by the peak national body Yachting Australia by selecting us to be the National Centre of Excellence for Board Sailing. Participation at the Squadron is not just about discovering sailing. Sailing provides social and life skills, development, a greater understanding and respect for the environment, leadership, safety awareness and teamwork. All this can come through an activity that allows the participant to set their own pace of challenge or competition, making it a truly accessible whole of life pastime, regardless of age, gender or ability. Our goal is to provide the infrastructure, tools and environment to increase interest and remove barriers to participati on.

3 Royal Queensland Yacht Squadron Page 3 of 10 The Vision Sand Mining to Sport Tourism Sport Tourism We know we can achieve more with enhanced infrastructure. We are hitting our ceiling to support growth in development and participation, as our current facilities reach capacity during events like Queensland Youth Week, where total numbers of participants exceeded one thousand sailors, volunteers and team members. But even bigger is our vision to create the Australian Centre of Excellence in Sailing, utilising this experience with large scale events and drawing the best in the sport to Brisbane. With the urgency and pressures of the withdrawal of Sand mining from the economy, employment and vacancy of land, the Squadron sees an opportunity to support the Island to transition quickly to a tourism driven economy aiding ongoing employment, release real estate burdens and at zero cost, quickly create new industry and purpose for the Deanbilla / Dunwich area and wider population of Stradbroke Island. And all of this, for the long term. Sibelco has strongly indicated their willingness to simply transfer the lease on this area to RQYS.

4 Royal Queensland Yacht Squadron Page 4 of 10 The Location Sailors Paradise We see Deanbilla Bay as a perfect staging ground for Sailing in all of its forms, in particular, for youth sailing, community-based start sailing programs and as a regatta destination. The Squadron Sailing Academy currently hosts nine local schools from the east side of Brisbane. This facility, including the mining accommodation and adjacent large storage sheds, would enable us to double our participation rates in sailing drawing on the ability to provide camps that take students away while in turn keeping them at home in the bayside community. The existing sheds, buildings and land are ideally suited for a youth centred facility and live-in camps. Currently the Squadron plays host to dozens of training camps of teams through the year from Junior and Youth through to Olympic level from nations all around South East Asia and further afield; our vision is to leverage our capabilities and provide a unique location for such teams and groups in a manner that would be unique in Australia. This facility is perfectly suited to further our sports tourism campaigns and ability to grow participation in the sport for competitors and spectators alike. The Squadron attracts visitors from across Queensland, Australia and the World. We cater to recreational, racing, junior, women, disabled, youth and to the senior members of the community and wish to further increase participation across all of these areas; in doing so deliver an exciting new location to promote participation in all its forms. RQYS Member and Guest Tourism We feel also that the Squadron is the ideal caretaker for such a facility and has already invested in 10 moorings at Deanbilla Bay on Stradbroke Island that are environmentally designed to support Dugong habitat. Our intention is to secure more moorings to provide a location for our over three thousand two hundred members and their guests who will contribute to tourism and the economy of North Stradbroke Island. The Squadron sees Stradbroke Island and Deanbilla Bay as a destination of true interest for all visitors interested in sailing and recreational boating (yachting) and we wish to facilitate this for all levels of the community through youth training, competitive and recreational avenues in the sport of yachting.

5 Royal Queensland Yacht Squadron Page 5 of 10 In passing stewardship of the leasehold to The Squadron, our focus would achieve: Ongoing and enhanced employment Boost to local economy through long stay and custom True Tourism appeal Maintenance of existing infrastructure National and worldwide promotion of Stradbroke Island as a world class sailing destination with world class facilities, courses and outposts No development need or cost Above: Sail Brisbane competitors begin to leave the harbour Our 131 years of success and strong growth demonstrate our capability to best utilise the natural stadiums for our sport that have been provided on Moreton Bay. Not content with our over 650 enrolments in junior sailing already this year, our goal is to significantly further grow our sport on the Bay through the addition of existing facilities at Deanbilla Bay, repurposed for the benefit of the community, that will encourage visitors from further afield and extend their stay on Stradbroke Island. We see this initiative working in perfect advantage to the Stradbroke community with the access to and promotion of the Deanbilla outpost for a wider range of visitors, using the base of our existing programs and membership to additionally achieve a regular influx of sports and recreational tourists. Sailing is as accessible as any sport and in many ways, more accessible to those searching for a recreational activity. Sailing offers active participation, environmental appreciation, fellowship, new learnings and builds economy, tourism and the community. The squadron has never shied away from investing in our community and our capability. After making the move from Brisbane to Manly in 1964, at a considerable sum, we began construction, developing our initial infrastructure; the first buildings were constructed to store, maintain, educate, organize, administer and promote the fellowship of sailing in a then modern structure; far from the wooden boatsheds of old. This was a bold and ambitious project at the time, funded by individual squadron member donations with a vision of encouraging a sport that had outgrown its River origins. Since then we have continued to grow and develop the space in which we occupy. At this juncture in 2015, in critically analyzing our growth requirements to meet the demands of the community and our charter, we again must invest for the long term. That vision for investment, has Deanbilla bay right at the centre.

7 Royal Queensland Yacht Squadron Page 7 of 10 Supporting Stradbroke Island to meet the Tourism challenge Although ambitious, we see our vision as a hand-in-glove fit requiring no additional costs of infrastructure yet enabling a rapid and exciting transition for the Stradbroke economy. The RQYS asks to take over the leasehold of the Deanbilla miner s accommodation and storage facilities and take responsibility for ongoing costs, releasing this burden from Government. Our impact will be: Increased and enhanced employment Green industry development Enhanced attractiveness of Stradbroke as a destination Boosting and stabilising local economy and local businesses Renewed sense of purpose for the Stradbroke community World-stage opportunity as a Sports tourism destination Furthering development of high performance Sailors in SEQ and Australia Furthering participation and active community goals for RQYS, the Bayside Community, Local Council areas and the State Government In taking stewardship of the Deanbilla lease, we would quickly develop the interest and necessary plan to drive visitation and exploration of the area and island.
