All pump bearings are designed for grease lubrication and to exclude dirt and grit. However, the quantity of water being pumped by the station should be reduced at any time the water in the suction bay becomes moderately silted or if it appears that the approach velocities are carrying a bottom load of sand or silt into the sump chambers. 8 S- PUMP STATION Location. S- is located in the Herbert Hoover Dike, Levee D, on the south shore of Lake Okeechobee, at the intersection of Miami Canal with Lake Okeechobee, in the western section of Palm Beach County just north of the town of Lake Harbor, Florida. Purpose. The purpose of S- is to pump surplus water into Lake Okeechobee via the Miami Canal from the Agricultural Area south of the pump station at the rate of three-quarter inch per day from the 1 square mile tributary drainage area east and west of the north portion of the Miami Canal, designated as L-. Description. The structure consists of three Fairbanks and Morse vertical propeller axial flow pumps with a pumping capacity of 0 cfs each, a total of,0 cfs, at a rated speed of 1 rpm. The pump station is constructed of reinforcing concrete and concrete block masonry superstructure. Operation. According to the EAA IAP, the pump station will be operated whenever the water surface elevation in the Miami Canal within the Agricultural Area south of the pump station exceeds 1.0 ft., NGVD, unless the water level in Lake Okeechobee is low enough to permit gravity discharge into the lake through S- at a desirable rate. At this speed the pumps will pump 0 cfs or greater with pool to pool heads not in excess of. feet and an intake pool stage between 1.0 and. ft., NGVD. The water surface should not be drawn down below elevation.0 ft., NGVD. The pump station has a design capacity of,0 cfs, equivalent to a removal rate of three quarters of an inch of runoff per day from the drainage area served, under a design head of. feet pool to pool and intake pool stage between 1.0 and. ft., NGVD. The pumping machinery is designed to permit operation at rated conditions of head and capacity with intake water surface down to elevation. ft., NGVD. The pumps are designed to pump drainage water containing a negligible amount of sediment or other material which might damage the surface of the pump or the bearings. All pump bearings are designed for grease lubrication and to exclude dirt and grit. However, the quantity of water being pumped by the station should be reduced at any time the water in the suction bay becomes moderately silted or if it appears that the approach velocities are carrying a bottom load of sand or silt into the sump chambers. The pumping units are free from harmful criticals throughout the range of operating speeds from 0 to 1 rpm inclusive. However, there exists a severe critical at 0 rpm. The unit should therefore be brought up to 00 rpm immediately on starting and no operation should be attempted at speeds below 00 rpm. 9 1 1 The backflow control gates serve two primary functions: (1) To permit priming of the pumps and starting of the engines without danger of reverse rotation and without regard to relative pool stages, and () to prevent backflow through the pumps during periods when abnormally high discharge pool elevations exceed the pump invert elevation. ft., NGVD. 16 S- PUMP STATION Location. S- is located in the Herbert Hoover Dike on the southwest shore of Lake Okeechobee approximately three miles along Levee D1 in a northwesterly direction from Clewiston, Florida. Purpose. The purpose of S- is to pump surplus water into Lake Okeechobee via the L-D1 borrow canal, C-0 and C-1 from the Agricultural Area south of the pump station. S- serves square miles of drainage area including 1. square miles of agricultural area and. square miles of urban area. The pump station will be operated as necessary to maintain the water level between elevations. and 1. ft., NGVD in the intake canals. The surplus consists of seepage through the Herbert Hoover Dike and runoff at the rate of three quarters of an inch per day from the square mile tributary drainage area, and at a rate of two and one-half inches per day from the. square mile urban drainage area of the city of Clewiston. Description. The station consists of three Fairbanks Morse 1 inch diameter vertical propeller axial flow pumps with a pumping capacity of cfs each, a total of,0 cfs, at a rated speed of rpm. Operation. The pump station will be operated as necessary to maintain the water level between elevations. and 1. ft., NGVD in the intake canals. At rpm the pumps will pump cfs with a pool to pool head of seven feet and an intake pool stage not lower than. ft., NGVD. The pumping units are free from harmful criticals through the speed range zero to rpm. However, there exists a minor critical at 11 rpm and extended operation at this speed is to be avoided, except as necessary in the starting and slowing down phases. The pumps should be started and stopped slowly, one pump at a time, in order to avoid high velocities and surges in the approach canal. The water surfaces should not be drawn down below elevation. ft., NGVD, at the pump intake in order to prevent pitting of the propellers. If, during a pumping operation, the water surface on the intake bay falls below. ft., NGVD, the speed of all pumps then operating should be reduced to not less than the minimum speed shown on the operation chart. If this does not restore the water surface in the intake pool to. ft., NGVD, one or more of the pumping units should be shut down until the minimum pool elevation is reestablished. The pump station has a minimum total capacity of,0 cfs, equivalent to a removal rate of three quarters of an inch of runoff per day from the agricultural area and four inches per day from the urban area, plus seepage from the ten-year flood stage of 1. ft., NGVD, on Lake Okeechobee. This capacity is achieved at an average pool to pool head up to and including seven feet; it will also deliver a reduced capacity at higher pool to pool head up to and including 1.0 feet. At heads exceeding seven feet and operating at rpm, the pump capacity decreases to a minimum of 0 cfs at the maximum pool to pool head of 1.0 feet. 17 engine speeds be increased above rpm. During extended periods of operation, speed may be decreased in order to improve operating efficiency and fuel economy, although such operation will simultaneously result in a slight decrease in capacity. The station optimum headwater elevations are 1.0 ft., NGVD, during the wet season and 1.0 ft., NGVD during the dry season. Normal drawdown is. ft., NGVD, during pumping. 20 S-A(W) STRUCTURE A(W) Location. S-A(W) is located in the West Palm Beach Canal (C-1) west of L-0 and the L- canal. Purpose. The structure functions with S-AE, S-AS, and S-A to control irrigation releases along the West Palm Beach Canal east of Levee 0 during periods of flow deficiency and to pass flood runoff from the L- Canal and C-1 into Water Conservation Area (WCA) No. 1 via S-A pump station. Description. The structure is a twin barrel x-foot box type, reinforced concrete culvert. The gates of the structure are located on the east end of the culverts, since during pumping conditions the West Palm Beach Canal to the west is drawn down to. ft., NGVD developing a maximum head on the culvert equivalent to the pool to pool head of the pump station. The structure is designed to pass a maximum of 00 cfs at such times as necessary but not including times when pumping is being conducted at Pump Station No. A. Operation. The gates on the structure are normally closed; however, during times when it is necessary to pass water into the West Palm Beach Canal the gates of S-A(W) and S-A(E) are opened and under favorable head conditions, approximately 00 cfs can be passed through the culverts. The gates shall always be closed when a flood condition exists in the L-, L-1 basin. This condition shall be recognized as existing whenever pump station S-A is not able to lower the stage at Canal Point below 1. feet. The gates may be opened and the excess flows pumped at S-A in the absence of the above condition whenever a flood condition exists in L-, or in the east end of C-1. A potential flood condition exists in the L- basin whenever the stage at Sand Cut exceeds 1.0 feet and in the east end of the C-1 stage whenever the tailwater at S-AE exceeds 1.0 feet. The use of the gate is also determined by other factors, such as environmental concerns, and water level in WCA No.1. It will be considered case by case. When flood conditions do not exist the gates will be operated subject to water availability to meet water use requirements in C-1 east of WCA No. 1 and in the L- basin. 22 S-A(E) STRUCTURE A(E) Location. S-A(E) is located in the West Palm Beach Canal (C-1) east of L-0 and the L- canal. Purpose. This structure functions with S-AW, S-AS, and S-A to control irrigation releases along the West Palm Beach Canal east of Levee 0 during periods of flow deficiency and to pass flood runoff from the L- Canal and C-1 into WCA No. 1 via S-A pump station. Description. The structure is a twin barrel x-foot box type, reinforced concrete culvert. The structure is identical to S-A(W) except that the gates are located on the west end where the maximum head occurs. The structure is designed to pass a maximum of 00 cfs of water under favorable head conditions. Operation. The maximum head on the structure when it is operated is. ft., NGVD, a condition obtained during pumping at S-A with S-A(S) open raising the pool level of WCA No.1 and L- Canal to 1. ft., NGVD, on the west side of the structure and with normal water level of 1.0 ft., NGVD, on the east end of the structure. During flood conditions, the gates will be closed whenever releases would aggravate flood conditions downstream. The gates will be opened whenever damage stages will not be exceeded below the structure and excess water in West Palm Beach Canal, Levee Canal, or WCA No. 1 is increasing flood potential in the Agricultural Area southeast of the lake. 25 S-A (S)_STRUCTURE A(S) Location. S-A(S) is located in the L-0 Borrow Canal south of the West Palm Beach Canal (C-1) at a point where L- intersects the L-0 Borrow Canal on the northern perimeter of WCA No. 1. Purpose. This structure functions with S-AE, S-AE and S-A to control flood runoff from the L- area, and to make irrigation releases from WCA No. 1 to the L-, L-1, L-, and C-1 basins. Description. S-A(S) is a twin slide gate spillway with sill elevation at approximately one foot, NGVD and has a breast wall above the gates from elevation 0.0 to.0 ft., NGVD. The structure is designed to pass a maximum of,000 cfs under the most favorable head conditions. Operation. The structure is operated under either flood conditions or for irrigation as follows: Flood conditions: The gates are occasionally opened to pass flood flows from the L- borrow canal to WCA No.1 when the canal stage (L-) exceeds the tailwater (WCA No.1) stage, a very rare occurrence. 27 S-A (X) STRUCTURE A(X) Location. S-A(X) is located in the Cross Canal between the Hillsboro and West Palm Beach Canals in Palm Beach County. Purpose. The structure is located at the drainage divide on the Cross Canal (L-1 borrow canal) between West Palm Beach Canal and the Hillsboro Canal. Its purpose is to function as a basin divide, and to channel excess water either to the Hillsboro or West Palm Beach Canals as capacity is available. Description. The structure consists of four gated -inch diameter CMP culverts in an earthwork fill. The top of the fill is 1 ft., NGVD and the invert elevation is. ft., NGVD. The barrel length is ft. Design discharge is 00 cfs with 0. feet of head. Operation. The structure normally remains open; however, the structure is closed when pumping at S- and or S-A would cause erosive velocities in the canal, and when water deliveries are being made in the Hillsboro Canal to prevent water from going across to the West Palm Beach Canal. 29 S-A PUMP STATION A Location. S-A is located at the intersection of the West Palm Beach Canal (C-1) and Levees and 0. Purpose. The primary purpose of the pump station is to pump surplus water from the L-, L-1 basin, the S-A agricultural are northwesterly of the pump station into WCA No. 1 at the rate of three-quarters of an inch per day from the 0 square mile tributary drainage area. The structure is also used to remove excess flows from the L- and C-1 basins or can be used to remove excess water from Lake Okeechobee when it is above its regulation schedule. Description. S-A is designed to remove three-quarters of an inch of runoff per day (, cfs) from the tributary agricultural area of 0 square miles. Actual installed capacity is,00 cfs. The station consists of six horizontal propeller, axial flow pumps. Each pump has a pumping capacity of 00 cfs. Design head differential is. ft., NGVD. Operation. In addition to local runoff, the station will also pump water from Lake Okeechobee to WCA No. 1 at the available capacity of the West Palm Beach Canal and the pump station when the Lake stage exceeds the regulation schedule. Under design head the pump station capacity is,00 cfs for removal of excess water from the Agricultural Area; however, canal dimensions limit the Lake Okeechobee regulatory capacity to approximately 1,0 cfs. 32 S- PUMP STATION Location. S- is located in the Hillsboro Canal at the junction of L- and L-. Purpose. The purpose of S- is to pump surplus water via the Hillsboro Canal from Lake Okeechobee and the Agricultural Area into WCA No.1 at the rate of three-quarters of an inch per day from the 1 square mile tributary drainage area. Description. S- is designed to remove three-quarters of an inch per day of runoff from the 1 square mile drainage area served by the Hillsboro Canal. The station consists of three vertical propeller axial flow pumps with a capacity of cfs each at a design head differential of. ft., NGVD and with intake pool gage between 1. and.0 ft., NGVD. It was considered uneconomical to construct a gravity spillway at the station; however, the pump station can be back-siphoned to supply irrigation water to the Agricultural Area. Operation. S- will be operated to provide regulatory discharge from Lake Okeechobee when canal capacity is not needed for removal of surplus water from the Agricultural Area. 42 S-B STRUCTURE B Location. The structure is located in Canal 1 at the Seaboard System Railroad crossing of the canal. Purpose. The structure maintains optimum upstream water control stages in Canal 1; will permit release of floodwater from the Nicodemus Slough Area when capacity is available in Canal 1 south of the structure and will prevent overdrainage of the slough area during dry periods. In addition, the structure will permit water from Lake Okeechobee to be released to Canal 1 south of the structure for agricultural use during dry periods. Description. Structure B is a two barrel -inch CMP culvert structure with reinforced steel concrete headwalls and steel sheet pile wing walls. It is equipped with two structural steel slide gates. The structure can pass the 0 percent SPF design flow of 00 cfs. Invert elevation is. ft., NGVD. Design headwater and tailwater elevations are 1. and 1.0 ft., NGVD, respectively. Operation. The structure maintains optimum upstream water control stages in Canal 1 (north of the structure); it passes the design flood without exceeding the upstream flood design stage and restricts downstream flood stages and channel velocities to non-damaging levels; and it permits releases from the Caloosahatchee Canal to meet agricultural water requirements in the area served from C-1, north of the structure when Lake Okeechobee is too low to supply such requirements. Description. Structure D is a single bay vertical lift gate spillway in C-1 at the Lake Hicpochee rim levee used to regulate discharge from C-1 and to prevent overdrainage of the Moore Haven-Newhall area. 72 S- STRUCTURE Location. S- is located in the L- borrow canal about 00 feet west of the north tie-back levee, approximately two miles east of Lake Okeechobee. Purpose. The structure prevents runoff from the area east of Levee from overtopping levees in the developed area between the structure and Lake Okeechobee. The structure also makes discharges from the Lake during dry periods through LD- at culvert A. Description. The structure consists of a spillway section with three 1-foot by.-foot roller-bearing gates and lift stands, a breastwall immediately over a sloped weir, gate piers, and retaining walls. A stilling basin with end sill and riprap is provided westward for high velocity discharge to the lake with riprap provided eastward for low velocity flows. Flood discharge of S- is dependent on the capacity of the L- borrow canal between S- and the lake. The capacity under normal head conditions is about 1,000 cfs. Operation. Normally the structure is controlled to meet agricultural requirements as water is available. Gates are full open during this time. During flood conditions, the gates remain open until the water approaches damage stage west of the structure, 1. feet at US 1 or 1.0 feet at the structure.
