Building status of the RCSC in the Sayda Bay Construction and installation works in the whole complex and in the surrounding territory of the RCSC as well as building of the approach road to the Sayda Bay are completed. All works concerning: - fitting if internal supply lines and communications of the RCSC (heating, ventilation, water supply and canalization, air supply, power supply and lighting) - installation and setting into operation of fire alarm and fire fighting system, control system of radiological status/automatic control system of radiological status, system of physical protection, monitoring system for supply lines (SMIS) and automatic system of dispatcher control (ASDK), - installation and setting into operation, individual testing of the main technological equipment in the caissons are completed, except a small scope of remaining works. 4

5 . Building status of the RCSC in the Sayda Bay Interior decoration works in the rooms and arrangement of furniture and office equipment are almost completed. Training of the SevRAO-staff in operation, repair and service of the equipment and all technical systems is provided. 10 November the complex testing of the RCSC was started. Completion of the works and signing of the confirmation of technical readiness of the Regional conditioning and storage center for radwaste in the Sayda Bay is planned for December

21 . Results of the German project for management of decommissioned Russian nuclear-powered submarines : 1. Modernization of infrastructure and delivery of equipment to SRP Nerpa, SevRAO and DalRAO; Management/cutting of three nuclear-powered subs and 17 three-compartment blocks of nuclear-powered subs with forming of onecompartment blocks 90 Mio. 2. Construction of the Long-term storage facility for RC (LTSF RC) in the Sayda Bay, including creation of an ecologically sound status of the 228 Mio. surroundings (management of 17 sunk objects) 3. Construction of the Regional conditioning and storage center for radwaste (RCSC) in the Sayda Bay 270 Mio. Total German contribution : 588 Mio. 21

22 . Conclusion/Summary (Positive results) of the German-Russian project for management of decommissioned Russian nuclear-powered submarines: 1. The project as a whole was successful, in general all set deadlines were met within the frames of the planned budget. 2. The participants of the project gained experiences, the German and Russian specialists learned from each other and from the experts of other countries participating in the projects of the G8 Global Partnership. This gave an productive impulse to their professional development. 3. In the result of a good cooperation over 11 years close personal contacts and relationships were established. According to my opinion they will continue even after completion of the project and will contribute to an understanding between nations. 4. In particular today, keeping in mind the complicated relations between Russia, the European Community and the United States the project can and shall be an excellent example for a successful and fruitful international cooperation with Russia. 22

Underlining the mentioned positive results of the project I would like to pay attention also to some negative aspects in the cooperation with Russia, which urgently should be improved for an successful execution of possible future projects of the international community in Russia, for example for a possible cooperation in the rehabilitation of the Arctic Ocean 1. At the Russian side splitting of responsibility for the whole scope of international projects within the GP. The employees of Rosatom accompanied each project separately, but a coordinator for all projects was missing. Partly the CEG played the necessary role of a coordinator. 2. Missing determination of responsibilities of Russian authorities and organizations, for example monitoring and acceptance of cranes, ownership of real estates etc. 3. Delayed decisions in providing SevRAO-staff for LTSF and RCSC and for performing the power supply to the objects by the local power-supply organizations. 23

24 . 4. The unsatisfactory work of the commission for recognition of technical help (meetings were not held over month) led to long delays for many equipment deliveries to Russia. Furthermore it hindered the works on the building site and the fund flow from Germany to the engaged Russian companies. (Examples: Equipment for the RCSC: container transporter and lifting and transportation equipment, 200 t crane for the disposal of radwaste in Kamchatka d) 5. Partly very long periods of work of the Russian Customs and of the military and security authorities, responsible for granting access to the barred zone, which worked strictly to rule and did not consider that all international western partners want to support with a lot of money and do not want to damage Russia 24

The project in the Sayda Bay can and will be completed despite of all difficulties and contrarieties, because we had a permanent support from the German donor and we felt a wise and far-sighted policy of the responsible persons from the BMWi, Mr. Hans-Jürgen Hinsdorf and Dr. Schneider, the former general manager of the EWN GmbH, Dieter Rittscher, and the first project manager, Holger Schmidt. Beside that I would like to express my special gratitude to our Russian partners from Rosatom, Mr. Antipov, Mr. Achunov and Mr. Zaharchev, but first of all to our close partner in the joint German-Russian project management, the Kurchatov Institute.
