4 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW 1.0 Introduction In 2003 the City of Kitchener (Kitchener) and the Township of Woolwich (Woolwich) entered into a Cross Border Servicing Agreement (CBSA) for sewage collection. This agreement provides Woolwich with the right to access 25% of the flow capacity of the Victoria Street North Sanitary Pumping Station (Victoria PS) in exchange for a proportionate share in capital costs for construction of this pumping station. This Agreement has allowed for development serviced by municipal wastewater services to proceed in Breslau. Existing areas of Breslau are currently serviced by septic systems. In addition to the capacity at the Victoria PS, capacity at the Breslau PS must be considered. The Breslau PS is located on the Kitchener side of the Grand River, immediately north of the Victoria PS, and receives wastewater flow by gravity from Breslau, then pumps it up to the Kitchener PS. Figure 1 depicts the community of Breslau and the existing wastewater collections system. In 2009 Woolwich undertook the Breslau Servicing Study (Stantec Consulting, 2010) to assess the feasibility and approximate cost of providing varying combinations of storm, water, and sanitary servicing to the existing community of Breslau. Woolwich has decided against providing sanitary servicing for the existing areas of Breslau at this time as the public indicated that they did not want to proceed with the project due to the costs. As such, the Township is reassessing the available sanitary sewer capacity as it applies to the CBSA. 6 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW 2.0 Allocated Sanitary Flow Capacity 2.1 CROSS BORDER SERVICING AGREEMENT FLOWS The CBSA reached between Woolwich and Kitchener, which was signed on January 14, 2003, provides Woolwich the capacity to service 1,250 residential units as well as 3 hectares of commercial/industrial development. Flows were allocated to specific developments, as outlined in Table 1. The basis for sanitary flow allocation in the CBSA is the unit rates and peaking factors outlined in Table 2, which are derived from the City of Kitchener Design Standards. Provisions were made during construction for the space to add an additional pump when necessary. Capacity of the pumping station considering the staging of pumps is presented in Table 3. Therefore, the firm capacity of the pumping station is taken to be 387 L/s. Note that the City is in the process of undertaking an assessment of this pumping station (Genivar, 2012), but we have been advised by City Operations (B. 9 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW Allocated Sanitary Flow Capacity September BRESLAU PUMPING STATION CAPACITY The Breslau PS is located on the west side of the Grand River and to the north of Victoria Street. From this wet well, sanitary flow from Breslau is pumped up to the inlet channel of the Victoria St. PS wet well. From this point, flows are pumped into the Manchester-Montgomery Trunk Sanitary Sewer System in Kitchener. The Breslau wet well is a 3,000 mm precast concrete manhole with a working volume of 8.5 m 3, and is equipped with two (one duty and one stand-by) Flygt NP MT submersible pumps with 235 mm impellers, with a power and speed of 14.9 kw and 1,755 rpm, respectively. The wet well was sized to allow 10 pump starts per hour. According to the calculations completed by Conestoga Rovers and Associates (CRA) for the Victoria Street North Sanitary Sewage Pumping Station Preliminary Design Report (2002) the pumps (in parallel) have capacities as outlined in Table 4. Note that it may be possible to increase the size of the pumps at the Breslau PS without increasing the wet well size, if additional capacity was required. The need for an EA if the additional pump were to be put in service will need to be reviewed. Provision for one hour of emergency storage, in accordance with the City of Kitchener standards, would need to be considered if the station capacity is upgraded. The City has identified a capital budget item in Year 2020 for Victoria Street North SPS Storage Facility, located downstream of the Victoria PS, at a cost of $3.3 million. 2.4 DESIGN CAPACITY AVAILABLE FOR BRESLAU According to the CBSA, Woolwich has been granted 25% of the flow capacity of the Victoria PS. Therefore, based on the assumed firm capacity of 387 L/s, Woolwich has been allocated 96.7 L/s of peak flow capacity (as compared to the 94 L/s as shown in Table 1). 10 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW 3.0 Observed Sanitary Sewer Flows 3.1 EXISTING SANITARY SEWER CONNECTIONS As of August 2012, 452 Building Permits have been granted for homes in Hopewell Heights and 457 Permits have been granted for homes in Riverland. A few homes in existing Breslau have connected to the sanitary sewer systems installed to service both Riverland and Hopewell Heights. For the Hopewell Heights sewer system, a total of 20 homes along Woolwich Street North have services that extend to the property line but only 15 of these are currently connected to the sewer. For the Riverland system, a total of 6 homes (5 on Dolman Street, 1 on Shield Street) and the Breslau Public School have services extending to the property line but only one of these homes is currently connected. Miller, Township of Woolwich, August SANITARY SEWER FLOWS 2 3 ha 912 Units The sanitary sewer flows originating in Breslau are measured two ways: via a flow meter at the Breslau PS (maintained by the City of Kitchener) and via in-sewer monitoring in the collections system. Figure 1 depicts the locations of the sanitary sewer monitors in Breslau Flow Monitoring at the Breslau PS The Breslau PS is equipped with a flow totalizer that measures the accumulated volume passed through the pump for a specific time period. Values from the meter are recorded weekly (e.g. peaking is not recorded) and have been provided to Woolwich by Kitchener staff. 11 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW Observed Sanitary Sewer Flows September 2012 pumped for 2008 to 2012 (to June 3) is presented in Table 6. As shown in Table 6, average flow for 2012 is 5.1 L/s (flow for the week of August 17 to 24, 2012, was 5.1 L/s). As a comparison, Table 1 detailed the allowable average flow from Breslau as detailed in the CBSA as 45 L/s. Currently flows are significantly below those negotiated in that Agreement. Table 6: Sanitary Flows as Measured at the Breslau Pumping Station Year Average Weekly Flow Volume (m 3 ) Average Flow (L/s) , , , , (to June 3) 3, An annual flow graph displaying weekly flows as recorded at the Breslau PS in 2012 is provided in Appendix A Sanitary Sewer Monitoring Woolwich implemented a flow monitoring program in Breslau in July A number of flow monitor locations have been used to establish acceptable flows from these new subdivisions. The flow monitors used in this program are Marsh-McBirney Flo-Dars, which are particularly suited to measuring the low flows observed in Breslau. Flow monitors have been installed in a variety of locations over various periods. There are some known inflow/infiltration (I/I) sources in Breslau which are in the process of being corrected. Flows from the flow monitoring program have been used to establish peak flows for this analysis, since these are not currently available from the Breslau SPS monitor. Peak flows are calculated by summing flows in MH4R and MH4H, and also MH4R and MH160A. From in-sewer flow monitoring 3. Based on 3.35 ppu/3.08 ppu The observed peak flow has not changed since 2010 when this analysis was originally undertaken. A number of known sources of I/I in the system have been corrected, and it is expected that peak flows will decrease as additional rehabilitation is undertaken. In addition, the trunk sanitary sewer systems have been installed in both Hopewell Heights and Riverland. Note that the peak flow observed in the collections system in Breslau will be attenuated once they reach the Breslau SPS across the river, so this peak is somewhat overestimated. 3.3 WATER USE RECORDS Water use records, as they are available, were consulted to provide a perspective on what portion of the generated wastewater flows are coming from residential usage. Water use data was examined from October 2008 to March 2009 (note that lawn watering would not be captured during this period) for the Hopewell Heights and Riverland subdivisions, as well as in the existing areas of Breslau. For the new subdivisions, the most recent month was used as the population was increasing each month. Average water use per house is presented in Table 8. Per capita flows were calculated based on the City of Kitchener Standard of 3.35 ppu (which forms the basis of the CBSA) and the Township of Woolwich Standard of 3.08 ppu, on which the Subdivision Agreements were based. 13 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW Observed Sanitary Sewer Flows September 2012 rainfall derived inflow and infiltration and as such water use records are comparable to the sewage generation rate of 350 L/cap/day. Also of note is the fact that the older homes in Breslau, which would not have been constructed with newer low flow fixtures, have noticeably higher per capita water use rates. Domestic water use accounts for a range of 114 to 154 L/c/d of the observed per capita flow in the sewer system (144 to 157 L/c/d) presented in Table 7. Domestic water use is not expected to change over time. Appendix C contains a summary of water use in Breslau. 3.4 SUMMARY OF ACTUAL VERSUS NEGOTIATED FLOWS Table 9 summarizes actual flows in Breslau versus those negotiated in the CBSA. 14 BRESLAU CROSS BORDER SANITARY FLOW ALLOCATION REVIEW 4.0 Discussion 4.1 GENERAL Observed peak and average flows in Breslau are well below those negotiated for in the CBSA, and well below what would be expected given that 73% of the development is on line. Actual peak I/I in the system, in spite of known deficiencies, is much lower than that allowed for in the CBSA. With 73% of the properties developed, and the majority of the trunk sewer system constructed, we are observing only 14% of the allowable peak flow. However, a long term allowance for I/I needs to be maintained in the system, as I/I is expected to increase gradually over time. Actual peak domestic flow is significantly lower than allowed for in the CBSA. Standard procedure in Ontario for the design of new subdivisions, based on Ministry of the Environment (MOE) Guidelines developed in 1984, provides for a range of 225 L/c/d to 450 L/c/d for domestic wastewater generation, and uses the Harmon Peaking Factor to estimate Peak Domestic Flow. The Region of Waterloo and Area Municipal Design Guidelines and Supplemental Specifications for Municipal Services (DGSSMS, 2012) call for the use of 350 L/c/d. With the advent of water use reduction and low water using plumbing fixtures called for in the Plumbing Code, actual flows observed in new subdivisions (in Breslau and elsewhere) are significantly lower. As shown in this report, actual observed average day wastewater flows are 144 to 157 L/c/d, and actual observed domestic water use in the new subdivisions ranges from 114 L/c/d to 154 L/c/d. 4.2 POTENTIAL REDUCTION IN AVERAGE DAY WASTEWATER FLOW Table 10 presents a summary of an analysis of peak flows for Breslau if we reduce the design domestic wastewater generation rates to 300 L/c/d, 250 L/c/d and 225 L/c/d (MOE s lower limit) while maintaining the Peak I/I allowance the same. Appendix D presents the full calculation. It is recommended that the Township consider using the 250 L/c/d generation rate in planning for future capacity for new development, to allow for an additional 240 units to be developed in the community. This recommendation is based on the following information: The capacity set aside for Existing Breslau, South of Dolman Street (17.2 L/s peak) is currently not needed as the community elected not to proceed with municipal sewers at this time. Although this capacity will have to be made available should it be required, this may not occur for many years. It may be appropriate to make this available to current needs and plan for this future need when it occurs. The observed peak flow of 13.5 L/s is likely higher than that observed at the Breslau PS due to flow attenuation (peaks are in any case of short duration). The observed peak flow of 13.5 L/s is expected to decrease in the short term as there are some known I/I deficiencies in the Victoria Trunk Sewer contributing to this peak. Peak flows upstream of these deficiencies are observed to be closer to 10 L/s.
