You can see more of the fun images from the events on page 9, and learn more about the Junior Dolphin program over on page 8.

3 President s Report Well we have just concluded the 2015/2016 financial year for Swimming NSW and it has been a very good year in many respects. Some of the highlights are:- Financially we are on track to record our fourth consecutive budget surplus and the external auditors are currently finalising the end of year financial statements that will be reported in the Annual Report, which will be presented at the AGM; This year we recorded our 3rd membership increase in four years; Our hard working Technical Officials worked 214 more sessions at our meets than previous years, which represents a 10% increase in nominations; Throughout the year our attendances at NSW swim meet again increased; During the year some 200 Clubs completed the Club Health Check which enabled tailored support to be given to the Clubs and Areas, where it is most needed; At the 2015 National Age Championships, NSW recorded its best Gold Medal performance in 12 years The highlights mentioned above indicate how well everyone involved in our great sport is contributing in NSW. It is indeed wonderful to see swimming moving forward with such momentum in our State. We finished our Summer swimming season with excellent racing at the Country Championships at SOPAC followed by our annual showcase event, which is the NSW Open Championships. The Open Championships were attended by most of our current Australian Team members together with a large number of the Japanese National Team and many oversees athletes, who were all having a hit out before their respective Olympic selection trials. One highlight was to see Emma McKeon swim a Commonwealth record at our Championships. April sees the Australian Age Championships and the Open Olympic selection trials being conducted and it is hoped that all of our NSW athletes swim to their true potential at both of these Meets. Again this opportunity is taken to sincerely thank and congratulate everyone involved in the Swimming NSW family for the wonderful achievements that have been recorded over the past 12 months. We look forward with anticipation over the next few months to seeing our young athletes gain selection for and compete at their best at the Olympic Games in Rio. Graham Towle, President. Page 3

6 AGM and State Forum Information Notice is hereby given that the 51st Annual General Meeting of Swimming New South Wales Limited will be held as follows: Date: Saturday 23 July 2016 Time: 10.00am Venue: Echelon Room, Pullman Hotel, Sydney Olympic Park Olympic Boulevard, Sydney Olympic Park The following positions are to be declared at the 2016 Annual General Meeting Clause 11 of the Swimming NSW By Laws makes provision for elections to be conducted electronically. Two (2) Directors Any notices of motion to be included as Agenda items for the meeting and nominations for the above positions are hereby called for and must be received by no later than 5.00pm THURSDAY 2 JUNE Nomination forms can be obtained from the Swimming New South Wales office or website. To assist interested persons in their consideration of submitting a nomination please find attached a copy of By Law 12 Directors Responsibilities along with a Statement of Desirable Competencies and Criteria for Directors. Your attention is drawn to By Law 11 (copy attached) of the Company s By Laws adopted on 20th March 2007 which sets out the requirements for the election of the Directors. The Board has determined that the 2016 Company Elections will be conducted electronically via a password controlled website. The election process will be independently conducted by Elections Australia. Information on how to access the website, log in and cast a vote will be distributed to all financial Member Associations by Friday the 29th April Periodical distribution of voting information and log in details to Member Associations who affiliate post 29th April 2016 will occur.the online voting period will open at 12pm on Monday the 6th of June 2016 and close at 12pm on Monday the 18th of July Where a member association is unable to access the established voting website, application can be made to the Chief Executive Officer for an alternative balloting system (such as postal). Member Associations will be able to view the candidate information by simply visiting the voting website. You will not need to log in to download or print this information. Please note that the Agenda and associated AGM papers will be ed no later than 20th June 2016 and will also be available on our website. 7 Introducing MyLANE The MyLANE member log in area (mylane.swimming.org.au) will be made available to all Swimming NSW members very soon. MyLANE is a personalised online portal that is exclusively available to members of Swimming NSW and Swimming Australia. MyLANE will provide the following benefits to members by giving them the ability to: view and graph race results track results against PBs and qualifying times challenge themselves by setting setting goal times to track and graph their results against enter meets online view upcoming meets read news from their club, area, Swimming NSW and Swimming Australia pay outstanding membership fees update their username and password, as well as address and contact information download receipts for membership and online meet entry payments view their Technical Official accreditations MyLANE is mobile device-enabled so swimmers can access their portal on the go. 8 Junior Dolphins Program Swimming NSW is pleased to advise you that the national Junior Dolphins program will be promoted across Australia over the coming months with a view to formally launching and delivering the program this summer. This follows a successful pilot of the concept in several states, including NSW. Junior Dolphins is an exciting new swimming program which aims to increase overall participation in swimming in a fun and engaging way. The program offers FREE MEMBERSHIP to all children aged seven and under. Junior Dolphins is being developed to: Promote a welcoming club environment that is fun and social; Allow children to improve their swimming skills in a non-competitive environment; Provide a platform for mutually beneficial relationships between swim schools, primary schools and clubs; and Give coaches a bigger membership base from which to identify, nurture and develop swimmers. The new look national program will be delivered through clubs and swim schools as well as primary schools under the ASC Sporting Schools Program. It will be boosted with additional resources and marketing collateral for the upcoming season. The new website is now live & contains information about the program and enables parents and potential delivery centres to register interest. As the program is still being developed, Swimming Australia will be progressively adding new content to the website. We ll also be working with Swimming Australia on program information and resources to share with your club. 10 Why You Should Become a Technical Official Swimming NSW conducts training in all technical aspects of swimming. New officials are constantly in demand. You can help!! Swimming Championships and meets are conducted by Clubs, Areas, State and National Bodies. Swimming Australia qualified Technical Officials officiate at these various meets. A swim meet needs a lot of officials - in an eight lane pool at least 40 are necessary if the meet is to run well. Being an official is an excellent way of supporting your children in their favourite sport. There are also some fringe benefits! If you volunteer before the meet and get your name on the roster, you will normally have free pool entry. You will receive a complimentary program, and lunch and snacks are usually provided at full day meets. At State and National meets you can apply for free parking. Things to remember: Technical Officials provide the swimming community with a precious gift - time. Without Technical Officials there will be no swim meets and therefore the swimmers have no competition. Every time you work at a swim meet you help young Australians achieve their goals and stay healthy. Once qualified you can work Metropolitan/Country, State and even Nationals. All assistance during Club races is greatly appreciated. Page 10

11 News from the Technical Swimming Committee Welcome to the April Edition of the Technical Swimming Committee Newsletter. Vale It is with great sadness the TSC notes the passing of Al Koh. Al, who was a long serving SNSW Technical Official at both Open Water and Pool events, passed away in early March following a long battle with cancer. Sadly, we must also report that Mr Keith Midgley from Grafton Swimming Club and Life Member of Swimming North Coast passed away. Keith was a valued technical official for more than 50 years. We have also recently received the news that Leigh Dyson has also passed away. All of these Officials will be greatly missed. On behalf of the TSC, we would like to express our sincere condolences to the families and friends of those individuals who have passed. Timekeeper Online Training Course As you are aware, the TSC introduced an online Timekeeper training module in January to help simplify the process for obtaining the Timekeeper credential. It is very pleasing to note, that during the first month of operation, 218 people have completed the online course. The online training is available at A reminder that in order to undertake the practical assessment, a candidate must be a financial member of a club. Page 11

12 Correction In the February Newsletter, David Cooksley was listed as successfully passing his Level 2 Starter assessment. In fact, David was successful in his Suitability for Level 3 Starter assessment. Apologies to David for the mix up, and congratulations on your achievement. Nominations for SNSW Meets Members of the TSC carefully appoint officials to Meets based on the individual s preferred positions and availability as listed on the online nomination system, while giving due consideration to the standard of the Meet. When you nominate for your preferred positions and sessions on the online system, you will receive a confirmation receipt, confirming the positions and the sessions you have selected. Please check this receipt carefully and if you notice there has been an error, you should contact the SNSW Office as soon as possible. Radios Key Technical Officials have been utilising radios at SNSW Meets to streamline the reporting of infractions. However, it has become apparent to members of the TSC, after reviewing a number of Referee s Reports over recent months, that the level of interference from other operators has been increasing and consequently causing distraction. It is, therefore, pleasing to report that SNSW has purchased a new set of radios along with our own frequency. Reports from both Country and Opens indicate that there is no longer any interference. Backstroke Ledges As detailed in the February Newsletter, the SNSW Board endorsed the use of Backstroke Ledges at the recent NSW State Open Championships. The TSC is refining its Backstroke Ledge procedures and a final document will be available soon. Thank you to all officials who participated at State Open and particularly the Inspectors of Turns who were responsible for utilising the new equipment. There is a short video on YouTube with Peter Shell demonstrating how to fit and remove the Backstroke Ledges. If you have not yet already seen the video, or have not had experience using the Ledges, please visit Infraction Report A reminder that in preparation for the introduction of the new Infraction Report Cards, when using the old card the infraction is to be expressed in the top part of the Report only. Referees should not complete the Announcers section. If the Referee requires a change to the way the infraction has been written, the Referee should provide guidance on the wording required and a new Infraction Report will have to be written by the reporting Official. Infractions are to be expressed in terms of the Rules. If you are in doubt, refer to the Swimming NSW Rules, or to the Swimming NSW Quick Reference Guide. As reports should be completed off pool deck, the reporting Official should find it easier to be discrete when referring to the Rules or the Guide. 13 SNSW Training Modules The TSC has set a programme to review SNSW Training Notes and Exercises. The Inspector of Turns Training Notes and Exercises have been updated and are now available on the SNSW website. The Judge of Strokes Training Notes and Exercises are currently being reviewed and will be updated on the SNSW website shortly. Given the substantial length of the document, the TSC is still in the process of reviewing the Training Notes and Exercises for Referee. However, it is nearing the conclusion of the revision process and should also be available shortly on the SNSW website. Next SNSW Meets Nominations are now open for a number of SNSW Meets including - Meet Location Dates Closing Date for Nominations MC Meet #2 SOPAC 4th June th May 2016 NSW Country SC SOPAC 2nd & 3rd July 9th June 2016 Championships NSW Metro SC SOPAC 15th 17th July 22nd June 2016 Championships Survey You may have seen or even completed a Survey form, which has been available during the recent Summer meets. The purpose of the Survey is to provide feedback to the TSC for the continuing development of Technical Officials and to improve communication with coaches and swimmers. The Survey is available to Officials, Coaches, Swimmers and Parents to complete. Survey forms will be available from the Technical Officials room (for TOs), and also in the Meet Program at future SNSW Meets Technical Official Development Programme A reminder that the TSC will again run activities at the State Development Meets incorporating Rule updates, operational informal sessions and mentor assisted practical on-deck participation. There are three opportunities to attend the programmes 1. 13th and 14th August at the Senior and Junior Target (B & C) Squad Meet (Ryde Aquatic Centre); 2. 24th and 25th September at the National A Squad Meet (Knox Grammar); and 3. 8th October at the Achiever (D) Squad Meet (SOPAC). These meets are a fantastic development opportunity. FINA Pool list 19 SAL has invited suitably qualified Level 3 Referees and Starters to nominate for inclusion in FINA Pool list 19. Pathways - TSC, Development Officer & ATSC Workshop The TSC and the Area Development Officers have been working over the past months towards developing a better engagement between the TSC, Area Development Officers and the Area TSCs. Page 13

14 A Workshop between the three key stakeholder groups was held on 12th March. The group helped produce an Operating Model that: Recognises the needs of entry level, grass roots Technical Officials Reduces the barriers real or perceived to new Technical Officials Addresses training and assessment consistency to basic level competencies for new Technical officials Leverages from the core competencies and capabilities of each of Area TSCs, Developments Officers and TSC Defines Roles and Responsibilities for each of the three contributors Provides process consistency for Accreditations to Level 1 Referee Defines a communication channel between the Areas and TSC The Document describing the Operating Model is available HERE The workshop was an opportunity for Area TSCs to clarify their understanding of the Model and hear from SNC and C&V on how they have successfully implemented elements of this Operating Model. Other ideas and opportunities discussed during the workshop included: Development of Inspector of Turns On Line Training More feedback on the new On Line Timekeepers module Progress of Standardised Training Presentation material Recognition of Officials Assessment Process It was agreed that a further workshop should occur in a few months time. SNSW Technical Official Recognition Pins Service pins which recognise 5, 10, 15 or 20 years of service to SNSW continue to be awarded at Swimming NSW Meets. To date, over 50 of pins have been presented to officials. Congratulations and thank you for your ongoing support. The Quiz February Quiz Answer To recap on the February Question Which Technical Officials can report a swimsuit violation (GR19) to the Referee? Answer: Most officials are able to report a swimsuit violation either directly to the Referee or through their chief. Those officials most likely to see and report a violation are Marshalls, Check Starters, Inspector of Turns and Judges of Stroke. Timekeepers may also make a report should they notice such a violation. The April Quiz question You are the Referee appointed to the Men s events on day 1 of the NSW Swimming State Age Years Championships. The announcer has announced that the swimmers for Heat 1 of Event 4, the 17/18 Years 50m Freestyle, are behind the blocks. You are just about to whistle the swimmers onto the blocks when you notice a coach approaching you. The coach tells you that the swimmer in Lane 4 is ineligible to swim. As Referee, what do you do? 15 Chicken, Lentil and Quinoa Salad Ingredient list: 2 organic chicken breasts cubed 1 cup quinoa 2 cups water for the quinoa 2 garlic cloves finely diced 1 onion finely chopped 1 can lentils 1 handful of broccoli florets 2 tsp sweet paprika 1 tsp thyme 1 tsp parsley 2 tbsp garlic olive oil 2 tbsp water or more if needed Instructions: Boil quinoa and water in small saucepan until fluffy. In a wok, fry onions in garlic olive oil until golden. Add garlic and herbs and fry for another two minutes. Trust me it s not overwhelmingly garlicky. Add cubes of chicken and season with paprika. Fry until golden. Add 2 tbsp water to wok and stir. Add broccoli and cover wok with a lid for five minutes. In the meantime, boil a kettle of water. Drain your lentils. Pour boiling water onto lentils and strain. Add lentils to your wok and stir. Turn down the heat. Remove cooked quinoa and top with chicken mixture and enjoy!
