This prgram replaces the current Surface Transprtatin Prgram, but retains the same structure, gals and flexibility t allw states and metrplitan areas t invest in the prjects that fit their unique needs and pririties. Activities that previusly received dedicated funding in SAFETEA-LU, but are being cnslidated under MAP-21, will be retained as eligible activities under the prgram. Eligibility: Cnstructin, recnstructin, rehabilitatin, resurfacing, restratin, preservatin, r peratinal imprvements fr highways, including cnstructin f designated rutes f the Appalachian develpment highway system and lcal access rads under sectin 14501 f title 40. Replacement (including replacement with fill material), rehabilitatin, preservatin, prtectin (including painting, scur cuntermeasures, seismic retrfits, impact prtectin measures, security cuntermeasures, and prtectin against extreme events) and applicatin f calcium magnesium acetate, sdium acetate/frmate, r ther envirnmentally acceptable, minimally crrsive anti-icing and deicing cmpsitins fr bridges (and appraches t bridges and ther elevated structures) and tunnels n public rads f all functinal classificatins including any such cnstructin r recnstructin necessary t accmmdate ther transprtatin mdes. Funding: $20.1 billin ttal ver 2 years Highway Safety Imprvement Prgram fr rad infrastructure safety includes a setaside fr rail grade crssings. MAP-21 builds n the successful Highway Safety Imprvement Prgram (HSIP). MAP-21 substantially increases the amunt f funding fr this prgram because f the strng results it has achieved in reducing fatalities. Under HSIP, states must develp and implement a safety plan that identifies highway safety prgrams and a strategy t address them. Inclusins: The term highway safety imprvement prject includes, but is nt limited t, a prject fr 1 r mre f the fllwing: An intersectin safety imprvement. Pavement and shulder widening (including additin f a passing lane t remedy an unsafe cnditin). Installatin f rumble strips r anther warning device, if the rumble strips r ther warning devices d nt adversely affect the safety r mbility f bicyclists and pedestrians, including persns with disabilities.

Installatin f a skid-resistant surface at an intersectin r ther lcatin with a high frequency f crashes. An imprvement fr pedestrian r bicyclist safety r safety f persns with disabilities. Cnstructin and imprvement f a railway highway grade crssing safety feature, including installatin f prtective devices. The cnduct f a mdel traffic enfrcement activity at a railway-highway crssing. Cnstructin f a traffic calming feature. Eliminatin f a radside hazard. Installatin, replacement, and ther imprvement f highway signage and pavement markings, r a prject t maintain minimum levels f retrreflectivity, that addresses a highway safety prblem cnsistent with a State strategic highway safety plan. Installatin f a pririty cntrl system fr emergency vehicles at signalized intersectins. Installatin f a traffic cntrl r ther warning device at a lcatin with high crash ptential. Transprtatin safety planning. Cllectin, analysis, and imprvement f safety data. Planning integrated interperable emergency cmmunicatins equipment, peratinal activities, r traffic enfrcement activities (including plice assistance) relating t wrk zne safety. Installatin f guardrails, barriers (including barriers between cnstructin wrk znes and traffic lanes fr the safety f rad users and wrkers), and crash attenuatrs. MAP-21 imprves the existing CMAQ prgram by including particulate matter as ne f the pllutants addressed, and by requiring a perfrmance plan in large metrplitan areas t ensure that CMAQ funds are being used t imprve air quality and cngestin in thse regins. Eligible prjects, amending language t add belw: turning lanes including prgrams r prjects t imprve incident and emergency respnse r imprve mbility, such as thrugh real-time traffic, transit, and multimdal traveler infrmatin if the prject r prgram shifts traffic demand t nnpeak hurs r ther transprtatin mdes, increases vehicle ccupancy rates, r therwise reduces demand fr rads thrugh such means as telecmmuting, ridesharing, carsharing, alternative wrk hurs, and pricing Funding: $4.4 billin ttal ver 2 years Prjects f Natinal and Reginal Significance Prgram This bill authrizes a prgram t fund majr prjects f natinal and reginal significance which meet rigrus criteria and eligibility requirements. Imprve transprtatin safety, including reducing transprtatin accidents, fatalities and serius injuries Imprve perfrmance f federal aid highway Funding: $500 millin ttal ver 2 years Federal Lands Transprtatin Prgram Us f Funds: prgram administratin, transprtatin planning, research, preventive maintenance, engineering, rehabilitatin, restratin, cnstructin, and recnstructin f Federal lands transprtatin facilities, and adjacent vehicular parking areas; acquisitin f necessary scenic easements and scenic r histric sites; prvisin fr pedestrians and bicycles; envirnmental mitigatin in r adjacent t Federal land pen t the public t imprve public safety and reduce vehicle-caused wildlife mrtality while maintaining habitat cnnectivity; and t mitigate the damage t wildlife, aquatic rganism passage, habitat, and ecsystem cnnectivity, including the csts f cnstructing, maintaining, replacing, r remving culverts and bridges, as apprpriate; cnstructin and recnstructin f radside rest areas, including sanitary and water facilities; cngestin mitigatin; and ther apprpriate public rad facilities, as determined by the Secretary; peratin and maintenance f transit facilities; any transprtatin prject eligible fr assistance under this title that is n a public rad within r adjacent t, r that prvides access t, Federal lands pen t the public; and Funding: $600 millin ttal ver 2 years Tribal Transprtatin Prgram Use f Funds: transprtatin planning, research, maintenance, engineering, rehabilitatin, restratin, cnstructin, and recnstructin f tribal transprtatin facilities; adjacent vehicular parking areas; interpretive signage; acquisitin f necessary scenic easements and scenic r histric sites; prvisins fr pedestrians and bicycles; envirnmental mitigatin in r adjacent t tribal land t imprve public safety and reduce vehicle caused wildlife mrtality while maintaining habitat cnnectivity; and t mitigate the damage t wildlife, aquatic rganism passage, habitat, and ecsystem cnnectivity, including the csts f cnstructing, maintaining, replacing, r remving culverts and bridges, as apprpriate; cnstructin and recnstructin f radside rest areas, including sanitary and water facilities; and ther apprpriate public rad facilities as determined by the Secretary; peratin and maintenance f transit prgrams and facilities that are lcated n, r prvide access t tribal land, r are administered by a tribal gvernment

Funding: $900 millin ttal ver 2 years Territrial and Puert Ric Highways Prgram This prgram prvides funds t the U.S. territries and Puert Ric t cnstruct and maintain highway, bridge, and tunnel prjects. Eligible Prjects Puert Ric Highways Prgram: At least 50% fr Interstate maintenance prgram (Sectin 119) At least 25% fr Highway Safety Imprvement Prgram (Sectin 148) Any remaining funds may be bligated fr activities eligible under Federal Aid- Highways, Chapter 1 Eligible Use f Funds Territrial Highway Prgram: Eligible surface transprtatin prgram prjects described in Surface Transprtatin Prgram, sectin 133(b). Cst-effective, preventive maintenance cnsistent with Maintenance (sectin 116(e). Ferry bats, terminal facilities, and appraches, in accrdance with subsectins (b) and (c) f sectin 129. Engineering and ecnmic surveys and investigatins fr the planning, and the financing, f future highway prgrams. Studies f the ecnmy, safety, and cnvenience f highway use. The regulatin and equitable taxatin f highway use. Such research and develpment as are necessary in cnnectin with the planning, design, and maintenance f the highway system. Funding: $300 millin ttal ver 2 years Glass Beads in Pavement Markings Prvisin - Sectin 1504 states that the Secretary shall nt apprve any pavement marking prject that includes the use f glass beads cntaining mre than 200 parts per millin f arsenic r lead as determined by EPA testing methds 3052, 6010B r 6010C. Administrative Expenses Funds the general administrative peratins f the Federal Highway Administratin. Funding: $894 millin ttal ver 2 years Metrplitan Planning Funding: $626 millin ttal ver 2 years Emergency Relief Prvides funds t states t repair highways and bridges damaged by natural disasters.
