OUR FOCUS 5 THEMES In rder t aspire t Our Visin and achieve Our Missin, it is necessary t have a strng and aligned fcus. Our Fcus is based arund five Key Themes. These themes will be used t underpin all appintments, selectins, resurce allcatin and peratinal planning decisins. The Team Executive (Chef de Missin and the Deputy Chefs de Missin) has been structured t reflect the five Key Themes. Kitty Chiller was appinted Chef de Missin in August 2013 (by the AOC Executive) and will be respnsible fr verall Leadership f the Australian Olympic Team. Fur Deputy Chef de Missin psitins were develped based n the fur remaining Themes, with persnnel appinted in Octber 2013 based n a cmprehensive skills and experience analysis. FIVE PHASES As with previus Olympic Games, there are five distinct phases acrss which the planning fr and preparatin, rganisatin and management f the Australian Olympic Team ccur. Fr any Olympic campaign t be successful, cnsideratin must be given t ensuring that the specific nature f and pprtunities presented by these phases are fully addressed. Preparatin Test Events / Dress Rehearsals Pre Games Camps Games Time Pst Games Preparatin The Preparatin Phase is the lngest f the five phases. In sme cases, it desn t cnclude until athletes take up residence in the Olympic Village. It is largely the dmain f the Natinal Federatins supprted by the AIS, the netwrk f Institutes/Academies f Sprt and ther service prviders thrughut Australia. The Preparatin Phase lends itself t innvatins and advancements t be trialled and refined. This is als the perid where Natinal Federatins are wrking with the brader chrt f athletes (and their caches) frm which the Olympic Team will be cmprised. It is the time when varius frums and wrkshps will be cnducted t infrm Natinal Federatins, Institutes/Academies f Sprt and ther system partners abut the planning and rganisatin f the Olympic Team. There will als be the pprtunity t develp relatinships with Olympic calibre athletes and t cmmence the prcess f infrming them abut the special nature f being Olympians and their bligatins as Team members. Test Events / Dress Rehearsals Becming familiar with the hst city and its peple, the peratinal capability f the Games rganisers and the sprts stadia t be used at Games time is a key element f the preparatin f athletes and supprt persnnel fr Olympic cmpetitin. As a hst f majr internatinal cmpetitin, Ri (and Brazil) is relatively untested and certainly fr mst Natinal Federatins an extremely unfamiliar envirnment. Early indicatins are that there are likely t be limited pprtunities fr Australian participatin in the Test Event Prgram due t many f the sprts cmpetitins being natinal level r by invitatin events. The implicatin f this is Natinal Federatins must find ther ways fr their athletes and key supprt persnnel t becme familiar with the Ri. Participatin in Test Event bserver prgrams, training camps in and familiarisatin turs t Ri during the lead up t the Games all prvide such pprtunities. With limited pprtunities t visit Ri, it may be necessary t create simulatin strategies s as t replicate sme f the challenges that will exist at Games time. Pre Games Camps Whether in Australia, Brazil r elsewhere in the wrld, pre Games camps prvide Natinal Federatins with the pprtunity t fine tune the preparatin f their athletes just prir t their arrival in the Olympic Village. In making decisins n hw best t utilise this phase, cnsideratin must be given t the quality f training and ancillary facilities, acclimatisatin, time zne shifts and travel times t Ri. A challenge f the preparatin f the 2016 Team is the lack f viable high quality training venues in Brazil. Cnsideratin will be given t hw the pre Games camp prgrams f the Natinal Federatins will lend themselves t enhancement by high perfrmance system partners, particularly the AIS. Pre Games camps als prvide frums fr Olympic Team management t engage with Team members n Team values and expectatins regarding individual respnsibility and behaviur. It is als likely that pre Games camps will be used as an pprtunity fr unifrm distributin and issue reslutin as required. Fr the 2016 Team, strategies will be adpted t ensure, t the fullest extent pssible, the peratinal demands n athletes and their accmpanying supprt persnnel are dealt with pre departure frm Australia r in the pre Games camp envirnment. Games Time The Games Time phase cmmences with the pening f the Olympic Village. Pririty during this phase is given t preparing the Australian Team precinct f the Olympic Village and the subsite lcatins fr the arrival f Team members. Team peratins must be in place and ready t prvide services t all Team members n arrival and cntinue t prvide them until the Team leaves at the cnclusin f the Games. Careful cnsideratin must be given t fact that many Team members will reside away frm the Olympic Village and that service delivery t them is critical. Fr the 2016 Team, greater emphasis will be placed n the prvisin f perfrmance based services, bth in and in clse prximity t the Olympic Village and at subsite lcatins. This will be achieved thrugh clser cllabratin with the AIS. With the strng fcus being placed n Culture and Values, mre attentin will be paid t ensuring Team members are prvided with pprtunities t cntribute t a strng sense f camaraderie and mutual supprt, particularly during the perid fllwing their wn cmpetitin. Pst Games The Pst Games phase prvides fr a perid f celebratin and reflectin. It is imprtant that the achievements f the Australian Olympic Team are acknwledged by and celebrated with the Australian public. With the supprt f crprate partners, it is envisaged there will be the pprtunity fr the public, particularly yung Australians, t shw their appreciatin f the inspiring perfrmances f the Team and t engage with them at a lcal level. It is als an imprtant time t review the perfrmances f the Team bth n and f the field f play. Cnsideratin needs t be given as t whether athletic perfrmances met the targets set and, in the public s perceptin, the Team has met expectatins with respect f its behaviur. The peratinal preparedness and delivery by the leadership and management f the Team must als be analysed. The preparatin f the 2020 Australian Olympic Team will be infrmed by this review prcess. The Olympic Games prvide Australia with the pprtunity t cmpete against the wrld s best in a cmpetitin that prmtes a spirit f friendship, slidarity and fair play. As the prud custdian f the Olympic Mvement in Australia, the Australian Olympic Cmmittee is cmmitted t prmting the Olympic ideals and values t all, thrugh sprt. GUIDING PRINCIPLES When develping this Strategic Plan, the AOC has been mindful f the fllwing guiding principles: The AOC has exclusive authrity fr the representatin f Australia at the Olympic Games. The AOC will: select and send t the 2016 Olympic Games, thse athletes wh have prven they are adequately prepared fr high level internatinal cmpetitin by qualifying under the rules f their Internatinal Federatin (IF) and being nminated fr selectin by their Natinal Federatin (NF); assist NFs prepare thse athletes likely t be selected in the Australian Olympic Team thrugh the initiatives utlined in the Prgram and Funding Guidelines fr Sprts n the Prgram fr the 2016 Olympic Games in Ri (fr the perid 1 January 2013 t 31 December 2016); prvide the Australian Olympic Team with: the best available equipment, clthing and resurces; the effective supprt f the mst cmpetent technical, medical, scientific, media relatins, peratinal and administrative persnnel available; advanced management and perating systems and infrastructure; access t facilities and services at Games time that enhance the high perfrmance envirnment; cntinue t prmte the strngest pssible stand against dping in sprt; prmte the Australian Olympic Team and its achievements s as t prvide inspiratin t Australia s yuth and cmmunity in general; acknwledge, prmte and prvide supprt t Team spnsrs; and prmte Olympism and act as custdian f the Olympic Mvement in Australia. The Strategic Plan als acknwledges the fllwing: the Olympic Charter and AOC Cnstitutin and By Laws; the likelihd f the 2016 Australian Olympic Team incrprating apprximately 850 athletes and supprt persnnel, making it the third largest Team t represent Australia and likely t be within the tp five natins in terms f Team size at the Games; the requirements f the Ri 2016 Organising Cmmittee fr the Olympic Games and the Internatinal Olympic Cmmittee (IOC); the specific challenges and pprtunities presented by the 2016 Games time envirnment and verall Games plan; the cntinued develpment and grwth f the Olympic Mvement in Australia and wrldwide; the full review f the 2012 Olympic Team and the recmmendatins frm NFs, Team members, the AOC Athletes Cmmissin, the AOC Medical Cmmissin and AOC staff; the fundraising and marketing effrts f the AOC and the cnstraints f finance and ther resurces; the critical rle played by the AOC s member NFs in preparing their respective athletes fr internatinal cmpetitin, including the Olympic Games; the funding supprt prvided t the AOC s member NFs by the Federal Gvernment thrugh the Australian Sprts Cmmissin (ASC), particularly under A Winning Edge ; the evlving rle f the Australian Institute f Sprt (AIS) ; and the cntinued supprt f the Federal and State/Territry Gvernments, particularly thrugh the netwrk f Institutes and Academies f Sprt (Olympic Training Centres) in the preparatin f athletes thrugh the prvisin f wrld class daily training envirnments. A detailed Operatinal Plan will be develped t cmplement this Strategic Plan. STRUCTURE FOR SUCCESS Fr any team t achieve its bjectives, it needs a high perfrming supprt staff, all f whm are willing t adhere t Team Values and cntribute in a cllabrative means t achieving the Team Visin and Missin. This philsphy will underpin all Team appintments. The verall structure f the Team Executive, the Headquarters staff and all supprt persnnel will be based n priritisatin f resurces t best supprt high perfrmance and achieve success. Headquarters Staff At Games time, mre than 300 Australian Team supprt persnnel cme tgether in an envirnment defined by time, resurce and ther external pressures. The cmplexity f this and the impact its success r therwise can have n Team perfrmance cannt be underestimated. It is essential that all Headquarters staff (cmprised f Executive, Administratin, Operatins, Medical and Media) perfrm their duties in a cllabrative and aligned fashin. All Team supprt persnnel shuld feel Valued and Valuable they shuld all be able t articulate the rle they play in helping achieve the Visin, Missin and Fcus. It is nt enugh t fcus slely n preparatin and management f athlete perfrmance. Team supprt persnnel must als understand the imprtance f adhering t Team Culture and Values and t perating as a member f a brader team. Team Leaders Sprts and disciplines within an Australian Olympic Team have traditinally been led by a Sectin Manager. This rle has been accuntable fr administrative management f their sectin at Games time and management f Natinal Federatin liaisn with the AOC in the pre Games perid. After Lndn 2012 the AOC undertk a review f the Sectin Manager rle. This review led t a change in nmenclature and a revisin f the scpe f respnsibilities. Fr the Ri 2016 Olympic Team sprts and disciplines will be led by a Team Leader, rather than a Sectin Manager. The change in nmenclature reflects the brader respnsibilities f the rle, including strategic versight f Sectin planning, preparatin and perfrmance and practive invlvement in the develpment and implementatin f a strng team culture, adhering t Australian Olympic Team values and expected behaviurs. The Team Leader f an Olympic Team is a critical rle in the Olympic Team Management structure and prvides the link between the Team Executive and the athletes, caches and ther supprt persnnel. The Team Leader will be appinted by the AOC, n the recmmendatin f the Natinal Federatin. During the Olympic Games, the Team Executive places paramunt emphasis n supprting the needs f athletes. Recgnising this, the Team Leader must at all times fcus n the needs f the athletes having regard t develping and enhancing the envirnment fr high perfrmance, discipline and team culture. Brader Supprt Netwrk Alng with the supprt persnnel appinted t the Team, there will als be a large grup f supprt persnnel wh will als have an impact n Team success. Sme f these peple may be in Ri during Games time but many will be in Australia, at the AOC ffice, within their Natinal Federatins r at the AIS.
