Notice is hereby given that a majority of the City Council may be present at the meeting of the Public Safety Committee to gather information about a subject over which they have decisionmaking responsibility. This constitutes a meeting of the City Council pursuant to State ex rel. Badke v. Greendale

2 Village Bd., 173 Wis.2d 553, 494 N. W. 2d 408 (1993), and must be noticed as such, although the Council will not take any formal action at this meeting.

3 CITY OF HUDSON PUBLIC SAFETY COMMITTEE November PRESENT: Alderpersons Alms, Hall, and Morrissette. ALSO PRESENT: Chief Marty Jensen, Chief Brandon Lyksett, Chief Scott St. Martin, Josh Olson, Byron Turner, Katie Waldal, and Melanie Herberg. A copy of the agenda was posted in City Hall lobbies, delivered to the Hudson Star- Observer, and mailed to committee members on November 9, Alderperson Morrissette called the meeting to order at 5:00 p.m. in the Council Chambers of City Hall. MINUTES OF THE OCTOBER 6, 2016 MEETING: MOTION by Hall, SECOND by Alms to accept the minutes of the October 6, 2016 meeting. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO CONDUCT SAINT PATRICK S THANKSGIVING DAY FUN WALK/RUN ON NOVEMBER 24, :00 A.M. TO 10:30 A.M.: Katie Waldal stated that mass is at 8:00 a.m. and the run will be about 9:15. Chief Jensen stated that the participants will not be in the street. MOTION by Hall, SECOND by Alms to recommend approval of the St. Pat s Thanksgiving Day Fun Walk/Run on November 24, :00 a.m. to 10:30 a.m. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO INSTALL SPEED LIMIT SIGNAGE ON COULEE TRAIL AT COUNTY ROAD F: Byron Turner stated that there are flashing school zone warning signs on northbound and southbound County Road F at Coulee Trail, and on westbound Coulee Trail near River Crest Elementary School, but not on eastbound Coulee Trail. He stated that traffic coming off County Road F may not be aware that they are still in a school zone. He stated this area is a major entry and exit point of the school and suggested flashing signage on eastbound Coulee Trail. MOTION by Hall, SECOND by Alms to install flashing school zone signage on eastbound Coulee Trail at County Road F. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO CONDUCT EP ROCK ELEMENTARY FUN RUN/WALK ON MAY 6, :00 A.M. TO 9:30 A.M.: Chief Jensen stated that this is the Parent Group fund raiser. There will a long and a short course similar to the Hot Air Affair. The coordinators have been informed of the need for volunteers at the intersections. MOTION by Alms, SECOND by Hall to recommend approval of the EP Rock Elementary Fun Run/Walk on May 6, :00 a.m. to 9:30 a.m. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON CITY ORDINANCE REGARDING FEEDING DUCKS: Hall stated that the association president had asked that the item be removed from the agenda. Page 1 of 3

4 CITY OF HUDSON PUBLIC SAFETY COMMITTEE November MOTION by Hall, SECOND by Morrissette to postpone the issue indefinitely. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON WALKS, RUNS, RACES POLICY: Chief Jensen stated that he and Catherine Munkittrick had asked peers for their policies. Chief Jensen received a response from Glendale. He will work on revisions and present it at a future meeting. DISCUSSION AND POSSIBLE ACTION ON STORAGE OF MC-1 VAN: Morrissette stated that the van didn t fit in the shed at the golf course. Jensen noted that they may also be getting a larger unit. The issue may be heard at a future meeting. DISCUSSION AND POSSIBLE ACTION ON TRAFFIC SAFETY ISSUES ON VINE STREET: Jensen stated that the speed counting device was placed on October 31, The data reflects speed issues mostly on weekdays between 2:00 and 6:00 p.m. He will have two officers running radar during those times for a couple weeks. Yesterday, there were 17 stops and five citations issued. He noted that the new speed signs have been erected and Fourth Street has flashing pedestrian crossing signage. EMS/FIRE DEPARMENT/POLICE DEPARTMENT UPDATES: Chief Lyksett stated they have filled one full time position and have one left to fill. Chief St. Martin stated the new rescue pumper has been delivered and should be in service in two weeks. The old one was sold to Dallas, WI. Chief Jensen stated that the department is down one squad due to the crash on the interstate. The fall Citizen Police Academy graduated Tuesday night. There will be another class next fall. Morrissette commented what a great program it was. Officer Watkins field training is going well. The process for the next eligibility list has begun. Brisco will retire in February. The department has a slot for the next canine academy and will select a new canine officer. INFORMATION: Morrissette noted that tomorrow is Veteran s Day. OTHER ITEMS FOR FUTURE AGENDAS:. 6 Item # 3 Submitted to: Public Safety Committee Date: 12/05/2016 Submitted by: Chief Marty Jensen Regarding: CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Student Parking Around the High School ISSUE: Attached to this issue sheet is a letter from a Hudson High School Student asking the city to look at allowing student parking in the residential parking permit areas near the high school. 7 Chief Jensen, The issue of parking in the areas surrounding the high school have been on the minds of residents, school administrators, your office, my peers, and myself. While there have been complaints of parking in front of mailboxes, parking on curbs, and kids walking through private property, I feel that the whole issue stems from a lack of communication, empathy, and understanding on all sides of the issue. It is my hope that by voicing my concerns and by hearing the needs and wants of all parties involved, not only will I have personally learned more about the working of my community and local government, but that we may come to a solution that works for everyone involved. The problem of overpopulation in our school has not been left undebated. With the school's new construction projects underway, it is clear we're headed in the right direction. However, for the remainder of the year, the parking situation at the school will only get worse. Unfortunately, it will be the students who will have bear the brunt of the situation. With snow approaching, every parking lot will lose some spaces, and with both the high school lot and the church lot already at carrying capacity, what will happen to the kids who bought their parking permit and can't park in the lots they've reserved the right to? Additionally, the problem will not solve itself when the snow melts because at that time both the student and teacher lots well start to fill up with construction material to get ready for the new improvements. Homeowners may not feel sympathetic to our issue because it will be resolved in a year when the school improvements are done and because it does not affect them in the way that it does the students. I just worry that as the issues get worse they will just be overlooked. Rest assured i did not write you without solutions to suggest, my first idea would be simply remove the restricted parking signs until the construction at the school is complete. The second solution i would offer would be a limited issuing of the residential parking passes to students who need them for school. This would add accountability to those parking and give the school the ability to take away the privilage of parking if the rules are broken. I look forward to working with anyone and everyone involved to find a solution that works for students and residents alike. Thank You, Maxwell Meurett

8 Item # 4 Submitted to: Public Safety Committee Date: 11/14/2016 Submitted by: Chief Marty Jensen Regarding: CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Safety Issues at Vine and Diamond Intersection ISSUE: Attached to this issue sheet is an from a Heather Pomeroy asking the public safety committee to look at the safety of vehicles and pedestrians using the intersection of Vine Street and Diamond Dr. Ms. Pomeroy would like to see additional lighting added to this area, as well as putting in a flashing cross work signal similar to the one at 4th Street. 9 -----Original Message----- From: Heather Pomeroy Sent: Monday, November 14, :52 AM To: Cc: Subject: Vine and Diamond Intersection Dear Chief Jensen, My name is Heather Pomeroy, I am a district 4 resident and I have a concern about the intersection at Vine Street and Diamond Drive. We recently moved to this new house at 2212 Jodi Circle (previously we lived in district 3) which faces that intersection. I know there have been other times this intersection has been brought to the City Council s attention but now that I live across the street from it I m on a mission to improve the safety of that area. There are many kids that live in the Vine Hills neighborhood. Many of these kids cross that intersection to go to the Y, walk to/from the Middle/High School. It s extremely busy with cars turning in/out of the Y, cars from my neighborhood and cars coming up/down Vine Street. In the months ahead there will be increased traffic with many new families moving into the Carmichael Ridge development. Many vehicles, I find, are speeding on Vine Street. In fact, this weekend alone we saw 3 people being pulled over. The lighting is poor - there is a street light but it s on the other side of the street from the cross walk leaving that cross walk poorly lit. I m concerned not only for the kids in my new neighborhood, but especially for my 10 year old son, Jack, who has low-vision that will progressively get worse due an eye disease, Retinitis Pigmentosa. Jack crosses that intersection for practice on the Y swim team 3 times a week and to use the skate park. He doesn t cross alone, I wouldn t let him do that even if he had good eyes. I know someday soon he ll want that independence and right now, I can t let him have that because I don t trust drivers to obey the law and stop for him, even when his white cane is out. I would like to get on the next Public Safety meeting for December to bring my concerns to the committee. I m asking the committee to explore changing the intersection so that it s similar to the one at Vine and 4th Streets, as well as improve the lighting and if we could make it audible for our visually impaired community.
