PLEASE NOTE: The Black Canyon is a Class 5 Boating Opportunity Experts Only The Black Canyon is rated Class 5 1 whitewater, appropriate for expert boaters only. Class 5 whitewater is described as extremely long, obstructed, or very violent rapids, which expose a paddler to added risk. Drops may contain large, unavoidable waves and holes or steep, congested chutes with complex, demanding routes. Rapids may continue for long distances between pools, demanding a high level of fitness. What eddies exist may be small, turbulent, or difficult to reach. At the high end of the scale, several of these factors may be combined. Scouting is recommended but may be difficult. Swims are dangerous, and rescue is often difficult, even for experts. A very reliable Eskimo-roll, proper equipment, extensive experience, and practiced rescue skills are essential. The Class 5 rating is intended to serve as guidance only. Whitewater boaters should assess their ability to run the Black Canyon based on their individual skill level, river flow level, and weather conditions. Flows below the dam may change substantially without warning. PacifiCorp assumes no responsibility for damage to equipment or personal injury resulting from any change in flow. Disclaimer: PacifiCorp is by no means promoting or inviting the public to participate in whitewater boating activities on the Black Canyon of the Bear River. 1 American Whitewater International Scale of Whitewater Difficulty Stenberg Page 1 3/25/2011

Whitewater Boater Season April 1 through July 15. Potential Whitewater Release Days and Time Within the whitewater boater season, all Saturdays and Sundays are potentially available for whitewater releases with the exception of the Memorial Day weekend and Idaho s Free Fishing Day. When releases occur they will begin at 10:00 a.m. and end at 4:00 p.m. Number of Whitewater Release Days Within the whitewater boater season, whitewater flows will be released when available as inflow until a total of up to 16 days of whitewater releases have occurred or July 15 has passed. These releases are dependent on inflow to the Grace Forebay being equal to, or greater than, 700 cfs 2. Follow this website link to see forecasted flows below Grace Dam. http://www.pacificorp.com/es/hydro/hl/wr/br/bgd.html This example of the website forecast table shows a week WITHOUT forecasted or scheduled boater flows. This example of the website forecast table shows a week WITH forecasted boater flows. Estimated Future Daily Peak Flows Day 4/13 4/14 4/15 4/16 4/17 4/19 4/20 cu ft/sec 80 80 80 80 80 900 1050 Boaters may also call the Flow Phone at 1-800-547-1501 to get information on the next four potential whitewater release dates and the forecasted flows for the upcoming weekend. About Forecasted Flows The Flow Phone recorded message and Seven-Day Forecast on the webpage are not updated on Saturday or Sunday. However, the hourly average flows for the Grace Gage shown on the website continuously update with at most a two-hour lag. GO, NO GO - The forecasted flow information shown on the webpage at 12:00 p.m. (noon) on Thursdays during the boater season will be considered the final forecast for the upcoming weekend, given the considerations described below. The forecasts reported on the website and flow phone take into account irrigation water deliveries and the best knowledge available to PacifiCorp concerning the activities of the canal companies. These forecasts are a good faith estimate and not a guarantee that any releases will occur as or when forecasted. Operation considerations, mechanical failure, irrigation deliveries, human error, energy emergencies, or system safety concerns could require changes to forecasts, actual flow or schedule with little or no notice. PacifiCorp provides this information to facilitate recreation use of the river and makes no guarantee or warranty of its accuracy or fitness for any particular purpose. Boaters are encouraged to check the hourly flows, forecasts and Flow Phone frequently as forecasted or actual flows below Grace Dam may change at anytime, without notice. Stenberg Page 3 3/25/2011
