DATE AND PLACE OF COMPETITION The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018 will take place on Friday July 20 to Thursday August 2, at the Elias Chegwin Coliseum, at the SURI SALCEDO Park in Barranquilla, Colombia. COMPETITION FORMAT 8 men s teams and 8 women s teams will participate in the XXIII Central American and Caribbean Games Barranquilla 2018. The competition will consist of a preliminary round, a semifinal and a final. A qualification round for 5th to 8th place will exist as well. PRELIMINARY ROUNDS: The eight teams will be divided into two groups (A and B) with four teams each. During the preliminary round, the teams will be qualified as follows: 12 A. They will be qualified according to victories/defeats, giving out 2 points for every won game, and 1 point for every game lost (even if said loss is due to an insufficient number of players) and 0 points to a game lost because of withdrawal. B. If there are two teams with the same point score, the results of the games between the two teams involved will be used to determine their qualification. C. If two or more teams are tied, a second qualification will be determined and only the result of the game between tied teams will be considered. D. If there are still ties after the second qualification, then the average number of baskets scored will be used to determine their placements, and the results of the games between the teams that are still tied, will be considered. E. If the teams still remain at a tie, their ranking will be determined by the average number of points scored in all games played by each team.

F. The point average will always be calculated through the division of the total scored points by a team between the total amount of points scored against said team. SEMIFINAL ROUNDS: Teams qualified in first and second place in each group will play as follows: SEMIFINAL 1: First place of Group A vs. Second place of Group B SEMIFINAL 2: Second place of A vs. First place of Group B FINAL ROUNDS The winners of the semifinal games will compete for the gold medal and the losers will compete for the bronze medal. A. For first and second place: the winner of Semifinal 1 vs. the winner of Semifinal 2 B. For third and fourth place: the loser of Semifinal 1 vs. the loser of semifinal 2. 13 QUALIFICATION ROUNDS: During qualification rounds, the teams that came in third place, in each group, will compete against the teams that came in fourth place of the opposite group for a slot in the qualification semifinals. The winners of these games will participate in the game for the 5th and 6th places and the losers will face each other for the 7th and 8th places.

ENTRY All countries through the corresponding NOC, shall send Sports Entry requests in the official forms that the Organizing Committee, will send at the latest at 24:00 hours (Colombian time) of February 20, 2018. The forms shall indicate the sports in which they will participate in the XXIII Central American and Caribbean Games Barranquilla 2018. (The forms that will be published in the official WEB site Baq2018.com). If recognized by the Pan American Confederation of said sport and CON- CECABA, Associate Members may also be allowed to participate. 17

ENTRY BY NUMBER The Entry by Number forms indicating the number of participants per team and per gender shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest before midnight (Barranquilla, Colombia s time) of April 20, 2018 according to CACSO s Regulation, Chapter VIII. ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia s time) of Wednesday June 20, 2018 according CACSO s Regulations, Chapter VIII. 18 Each NOC shall send the entry by number and entry by name forms in the official forms provided by the Organizing Committee, to be delivered six months before the Games. If you have any doubt or for clarification purposes, the Organizing Committee has this e-mail address at your disposal: inscripciones@baq2018.com PARTICIPATION Only NOCs recognized by CACSO, which National Federations are FIBA Americas and CONCENCABA s members, may enter athletes in the competition of the XXIII Central American and Caribbean Games, Barranquilla 2018. If recognized by CONCENCABA, Associate Members recognized by CACSO are also allowed to participate. EVENTS There is a women s competition and a men s competition, two (2) competitions altogether. MAXIMUM NUMBER OF COMPETITORS According to the CACSO established quota, the competition will have a maximum of one hundred and ninety two (192) athletes in eight (8) teams per gender and a maximum of twelve (12) players per team. Each National Olympic Committee may enter a maximum of one (1) team per gender as long as CONCENCABA criteria for qualification that have been set for the XXIII Central American and Caribbean

Games, Barranquilla 2018 are complied with. BARRANQUILLA 2018 QUALIFICATION SYSTEM Colombia is automatically qualified, as host country with one team per gender. The top seven (7) slots in the Centrobasket Men s Tournament held on June 2016 in the city of Panamá will qualify for Barranquilla 2018. In Women s, Colombia is qualified as host country, the remaining seven (7) teams will qualify in a Centrobasket Tournament, which will take place at a time and place yet to be defined before June 2018. The teams then will qualify for the XXIII Central American and Caribbean Games, Barranquilla 2018. The National Federations together with NOCs must confirm in writing their participation in the XXIII Central American and Caribbean Game, Barranquilla 2018 to COBAR 2018, to CONCEN- CABA no later than March 2018 in men s. In Women s they will do so at the end of the qualifying tournament at a time and place to be defined in 2018. 19 If a men s team withdraws its participation, substitute teams to fill these slots will be announced by CONCENCABA on April 1, 2018 to be able to comply with the CACSO stipulated deadlines for entry by name and number. QUALIFICATION SYSTEM APPROVAL This qualification system was approved by CONCENCABA and by CACSO on March 24, 2016.

TECHNICAL MEETING The Women s Technical Meeting will take place at the Puerta de Oro Center at a time to be confirmed. The Men s Technical Meeting will take place on Thursday July 28, 2018 at the Puerta de Oro Center. Up to two representatives from each NOC will be able to attend this Technical Meeting. The invitation card for the Technical Meeting will be available to the Heads of Team at the Sports Information Center at the Central American and Caribbean Village upon their arrival. The Technical Delegate and the Organizing Committee s Competition Manager for will preside the meeting, which will be in Spanish with translation into English. 20 TECHNICAL OFFICIALS FIBA Americas will appoint the competition Referees based on their active referees list. Each country is responsible to bring one referee (male or female) that has been appointed by FIBA for each team, and the corresponding transfer expenses will be covered by the corresponding Olympic committee, hotel, board and per diem will be covered by the organizing committee. FIBA will appoint Referees from countries that are not participating in the Games. PROTESTS AND APPEALS Disputes will be resolved according to the Official FIBA Regulations. The President of FIBA Americas and/or its representative will designate the Appeals Jury. SPORTS EQUIPMENT The official Ball for competition is the Molten GL7X for Men s and the Molten GL6X for Women s.

ELEGIBILITY The teams belonging to Member National federations must comply with the eligibility requirements that are established in Book 3 of the Internal FIBA Regulations, as is also applied to FIBA and FIBA Americas events as per rules 1 and 2 in Book 2 of the Internal FIBA Regulations. MEDAL CEREMONIES Medal ceremonies will take place according to CACSO s Regulation, Chapter XIII First place: A gold medal, a diploma for the team and a diploma for each athlete. Second place: A silver medal, a diploma for the team and a diploma for each athlete. Third place: A bronze medal, a diploma for the team and a diploma for each athlete. MINIMUM PARTICIPATION 21 For an event to be considered official five (5) representations must participate from the same number of National Olympic Committees. In the event one or more representations, after the Technical Meeting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) representations of the same number of National Olympic Committees. GENERAL RULES The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 will be carried out according to CACSO s Statute and the corresponding International Federation Regulation in force during the Games. The cases not foreseen in the above-mentioned regulations will be solved as follows: 1. General nature cases will be solved according to CACSO s Statute and according to the Central American and Caribbean Games Regulation.

2. Technical nature cases will be solved according to the procedures of the Pan American Confederation or a Continental Organization. DOPING CONTROL Doping control will be done according to CACSO s Medical Commission requirements, according to the corresponding International Federation Regulation and will follow the standards of the World Anti Doping Agency procedures (WADA). COMPETITION VENUE The competition will take place at the Elias Chegwin Coliseum at the SURI SALCEDO Park in Barranquilla, Colombia. 22

DATE AND PLACE OF COMPETITION The 3X3 competition at the XXIII Central American and the Caribbean Games, Barranquilla 2018 will take place on Friday July 26 to July 28 at the Plaza de la Paz venue. EVENTS AND MEDALS The events announced for the XXIII Central American and Caribbean Games, Barranquilla 2018 are: EVENTS MEDALLS 24 GOLD SILVER BRONZE WOMAN TEAM 1 1 1 MAN S TEAM 1 1 1 TOTAL MEDALS 2 2 2 COMPETITION SYSTEM 10 male teams and 10 female teams would participate in the XXIII Central American and the Caribbean Games Barranquilla 2018. Te competition system will be set up through a round robin format, quarter finals, semifinal and final.

PRELIMINARY ROUNDS The ten (10) groups will be divided into two (2) groups (A and B), competing in a round robin system. During the preliminary round, teams will be qualified as follows: Seeding teams will placed according to the 3x3 National Federations Ranking; Teams will be classified according to the victories/ defeats and gained points; If there is a tie between two or more teams, there will be a second qualification system, which will be established and considered by the amount of victories (or victories proportions in case of an odd number of matches in the group); If there are still tied teams after the second qualification, there will be a face to face comparison between the two tied teams, taking into account the victories/defeats. This will be applied only to the matches in the group; 25 If after this face to face comparison there is still a tie, the average points scored will be considered (without taking into account the victories by confiscation). If there are still tied teams, the team with the highest place in the seeding will be the winner. QUARTER FINAL ROUNDS ( LAST 8 )

The first four (4) teams of each group will classify to the following round, exchanging matches with the classified teams from the other group. Four (4) matches will be played as follow: 26 QUARTER FINAL #1: First Place (group A) VS. Fourth Place (group B) QUARTER FINAL #2: Second Place (Group B) VS. Third Place (Group A) QUARTER FINAL #3: Second Place (Group A) VS. Third Place (Group B) QUARTER FINAL #4: First Place (Group B) VS. Fourth Place (Group A) SEMIFINAL ROUND The quarter final winners will play a semifinal round as follow: SEMIFINAL #1: Quarter Final Winner #1 VS. MAXIMUM NUMBER OF COMPETITORS According to the quota established by CACSO the Athletics competition shall have a maximum of eighty (80) athletes, ten (10) teams by gender with a máximum of four (4) athletes per team. Each NOC would be able to register a maximum of one (1) team per category that meets the FIBA and the XXIII Central American and the Caribbean Games classification criteria. Each NOC should have organized at least three endorsed FIBA events in its territory. TECHNICAL MEETING 30 The Technical Meeting for both genders will take place on July 25th, 2018 at the Puerta de Oro Convention Center, roon 3. Up to two representatives from each NOC will be able to attend this Technical Meeting. The invitation card for the Technical Meeting will be available to the Heads of Team at the Sports Information Center at the Central American and Caribbean Village upon their arrival. The Technical Delegate and the Organizing Committee s Competi- tion Manager for will preside the meeting, which will be in Spanish with translation into English. TECHNICAL OFFICIALS FIBA Americas will appoint the competition Referees based on their active referees list. Each country is responsible to bring one referee (male or female) that has been appointed by FIBA for each team, and the corresponding transfer expenses will be covered by the corresponding Olympic committee, hotel, board and per diem will be covered by the organizing committee. FIBA will appoint Referees from countries that are not participating in the Games.

PROTESTS AND APPEALS Disputes will be resolved according to the Oficial 3x3 FIBA Regulations. The President of FIBA Americas and/or its representative will designate the Appeals Jury. ELEGIBILITY The teams belonging to Member National federations must comply with the eligibility requirements that are established in the Internal 3x3 FIBA Bureau, also applied to FIBA and FIBA Americas events as per FIBA 3x3 Regulations. MEDAL CEREMONIES Medal ceremonies will take place according to CACSO s Regula- tion, Chapter XIII First place: A gold medal, a diploma for the team and a diploma for each athlete. Second place: A silver medal, a diploma for the team and a diploma for each athlete. Third place: A bronze medal, a diploma for the team and a diploma for each athlete. 31 PLAYERS Each athlete should have participated at least in two FIBA endorsed tournaments in the previous 12 months before registration processes. Each athlete should have a valid Passport from the country she/he will represent Athletes are not allowed to previously participated in a 5 x 5 national team competition representing another country. NOC should have had organized at least three (3) FIBA endorsed events in their territory whitin the previous 12 months to the places assignment clossing date (November 1st of the previous year).

COMPETITION VENUE The 3x3 competition will take place at the Plaza de la Paz venue in the city of Barranquilla. 32
