3 President s Foreword - Ian King It gives me great pleasure to welcome you to the 2019 Official Handbook of Herefordshire and Worcestershire LTA. This handbook which is published annually, both in hard copy and online, provides a wealth of current and historical information relating to tennis activities across Herefordshire and Worcestershire. It is available to members of all our affiliated clubs within the County and I commend it to you as an excellent reference publication. An abbreviated report on tennis activities within the County in 2018 appears elsewhere in the Chairman s Report. Once again, may I thank our Sponsors, Head, Dickson Minto, Courtstall, Karndean Design Flooring, Cane Furniture Studios and Lloyds Development Capital for their continued support which ensures that our programmes can be enhanced for the benefit of tennis in our County. I would, also, like to thank our Corporate Patrons for their valuable support. We are most grateful to them all. The objects of the Association are set out in detail in the Rules of H & W LTA and appear elsewhere in this handbook. Our role is to work closely with our governing body, the LTA, in our endeavours to achieve these objectives. I congratulate Ed Bradford on being awarded Referee of the Year at the AGM of the Association of British Tennis Officials. On the playing side the Chairman, in his report, has acknowledged many of the achievements of individuals and team members across all age levels. I would add to this list our Ladies Summer County Cup team who gained promotion to Group 5 by winning Group 6. I warmly congratulate those players who have achieved success for our County and, also, at national and international levels. We look forward to further successes in The LTA has prepared a league table covering the county competitions at all age levels. Our position at the end of 2018 was eighteenth out of forty-four counties. This was an excellent outcome for H & W as one of the smaller counties. My thanks go to our Chairman, Richard Herriman, to Jo Marks and Ginny Lowe in the County office, to our Treasurer, Nick Thomas, and to all other members of the Management and other Committees, for their hard work and support in the administration of our County LTA during 2018 it is much appreciated. I, also, thank all our volunteers within the clubs who work so tirelessly to support tennis in our County, in so many ways. Their contributions are invaluable. 6 Chairmans Report - Richard Herriman It has been an extremely busy year. Satisfying all Safeguarding requirements has been a priority and we have been working with the Region and Clubs supporting LTA initiatives. We welcomed Neil Bates as Chair of Club Development and Steve Barnett as Chair of Junior Development, both have made invaluable contributions to the work of our committee. Neil has been involved in the TBTT programme and we are optimistic that this time next year, we will have something positive to report. Neil and others have been putting together a County Plan setting out our targets for the foreseeable future. The County signed up to a Performance agreement with the LTA aimed at increasing performance levels amongst juniors. The signing of the Agreement was preceded by much hard work and we are grateful to our County administrator Jo Marks. Our 12U girls qualified for the National finals where they came 6th. Felix Gill, ranked 3 in the 16U was a member of the GB junior Davis Cup team that came 8th in the World. Pauline Fisher was presented with the Senior Female Player of the Year Award at Wimbledon. She won the 65 s British Open Senior Indoor Championships, British Clay Courts and British Open Senior Grass Court Championships in both singles and doubles. She won 2 bronze medals at the ITF Super Seniors World Individual Championships in Croatia in the Mixed event with partner Jasper Cooper and Women s 65 doubles with Shirley Fox. Jo shepherd and Pauline Fisher captained the GB 45 s and 65 s teams at the World Team Championships. Dee Smith won the 60 s British Open Senior Grass Court championships. I was delighted to attend Droitwich Lido Park open Day in June which followed the Official Opening of the Courts. Elaine Newman, the initiator of this marvellous project supported by Neil Bates and Droitwich Club subsequently went on to be awarded Regional and National Volunteer of the Year at Wimbledon. Entries for the Junior County Closed were up this year and we are grateful to Ed Bradford for combining refereeing this event with his role as Chairman of the Senior Development Sub-Team. Before this year s event, Doreen Aubrey stood down from involvement in the Junior County Closed. Having been elected to the County Executive Committee in 1976, she became secretary of the Junior County Closed in 1985 and had been heavily involved until recently. We do very much appreciate her efforts over such a long period. These have been recognised recently in a small presentation. The efforts of Tina Manning with She Rallies have been quite remarkable. She has introduced 1020 girls to tennis reflecting nearly half of the total number of girls introduced by all the Midland Counties. We are fortunate in having her working with us in this County. Sadly, two stalwarts of County Tennis, both Honorary Life Vice-presidents passed away. Esther Barker had been involved at Boughton Park Worcester for many years being their Secretary and had been our County Treasurer for a lengthy period. Hilda Griffiths had been a key member at Madley and long-time Fixtures Secretary for the West and Herefordshire. A number of us attended their funerals on behalf of the County. Congratulations again to our British Tennis Award Winners who received their Awards at our very successful Awards Dinner so well organised again by Charlotte Bradford. The Introduction for the first time of the Lifetime Achievement Award gave us the opportunity to present this to our President Ian King in recognition of his commitment to Tennis. Treasurer, Nick Thomas continues to keep our accounts in good order. As a result of our attempts to invest in and support a full programme, our reserves continue to reduce but still not to a level where we may qualify for funding from the LTA. Ginny Lowe as County Secretary continues to work diligently in the County Office keeping County affairs in good order and providing additional support to Jo Marks.We owe all members of the Management Team and the sub-committees our considerable thanks. 9 10

10 Cane Furniture Studio 2018 H&W County Championships The event which started on Saturday 25 August had 173 players playing a total of 412 matches both singles and doubles. Some very competitive matches were played throughout the week with some competitors reaching 4 or 5 finals. We are very grateful to Di and Alan Cope from sponsors, Cane Furniture Studio, who attended finals day and presented the prizes. The Ladies Singles title was retained by Kate Horsburgh (Worcester) who took on Imogen Sinclair (Bromsgrove) whilst the Mens Singles title was retained by Jamie Marks (Manor Park) who defeated Ollie Nunn. 12 The 2018 MHB H&W County Mixed Doubles Tournament The 2018 H&W Senior County Closed Doubles On 16 June Manor Park Sports Club hosted the annual Herefordshire & Worcestershire County Mixed Doubles Tournament, kindly sponsored by Malvern Hills Brewery. 13 2018 Men s Captain Report - Charlie Crisp Summer Cambridge With the strongest team we have been able to field in recent years we set off to Cambridge with no intention other than promotion as a realistic proposition. Knowing it was going to be a very tough group with both Warwickshire and Nottinghamshire to get through Dorset on the first day turned out to be an unexpected force to overcome, with the team losing 3-6. The standard of tennis rose again on the Tuesday as was a joy to watch by all from the side line as we played our hearts off to a Nottinghamshire team that once again proved to be just too strong. Making light work of Oxfordshire with an 8-1 win on the Wednesday and an unfortunate 5-4 loss against Warwickshire on Thursday set us up for a nail biting relegation battle against Staffordshire. A strong performance from Olly Nunn and Mike Langston beating there no. 1 pair sealed victory after just 2 rounds of matches giving us a 5-1 win Winter Men s Captain Report Winter Sunderland Day 1 saw the team facing an old nemesis, Cambridgeshire, but the tables were turned and it was a 5-4 win for H&W. Having only been back on British soil for 24 hours Ben Marks won both his singles and doubles, backed up by stunning wins from Mike Crooks and Alex Maggs. The standard of tennis was as high as we could ever hope for, and with such confidence the team made light work of a very competent Northumberland side on day 2, winning 8-1. It was a 3 horse race going into day 3, with three counties chasing the top promotion spot. Unable to capitalise on the first 2 days heroics, the first 5 singles went Shropshire s way. Not all was lost for and the team battled hard to secure a second place finish by winning the number 1 singles and 3 doubles. Congratulations to Alex Maggs for winning 5 out of 5 matches, Ben Marks for winning 5 out of 6 and to Mike Crooks for winning 4 out of 5. Fantastic wins, support and efforts also came from the rest of the team, Callum Treasurer, Oliver Nunn, Jamie Marks and Mike Langston

14 2018 Summer Ladies Captain Report - Jo Shepherd 2018 Winter Ladies Captain Report Summer Nottingham On Day 1 we played Northamptonshire and won 6-3 with all 3 of our pairs winning 2 of their 3 matches. Day 2 we beat Cornwall 6-3 with our first pair of Kate Horsburgh and Ellie Fleming winning all 3 of their matches. Wednesday we pulled out a 7-2 victory over Devon, winning some very close matches with the overall match score making it sound much easier than it was. Thursday was crunch day with whoever won out of us and North Wales heading for promotion. We were 2-1 down after the first round and 3-3 after the second round. So it was all to play for in the last round and we managed to win 5-4. On Friday we were playing undefeated Bedfordshire who s first pair ended up winning 15 out of 15. The grass was declared unplayable due to rain overnight and we lost 8-1 losing a couple of close 3 setters in the heat on the hard courts. Our final position was 2nd with promotion to group 5 for next year. I would like to thank every one of our 8 players - all 8 played matches, won and contributed to the very enjoyable week. Winter Shrewsbury The team comprised Kate Horsburgh, Joanna Kondratowicz, Katy Lewin, Charlotte Lines, Imogen Looker, Katie Miles, Imogen Sinclair and Jo Shepherd A strong start on Friday against Cumbria with some excellent straight sets singles wins and a great win for Imogen Looker in her debut for the team, which gave us a 5-1 win before starting the doubles. We then took a clean sweep of the doubles giving an 8-1 win for the day. On Saturday we played the Channel Islands. Again we were 5-1 up after the singles and had only conceded 10 games in total for those 5 matches. We then won 2 of the 3 doubles taking the final score to 7-2. And so on to Sunday to play Oxfordshire who had also won both of their matches on the first 2 days. 18 2018 Annual Presentation Evening The Annual Presentation Evening was once again held at the Graeme Hick Suite at Worcestershire County Cricket Club. The event was attended by 101 guests with 10 tables representing a large number of the clubs that play in the Herefordshire & Worcestershire leagues. i-party, a 4 piece band, again performed and were excellent as demonstrated by a full dance floor throughout. The County Awards were presented by Ian King, H&W LTA President and announced by Richard Herriman, H&W LTA Chairman County Aegon British Tennis Awards The recipients of the H&W 2018 County Awards were:- Club of the Year, Pershore Tennis Centre Lifetime Achievement, Ian King Volunteer of the Year, Neil Bates (Droitwich Tennis Club) Coach of the Year, Steve Bauer (Pershore Tennis Centre) Young Volunteer, Imogen Looker (Pershore Tennis Centre) Community Award, Droitwich Tennis in the Lido Park Disability Award, Droitwich Tennis in the Lido Park Highly Commended Young Person of the Year, Max Rhodes and Katy Lewin Highly Commended Disability Award, Pershore Tennis Centre Many thanks to those who helped on the day, it was much appreciated. 19 2018 Lifetime Achievement Award - Ian King Ian king has been actively involved in tennis in Herefordshire and Worcestershire for upwards of 50 years as both a player and administrator. Our records suggest that Ian was first elected a member of the then County Executive Committee in 1973 serving on the Liaison and Dinner/Dance Committee. In 1977, he was elected Chairman of the Liaison Committee (a position held until 2001) and in 1979 Chair of the Dinner /Dance Committee. He served on the Finance Committee from 1976 until He was an LTA Councillor between 1981 and 1987 and became Chairman of the County Association in 1983, a position he held until Ian had the Honour of becoming President of the LTA in 1990 and at the end of his term; he held various other positions at the LTA. He became President of the Herefordshire and Worcestershire LTA in 2002, a position he still holds. He was Chairman of the County Association when in 1994, the first County Indoor Centre was opened at Manor Park LTC Malvern and he was also instrumental in seeing the new County Administration, being the current Management and Finance Committee succeed the previous Executive Committee. Although in the honorary position of President, Ian has continued to play a very active part in County affairs. He has a virtual 100% attendance at our quarterly Management meetings and chaired the Sponsorship Committee from its beginning in 2002 until He has accepted invitations to attend various club events including opening of new facilities and representing the County where possible at other occasions. Throughout, he has been a regular supporter of County events including the County Junior and Senior Closed amongst others thereby greatly supporting the initiatives of County volunteers and players alike. To this day, he and his wife Jane can be seen at both Men s and Ladies Summer and Winter Inter County Cup events. Ian s has been a consistent and exceptional contribution to tennis at home and abroad and very much deserving of the highest accolade that British tennis can award and certainly the Lifetime Achievement Award. 20 Around the Two Counties in Counties Championships Corby Our 18U, 16U, 14U, 12U and 10U teams each took part in a 1 day event. Each team consisted of 8 players, 4 girls and 4 boys. All the teams scores are added together to get a final placing in their league which for this year was Division 2b. Each player plays 3 singles matches on their day and this year we saw some very close matches with some very good results. Leicestershire ran away with the league but we were close all the way through with Nottinghamshire and eventually we finished with 24 points, joint 2nd with them. Both teams were well ahead of Bedfordshire who finished 4th with 12 points. The 9U age group played an Orange Ball Festival and H&W finished 7th overall

27 The HEAD Herefordshire & Worcestershire County Tennis League - Summer League Rules (All Divisions) (Note: Special Rules applicable to EAST and WEST Divisions are set out at the end of these General Rules) 1. The Competitions shall consist of two separate Leagues, one for Ladies Doubles and the other for Men s Doubles, run independently of each other and grouped according to playing strength. 2. An entry fee, fixed annually by the League Committee will be charged to clubs for EACH Ladies and Men s team. 3. All entries or withdrawals must be submitted to the League Organiser by 31st January each year. A form for this purpose will be sent to all affiliated clubs early in January. If a club withdraws a team, it is deemed to be their lowest team unless special circumstances prevail. Additional teams entered by a club will be placed in the lowest division as will teams entered by new clubs. The League Committee may, however, use its discretion by placing a team in a higher group, provided that it does not involve the relegation of another team to a lower group. 4. Fixtures Lists will be available online prior to the Fixtures Meetings, the dates and venues for which are notified on the Entry Application Form. It is the responsibility of Club Match Secretaries to arrange the dates for matches at the Fixtures Meetings. Actual arrangements as to whether matches are played in the evening or at weekends are left to the clubs concerned. In the event of a Club being unable to send a representative to the Fixtures Meeting it becomes the responsibility of that Club s Match Secretary to contact all of the other clubs within 3 weeks of the Fixtures Meeting to arrange their fixtures. If they do not comply then they will forfeit their matches. 5. The home club must provide a minimum of four Head Tour or Davis Cup balls per court for each match. 6. Once the date for any fixture has been agreed, if either Team fails to fulfil the fixture, it shall forfeit the match, the only reason for postponement being courts unfit or unavailable for play. In the event of a match being postponed, the away team will supply a copy of their fixtures list and the home team must offer three alternative dates, covering a period of up to six weeks from the date of the original fixture. The away team must accept one of the dates offered or forfeit the match. The offered dates shall not include two successive dates. The same rules apply to unfinished matches, except that the team responsible for the failure to complete the match will only forfeit the unfinished rubbers. In the case of unfinished matches, whether or not a result has already been reached, it is only necessary to play off the outstanding rubbers, and these must be resumed at the point at which they were left off. If for any reason team X does agree to arrange a fixture at the request of team Y, then in the event of the match not being played by the end of the season for any reason, team X may claim the match. 7. All matches must be the best of three sets with a TIE-BREAK operating at SIX ALL in all sets. 8. All matches must be completed by 31st August. If any match remains unfinished on 31st August, the score existing at that date shall determine the result, unless the League Committee decides otherwise. All results must be notified to the League Organisers by 10th September, and any results received after that date will be declared void. 9. Unless Captains have mutually agreed otherwise before the start of a match, rubbers should be completed without a break. 10. EVENING matches shall start by 6.30pm. In all matches, both evening and daytime, if a pair is not ready to commence play within 30 minutes of the start, it shall forfeit the first rubber, and if not ready to commence play within 1 hour and 15 minutes of the start, it shall forfeit the second rubber. 11. Knocking up is permitted in accordance with the present L.T.A. Regulations which are:- The knock-up must not exceed a maximum of FIVE minutes. Should a match be interrupted for reasons beyond the control of the players, the permitted knock-up time is 6-20 minute delay 3 minutes, over 20 minutes delay 5 minutes The visitors have the right to stay on the same court for both rubbers of a match. In the event of a match not being completed due to bad light, the match must continue under floodlights, where available, unless this involves a change of court surface when the choice, as to whether to continue or not, is left to the away team. 13. No player may represent more than one Club in this Competition during the season. Competitors must be bona-fide members of the Club for which they play. 14. If the Courts of any Club are unfit for play on the date arranged for a match, the match may be played on some other Courts nominated by the HOME CLUB. 15. The HOME TEAM captain or match secretary is responsible for submitting the score online, IMMEDIATELY after the match at login.aspx (link available at Failure to do so may result in the away team being awarded a walkover. Both teams should keep a written record of the match result, signed by both captains at the match. 16. In the event of a Team forfeiting a match the team receiving the walk-over shall be deemed to have won the match 6-0 (4-0 in WEST Divisions). 17. In the fixture lists, the first named team is the HOME team. 18. Intra Club matches in the same Division MUST be played in the First Round or before any other match is played. The FIRST MATCH on the fixture list of each club should be an A team match. 19. Clubs must nominate their A team before their first match. If the nomination list is not received by the appropriate League Organiser by the due date the team playing in the first match will be deemed to be the A team. Regular County players shall not play in other than Club A teams, and A team players cannot play for lower ranking teams. Where a Club has more than one Team competing in the League, any vacancies must be filled by promoting players from lower ranking teams, and after playing two matches for any higher team, no player may play for a lower-ranking team regardless of division. If any team infringes any part of this rule they will forfeit the appropriate rubbers. 52

28 20. The winning Team in a division is that which has scored the most points. At the end of a season, if two or more teams in any division have scored an equal number of points, the order of precedence shall be determined by the team which has the most wins, if still equal, by the number of rubbers won. Should the numbers of rubbers be equal, the percentage of sets won to sets played shall decide and should the teams still be equal, the percentage of games won to games played shall decide. 21. The winning team in Division 1 (Ladies and Men) will be the champion team and will hold the championship shield for one year. The top two teams in Divisions 2 and 3 (Ladies and Men) will be promoted to Divisions 1 and 2 respectively, and the bottom two teams in Divisions 1 and 2 will be relegated to Divisions 2 and 3 respectively. The top team in Divisions 4 East and 4 West (Ladies and Men) will be promoted to Division 3 and the bottom two teams in Division 3 will be relegated to Divisions 4 East and 4 West respectively and two teams will be promoted and relegated from Division 5 onwards. If there are fewer than six teams in any division, only one team may be promoted and relegated from that division. 22. Scoring of points per fixture is as follows: 2 points for winning the fixture and 2 points for each rubber won. No points are awarded for incomplete rubbers. If completed rubbers are equal the winner of the fixture shall be determined by reference to the number of sets won. If the number of sets won is equal, then the winner of the match shall be determined by reference to the number of games won. If the number of games won is also equal, each team will receive a point. 23. Failure to fulfil a fixture, by conceding a match will result in six points (divisions 1, 2, 3 and all East divisions) and four points (all West divisions) being deducted from the total number of points won at the end of the season. A second conceded match will result in automatic relegation but all other points, for and against, relating to that team will stand. The team to whom the match is conceded will be awarded fourteen points (divisions 1, 2, 3 and all East divisions) and ten points (all West divisions). If a third match is conceded (as well as automatic relegation) all points relating to that team, for and against will be null and void. For clubs who do not field a complete team on more than one occasion, the team will lose 2 points in addition to the 4 points lost by conceding 2 matches. If this happens on a 3rd occasion, the team will lose 4 points in addition to the 4 points lost by conceding 2 matches. 24. Should any point arise from these Rules, or otherwise, the League Committee s or League Organiser s decision shall be final. In this context Rules includes special rules applying to East Divisions or West Divisions only. 25. The Management Committee of the Association have delegated all other decisions relating to the Summer Leagues to the Clubs. Any changes in the Rules must be approved by a meeting of Club Representatives. This meeting shall be held when required in September each year, and shall be convened by the League Organiser or at the request of not less than two clubs. All decisions taken at such a meeting shall be ratified at the Annual General Meeting of the Association. For the purpose of a meeting of Club Representatives, all Clubs who play in the MANTIS Herefordshire & Worcestershire County Tennis League are entitled to vote on any issues and changes to the League rules, one vote per Club. SPECIAL RULES applying to Divisions 1, 2 and 3 and all EAST Divisions ONLY: 1. Each Division, except for the bottom one, will normally contain eight teams playing each other once. If a division contains 5 teams or fewer they will play both home and away fixtures. 2. 31 The 2018 Knight Frank Malvern Open This years Malvern Open, sponsored by Knight Frank, saw a staggering 272 entries in 24 different events, playing 375 matches on 15 courts, over 7 days of superb tennis (and weather). Players from 22 Counties came to the Grade 3 Tournament searching for vital ranking and ratings points. Overall a fantastic weeks tennis which saw some of the top regional players competing. Great job by Tournament Referee Ed Bradford and his team and as always thanks to Manor Park Sports Club for hosting the event. Name The association is called The Herefordshire & Worcestershire Lawn Tennis Association (hereinafter referred to as The Association or H&W LTA). 2. Definitions 2.1 In these rules, unless the context otherwise requires: Associate means an entity which is registered as an associate by The Association pursuant to the LTA Rules; Chairman means the person elected from time to time to be the Chairperson of the Association in accordance with rule 6; County means the combined Counties of Herefordshire and Worcestershire; County Secretary means the elected person appointed from time to time to be the honorary secretary of the Association in accordance with rule 6; Game means the game of tennis; LTA means the Lawn Tennis Association Limited (the governing body of tennis within Great Britain, Channel Islands and Isle of Man) of The National Tennis Centre, 100 Priory Lane, Roehampton, London SW15 5JQ and its subsidiaries or such successor entity or entities as become(s) the governing body of the game of tennis within Great Britain, Channel Islands and the Isle of Man from time to time; LTA Disciplinary Code means the disciplinary code of the LTA in force from time to time; LTA Rules means the rules of the LTA as in force from time to time; Management Committee means those elected officers appointed to be the Management Committee of The Association under Rule 6; Member means the members of the Association admitted from time to time to membership of the Association in accordance with rule 4.1; President means the elected person appointed from time to time to be the president of the Association in accordance with rule 4; Treasurer means the elected person appointed from time to time to be the honorary treasurer of the Association in accordance with rule 6; Trustees means the persons appointed from time to time to be the trustees of the Association in accordance with rule Words denoting the singular number include the plural number and vice versa; words denoting the masculine gender include the feminine gender; and words denoting persons include bodies corporate (however incorporated) and unincorporated, including unincorporated associations of persons and partneships. 3. Objects 3.1 The objects of the Association are: (a) to act jointly with the LTA as the governing body for the Game within the County, to advance and safeguard the interests of the Game, to promote increase in participation at all levels of the Game and generally to do all such acts, matters and things in connection with, or incidental, thereto; (b) to take and retain a membership interest with the LTA and to comply with and uphold throughout the County the LTA Rules and the LTA Disciplinary Code and the rules and regulations of any person or body to which the LTA is registered or affiliated; (c) subject to the LTA Rules and the LTA Disciplinary Code, to make, amend and revoke rules and regulations for the control and governance of the Game in the County and for the disciplining of players, officials, coaches and others involved within the Game, and to comply with and uphold these rules; (d) to accept all duties and powers delegated to it by the LTA and to appoint a representative for the County to the Council of the LTA to express his own views and those of the County at meetings of the LTA in accordance with any rules, regulations or bye-laws of The Association; (e) subject to the LTA Rules, the LTA Disciplinary Code and the LTA s wider jurisdiction, to consider and resolve disputes, and enforce any award or decision, arising in connection with the Game in the County or otherwise delegated to it by the LTA and to provide by these rules, regulations, bye-laws or otherwise for a process to govern such disputes; 63 (f) (g) (h) (i) (j) (k) to acquire, dispose of, establish, own, lease, operate, use and turn to account in any way tennis court facilities within the County together with buildings and easements, fixtures and fittings and accessories as shall be thought advisable by the Management Committee; to arrange, purchase and distribute tickets allocated to the County for The Championships at Wimbledon in accordance with the guidelines laid down by the LTA and the ticket terms and conditions issued by The All England Lawn Tennis and Croquet Club; to promote, arrange and regulate inter-county matches, county championships, tournaments, inter-club and county competitions and junior activities at all levels and age groups and to select teams for inter-county matches and competitions and generally to do all such acts, matters and things in connection with, or incidental, thereto; to promote the teaching of the Game and the development of tennis in the County and to promote, encourage and support coach education, the function of competition organisers, referees and umpires and the training of coaches, teachers, competition organisers, referees and umpires; to advance and safeguard the interests of the players of the Game at all levels within the County and to work with the LTA in furthering the tennis career of any person or persons of any age ordinarily resident in the County; and to do all such other things as the Management Committee thinks fit to further the interests of the Association, to advance and safeguard the interests of the Game, to promote increase in participation at all levels of the Game or to be incidental or conducive to the attainment of all or any of the objects stated in this rule The funds or other property of the Association shall be applied towards the furtherance of the Association s objects or for any similar charitable purpose. 4. Membership 4.1 An entity shall qualify for registration as a Member, and thereby for registration as an associate of the LTA, if the Management Committee of the Association deems (in accordance with the LTA s guidelines) that such entity provides organised tennis opportunities. Such an entity shall include, but not be limited to: (a) a members or commercial tennis club; (b) a park-based tennis programme; (c) a school-based tennis programme for the community which operates out of curriculum hours; (d) an indoor pay and play tennis centre; (e) (f) a tennis academy; and/or a further education or higher education tennis club,provided, in each case, that it has a written constitution or set of rules governing its operation approved by the Management Committee. 4.2 If a dispute arises as to whether an entity qualifies to be registered as a Member, the Management Committee shall refer the matter to the President of the LTA whose decision on the matter shall be final. 4.3 Any person who wishes to become a Member must complete an on-line registration or submit an application in such form as the Management Committee shall decide. Subject to rule 4.1, election to membership shall be at the sole discretion of the Management Committee. 4.4 Each Member agrees as a condition of membership of the Association and association with the LTA: (a) to be bound by and subject to these rules (as in force from time to time); (b) to be bound by and subject to the LTA Rules and the LTA Disciplinary Code; and (c) to ensure that its underlying members, any unlicensed and unregistered coaches and, so far as reasonably practicable, players using its facilities (the Member s connected parties ) are bound by and subject to the LTA Rules and the LTA Disciplinary Code by obtaining the formal agreement of the Member s connected parties, as a condition of membership, association, registration, election or as otherwise appropriate, to be bound by and subject 64

34 to the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA can enforce any breach at its option and in its sole discretion. 4.5 Rule 4.4 confers a benefit on the LTA and is intended to be enforceable by the LTA by virtue of the Contracts (Rights of Third Parties) Act For the avoidance of doubt, the Members do not intend that any term of these rules, apart from rule 4 should be enforceable, by virtue of the Contracts (Rights of Third Parties) Act 1999, by any person who is not a Member. 4.6 The Management Committee may terminate the membership (and so association) of any person, or impose any other sanction they determine to be appropriate, in connection with the breach of any condition set out in this rule. The LTA may terminate the association of any person, or impose any other sanction it determines to be appropriate, in connection with the breach of any condition set out in this rule. Rule 6 shall not apply to such termination. 4.7 A Member may withdraw from membership of the Association on giving three months notice in writing to the Association. Membership shall not be transferable in any event and shall cease immediately on death or dissolution. 4.8 The Association may also admit as members of the Association : (a) The President of the Association (b) Honorary Past Presidents (c) Honorary Life Vice-Presidents (d) Individual subscribers (e) Friend members (f) Members of committees (g) Such other clubs, individuals or organisations as the Management Committee shall decide shall be entitled to become members If a person ceases to hold any of the posts named above they shall automatically cease to be member of the Association unless entitled to be under 4.1. Of those listed in 4.8, only the President and Members of the Management Committee may vote at annual general meetings and extraordinary general meetings. 5. Registration fee and subscription 5.1 The annual subscription for each type of Member referred to in rule 4.1 shall be determined from time to time by the Management Committee and shall be effective for that year. Such annual subscription may exceed the minimum annual subscription described below. 5.2 The minimum annual subscription for each Member referred to in rule 4.1, which shall be deemed to include any taxation which may be payable thereon, shall be calculated by multiplying the number of courts of each surface to which that Member has regular access (whether through a lease, user agreement and/or such other arrangement or understanding) by the applicable court fee. Court fees shall be determined by the LTA; regular access means access on an exclusive basis for at least 15 hours per week (for at least 40 weeks per year). 5.3 In respect of Members referred to in rule 4.1 that do not have regular access to tennis courts, a fixed minimum annual subscription, determined annually by the LTA, shall apply. 5.4 Unless the LTA determines otherwise on a case by case basis, the annual subscription fee of Members referred to in rule 4.1 in respect of each year to 30 September shall be payable between 1 October and the following 28 February. 5.5 The annual subscription fee of Members referred to in rule 4.1 may be paid to the LTA as agent of the Association The annual subscription fee of Members referred to in rule 4.1 shall include the amount, if any, payable in respect of benefits or services provided by the LTA. 5.7 Any Member referred to in rule 4.1 whose first subscription remains unpaid for one calendar month after the receipt of notice of membership, or whose annual subscription in any subsequent year remains unpaid by 28 February, shall, if the LTA so resolves, cease to be eligible for grants and other advantages offered to Members by the LTA. 5.8 Any Member whose subscription fee is not paid by such date as the Management Committee shall decide each year shall be deemed to have resigned his membership of the Association. 5.9 For all other categories of membership, as described in 4.8, an annual subscription will be payable as determined by the Management Committee The Management Committee shall have the power to expel a Member from the Association if in its sole discretion it determines it would be in the best interests of the Association to do so: (a) A Member shall not be expelled unless he is given 14 days written notice, which may be by electronic transmission with such notice containing details of the complaint that has been served. (b) The Member shall be given an opportunity to appear before the Management Committee to answer complaints made against him and must not be expelled unless at least two-thirds of the Management Committee then present vote in favour of his expulsion. 6. The Management Committee 6.1 The Association shall be managed by a Management Committee consisting of not less than 5 and subject to a maximum of 12 individuals. The members of the Management Committee may exercise all the powers of the Association for the purpose of the management of the Association. No person may serve on the Management Committee unless they are a member of either an entity within the County (as described in 4.1) or of the British Tennis Membership Scheme or of any such similar scheme operated by the LTA. This Rule shall not apply to the President or Trustees of the Association. 6.2 The following shall be members of the Management Committee: (a) the President (b) the Chairman (c) the Vice-Chairman (d) the County Secretary (e) the Treasurer (the Finance sub-committee Chairman) (f) the Senior Development sub-committee Chairman (g) the Junior Development sub-committee Chairman (h) the Sponsorship and Publicity sub-committee Chairman (i) the County representative on the LTA Council (j) the Club Development sub-committee Chairman 6.3 The Association agrees that each member of the Management Committee, will be required, as a condition of election or appointment, to agree to be bound in writing by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion. 6.4 The members of the Management Committee may delegate any of the powers which are conferred on them by these rules to such person, or committee, by such means (including by power of attorney), to such an extent, in relation to such matters and on such terms and conditions as they think fit. If the members of the Management Committee specify, any such delegation may authorise further delegation of the members powers. The members of the Management Committee may revoke any delegation or alter its terms and conditions. 6.5 The County Secretary shall send to the Members each year a nomination form for the election of members of the Management Committee and those officers in the place of those retiring. 66

35 Those persons proposed to be nominated as members of Management Committee that have arisen must be proposed and seconded by Members on the form p r e s c r i b e d by the Management Committee and the nomination must be submitted to the County Secretary by such date as the Management Committee shall prescribe each year. 6.6 If there is only one candidate nominated to fill any particular post, that candidate shall be declared elected unopposed for that particular post at the next annual general meeting. If there is more than one candidate for any particular post there shall be an election at the annual general meeting for that position. Election shall be by simple majority of those present and entitled to vote. In the event of a tie, the President shall have the casting vote. 6.7 The Management Committee shall be elected at the annual general meeting in each year, and subject to termination of office by resignation, removal or otherwise, the members remain in office until they or their successors are re-elected or elected (as the case may be) at the annual general meeting following their re-election or election (as the case may be). Any person who has served 3 years on the Management Committee should retire at the annual general meeting following but may stand for re-election. 6.8 In addition to the members elected or appointed in accordance with this rule 6, the Management Committee may co-opt up to 3 further persons who shall serve until the next annual general meeting. Co-opted members shall be entitled to vote at the meetings of the Management Committee. The Management Committee may also request specific presence of others at meetings including those appointed by the LTA to work within the County (LTA Tennis Development Manager or equivalent role). 6.9 The Management Committee may appoint any person to fill any casual vacancy on the Management Committee until the next annual general meeting when that person shall retire but shall be eligible for re-election Retiring members of the Management Committee may be re-elected A member of the Management Committee shall be deemed to have vacated office if: (a) he becomes bankrupt or makes any arrangement or composition with his creditors generally; or (b) a registered medical practitioner who is treating that person gives a written opinion to the Management Committee stating that that person has become physically or mentally incapable or acting as a member of the Management Committee and may remain so for more than three months; or (c) by reason of that person s mental health, a court makes an order which wholly or partly prevents that person from personally exercising any powers or rights which that person would otherwise have; or (d) he resigns his office by notice to the Association; or (e) he shall without sufficient reason for more than three consecutive meetings of the Management Committee have been absent without permission of the Management Committee and the Management Committee resolves that his office be vacated; or (f) he is suspended from holding office or from taking part in any activity relating to the administration or management of the Association by a decision of the LTA; or (h) he is requested to resign by all the other Management Committee members acting together Any person accepting election or nomination to the Management Committee who has any financial interest in the Game must, before his election or nomination, state in writing to the Association all such interests. Failure to do so will lead to automatic disqualification from Management Committee membership. The Management Committee has the right to veto such an election if, in its opinion, it is not in the best interests of the Game. 7. Proceedings of the Management Committee 7.1 The Management Committee meetings shall be held as often as the Management Committee thinks fit provided that there shall not be less than 4 meetings each year. Any member of the Management Committee may call a Management Committee meeting by giving notice of the meeting to the other members of the Management Committee. Notice of the meeting must be given to each member of the Management Committee but need not be in writing. 7.2 The quorum of such meetings shall be 5. Unless a quorum is participating, no proposal is to be voted on, except a proposal to call another meeting. If the total number of members of the Management Committee is less than the quorum required, the members of the Management Committee must not take any decision other than a decision to appoint further members of the Management Committee in accordance with rule 6.8, above. 7.3 The Chairman and the County Secretary shall have discretion to call emergency meetings of the Management Committee if they consider it to be in the interests of the Association. The County Secretary shall give all the members of the Management Committee not less than 10 days notice of a meeting. 7.4 The Chairman shall be the chairman of the Management Committee. Unless he is unwilling to do so, the Chairman shall preside at every meeting of the Management Committee at which he is present. But if there is no person holding that office, or if the Chairman is unwilling to preside or is not present within five minutes after the time appointed for the meeting, the Vice-Chairman shall preside. If there is no Vice-Chairman or if he is unwilling to preside, of if he is not present within five minutes after the time appointed for the meeting, the members of the Management Committee present may appoint one of the number to be chairman of the meeting. 7.5 Decisions of the Management Committee shall be made by a simple majority (and in the event of equality of votes the Chairman (or the acting chairman of that meeting) shall have a casting or additional vote). 7.6 The Management Committee may from time to time appoint from among its number such sub-committees as it considers necessary and may delegate to them such of the powers and duties of the Management Committee as the Management Committee may determine. All sub-committees shall periodically report their proceedings to the Management Committee and shall conduct their business in accordance with the provisions of these rules which govern the taking of decisions by members of the Management Committee. The Management Committee may give the sub-committee directions which prevail over these rules. 7.7 The Management Committee shall be responsible for the management of the Association and shall have the sole right of appointing and determining the terms and conditions of service of employees of the Association. The Management Committee shall have the power to enter into contracts for the purposes of the Association on behalf of all the Members. 7.8 The Management Committee may appoint Trustees, on such terms as the Management Committee may think fit, to hold office until death or resignation unless removed from office by a resolution of the Management Committee. The Chairman from time to time is nominated as the person to appoint new Trustees within the meaning of Section 36 of the Trustee Act A new Trustee or new Trustees shall be nominated by resolution of the Management Committee and the Chairman shall by deed duly appoint the person or persons so nominated as the new Trustee or Trustees of the Association and the provisions of the Trustee Act 1925 shall apply to any such appointment. Any statement of fact in any such deed of appointment shall in favour of a person dealing with the Association or the Committee in good faith be conclusive evidence of the fact so stated. The number of Trustees shall not be more than four or less than two. 7.9 The members of the Management Committee shall be entitled to an indemnity out of the assets of the Association for all expenses and other liabilities properly incurred by them in the management of the affairs of the Association

36 7.10 Any member of the Management Committee may participate in a meeting of the Management Committee by way of video conferencing or conference telephone or similar equipment which allows every person participating to hear and speak to one another throughout such meeting. A person so participating shall be deemed to be present in person at the meeting and shall accordingly be counted in the quorum and be entitled to vote. Such a meeting shall be deemed to take place where the largest group of those participating is assembled or if there is no such group, where the chairman of the meeting is The Management Committee shall select each year the representative that the Association is entitled to nominate to serve on the Council of the LTA and to fill any casual vacancies that may occur in such representation. The Association agrees that its Councillor will be required, as a condition of election, to agree to be bound in writing by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion The Management Committee can authorise the award of County Colours in the form of a colours badge (or other appropriate form) to persons on the recommendation of county captains. 8. Annual general meeting 8.1 The annual general meeting of the Association shall be held at such time as the Management Committee shall decide each year (in November/December) to transact the following business: (a) (b) (c) (d) (e) (f) (g) to approve the minutes of the previous meeting subject to any corrections and discussion of any matters arising; to receive the Chairman s report of the activities of the Association during the previous year; to receive and consider the accounts of the Association for the previous year, the auditor s/independent accountant s report on the accounts and the Honorary Treasurer s report as to the financial position of the Association; to remove and elect the auditor/ independent accountant or confirm that he remain in office; to elect the members of the Management Committee; to decide on any resolution which may be duly submitted in accordance with rule 8.2 below; to deal with any special matters which the Management Committee desires to bring before the membership. 8.2 Notice of any resolution proposed to be moved at the annual general meeting shall be given in writing by the relevant Member or member of the Management Committee to the County Secretary not less than 28 days before the meeting. 9. Extraordinary general meetings An extraordinary general meeting may be called at any time by the Management Committee and shall be called within 21 days of receipt by the County Secretary of a requisition in writing signed by not less than 6 voting Members stating the purposes for which the meeting is required and the resolutions proposed. If an extraordinary general meeting is called after receipt of a Members requisition the only business to be transacted at that meeting shall be the resolutions proposed in the requisition. If a Members requisitioned meeting is not called before the expiry of a period of 21 days commencing on the date of receipt of the request, the Members requisitioning the meeting may call the meeting at any time before the expiry of a period of two months commencing on the date of that request. 10. Procedures at the annual and extraordinary general meetings 10.1 The County Secretary shall send to each Member at his last known address written notice of the date, time and place of the annual or extraordinary general meeting together with the resolutions to be proposed thereat, and in the case of an annual general meeting, the names of the persons proposed to be elected as members of the Management Committee for the ensuing year, at least 21 days before the meeting. The accidental failure to give notice to any person entitled to notice, or the accidental omission of any such details in any notice, shall not invalidate the proceedings at the meeting The quorum for the annual and extraordinary general meetings shall be 12 Members or one-tenth of the membership of the Association (whichever is the greater number). No business other than the appointment of the chairman of the meeting is to be transacted at the annual or extraordinary general meeting if the persons attending it do not constitute a quorum The President shall preside at all annual and extraordinary meetings of the Association but if he is not present within 15 minutes after the time appointed for the meeting or has signified his inability to be present at the meeting, the Members present (and entitled to vote) may choose one of the other members of the Management Committee present to preside and if no other member of the Management Committee is present or willing to preside the Members present (and entitled to vote) may choose one of their number to be chairman of the meeting If the persons attending an annual or extraordinary general meeting do not constitute a quorum within half an hour of the time at which the meeting was due to start, or if during a meeting, a quorum ceases to be present, the chairman of the meeting must adjourn it. The chairman of the meeting must adjourn the meeting if directed to do so by the meeting. When adjourning an annual or extraordinary general meeting the chairman of the meeting must specify the time and place to which it is adjourned or state that it is to continue at a time and place to be fixed by the members of the Management Committee. The chairman must have regard to any directions as to the time and place of any adjournment which have been given by the meeting. If the continuation of an adjourned annual or extraordinary general meeting is to take place more than 14 days after it was adjourned the Association must give at least 7 days notice to the persons to whom notice of the Association s meetings is required to be given in accordance with rule No business can be transacted at adjourned annual or extraordinary general meetings which could not properly have been transacted at the meeting if the adjournment had not taken place Members of the Management Committee may attend and speak at annual or extraordinary general meetings, whether or not they are Members. The chairman of the meeting may permit other persons who are not Members to attend and speak at a meeting The County Secretary, or in his absence a member of the Management Committee, shall take minutes at annual and extraordinary general meetings. 11. Voting at annual and extraordinary general meetings 11.1 Each Member present shall have one vote and resolutions shall be passed by a simple majority. In the event of an equality of votes the chairman of the meeting shall have a casting or additional vote No objection may be raised as to the qualification of any person voting at a meeting except at the meeting or adjourned meeting at which the vote objected to is tendered, and every vote not disallowed at the meeting is valid. Any such objection must be referred to the chairman of the meeting Any Member not being an individual may by resolution of its committee authorise such person as it thinks fit to act as its representative at annual and extraordinary general meetings. A person so authorised is entitled to exercise the same powers on behalf of the Member as that Member could exercise as if it was an individual Member There shall be no right for a Member to vote by proxy. No person may represent more than one Member

37 12. Alteration of the rules These rules may be altered by resolution at an annual or extraordinary general meeting provided that the resolution shall not be passed unless carried by a majority of at least twothirds of the Members present and entitled to vote at the general meeting, the notice of which contained particulars of the proposed alteration or addition. 13. Regulations, Bye-laws and Standing Orders The Management Committee shall have power to make, repeal and amend such regulations, bye-laws and standing orders as it may from time to time consider necessary, desirable or appropriate. Such regulations, bye-laws and standing orders shall have effect until repealed by the Management Committee. 14. Use of Facilities 15. Finance The Association agrees that all unlicensed and unregistered coaches and, so far as reasonably practicable, players and other persons using the facilities of the Association or an associate will be required, as a condition of such use, to agree to be bound by and subject to these rules, the LTA Rules and the LTA Disciplinary Code, such agreement to contain an express acknowledgement that the Contracts (Rights of Third Parties) Act 1999 applies and that the LTA and the Association can enforce any breach at its option and in its sole discretion All moneys payable to the Association shall be received by the person authorised by the Management Committee to receive such moneys and shall be deposited in a bank account in the name of the Association. No sum (above an amount agreed by the Management Committee) shall be drawn from that account except by cheque signed by two of the three signatories who shall be the Chairman, County Secretary and Treasurer. Any moneys not required for immediate use may be invested as the Management Committee in its discretion thinks fit Subject to rule 18.3, the income and property of the Association shall be applied only in furtherance of the objects of the Association and no part thereof shall be paid by way of bonus, dividend or profit to any Member The Management Committee shall have power to authorise the payment of remuneration, honorarium and expenses to any officer, member of the Management Committee, Member or employee of the Association and to any other person or persons for services rendered to the Association. The remuneration of a member of the Management Committee, Member or employee of the Association or other person may take any form and may include any arrangements in connection with the payment of a pension, allowance or gratuity, or any death or sickness or disability benefits to, or in respect of that person The Association may pay any reasonable expenses that members of the Management Committee properly incur in connection with their attendance at meetings of the Management Committee or at annual or extraordinary general meetings of the Association or otherwise in connection with the exercise of their powers and the discharge of their responsibilities in relation to the Association The financial transactions of the Association shall be recorded in such manner as the Management Committee thinks fits by the Treasurer Full accounts of the financial affairs of the Association shall be prepared each year. A report on these accounts shall be prepared by an auditor/independent accountant. The accounts must be made available to every Member when notice concerning the annual general meeting is given The Management Committee may borrow and raise money in any manner on behalf of the Association for the purposes of the Association from time to time at its own discretion but with the sanction of an annual or extraordinary general meeting for any sum exceeding one hundred thousand pounds ( 100,000) When so borrowing the Management Committee shall have power to raise in any way any sum or sums of money and to raise and secure the repayment of any sum or sums of money in such manner and on such terms and conditions as it thinks fit, and in particular by mortgage of or charge upon or by the issues of debentures charged upon all or any part of the property of the Association The Management Committee shall have no power to pledge the personal liability of any Member for repayment of any sums so borrowed The Trustees shall, at the discretion of the Management Committee, make such dispositions of the Association s property or any part thereof, and enter into and execute such agreements and instruments in relation thereto, as the Management Committee may deem proper for giving security for such moneys and the interest payable thereon. 16. Property 16.1 The property of the Association, other than cash at the bank, shall be vested in the Trustees. They shall deal with the property as directed by resolution of the Management Committee and entry in the minute book shall be conclusive evidence of such a resolution The Trustees shall be indemnified by the Association and the Management Committee shall pay all costs, losses and expenses which any such Trustee may incur or for which he may become liable by reason of any contract entered into or act or thing done by him in good faith as such Trustee in accordance with the instructions of the Management Committee or of an annual or extraordinary general meeting of the Association or otherwise in the discharge of his or their duties. The Management Committee may give to any Trustee who has incurred or may be about to incur any liability at the request of or for the benefit of the Association such security by way of indemnity as may seem expedient. 17. Notices 17.1 The Association can send, make available or supply any notice, ballot paper, accounts, document, or other information by personal delivery, by posting it to the intended recipients usual address, by sending it or supplying it in electronic form to an address notified by the intended recipient to the Association or by making it available on a website and notifying the intended recipient of its availability in accordance with this rule If any notice or other information is left by the Association at the intended recipient s usual address, it is treated as being received on the day it was left If any notice or other information is sent by the Association by post, it is treated as being received the day after it was posted if first class post was used, or 72 hours after it was posted if first class post was not used. In proving that any notice or other information was received, it is sufficient to show that the envelope was properly addressed and put into the postal system with postage paid If any notice or other information was sent using electronic means, it is treated as being received on the day it was sent. 41 2018 Herefordshire & Worcestershire Road to Wimbledon Whilst the Wimbledon Men s and Ladies Finals were taking place at SW19, Herefordshire & Worcestershire 14U junior players were battling it out to win The Road to Wimbledon County Finals. Eight girls and eighteen boys gathered on the courts at Manor Park to try and take the title and win a place at the National Finals at The All England Club, Wimbledon. The weather was perfect and competition was tight. 42 LTA Rules for County Eligability A player is qualified to represent the County in competition if: a. (i) (ii) (iii) b. (i) (ii) (iii) (iv) he is a British citizen in accordance with the British Nationality Act 1981; or he is qualified to represent Great Britain under ITF Bye-Laws 4,5, and 4.6 or Great Britain has been his permanent place of residence for a period of twenty four consecutive months, (twelve months in the case of juniors) immediately preceding the relevant match or competition; and his place of birth or permanent residence at date of birth is in such County; or his place of permanent residence has for at at least one year immediately preceding the match or competition (six months in the case of juniors) been in such County; or at any time his place of permanent residence has for a period of five consecutive years been in such County; or he is serving full time in the British Regular Armed Forces and he has resided in such County for at least six months immediately preceding the match or competition; or he/she is the spouse or child of such a person and he/she has so resided with his/her spouse or parent. The above provisions are subject to the following:- c. (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) War service or conscripted service under orders of the government shall be held not to break any period of residential qualification. A player who has once played under the birth qualification in (b) (i) may not exercise a birth qualification in another County in the event of change of boundary having taken place since the date of birth. A player who has once played under either (b) (ii) or (iii) may continue to do so until such time as he exercises any qualification in respect of an other County when he shall forfeit all residential County qualifications previously exercised. No player may represent more than one County in any one competition and no player may represent a County if he has exercised a qualification in respect of another County during the previous twelve months (six months in the case of juniors). A player is deemed to have represented another County if he has been nominated to play a match for that County and has accepted such nomination, and to have played in a County competition if his entry for the same has been accepted. A British citizen born abroad is entitled to adopt the County birth qualification of either parent (but this election may only be made once). Any person who, following a change of boundary or of the division of grouping counties under these Rules, acquires a qualification for a County for which he was not qualified immediately prior to such change, is subject to (c) (ii and (iv) permitted to adopt and exercise such qualification (or, subject to the consent of the Association, another qualification to which he is entitled) on the next occasion when he exercises a County qualification, notwithstanding that he may have exercised a different County qualification during the previous twelve months (six months in the case of juniors); and in the event of his playing in one County competition while another County competition in which he has played is still in progress he is permitted until the end of the competition which started first to represent the one County in one competition and the other County in the other. Residence at or in connection with an educational or training establishment does not itself constitute a residential qualification.
