1 Planning Committee STAFF REPORT Meeting Date: February 1, 2017 Subject Summary of Issues New Quarterly Project Status Reports and Program Monitoring Report for Measure J Programs 12 (Transportation for Livable Communities, TLC) and 13 (Pedestrian, Bicycle and Trail Facilities, PBTF) Projects Authority staff is pleased to introduce a newly developed quarterly project status reports for currently active projects funded through Measure J Programs 12 (TLC) and 13 (PBTF). Building on these new reports, staff has also updated the monitoring report for the two programs. Recommendations Staff seeks Authority review and acceptance of the new Quarterly Project Status Reports and recommends that we post it and future updates on the Authority website. 2 Planning Committee STAFF REPORT February 1, 2017 Page 2 of 3 sufficient funding through other sources, another was split into two separate projects, and the East Bay Regional Park District (EBRPD) received approval for additional projects to maintain and improve paved regional trails in Southwest (SW) and Central County, which brought the total number of projects programmed to 45. New Quarterly Project Status Reports Attachment A contains new Quarterly Project Status Reports covering each of the currently active projects funded through Measure J programs 12 and 13. The report includes a fact sheet for each individual project that describes its scope, status, issues, schedule, and funding. Authority staff wishes to thank the program management team consultants, especially James O Brien of Advance Project Delivery, who worked closely with project sponsors to develop this new report. Annual Monitoring Report The Annual Monitoring Report (Attachment B) provides an overview of the status of Programs 12 and 13. The January 2017 Monitoring Report is the fourth report since the original Programming Plan was approved in The Monitoring Report summarizes the status of the 45 grants currently included in the CC-TLC and PBTF programs (including completed projects), as of December 31, The key findings since the last report to the Authority include: Except for one project, all of the programmed funding has been appropriated. The one remaining project is the Pedestrian/Bicycle Bridge over the BNSF railroad in Pinole, where $188,000 remains unappropriated due to significant changes in project scope and consequent project delays. Sponsors have invoiced for about $13.4 million of the $22 million (61 percent) appropriated through the two programs. Since the previous report, eight additional projects have been completed. Seven of the 45 projects have met their original schedule. The remaining projects were delayed by an average of 22 months. 11 Quarterly Project Status Report Oct Dec 2016 Project Sponsor Subregion Richmond Transit Village (Phase II): Nevin Avenue, BART to 19th Street (# ) City of Richmond West County Scope The project improves the east entrance of the Richmond BART station, including removal and replacement of the existing walkway with an at-grade extension of Nevin Avenue, terminating in a cul-de-sac. The project also includes pedestrian and bicycle-oriented streetscape elements along the new extension of Nevin Avenue such as wide sidewalks, bulb outs, enhanced crosswalks, bicycle sharrows, pedestrian scale lighting, wayfinding signs and street trees. The project will also install a stairway, elevator, canopy, and pedestrian access to the station. Status Construction began in October 2015 and is ongoing. 12 Quarterly Project Status Report Oct Dec 2016 Project Bay Trail Gap Closure: Castro to Richmond-San Rafael Bridge (#120008) Sponsor City of Richmond Subregion West County Scope The project, at the time of programming, included studies related to the construction of improvements located mostly within the Caltrans right-of-way to close a gap in the Bay Trail between Castro Street and the Richmond-San Rafael Bridge. Status The project remains on hold pending resolution of the Richmond-San Rafael Bridge Project. Issues/Areas of Concern Design issues relating to the development of a third lane on the Richmond-San Rafael Bridge have led to a suspension of study activities which have been focused on a trail alignment south of I-580. 13 Quarterly Project Status Report Oct Dec 2016 Project Pedestrian/Bicycle Bridge over BNSF (#120011) Sponsor City of Pinole Subregion West County Scope The project, at the time of programming, included the design of a pedestrian/bicycle bridge crossing over the Burlington Northern Santa Fe (BNSF) railroad for a Class I trail to the west of the San Pablo Avenue overpass. The pedestrian/bicycle crossing has since been integrated into the rehabilitation of the San Pablo Avenue bridge over the BNSF which has been awarded a federal grant through the Highway Bridge Program (HBP). Status The Federal HBP funding for the PE phase is programmed in Federal Fiscal Year (FFY) 16/17 with funding for the Right of Way phase in FFY 17/18. Federal HBP funding is currently shown beyond FFY 19/20 (i.e. beyond the current programming horizon in the TIP). The City has submitted an application for funding for future phases. Issues/Areas of Concern City must access Federal HBP Grant through Caltrans Local Assistance. Funding to match the Federal HPB for future (unprogrammed) phases has not been secured. 14 Quarterly Project Status Report Oct Dec 2016 Project Ohlone Greenway Wayfinding (#120013) Sponsor City of El Cerrito Subregion West County Scope The project involves the installation of approximately 40 wayfinding signs to direct bicyclists and pedestrians to and from the Ohlone Greenway mixed-use path. The project will cost-effectively enhance the access, safety, security and convenience for pedestrians and bicyclists by providing clear information and direction to and from key destinations, including two BART stations, multiple AC Transit bus stops, schools and community facilities. The project includes the design, fabrication, and installation of the signs. The design plans, specifications, and cost estimates for the signs will be based on the concept plans prepared under the West Contra Costa/Albany Transit Wayfinding Plan, the Citywide Wayfinding Signage Program, and the Manual on Uniform Traffic Control Devices. The signs will be designed to minimize maintenance and repair requirements. Status Design is underway and expected to be complete in June The project scope has been integrated into the Transportation Related Infrastructure (TRI) Project component of the El Cerrito Eden Mixed Used Apartment TOD Project. 15 Quarterly Project Status Report Oct Dec 2016 Project Central Concord Pedestrian Improvements & Streetscape Project (#120015) Sponsor City of Concord Subregion Central County Scope The Central Concord Pedestrian Improvements and Streetscape Project will enhance pedestrian and bicyclist safety and extend the sense of community within the Downtown mixed use area. Elements include a traffic signal and secure crossings across busy intersections that will connect residential areas to the business district. The project will also provide wider sidewalks, seat walls and colored concrete intersection improvements to enhance visibility and the streetscape. 16 Quarterly Project Status Report Oct Dec 2016 Project Walnut Creek Pedestrian Master Plan (#120016) Sponsor City of Walnut Creek Subregion Central County Scope The Walnut Creek Pedestrian Master Plan provides policies and guidelines for pedestrian facilities that will make walking safer, easier, and more attractive to residents and visitors. The Plan includes design standards for physical improvements related to the pedestrian experience, steps to encourage walking as a healthy alternative to automobile travel, and Streets policies. The Plan supports a comprehensive transportation network that accommodates pedestrians, bicyclists, transit operators, and motor vehicles. 17 Quarterly Project Status Report Oct Dec 2016 Project Contra Costa Centre Treat Blvd/I-680 Bicycle and Pedestrian Plan (#120017) Sponsor Contra Costa County Subregion Central County Scope The Contra Costa Centre Treat Blvd/I-680 Bicycle and Pedestrian Plan identifies bicycle and pedestrian improvements in the Treat Boulevard/I 680 overcrossing area adjacent to the Contra Costa Centre/Pleasant Hill BART station. The Treat Boulevard/I 680 overcrossing is one of the main arteries into the Contra Costa Centre/Pleasant Hill BART station area from the west. The Plan area includes Treat Boulevard from the Contra Costa Centre/Pleasant Hill BART Station area to North Main Street (City of Walnut Creek). Status A draft Plan has been prepared and is expected to be available for public review in early 2017 with adoption scheduled for Spring Issues/Areas of Concern No significant issues or areas of concern. 18 Quarterly Project Status Report Oct Dec 2016 Project Northwest Walnut Creek Pedestrian and Bicycle Access (#120018) Sponsor City of Walnut Creek Subregion Central County Scope The project involves three sets of improvements constructed under three separate contracts. The Hillside Avenue Improvements contract will include connecting 1.5 miles of pathway with the installation of bicycle sharrows and closing gaps in sidewalks near the I-680 underpass. A protected pedestrian signal will be installed at the I-680 underpass and complete a connection to the Walnut Creek BART station. The San Juan Avenue project (near the Buena Vista Elementary School) closed a gap in the pedestrian network, modified on-street perpendicular parking stalls to 45 degree stalls, and provided curb ramps and sidewalks. The Buena Vista Avenue Rehabilitation project included bicycle and pedestrian enhancements connecting 1.5 miles of pathway for bicycles and sidewalks on Buena Vista Avenue. Status Two of the three construction contracts are complete: The Buena Vista Avenue Rehabilitation project was completed in December 2015; and the San Juan Avenue Improvement Project was completed in August Construction of the Hillside Avenue project is scheduled to begin in February 2017 and to be complete in September Issues/Areas of Concern The Hillside Avenue Improvements project is partially located inside Caltrans Right-of-Way. 19 Quarterly Project Status Report Oct Dec 2016 Project Livable Moraga Road (#120022) Sponsor City of Moraga Subregion Southwest County Scope The project involves developing conceptual plans to identify priority improvements along the Moraga Road corridor from St. Mary s Road to Campolindo Drive. The Plan includes a specific focus on improving pedestrian connections and safety near the Moraga High School, by reducing traffic congestion and speeds near the high school and in the Rheem Park Planning Area. The project has involved extensive community outreach; traffic analysis; coordination with major stakeholders; and environmental clearance for CEQA compliance. Status In June 2016, the Moraga Town Council endorsed a corridor-wide design concept for the project between Campolindo Drive and St. Mary s Road. The endorsed concept includes a modification of the design for Segment 3 of the corridor (Donald Drive to Corliss Drive) to accommodate two lanes of travel in both directions and a protected multi-use path, but no center-turn lane. The project can move forward with detailed designs for priority projects along the entire corridor. The final Livable Moraga Road plan will be considered by the Council in Spring Issues/Areas of Concern No significant issues or areas of concern. 20 Quarterly Project Status Report Oct Dec 2016 Project San Ramon Valley Iron Horse Trail Bicycle/Pedestrian Overcrossings (#120025) Sponsor City of San Ramon Subregion Southwest County Scope In 2009, the SRV Iron Horse Trail Bicycle/Pedestrian Corridor Concept Plan was finalized. The plan studied the feasibility of integrating bicycle/pedestrian overcrossings along the Iron Horse Trail, including Bollinger Canyon, Crow Canyon, and Sycamore Valley, including preliminary concepts, feasibility of construction, preliminary cost, and potential funding sources. This project involves community outreach to gather input and feedback on design and engineering of the proposed overcrossings. Status The Community Outreach/Preliminary Design was completed December Environmental studies are underway for a Bollinger Canyon Road overcrossing and are expected to be complete in 2017 The City has submitted an application for funding for future phases. The initial phase of the project consists of preliminary site analysis, surveying and base mapping. 35 Monitoring Report for Measure J CC-TLC and PBTF Funds January 2017 Page 1 Status of Program 12 and 13 Projects Background and Purpose The Authority has monitored the implementation of projects funded by Measure J Programs 12 and 13 Transportation for Livable Communities (CC-TLC), and Pedestrian, Bicycle and Trail Facilities (PBTF), respectively since the original programming was approved in May The initial Programming Plan included 43 grants from the CC-TLC and PBTF programs combined. Two projects have since been withdrawn from the list, thereby reducing the total number of approved grants to 41. One of the two projects withdrawn was split into two replacement grants, bringing the total number of approved grants back up to 43. The programming of PBTF to individual projects sponsored by the East Bay Regional Parks District (EBRPD) added two more grants for a current total of 45 approved grants. The forty-five (45) currently approved grants are listed in Attachment A. Monitoring reports for the CC-TLC and PBTF programs were prepared in October 2014, August 2015, and July This January 2017 Monitoring Report represents the fourth monitoring report since the original Programming Plan in This January 2017 Monitoring Report summarizes the status of the 45 grants currently included in the CC-TLC and PBTF programs (including completed projects) as of December 31, This January 2017 Monitoring Report is based on current project status information provided by project sponsors, and from the Authority s financial systems. Delivery for the CC-TLC and PBTF projects is monitored for comparison to the original project delivery plan at the time of programming. The current completion date, actual or planned, is compared to the original completion date and the total delay is measured in months. The Authority performs the monitoring of the CC-TLC and PBTF grants to identify trends in project delivery and incorporate realistic schedule assumptions into future programming of the Measure J funds. Current Programming Plan The currently approved Programming Plan includes twenty-nine (29) grants from Program 12, the CC-TLC, and sixteen (16) grants from Program 13, the PBTF, for a total of 45 currently approved grants and a total Measure J amount of $22.2 million. The Measure J funds are segregated by Program as follows: 8-35

36 Monitoring Report for Measure J CC-TLC and PBTF Funds January 2017 Page 2 $15.9 million in CC-TLC funds for 29 projects in West, Central, Southwest and East County. (The 2011 Measure J Strategic Plan directed a portion of the funds from the East County share of CC-TLC program to the ebart project which is not included in this Monitoring Report.) $6.3 million in PBTF funds for 16 projects throughout Contra Costa. The projects included in the Programming Plan represent a range of bicycle and pedestrian improvements from closing gaps between existing facilities to improving existing facilities. The projects also range from local improvements sponsored by local agencies to regional facilities sponsored by regional agencies such as the EBRPD and BART. Collectively, the grants are intended to improve the underlying fabric of the bicycle and pedestrian infrastructure and improve livability in neighborhoods throughout Contra Costa. The grants range in amount from $39,800 for Project No : Repair Iron Horse Trail at Lincoln Avenue in Walnut Creek, to $2.56 million for Project No : Richmond Transit Village (Phase II): Nevin Avenue, BART to 19th St. The average grant amount for the combined 45 grants is $493,000. The average grant amount is $549,000 for the 29 CC- TLC grants; and $392,000 for the 16 PBTF grants. Sixteen of the 20 Contra Costa jurisdictions received either CC-TLC or PBTF funds. (Those that didn t were mostly in East County.) BART, County Connection and EBPRD also received funding. The Programming Plan includes a mix of capital projects and plans or studies. Seventyseven percent of the projects programmed are capital projects, while the others are either a plan or study. The thirty-five (35) capital projects account for an even greater share of the total funding programmed to capital, 93 percent. Approximately $1.5 million of the $22.2 million programmed for the two programs is allocated to plans and studies. Apply for funding either during the periodic calls for projects or, in the case of the EBRPD, directly to the Authority after approval by the relevant regional committee of their proposed projects. 2. Request Funding Appropriation. If consistent with the Programming Plan, the Authority approves a funding appropriation resolution. 3. Invoice for Work at least quarterly. 4. Conduct Peer Review at the 65% and 90% stages of project design if the project has a construction cost over $500,000 (funded, wholly or in part, with Measure J funds). In the previous report, only 21 projects had been completed. Another three have not yet begun, one less than in the previous report. The remaining 19 projects are underway and in various stages of implementation. The table below summarizes the number of grants in each stage of delivery. A list of the individual projects sorted by status is provided in Attachment A. 38 Monitoring Report for Measure J CC-TLC and PBTF Funds January 2017 Page 4 Project Schedule When the projects were first programmed, sponsors submitted a proposed schedule for completion of their projects. Because funding was not available to meet the schedule for every project, the funding for some projects had to be programmed in later years. The monitoring report reflects these adjustments to project schedules. While some projects have kept to their initial schedule, most have slipped, according to the current status information provided by sponsors. As shown in the following table, only five of the 45 projects have not been delayed. The remaining projects were delayed by an average of more than 28 months. The Authority performs the monitoring of the CC-TLC and PBTF grants to identify trends in project delivery and incorporate realistic schedule assumptions into future programming of the Measure J funds. Project Funding Both Programs 12 and 13 focus on the delivery of plans and projects and the allocation of funding reflects this focus. As shown in the following table, only eight percent of the funds are set aside for plans and studies and another nine percent for the design, environmental and right-of-way phases. The vast majority, 83 percent, is programmed for the construction phase. 8-38

The preceding table also shows how much of that programmed funding has been appropriated and how much of the appropriated funding has been invoiced. With 58 percent of the projects completed, and all but three projects underway, almost all of the funds programmed have been appropriated. Less than one percent of the total programmed amount remains to be appropriated. Sponsors have invoiced for 61 percent of the funds appropriated. It is typical for invoicing to significantly lag the appropriations, but as the majority of the projects have been moving toward completion, invoicing has increased correspondingly. Programmed, Appropriated and Invoiced Funding by Project Status The following table shows programmed, appropriated and invoiced amounts summarized by the status of the project. For example, 50 percent of the total programmed amount was programmed to projects that are now complete. Only three percent of the appropriated funding is going to projects in the design phase, and 40 percent of appropriated funding is going to projects now being constructed. Compared to the previous Monitoring Report, the amounts of funding for projects that have not begun, or are in the early phases of project delivery, are decreasing as a percentage of the total funding as projects continue to be delivered. 8-39

The amount programmed is insufficient to fully deliver the project as originally programmed, i.e. a separate pedestrian/bicycle bridge, so the project sponsor has integrated the pedestrian and bicycle improvements into a roadway bridge project which has secured federal funding for the design and right of way phases. The PBTF funding can be leveraged as the match for the federal funds available for the bridge project while funding for future phases is pursued.
