1 1 YACHTING TASMANIA ASSOCIATION STRATEGIC PLAN FOR OBJECTIVE ACTION OUTCOME Participation & Support to our Clubs Participation Promote the Yachting Australia Tackers program. Provide high quality experiences, through Tackers, to promote an extensive program in a relaxed, fun atmosphere with students of similar skill levels in attendance. Increase the participation of junior sailors within the sport, with a focus through our Tackers Centre. Increase the number of Tackers centres at two per annum with a cap at seven/eight for the state. Youth Development through DSC s Schools Regatta and team racing Continue to promote the activities within the school system and encourage participation. These links can be made directly through schools, or indirectly through links like the AASC. Provide high quality coaching and equipment, with the emphasis on enhancing skills in an intense atmosphere with students of similar skill levels in attendance. Continue to expand via interaction with teachers. Tender the opportunity to host Schools Regattas to clubs around the state. Encourage greater participation from the North & North West of the Increase awareness of the sport of yachting and boating as a recreation in a safe manner. Help support clubs to accommodate these requests by creating and maintaining relationships with AASC and schools. Facilitate access to National level coacheshigh quality coaching & equipment; enhancing skills These programs are ongoing and are increasing in participation numbers yearly.

2 2 Clubs and Associations state. Continue to actively encourage affiliated clubs and associations and other recreational groups to provide sailing as a sport for their youth and promote clubs who provide such services Continue to provide course material, tutors, coaches, hire of boats and other facilities as necessary and/or available. Encourage upgrading of accreditations of instructors and coaches which will enable clubs to form their own training staff. Strengthen links between clubs and neighbouring schools Continue improvement of knowledge of both sailing skills and safe boating techniques. Tap in to existing clubs and create new markets through newly affiliated clubs to promote the Discover Sailing Brand and related YA products. (Sailability, Tackers, Dinghy Program, Keelboat Program, Powerboat Program) Encourage those participating to upgrade their skills in line with the courses available through Yachting Tasmania and increase the state wide database of accredited coaches and instructors. Assist where possible with providing information to the public on training establishments in their area. Supply Risk Assessment Guidelines and Templates in ensure safe practices when delivering courses. Provide opportunities for DSC Principals to gain greater insight into reporting and accountability for YA programs. Provide professional development for the MyCentre platform.

3 3 Elite Development Program The continued development of a co-ordinated and structured program for elite athletes and future elite athletes in the international youth, Paralympic and Olympic classes. Regional Development Assistance to all Clubs with their Junior Development program to ensure quality programs are delivered. Conduct the Tasmanian Sailing Academy (TSA) in partnership with the RYCT and YA to provide an effective coaching and regatta support program for qualifying athletes. To have at least an annual agreement with the Tasmanian Institute of Sport Roll out and facilitate the Discover Sailing Implementation Plan to increased participation in all areas of our sport. Be a resource for emerging and established clubs in disseminating information relating to Discover Sailing and the branding of this program Hold coaching clinics as often as is practicable. Assist clubs to source other trainers and coaches to help with their clinics. Encourage the promotion of "Discover Sailing Days at clubs. Provide quality assurance through our senior instructors to ensure our programs are delivered at the highest quality. Provide the use of the Pacer Fleet to assist in Junior Development. The TSA operates successfully operates within the national youth development strategy. TSA athletes achieving qualifying performances are awarded TIS scholarships Tasmanian sailing athletes gain selection in the Australian Sailing Development Squad, Australian Paralympic team and Australian Sailing Team. Increase the awareness among younger sailors of the competitive resources available to them. Assist with teaching younger sailors the most up to date techniques. Encourage youth to think of sailing as an option as a recreational activity Assist by the use of the Pacers in teaching match racing skills. Assist clubs roll out the DS Implementation plan and provide support during this process. Liaise with media outlets to promote our products and to gain greater exposure for the Discover Sailing Brand.

4 4 Coach/Instructors Development: Encourage the development of Level 1 and 2 Coaching Accreditation within clubs and associations. Encourage greater participation in Instructor level courses. Provide to clubs a list of accredited local coaches and instructors in all sailing and boating disciplines Continue to promote the commencement of Level 2 Principles of Coaching in the state. Assist with access to refresher courses for qualified coaches who have participated in courses to be run on an ongoing basis Provide a state based instructor conference on an annual basis to build greater cohesion amongst instructors in our state. Increase the pool of accredited coaches within the state. Encourage within the club fraternity the skill base for future development of sailing. Create a pool of instructors as a shared resource (Dinghy, Keelboat, Powerboat and SSSC) to enable greater deliver and quality of related YA programs. Promote escalation of home talent rather than outsource people to deliver YA Instructor training. General Sport Development: Support for clubs involved in training and development Provide Race Management Seminars, Umpiring Seminars and other courses as requested by clubs on a regular basis. Actively encourage the teaching of YA/RYA Courses (Nationally and Internationally recognised competency based courses) which cover training in Encouragement for clubs who aspire to achieving YA training standards by providing support and backup, materials and access to facilities. Consult general committees and other peak bodies on a regular basis to ensure strong relationships are maintained. Provide backup support where requested in promoting come and try days and introduction to sailing in whatever format it may be. Provide assistance where required in promotion and presentation of courses. Greater participation of club members in upgrading their own and other member s skills. Greater understanding of the club s role in the grand scheme and how they can best serve their members. Encouraging promotion of the sport within the general public. Ensuring that the profile and professionalism of our sport is raised and maintained. Increased basic knowledge of sailing and boating skills within a regulated and recognised framework.

Provide opportunities for re-validation and reaccreditation for instructors. Increase the numbers of instructors in all three disciplines. Promote younger members along the instructor pathway and how this fits within the Discover Sailing plan/pathway. Ensure that all DSC s follow their centre agreements to maintain quality of the RYS/YA programs Keep stocks of training material and log books. Provide through both the official YA and Discover Sailing programs. To promote our sport through the newly created Discover Sailing Experience program. Introduction to the basic program of sailing skills using the facilities of the YT affiliated clubs and supported by the use of the Pacer fleet Increased brand recognition and standards of our various programs. Higher participant satisfaction through sound teaching methods and practices. Greater accountability by DSC s and record keeping allowing us to follow trends and best serve our customers. Increasing the numbers of our instructors allows us to cater to the various demands around the state and in turn creates a greater depth of talent. Give a wider range of knowledge of the sport to all. Breakdown society norms about our sport as per the Gemba Report. Allows people the opportunity to experience our sport without major financial commitments. Allows people to participate in a fun, informal, relaxing manner, which in turn can lead to increased participation and membership. Actively discourage the false perception of yachting as an expensive sport. Specific Courses for Disabled, Elderly and other disadvantaged groups.

6 6 Particular emphasis to be placed on Active Australia components of sport and recreation programs. (Yachts and Access dinghies purchased through Sailability will assist YT to provide services) Based on the learn-to-sail program and run in conjunction with interest groups, particularly groups working with people with disabilities. Provide opportunities to these demographics using the Sailability boats (Access and Payne 24 s) through Sailability and DSC s Provide information, support and training to DSC s running these courses in order to modify/adapt equipment to cater for individual needs. Purchase/access further equipment to assist especially with sailing for people with disabilities including PFD s, winching equipment to assist with access to the craft. Provide opportunities to those who may have thought that sailing was beyond them the chance to try the sport in a safe, secure manner. Create links with Sailability and DSC s/schools to create a new market for sailors in Tasmania, Conduct training and continual support to Sailability s Learn to Sail program to ensure all participants learn in a safe manner. This may include continual support in adaptive aquatic education. Promotion of our sport through the media to recognise and celebrate achievement.

7 7 Communication Provide members with all facets of our sailing education programs. Administration Services To provide an administration service for recreational sailing and boating in the state Increase the profile of our sport and continue with the distribution of a monthly newsletter, broadening its base from training and development to all aspects of boating and sailing. Create a function to allow people to subscribe to our newsletter, thus increasing the communication capability. Be the focal point for information on the sport in the state. To be of service to our member clubs and to field enquires of all things boating in Tasmania. Become a one-stop shop for any information relating to boating in the state. Provide information to clubs, members, schools and community groups with all things boating. Supply information to the print and electronic media on a regular basis. The continual update of information on our webpage, newsletter and social media pages. Continue to operate an office and staff and continually upgrade the level of service provided To be the peak body to whom local and state government instrumentalities direct enquiries in relation to matters pertaining to boating and/or water safety Provide delegates for input to discussions where required. Maintain a peak body that liaises with MAST, YA, the Tasmanian Government, affiliated clubs and members to create lifelong associations and better service. This constant dialogue is imperative to our programs and their delivery. YT provides a strong voice for all Tasmanian sailors on the following Yachting Australia Committees: Safety Committee, Keelboat Policy Committee, Trailable Yachts & Sports Boats Policy Committee, Racing Rules & Officials Committee, Sailability Committee,

8 8 Youth Development Committee, Team Racing Committee and Match Racing Committee. National Involvement Through the committee system provide input of a National level in all facets of sailing and boating to the Yachting Australia. Promote the Sport of Sailing Promote the sport wherever possible using all facets of media output. Develop, maintain and promote a dedicated website. Create and maintain social media outlets. Continue to appoint delegates from the affiliated clubs and associations to put Tasmania s point of view in matters of sailing and boating in Australia By providing support to our employees to attend national conferences to better our understanding of YA matters. YT also represents Member Clubs through its participation and contribution to the annual Yachting Australia Federal Assembly. Provide media releases on relevant matters, events and visiting sportsmen. Provide access to sporting facilities as required Promote events, programs and general interest stories through print and electronic media as well as our social media pages. Create sporting ambassadors to promote our sport. Continue the awareness at a National level of the importance of the sport in this state. By disseminating information to our clubs and members thorough our newsletters, webpage, s and our social media pages. Increase the public awareness of the importance of the sport in the overall recreational activity of the State. Promote the importance to the State of the sport in economic terms. Apply the various facets of the DS Implementation Plan using clubs as a medium as well as generating interest through members and various community groups.

9 9 Leadership & Advocacy Conduct the affairs of the Association in accordance with the constitution Selection of skilled directors to form an effective board of directors Meetings of the board provide an effective forum for decision making Good decisions are made and implemented that progress the sport of sailing in Tasmania. Effective input into Yachting Australia The Board is seen to providing leadership for the sport in Tasmania. Assist Class Associations to source and access funding. Create the establishment of a YT office in Hobart Increase the use of the training Fleet in conjunction with usage of the fleets that are owned by some clubs, to promote a greater spread of activity throughout the state Advise clubs and class associations when possible of funding/grant opportunities and assist with their submissions. Provides greater support to clubs and gives a tangible space for our EO/DO that is not affiliated with any club and bipartisan. Set up as many programs through Adult Ed, AASC, schools and community groups as possible to provide exposure to boating and in particular boating using the Yachting Tasmania Pacer Fleet. Better rapport with clubs and associations. Less call on Yachting Tasmania as a body to support clubs and associations financially for specific regattas, national competitions, etc. Ensures greater support to clubs and gives YT a higher profile amongst all stakeholders. Increased awareness of the accessibility of boating as a recreational sport. Increased support for Executive Officer Role including State Tackers Leaders role. Provide funding and operating environment for YT EO to effectively provide support to Member Clubs and build member club capability. National participation and training programs are effectively delivered through member clubs in Tasmania YT meets its national KPI s in regard to participation and training programs

10 10 Risk Management and Safety Create, maintain and revise Risk Management and Safety documents for all clubs to use. Conduct regular safety audits of DSC s Create and implement a Member Protection Policy for Yachting Tasmania. Supply Risk Assessment Guidelines and Templates in ensure safe practices when delivering courses. Provide opportunities for DSC Principals to gain a greater insight into reporting and accountability when delivering YA programs. Create the opportunities for YT board members to undertake MPP and MPIO training Safety is a non-negotiable and should be a fundamental pillar of our clubs and centres. YT is committed to ensure all clubs conduct their business in a safe and legal manner. The quality of our programs is paramount and all DSC Principals are to be made aware of the workplace standards as set by YA and the Federal Government. Allows for a fair and transparent process as a provision in the advent of a dispute of a member. Promotion of a MPP and MPIO in clubs to alleviate minor issues being dealt with at board level. 11 11 Element from Plan Stakeholders involved Recommendations Provide members with all facets of our sailing education programs. Members - Provide information to members through a variety of means to convey different programs YT will be delivering. - Using our website and that of YA to highlight our sailing programs and what they entail. Clubs - Clubs to advertise courses that are held at their centre. - Give specific details of the course, the venue and what participants need to bring. DSC - Ensure all information presented is accurate and informative. - Liaise with club instructors to ensure people know their roles and what they are delivering. - All participants are accounted for in the mycentre platform. YT Training Coordinator - Ensure that all DSC s and instructors are delivering the correct syllabus and not deviating from the suggested course content. - Ensure all relevant documentation is sent out to clubs well in advance. Instructors - Deliver courses in the highest possible quality - Present themselves in a professional manner. - Ensure that the information given to participants reflects the YA program they are delivering and all teaching to be underpinned by the instructor code of conduct. Customers - Provide sound information well in advance of any program being delivered. - Ensure resources are given out in advance and any questions are dealt with in a professional manner.
