1 Objective(s) GEORGIA STANDARDS AND TRAINING RSQ Primary Task: IDENTIFY HAND AND POWER TOOLS 1. The candidate shall be provided with various hand and power tools used for forcible entry and vehicle extrication, (or acceptable illustrations).. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given various hand and power tools used for forcible entry and vehicle extrication shall identify each tool." 1. Hand operated hydraulic spreaders, rams, and cutters.. Power plant operated hydraulic spreaders, rams and cutters. 3. Pneumatic powered chisels. 4. Hack saws. 5. Reciprocating saw. 6. Hammer and chisel. 7. Cribbing and shoring. 8. Pry bars. 6 11/005

2 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: USE CRIBBING BLOCKS CVE-1 1. The candidate shall be provided with various sizes of cribbing materials.. The candidate shall be provided with an object (vehicle) on which to demonstrate the use of cribbing blocks. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given various sizes of cribbing materials and a vehicle, shall demonstrate the proper arrangement of the cribbing materials in order to stabilize the vehicle." 1. Wears full protective clothing, including eye protection.. Arranges cribbing blocks in a crate-like manner with two or more blocks laid side by side. 3. Lays two more blocks on top of and perpendicular to the first two blocks near the end of the blocks underneath. 4. Keeps hands/arms from between cribbing and vehicle. (safety hazard) 5. Continues in this process until desired height is reached. 6. Uses angled blocks to wedge between the top blocks and the object being stabilized. 5 11/005

The candidate shall be provided with a porta-power forcible entry tool with which to perform this skill.. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a porta-power tool, shall demonstrate the use of the tool." 1. Wears full protective clothing, including eye protection.. Chooses correct attachment for the job. 3. Assembles the attachment to the end of hydraulic line. 4. Closes the check valve. 5. Moves handle up/down as needed. 6. Releases by opening the check valve. 5 11/005

4 Objective(s) GEORGIA STANDARDS AND TRAINING CVE Primary Task: OPERATE AIR CHISEL 1. The candidate shall be provided with an air cylinder, an air chisel, and various tool bits.. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given an air cylinder, an air chisel, and various bits, shall demonstrate the use of the tool." 1. Wears full protective clothing, including eye protection.. Uses an air-source (air cylinder, air tank, etc.). 3. Attaches an air regulator to air source and ensures proper pressure. 4. Attaches air hose to regulator. 5. Selects the tool bit and inserts it into the chisel. 6. Attaches the chisel to air hose. 7. Ensures tool is pointed in a safe direction. 8. Compresses the trigger to operate. 6 11/005

5 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: OPERATE HYDRAULIC RESCUE TOOL CVE-4 1. The candidate shall be provided with a powered hydraulic rescue tool and various attachments.. The candidate shall be given a scenario that requires them to change & operate various tools. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a powered hydraulic rescue tool and various attachments, shall replace the tool currently attached with a different one and demonstrate the use of the tool." 1. Wears full protective clothing, including eye protection.. Selects the tool to be used (spreader, shears, combination spreader/shears, or extension ram). 3. Attaches the hydraulic lines from the power supply or manifold to the tool. 4. Starts the engine. 5. Demonstrates the safe operation of the tool. 4 11/005

6 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: USE AIR BAGS CVE-5 1. The candidate shall be provided with various size air bags, the air bag regulator, and an air cylinder.. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given various sizes of air bags, the air bag regulator, and an air cylinder, shall demonstrate the use of an air bag." 1. Wears full protective clothing, including eye protection.. Attaches the regulator to the air cylinder. 3. Attaches the hose from the regulator to the air bag. 4. Closes the bleed valve. 5. Opens the cylinder valve. 6. Sets the appropriate pressure. 7. Is aware of possible puncture hazards (sharp objects, metal, nails, and hot objects). 8. Opens the valve on the regulator to fill the bag slowly. 6 11/005

7 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: OPERATE A RESCUE SAW CVE-6 1. The candidate shall be provided with a gasoline powered circular saw (K-1) and various blades.. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a gasoline powered circular saw and various blades, shall demonstrate the use of the saw." 1. Wears appropriate personal protective equipment.. Identifies and/or attaches the proper blade for the material selected or identified. 3. Adjusts guard to proper cutting angle. 4. Turns the switch to the on position. 5. Closes the choke (as needed). 6. Pulls the rope to start while holding the saw in a stable and accepted position. 7. Opens the choke(as needed). 8. Pulls the trigger to speed up the saw to a working condition. 9. Holds with two hands. 10. Slowly lowers blade into material. 11. Keeps away from feet. 8 11/005

Wears appropriate personal protective equipment.. Turns the switch to the on position. 3. Closes the choke (as needed). 4. Pulls the rope to start while holding the saw in a stable and accepted position. 5. Opens the choke (as needed). 6. Pulls the trigger to speed up the saw to a working condition. 7. The candidate shall be provided with a powered hydraulic rescue tool and various attachments.. The candidate shall be provided with a vehicle suitable and approved for extrication training. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a powered hydraulic rescue tool and various attachments and a vehicle approved for extrication training, shall demonstrate displacing the roof with the rescue tool." 1. Wears full protective clothing, including eye protection.. Assures that the vehicle is stable. 3. Ensures victim safety throughtout the operation. 4. Assembles hydraulic power plant and tools. 5. Utilizes assistant to support the roof when the roof supports are cut. 6. Uses cutters to cut each roof support. 7. Completes displacement of the roof. 5 11/005

10 Objective(s) CVE-9 GEORGIA STANDARDS AND TRAINING Primary Task: DISPLACE VEHICLE DOOR WITH HYDRAULIC TOOL 1. The candidate shall be provided with a powered hydraulic rescue tool and various attachments.. The candidate shall be provided with a vehicle suitable and approved for extrication training. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a powered hydraulic rescue tool and various attachments and a vehicle approved for extrication training, shall demonstrate displacing a door with the rescue tool." 1. Wears full protective clothing, including eye protection.. Assures that the vehicle is stable. 3. Ensures victim safety throughout the operation. 4. Checks door to see if it can be opened normally. 5. Assembles hydraulic power plant and tools. 6. Clears area of unnecessary personnel. 7. Removes door glass if applicable. 8. Uses spreaders to displace door at appropriate location (latch or hinges). 9. Completes displacement of door. 7 11/005

11 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: DISPLACE VEHICLE WINDSHIELD USING AXE CVE The candidate shall be provided with an axe.. The candidate shall be provided with a vehicle suitable and approved for extrication training. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given an axe and a vehicle approved for extrication training, shall demonstrate removing the windshield with an axe." 1. Wears full protective clothing, including eye protection.. Assures that the vehicle is stable. 3. Ensures victim safety throughtout the operation. 4. Positions on the side of the vehicle near the windshield. 5. Starting at the top and center, uses an axe to cut across the top, side and about 1/3 of the way across the bottom of the windshield. 6. Uses short chopping strokes keeping one hand near the head of the axe. 7. Utilizes assistance to support the windshield. 8. Moves to the other side of the vehicle and completes chopping the top, side and about 1/3 of the way across the bottom of the windshield. 9. With assistance, pulls the windshield from the base attachment. 10. Places windshield under or to the side of the vehicle in a safe location. 11. Completes windshield displacement. 8 11/005

12 Objective(s) GEORGIA STANDARDS AND TRAINING CVE-11 Primary Task: DISPLACE THE DASHBOARD 1. The candidate shall be provided with a hacksaw, reciprocating saw, hydraulic cutter, or air chisel.. The candidate shall be provided with a high lift mechanical jack or ram, a backboard or other protective device, and rope or webbing. 3. The candidate shall be provided with a vehicle or simulated vehicle. 4. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a vehicle and appropriate equipment, shall demonstrate displacing the dashboard." 1. Wears full protective clothing, including eye protection.. Assures that the vehicle is stable. 3. Remove door(s) as necessary. 4. Places a backboard or other protective device between the victim and the bottom of the "A" post where the relief cut will be made. 5. Ensures victim safety throughtout the operation. 6. Removes the roof or makes a relief cut through the upper third of the "A" post. 7. Makes relief cuts & exert pressure with appropriate tools to displace dash. 8. In a controlled manner, pushes the dash up and off of the victim. 9. Once the dash has been removed from the victim, build a crib to hold the sill in the proper position & to prevent the dash from moving. 7 11/005

13 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: REMOVE VEHICLE WINDOWS CVE-1 1. The candidate shall be provided with a spring-loaded center punch or an axe.. The candidate shall be provided with a vehicle or simulated vehicle. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a vehicle and a spring-loaded center punch or axe, shall demonstrate removal of vehicle windows." 1. Wears full protective clothing, including eye protection.. Assures that the vehicle is stable. 3. Attempts to lower windows as far as possible before attempting to break glass, then selects a springloaded center punch or axe. 4. Assures that all vehicled occupants are properly protected. 5. Warns other personnel by the verbal command "Breaking Glass," unless a stop/freeze call is made, while you continue with glass removal starting with a window furthest from the victim. 6. Places the center punch in the lower corner of the window and applies pressure until the spring is activated, or strike the lower corner with the axe. 7. Removes any loose glass around the window opening with a tool. 8. Follows this procedure until all glass is removed. 6 11/005

14 Objective(s) GEORGIA STANDARDS AND TRAINING FCOEP-1 Primary Task: CAUSE/ORIGIN & EVIDENCE PROTECTION 1. The candidate shall be provided with an area containing fire damage. The candidate shall be provided with a flashlight and overhaul tools. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a flashlight and overhaul tools, shall protect evidence of fire cause and origin, so that the evidence is noted and protected from further disturbance until investigators can arrive on the scene." 1. Looks for point of origin outside, before looking inside.. Moves from the area of lightest damage to the area of heaviest damage. 3. Looks for V-pattern to point to the most likely area of origin. 4. When possible evidence is found, stops work so investigator can examine it in place. 5. Ensures that no one interferes with the possible evidence or surrounding area. 6. Uses salvage covers or other type of protection if evidence is in danger of destruction during fire suppression activities. 7. Uses barrier tape to keep others from walking through potential evidence. 8. Before moving an object to protect it from damage, has witnesses present, a location sketch drawn and a photo graph taken. 5 11/005

15 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: ASSEMBLE EQUIPMENT FOR FOAM STREAM FLFC-1 1. The candidate shall be provided with 1-1/" or 1-3/4" hose with nozzle.. The candidate shall be provided with a container of foam or simulated concentrate and an in-line foam eductor. 3. The candidate shall be informed as to where a "flammable liquids spill" is located. 4. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given the fire hose and nozzle provided, foam concentrate, and an in-line eductor, shall demonstrate assembling the equipment and charging the line in preparation to produce a foam stream." 1. Checks the eductor and the nozzle to ensure they are rated for the same GPM flow.. Sets the foam eductor for the same percentage rating as indicated on the foam container. 3. Selects and attaches hose to the intake side and a hoseline with nozzle on the discharge side of eductor. 4. Assures that the nozzle is not more than the allowed distance (usually not more than 150') from the eductor. 5. Places the pick-up tube of the eductor in the foam concentrate. 6. Charges hoseline, ensuring there is a minimum 00 psi at the eductor. 7. Removes all kinks from the hoseline. 5 11/005

16 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: APPLY FOAM WITH THE ROLL-ON METHOD FLFC- 1. The candidate shall be provided with 1-1/" or 1-3/4" assembled foam hose line.. The candidate shall be provided with a container of foam concentrate. 3. The candidate shall be informed as to where a "flammable liquids spill/fire" is located. 4. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given the assembled foam line provided and foam concentrate, shall demonstate the proper application of the "ROLL-ON" method of applying a foam stream." 1. Wears full personal protective equipment.. Stands up-wind and up-hill. 3. Does not stand in the "flammable liquid." 4. Opens nozzle fully. 5. Directs the foam stream away from the fire/spill until the proper foam stream is being generated. 6. Directs the foam stream on the ground near the front edge of the burning liquid pool. 7. Continues to apply foam until it spreads across the entire surface of the fuel and the fire is extinguished. 8. Changes position along the edge of the spill, as needed, to ensure foam adequately covers the spill. 6 11/005

The candidate shall be given the instructions below before beginning the exercise. "The candidate, given the assembled foam line provided and foam concentrate, shall demonstrate the proper application of the "BOUNCE-OFF" method of applying a foam stream." 1. Wears full personal protective equipment.. Stands up-wind and up-hill. 3. Does not stand in the "flammable liquid." 4. Opens nozzle fully. 5. Direct the foam stream away from the fire/spill until the proper foam stream is being generated. 6. Directs the foam stream off a solid object, allowing the foam to run down onto the surface of the fuel. 7. Continues to apply foam until the fire is extinguished. 8. Changes position along the edge of the spill, as needed, to ensure foam adequately covers the spill. 5 11/005

Directs the foam stream into the air above the fire or spill and allows the foam to float gently down onto the surface of the fuel. 7. Directs the foam stream on the ground near the front edge of the burning liquid pool. OR 7. Directs the foam stream off an object, allowing the foam to run down onto the surface of the fuel OR 7. Directs the foam stream into the air above the fire or spill and allows the foam to float gently down onto the surface of the fuel. 8. Continues to apply foam until it spreads across the entire surface of the fuel and the fire is extinguished (May move the stream to different positions along the edge of a liquid spill to cover the entire pool) 9. 20 Objective(s) GEORGIA STANDARDS AND TRAINING FLFC-5 Primary Task: HAND LINE APPLICATION ON POOLED FUEL FIRES BACKUP 1. The candidate shall be provided an actual or simulated pooled fuel fire.. The candidate shall be provided with an attack line with nozzle, foam proportioning device, foam concentrate, & a water supply. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, operating as a member of a team and given an attack line with nozzle, a foam proportioning device, foam concentrate, & a water supply shall demonstrate the proper technique to extinguish an ignitable liquid fire." 1. Wears full personal protective equipment.. Positions himself/herself approximately three feet behind the nozzleman, on the same side of the hose. 3. Keeps hose secure to allow nozzleman freedom of movement. 4. Begins to move forward on command from the nozzleman. 5. Stabilizes hose as the team moves. 6. On command from the nozzleman, pulls slack hose to keep nozzleman from tripping. 6 11/005

21 Objective(s) HST-1 GEORGIA STANDARDS AND TRAINING Primary Task: 1. Connects a maximum of 300 feet of hose per discharge.. Checks for hose gasket when making each connection. 3. Connects an open test valve (if availiable) to discharge side of pump and tightens with spanners. 4. Connects hose to test valve and tightens with spanners. CONDUCTS A FIRE HOSE SERVICE TEST 1. The candidate shall be provided with several sections of fire hose, nozzle, test gate valve, and pressurized water source.. The candidate isn't required to operate the pump but must identify the correct pressures. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given sections of hose, nozzle, test gate valve, and a pressurized water source, shall demonstrate the annual service test for the fire hose." 5. Secures test hose with rope, rope hose tool, or hose strap approximately 15" from test valve and secures other end to nearby anchor. 6. Attaches shut-off nozzle to open hose end. 7. Fills hose with water to a maximum of 50 psi. 8. Opens nozzle and bleeds the air from hose. 9. Closes nozzle after purging air. 10. Marks all sections of hose behind coupling using chalk or pencil marks. 11. Checks for and replaces any leaking (weeping) section of hose and retightens. 1. Closes hose test gate. 13. Increases pump pressure to appropriate pressure and monitors for leaks. 14. Maintains pressure for five minutes, continues to monitor for coupling slipping or leaks. 15. After five minutes reduces pressure, closes discharge valve, and disengages pump. 16. Slowly opens nozzle, bleeds off pressure, and breaks all hose connections. 17. Makes final check of any coupling slippage or hose that may have leaked or failed. 18. Marks defective hose with tags for future repair or destruction /005

22 Objective(s) GEORGIA STANDARDS AND TRAINING HYD Primary Task: USES PITOT TUBE AND GAUGE 1. The candidate shall be provided with a pitot tube and guage.. The candidate shall be provided with a hydraulic or other discharge outlet. 3. The candidate shall be given the instructions below before beginning the exercise. "The candidate, given a pitot tube and gauge and a hydrant, shall demonstrate using the pitot tube and gauge to record the flow pressure." 1. Drains any water from the tube and closes the drain valve.. Holds the tube behind the blade with the thumb and two fingers of one hand and the air chamber with the other. 3. Positions the little finger on the hydrant outlet or uses the crossed-arm method to steady the device. 4. Edges the blade to the center of and at a right angle of the stream. 5. Holds the tube approximately the distance of 1/ diameter of opening. 6. Keeps the air tube above the horizontal plane of the stream. 7. Reads the gauge. 5 11/005

Formally announces establishment of command over the radio, giving a. Command designation. b. Unit or individual who is establishing command. c. Initial situation report. d. Initial action taken. 3. "The candidate, given a simulated incident, shall determine the need for command, organize and coordinate an incident management system until command is transferred, and function within an assigned role in the incident management system." 6. 25 GEORGIA STANDARDS AND TRAINING Objective(s) Primary Task: CONTROLS A FLAMMABLE GAS CYLINDER FIRE PCFC-1 TEAM LEADER 1. The candidate shall be provided with a structure with a flammable gas cylinder or a reasonable simulation.. The candidate shall be given two 1-1/" or 1-3/4" attack lines with nozzles attached. 3. The candidate shall be given the instructions below before beginning the exercese. "The candidate, operating as a member of a team and given a flammable gas cylinder, shall demonstrate the procedures for extinguishing a flammable gas cylinder fire." 1. Wears full personal protective equipment.. Selects the location from which to begin the attack, upwind, uphill & from the side of the cylinder, if possible. 3. Coordinates within the Incident Management System. 4. Assumes position between two attack lines. 5. Coordinates actions of each attack line and directs the advance on the cylinder. 6. Observes effect of fire streams on any fire and/or leaking fuel. 7. When the cylinder is reached & the valve is isolated, directs the valve firefighter to shut off the valve. 8. Ensures that firefighters holding the nozzles extinguish any remaining fire & continue to cool the tank 9. Coordinates actions of each attack line and directs the withdrawal from the cylinder. 7 11/005

The candidate shall be provided with a structure with a flammable gas cylinder or a reasonable simulation.. The candidate shall be given two 1-1/" or 1-3/4" attack lines with nozzles attached. 3. The candidate shall be given the instructions below before beginning the exercese. "The candidate, operating as a member of a team and given a flammable gas cylinder, shall demonstrate the procedures for extinguishing a flammable gas cylinder fire." 1. Wears full personal protective equipment.. Selects the appropriate hose and nozzle. 3. Adjusts nozzle to straight stream and cools the cylinder from a distance until the relief valve resets. 4. Begins to move forward on command from the team leader. 5. Continues to cool the top of the tank, progressively widening the nozzle pattern as the team advances, going to full fog approximately ten feet from the cylinder. 6. Stops approximately three feet short of the cylinder. 7. On command from the team leader, pivots the nozzle to uncover the shutoff valve. 8. On command from the team leader, pivots the nozzle back perpendicular to the cylinder once the valve is shut. 9. On command from the team leader, begins to back away from the tank, progressively narrowing the nozzle pattern as the team withdraws. 9 11/005

References owner s manual for information on regular servicing of equipment.. Checks fuel level. 3. Checks oil level. 4. Inspects all electrical cords and plugs for damage. 5. Inspects spark plugs, spark plug wires and carburetor for obvious damage. 6. Maintains fresh fuel in unit and spare cans. 7. Cranks equipment and verbalizes to run for twenty minutes. 8.
