2 Country Shooters Pool League By-Laws Country Shooters Pool League is a pool league that exists merely for the sole enjoyment of its participating members. All money collected will be for the benefit of its members in the form of cash and prizes and only legitimate and necessary expenses will be administered. Country Shooters members will abide by the following bylaws. I. There will be 4 elected officers that will serve for an entire league season that will direct and administer the league. They are the President, Secretary/Treasurer, Vice President, and Sergeant-of-Arms. II. A League Advisory Committee made up of 7 representatives will be selected by the general membership at a meeting set up by the officers. The advisory committee will meet with the officers periodically to discuss and recommend action on any and/or all of the following: 1. Existing problems 2. New proposals 3. New ideas to create more interest 4. Other important matters 5. Grievances or Disputes III. The committee members will serve for an entire league season. The committee along with the officers will be the Executive Board. Decisions made by the executive board will be decided by a majority vote. All members of the executive board are encouraged to make new proposals to benefit the league. If advisory committee members miss 2 meetings in a row, the executive board shall have the power to replace that member with another more interested member. James Vipond 2.Gabe Gawlik This is a Race to ELEVEN (11) therefore the first team to reach ELEVEN (11) wins will win the match. Team standings will be based on a win/loss record for games played in the regular season. The team and player who win s a game will be given one win. The team and player who lose a game will be given one loss. League, team, & individual standings will be given on a weekly basis on the Country Shooters Pool League Facebook site. All captains are urged to copy from the site the stats which are also a current roster for all teams it will show you who the eligible players are and who are no longer eligible to play. A. LEAGUE START TIME ALL MATCHES START AT 8:00 PM REAL TIME NOT BAR TIME. There is a fifteen (15) minute grace period and you must tell the opposing team captain if you need your fifteen (15) minutes prior to 8:00pm. If a match is not over by the time a sponsor closes you must schedule a time to finish the match with the same players, same location, and same table before the next Tuesday night of play. The secretary/treasurer should be notified right away that a match was not completed and when it will the match will be finished. (Date and time) This also applies to playoff matches. B. BY-LAWS 1. All rules and by-laws will apply at all functions (meetings, party, etc.) 2. All meetings will be attended by the Executive Board and will be open to everyone. This includes sponsors, and members of the league. 3. The league will consist of as many divisions as necessary. 4. When the word match is used in the by-laws it means is a race to eleven (11) which means whichever team gets to ELEVEN (11) wins first wins the match. C. LEAGUE OFFICER DUTIES 1. President a. Will run all league meetings. b. Will follow all rules and by-laws, during all functions, meetings, party, grievances, etc.). c. Will be able to intervene on any outbursts, arguments, etc. that may arise in his presence, and be able to make an executive decision. d. Will be able to review all books and records at any time. e. Will follow through with all final decisions of the Executive Board. 2. Vice-President a. Will foresee all the president s duties when the president is not available. 3

4 3. Secretary a. Will receive an amount of six dollars per team per week for pay and a $10.00 gas allowance for picking up paperwork. b. Will pick up all paperwork at the designated drop off box location. by 8:00pm Thursday night following the Tuesday night matches at Longbranch Saloon. There is a designated drop box on the wall DO NOT GIVE TO THE BARTENDERS! THE BAR IS NOT REPONSIBLE FOR YOUR FEES. c. Team standings, Individual standings, and Financial statement will be posted before the next Tuesday night s scheduled match. d. All books and records must be where they can be reviewed at any time by any member of the league. e. No account can be closed without the written notice from the league. 4. Sergeant at Arms a. Will promote peace and safety at all league functions. b. Will work with Executive Board as needed. D. SPONSORS 1. Sponsorship fees are $30.00 per team per season. 2. Sponsors will open tables or provide quarters to play a match in their establishment. 3. Sponsors are invited to attend all meetings held by the league if at all possible. 4. Sponsors will not be expected to pay for table runs. 5. A designated sponsor is an honorary member of the league. a. A sponsor may play for one team only. b. If a house has more than one team, each team will have a different designated sponsor. c. Sponsor member players do not have to be affiliated with the house. 6. Sponsors are not obligated to buy any team house rounds. 7. Sponsors do not have to pay a CSPL member fee for the league but a $15.00 BCA member fee has to be paid, and pay for the games they play for the night s match. 8. Sponsors have to play ONE (1) game to qualify for play-offs to play in a play-off game if needed. 9. Once a sponsor is designated, they cannot be changed through the end of the season, any exceptions to this will be voted on by the Executive Board. 10. Sponsor houses will be awarded a plaque indicating where your team(s) placed in the league for that season. 11. Sponsors please make sure there is a black spot on the pool tables. (Where the rack should be.) 12. Sponsors will make the decision of which table will be used for ALL-STARS, PLAY-OFFS as well as throughout the season. E. ELIGIBILITY 1. In order to be eligible to sign up to play, a member must: a. Be 21 years of age or older. b. Have an official government issued picture ID. 2. Sponsors and captains will be responsible for their players being of age. 4

5 a. If a team member is asked to show their ID to an opposing team captain or co-captain they should be prepared to show a government issued picture ID for positive identification. b. ID s may be asked for before the match begins. 3. Once the first game has been started a. Line-ups have been accepted by both captains b. No membership challenges may take place. 4. Players arriving after the start of the match may verify their membership at any time until their 1 st played game has started. 5. The captains will be issued a roster to be filled out with a maximum of ten (10) players per team. The roster needs to be filled out for each player being added the first night they play a game, if not said player will be ineligible to play a. The players must pay a $20.00 fee ($5 CSPL & $15 BCA) to the captain for their membership to be eligible to play on their first night of play. b. Captains must turn in the money for the player s member fees on the first night they play, along with the roster and score sheet for that night of play. 6. Captains will be responsible for league packet given to them at the start of the season a. If a captain loses their packet, a $10.00 fee will be assessed for a duplicate package F. TEAM MEMBERS 1. Each team is a minimum of FIVE (5) players but can have up to TEN (10) players (plus one sponsor) at any given time per league season only. 2. If a player is dropped, and a new player is added to their roster: a. The captain collects $20.00 ($5 CSPL & $15 BCA) from the new player for membership and said player fills out the roster and includes it with that night s score sheet. 3. No team shall add or drop players after mid-season. (Week 15) a. Includes signing of substitutes or transfers. b. Adding players after mid-season is allowed ONLY if a player becomes ill, death or for work purposes. 4. Dropped players will not be able to return to the team for the rest of the league season, including play-offs. 5. A player can play for one house and one team only each league season. a. If a player wants to transfer to another team and/or house they 1. Must call the Secretary to inform the league of their transfer. 2. If a player transfers from one team and/or house to another, he/she will start at zero (0) wins and zero (0) losses. b. All team captains involved will be notified when a member has transferred teams. 6. Team captains may verify membership status of a member by downloading current stats. a. Captains or co-captains can ask for government issued picture ID. b. If a member does not have a government issued picture ID, then player will be considered ineligible and that team will forfeit the match. c. Any team found using players in the match who are not a member in this league shall forfeit the match. 5

6 7. You must notify secretary or any officer of an illegal player either the night of or no later than 8:00pm Wednesday the following day. 8. Any captain or person in charge of a team for a match caught intentionally using an illegal player a. Will be ineligible to play for the rest of the season, including playoff, and ALL-STARS. b. Will have to be voted on the following season to return to the league. c. He/she will not receive any awards for that league season. G. LOSS OF MEMBERSHIP 1. Any member(s) or the whole team that pulls a knife, gun or strikes another person a. Secretary will be notified immediately. 2. When a member is verbally aggressive towards another member a. Considered bad conduct b. Brought to a grievance committee for disciplinary actions. 3. Any member that harasses a player or team during league play, including Play-Offs and All- Stars, can be brought for disciplinary actions. 4. When a member is voted out of the league for bad conduct they; a. Will not be presented an award b. Will not be admitted to the party. c. He/she will not be voted back into the league until the next season. d. Voting for reinstatement of dismissed players will only occur at the preseason meeting. 5. If a team drops before the fourth week and a new team is voted into their position, the forfeited game or games will be replayed. a. After the fourth week I. A team voted in will have to accept all games played and the score. II. New team will be responsible for any forfeited games that are played and the rest of the season s dues. b. If no team is voted in to fill the spot the wins and losses will be dropped. c. Teams can be admitted at half time. I. Must be voted in. II. New team will be responsible for any forfeited games that are played and the rest of the season s dues. 6. If a team drops after the 4 th week of play and is not replaced, all teams will receive a 11 to 0 win for that season. H. FORFEITS 1. Any team using an ineligible player intentionally will automatically forfeit the match. 2. If a team is short a player when the game is to be played, a. No player can be added to the score sheet until they are physically in the building. b. The player that is playing the forfeiting game can break for a table run. c. That game will be forfeited by the team missing that player 3. A player who wishes to play later games may play the second or third games but the games previously played will remain a forfeit for the team. 4. Players must complete the night s play or the team will forfeit the remaining games of that player unless a valid emergency arises. 6

7 a. If a substitute is available, the sub may proceed to play in the regular members place b. Must be agreeable with both captains. 5. A forfeit of a match shall be as follows: a. A team that forfeit s a night s match shall receive a Match Loss. The team that receives the forfeit will receive a Match win. No individual games are given or received for a forfeited match. b. Both teams are still required to turn in their $40.00 match fee. 6. Forfeiting captains will be responsible for the player s fees for that night s play. a. The absent player will reimburse the captain. b. No pay/no play each player on both teams must contribute $8.00 towards the night s play. c. Team captains and sponsors are responsible for his/her team s total of $40.00 plus $20.00 ($5 CSPL & $15 BCA) for any new member. (The team that is short of funds will be fined $10.00 a week until all the money has been turned in.) 7. A player cannot hold up a game for more than two (2) minutes for cell phones, bathroom, buying drinks, etc. a. The player will forfeit his/her shot, NOT the game, and the next player will shoot. b. Player must tell the shooter they are being timed. I. TABLE RUNS 1. To qualify for a table run, there must be fifteen (15) balls on the table when the player starts the run. (A run means continuous shooting). 2. The player will receive $15.00 from the funds collected at the night s play. If there are not enough funds, the team will have a credit in the amount not paid out. The next week the amount of fees collected will be less the credit for that team. 3. Both players must agree on the table run and in turn tell their captains. 4. The player is paid by the league for each table run per night. (If more than one is made by the same player, they will receive the $15.00 for each table run) J. MATCH 1. When the word match is used in the by-laws a match is a race to ELEVEN (11) which means whichever team gets to ELEVEN (11) wins first wins the match. 2. No matches will be played on legal holidays, or the eves of legal holidays (Thanksgiving, Christmas, 4 th of July etc.) 3. Matches will not be scheduled for two weeks during Christmas and New Year s. 4. There will be a week off for mid-season meetings. K. SCORE SHEETS 1. Each team will consist of five players; however, a team must have three players to start the match. 2. Team captains will exchange scoresheets with roster already filled out with no less than three players present with their name in the lineup before the match is scheduled to start. (Matches start at 8:00pm with a grace period of 15 minutes) 7

8 3. After the match is completed a. The score sheets is filled out and signed by both team captains. b. It cannot be changed for any reason. 4. A score sheets must be signed by both team captains a. Check the final score b. Check individual scores at the bottom c. Initial table runs d. Make sure the correct player was entered. e. Failing to do this may cost your player their credit. 5. Each team captain is responsible for turning in their own score sheet and their night s fees at the designated drop off location (Longbranch Saloon) by no later than 8:00pm Thursday night following your Tuesday night match. There is a designated drop box on the wall DO NOT GIVE TO THE BARTENDERS! THE BAR IS NOT REPONSIBLE FOR YOUR FEES. a. This includes full payment of dues of $40.00 per team minus any payouts for table runs plus any new membership fees. b. If any dues have not been paid by the Thursday night following your match there will be a $10.00 fee assessed. c. If dues are not paid in full within two weeks from occurrence to include late fees the team will be dropped and not be eligible monies, party, etc. 6. Captains do not put a player s name on the score sheet until they are present. 7. Substitution Rule: A player may be substituted for another player before the start of that round (before the break of that round) except in the first round where a player can be added when they get there as long as it is before the start of that game. The team captain must notify the opposing team captain of the substitution. A player who started the match may be reinserted into the match after substitution, but only in the same position of the beginning of the match. Notification of this change must be given to the opposing team captain. A substitute may not be reinserted after being taken out nor can another substitute be put in the previous substitute s position for the duration of the scheduled match. The break constitutes the start of a game or round. L. TABLES 1. The table that is to be used for the night s match will available to the visitors at 7:30 p.m. for practice. 2. All games will be played on one table only, known as the match table. a. No practice games will be played by any member between regular games on the match table b. Shooting practice shots after a game has ended will not be allowed. 3. Houses with extra tables may leave them open for the house guests and members to play on as long as there is no interference with the match table. 4. Sponsors will make the decision on which table will be used for the night of league play. 5. Sponsors will open tables or provide quarters to play a match in their establishment. 6. If a sponsor has an oversized cue ball and the table can accommodate a red circle cue ball, either team can provide a red circle cue ball and it will then be played with for the match. A red circle cue ball will be used in the playoffs as well as the championship match. The only exception to 8

9 this is the use of a set of Cyclops balls including Cyclops cue ball (used by BCA in sanctioned events). M. POSTPONEMENTS 1. A match may be postponed by a team captain: a. The opposing team captain and any league officer must be given notice by 4:00pm on the day of your match. b. Once the opposing team captain is notified then the team captains: I. Has two weeks to reschedule the match. II. If after two weeks the match has not been played the Secretary will notify the Executive Board and they will come up with a date and time that is not negotiable for either captain. If one team shows up and the other does not they will receive a Match win and the other team will receive a match loss. 2. There will be no postponements the last week of play during the season. N. GRIEVANCES 1. The Executive Board will hear all grievances. a. Any board member involved in a grievance will not be allowed to participate in the vote that night. 2. The grievance must be written, paid, and turned into the secretary. a. You must contact the secretary or any officer no later than 8:00 p.m. by the following day (Wednesday). 3. Grievances must be filed by the captain or a current league member. 4. Filing Fee a. $10.00 per grievance from the team filing b. If grievance reporting team wins, fee will be returned c. If grievance reporting team loses, fee will be put into the league funds. 5. No grievance will be honored by the league unless all the above procedures are followed exactly by the team filing the grievance. 6. Only the captains and players from the teams involved in the grievance will be allowed to attend. Each team will be heard by the committee one at a time without any interruptions. 7. Only members of the Executive Board and captains/players involved will be at the grievance meeting. 8. Anyone not involved that approaches the table at any time during the grievance hearing, will be asked to leave. 9. Angry outbursts will not be tolerated. 10. The grievance committee decision will be final. O. PLAY-OFFS 1. Play-offs cannot and will not be rescheduled for any reason unless given the okay by the Executive Board. 2. Play-Offs will be held on Tuesday nights only. 3. At least three players must show up for play-off games. 4. All teams will be in the play-offs. 9

10 5. Individuals must play 40% (for men) and 20% (for women) of the season to be able to participate in play-off matches. 6. Any time a tie breaker match needs to be played for play-offs, a. The match will be on Tuesday night following the post season meeting. b. If there are no ties then the play-offs will start two weeks from the last night of the season. 7. Play-off locations a. Play-off matches will be played in neutral house if possible. b. Play-off locations will be drawn from the houses in the league until all houses have received a playoff match for a sponsored team. If additional houses are needed, they will be drawn by the Executive Board. c. If two teams from the same house should meet for the play-off match, it can be played in their house if the two captains agree and all sponsors have received their playoff matches for sponsoring teams. 8. The highest seeded teams of the match up will be the home team during playoffs. 9. There will be no fees collected or paid out during the playoffs. 10. Score s will be called in to the Secretary immediately following the match. 11. Play-off matches will continue until one team has won the majority of the games. (ELEVEN GAMES). 12. Championship match and ALL-STAR match locations will be determined by the Executive Board out of the houses that can accommodate all players and spectators. P. ALL-STARS 1. There will be a LADIES and MEN S ALL-STAR game. 2. The ALL-STAR match will be TEAM 1 against TEAM The ladies ALL-STAR match which requires at least six ladies to have an ALL-STAR match; a. Played the Tuesday following the Championship game. b. To qualify women must I. Have played a minimum of 33% of the season s games II. Have the highest winning percentage. III. If not enough women qualify by these standards, next eligible will be chosen. c. The team roster will be comprised of I. Top ladies shooter will captain TEAM 1 II. Runner-up ladies shooter will captain TEAM 2 III. Remaining qualifying ladies will alternate position on teams; (1, 3, 5, 7, 9, etc 2, 4, 6, 8, 10, etc. IV. Alternates will be available 4. Men s ALL-STAR match; a. Played the Tuesday following the ladies ALL-STAR game. b. To qualify men must; I. Have played 65% of the season s games. II. Have the highest winning percentage. III. If not enough men qualify by these standards, next eligible will be chosen. c. The team roster will be comprised of 10

11 I. Top men s shooter will captain TEAM 1 II. Runner-up men s shooter will captain TEAM 2 III. Remaining qualifying men s will alternate position on teams; (1, 3, 5, 7, 9, etc 2, 4, 6, 8, 10, etc. IV. Alternates will be available. 5. If there is a tie with the same percentage then the player with the higher number of wins will be the player that will complete the team. 6. The first team to win ELEVEN (11) games wins the match. 7. Awards for the All Star team will be $ for the winners, $20.00 to each player, the five (5) players that actually played that night. The losing team will receive $50.00, $10.00 to each of the five (5) players that played that night. This is for both the Men s and Ladies teams. Q. AWARDS 1. Any team that drops at any time will not receive awards and will not be able to attend the party. 2. A player of a team must play one night s play of three games per season to be eligible for door prizes at the party. 3. Awards given a. Place money based on teams final position in the playoffs. b. All teams winning prize money will individually distribute it to their teammates accordingly. It is recommended that a decision be made in the beginning of the season as to the distribution of the prize money. Team winnings will be made in the name of the team captain or co-captain. c. Top Men s Shooter $150 (must play 65% of scheduled games and have the highest percentage) d. Top Women s Shooter $150 (must play 33% of scheduled games and have the highest percentage) e. Each sponsor house will receive a plaque with their team(s) and place indicated. R. MEETINGS 1. League meetings will be held on Tuesday nights only, unless an emergency arises. 2. League meetings will not be held in a house when there is another activity on the same night by another league. 3. Houses selected to host a meeting must have a member present to accept the meeting. 4. Pre-Season Meeting a. All new houses and previously voted out members will be voted in at the first meeting. b. Rule and by-law changes from end of season meeting will be given. c. You must pay for sponsorship fees. 5. Half time meeting if possible depending on schedule there could be more than one meeting between Pre-Season and End of Season. a. Will be held at mid-season if possible to discuss awards, food, hall, etc. b. Add or drop any players from rosters. This includes transfers and substitutes. c. A house will be selected for further meetings. 6. End of Season/Play-off meeting a. Held on the following Tuesday after the last game of the season 11

12 b. Election of officers c. Any bi-law and rule change discussions will be done at this meeting for the new league season. d. Must be present to vote. 7. A tournament will be held after each meeting for all league members. a. A $10 entry fee will be paid by all members interested in playing. b. 100% payouts. S. CAPTAINS FRIENDLY REMINDERS 1. Matches will start at 8:00pm regular time (not bar time), but no later than 8:15pm. 2. Each captain is responsible for turning in their score sheet and fees to the designated drop off location by 8:00pm Thursday night following your Tuesday night scheduled match. There is a designated drop box on the wall DO NOT GIVE TO THE BARTENDERS! THE BAR IS NOT REPONSIBLE FOR YOUR FEES. a. Any member who goes to another house on league night and starts trouble with another member a grievance may be filed against the member. b. This also applies to all meetings and any other league functions, any fights during this time will be governed by the league. 7. You are responsible for your players. 8. No one under the age of twenty one years old will be admitted to the party. 3. Must be present to receive member door prizes (NO EXCEPTIONS). 12

13 U. MISCELLANEOUS 1. Once a motion has been made and carried to add a new rule it will take effect immediately. 2. When an occasion arises for flowers to be sent by the league, it will be up to the Executive Board s discretion when to do so. 3. Once a new schedule is put in motion, it cannot be altered or changed for any reason unless the Executive Board decides that it would benefit the league. 4. During the scheduled matches, all children will be asked to stay away from the table of play. In the event that a member s child is in the way of play, the captain of the team will be asked to tell their member to please restrain the child from the tables. Second warning will result in automatically asking them to leave. 5. Members cannot use a pool stick that has a laser. 6. Each captain is responsible for turning in their score sheet and fees to the designated drop off location Longbranch Saloon by 8:00pm Thursday night following your Tuesday night scheduled match. All teams are expected to play in the spirit of Good Sportsmanship AT ALL TIMES. Teams are not meant to feel threatened or intimidated in any way. Don t let it slide. Drop us a note or give us a call. The executive board has the authority and is expected to review ANY SITUATION IN WHICH POOR SPORTSMANSHIP HAS BEEN DISPLAYED and to take whatever action they feel is appropriate up to and including expulsion from the league. Coming out to league play should be fun, not a hard time. For nearly everyone, pool is a hobby or entertainment; not a job or career. Sportsmanship is treating your teammates and opponents with courtesy and respect, although everyone wants to win, the purpose of league play is to have fun playing in the company of friends!!!! Falsification of Score Sheet Any team caught sending in falsified score sheets will be subject to any penalties handed down by the executive board. Score sheets should be signed by both captains and initial any table runs or they will not be recorded. It is each player and captain s responsibility to review the weekly stats and ensure they are correct, if any errors are found contact the league secretary within two weeks to have them corrected. After the two weeks, all standings are final. The only exception to this rule is at the end of the season you will have seven days following the last night of regular play. Severe Weather This is Texas so you never know, if the weather is severe (flooding, ice, travel advisory warnings, etc...) please notify a league officer to see if match s have been cancelled and for assistance with rescheduling of the match. *****These are the by-laws of the country shooters pool league and will be followed as they are. We will not follow any other league s rules because simply this is not their league. 13
