2 Introduction HAWK = High-intensity Activated crosswalk Pedestrian Hybrid Beacon Not traffic signal per MUTCD Location: Scottsdale Road south of GreenwayHayden, north of Greenway Parkway Scottsdale had installed three HAWK s prior to this installation.
3 Why Is This Location Unique? Scottsdale Road is a six-lane arterial carrying over 36,000 vehicles a day. This pedestrian crossing connects two major mixed-use centers - Kierland Commons and Scottsdale Quarter. The west landing is in Phoenix; the east landing is in Scottsdale. It is a two-stage crossing. Located midway between traffic signals spaced 1,100 feet apart.

6 HAWK Preliminary Design
7 HAWK Warrant Analysis Videotaped the crossing area on Sept. 16, 2010 from 11 a.m. to 7 p.m. Observed 105 ped. crossings in 8 hour period. Observed 20 mid-block pedestrian crossings during the 5 to 6 p.m. hour. Traffic volume for 5 to 6 p.m. period was 1,986 vehicles. Crosswalk length is 100. Met Pedestrian Hybrid Beacon warrant. # Pedestrians per hour
8 Coordination with Phoenix & Kierland Concerns about parking, aesthetics, visibility. Agreed to jointly fund a study to review options. Study was performed by Kimley-Horn. Options reviewed: 1. Do nothing. 2. Construct barrier in median. 3. Construct two-stage HAWK. 4. Construct two-stage HAWK with left turns allowed. 5. Construct traffic signal with left turns allowed. 6. Construct grade separated pedestrian crossing. 7. Construct a single stage HAWK or signal.
9 Coordination (Continued) Study recommended further consideration of median barrier, two-stage HAWK, and singlestage HAWK or signal. Still met resistance from Kierland ownership; COP recommended median barrier. COS began looking at design alternatives that would not require Phoenix/Kierland participation. Eventually all parties agreed upon two-stage HAWK.
10 HAWK Design and Construction Todd Taylor (COS) prepared HAWK design. Roy Herrington (COS) prepared median improvement plans ped. pathway, landscaping, and shade structures. Construction began on Oct. 12, (Conduit was installed during a street overlay in July, 2010). HAWK was activated on Nov. 23, Construction cost was $325,000; Glimcher (Scottsdale Quarter) contributed $157,625.

15 Post Construction Observations Videotaped the crossing area on Thurs., Dec. 8, 2011 (9 a.m. to 11 p.m.) and Sat., Dec. 10, 2011 (11 a.m. to 6 p.m.) Observed 391 HAWK ped. crossings on Sat. from 2 p.m. to 3 p.m. 1,960 HAWK ped. crossings during the 7 hour period on Saturday. Collisions 2 minor rear-end in Dec Main concern is drivers not understanding yield condition under the flashing red.
