8 14 COMPETITORS According to the quota established by CACSO the competition shall have a maximum of five hundred (500) athletes including both genders. The NOCs and the recognized Associated Members may enter a maximum of two (2) athletes per event for the XXIII Central American and Caribbean Games, Barranquilla 2018, certified by NACAC without exceeding 500 athletes. If at the end of the entry process there are more than 500 athletes, the International Technical Delegate together with COBAR 2018 and CACSO will communicate NOCs which athletes should be excluded from the competition as a result of their personal performance. AGE OF COMPETITORS Male athletes competing in Marathon must be at least 18 years old by December 31, 2018 (born in 2000). Female athletes competing in Marathon must be at least 18 years old by December 31, 2018 (born in 2000). For all other events, competitors must be at least 16 years of age by December 31, 2018 (born in 2002). ENTRIES All countries through the corresponding NOC must send their Sport Entry requests in the official forms that the Organizing Committee will send at the latest at 24:00 hours (Colombian time) on February 20, They must indicate in the form the sports in which they will participate in the XXIII Central American and Caribbean Games Barranquilla (The forms that will be published in the official WEB site Barranquilla 2018 ). If recognized by the Pan American Confederation of said sport and CACSO, Associate Members may also be allowed to participate. The Entry by Number forms (indicating the number of participants in each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest before midnight (Barranquilla, Colombia s time) of April 20, 2018 according to CACSO s Regulation, Chapter VIII. ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia s time) of Wednesday June 20, 2018 according CACSO s Regulations, Chapter VIII. Each NOC shall send the entry by number and entry by name forms in the official forms provided by the Organizing Committee, to be delivered 6 months before the Games. If you have any doubt or for clarification purposes, the Organizing Committee has this address at your disposal: inscripciones@barranquilla2018.com MINIMUM PARTICIPATION For an event to be considered official at least five (5) representations must participate from the same number of National Olympic Committees. In the event one or more representations, after the Technical Meeting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) representations of the same number of National Olympic Committees. 9 The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 will be carried out according to CACSO s Statute and the corresponding International Federation Regulation in force during the Games. The cases not foreseen in the above-mentioned regulations will be solved as follows: 1. Cases of technical nature will be resolved according to the procedures of North American Central American and Caribbean Associations. 2. Technical nature cases will be solved according to the procedures of the Pan American Confederation or a Continental Organization. PARTICIPATION Only the NOCs recognized by CACSO, whose national athletics federations are affiliated to the International Association of Federations (IAAF) will be able to register athletes in the competition of the XXIII Central American and Caribbean Sports Games, Barranquilla If recognized by NACAC, associate members recognized by CACSO will also be able to participate. 17

The entrance to the public will not be allowed. 23 Program and schedule of training: it will be established once the nominal entries have been received and will be confirmed when the delegations arrive to Barranquilla. The trainings will take place in the athletics competition stadium and the Metropolitan Stadium. Installations: May only be used in the schedules designated by the Organizing Committee. Warm-up area: It is located in the Metropolitan Stadium next to the competition stadium. It has an eight (8) lanes track and areas for horizontal and vertical jumps.

13 TECHNICAL MEETING PROTEST AND APPEALS The technical Meeting for track and field events and Race Walk events will be held on July 28th at 8:00 a.m. at the Puerta de Oro Event Center, Room 2. A maximum of two (2) representatives from each National Olympic Committee will be able to attend. In order to expedite the meeting and following the established standards of the most important international events, the questions presented in writing to the technical delegate will be taken into account until 15:00 on 27 July. The procedure to be followed in the event of any protest shall be as follows: Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event and/or published on the stadium Electronic Board Technical Information Center (CIT). 24 The technical meeting will serve to discuss only technical matters related to competition; Preliminary or semi-final series of races, initial height and progressions of high jumps and pole vault, anti-doping control procedure, publicity in the clothing of athletes, athletes confirmations and answers to the questions of the delegations. Once the technical meeting is completed, a tour of the athletic stadium and the race walk circuit will take place, where athletes and coaches can participate. The technical meeting for the marathon will be held on August 2 at 10:00 a.m. at the Puerta de Oro Events Center, Room 1. A maximum of two (2) representatives from each National Olympic Committee will be able to attend. In order to expedite the meeting and following the established standards of the most important international events, the questions presented in writing to the technical delegate will be taken into account until 15:00 on 2 August. Protests may be verbally to the referee judge in the first instance by an athlete or in-charge official responsible for the team who acted on his behalf or through the TIC. Once the referee has made a decision on the matter, he will be entitled to appeal to the Jury of Appeal. The appeal to the jury shall be made in writing on a form provided to be obtained at the CIT and signed by a responsible official of the team. This claim will be accompanied by a deposit of US $ which shall be forfeited if the appeal is not proceeded. The person who formulates the protest will receive a copy of the signed appeal. The Jury of Appeal will submit a written response to the appeal as soon as possible which will be delivered to whom the protest was made. ORDER OF PARTICIPATION FOR ATHLETES 25 After the technical meeting will take place a tour of the route of the marathon, where athletes and coaches can participate. Within the competition process, the order of participation of the athletes will be determined as follows: Invitation cards for technical meetings will be available to team leaders at the Sports Information Center of the Central American and Caribbean village as of their arrival. The technical delegate and the director of the competition will conduct the meeting in Spanish and have the English translation. Races will be conducted preliminary and/or semi-final in which the number of athletes is too high to allow the competition to develop in a final (direct). Preliminary and/or semi-final rounds will be prepared by the technical delegate. Competitions (field events) All the events will be final.

14 BEVERAGES STATIONS MARATHON Water and refreshment stations, including isotonic beverages, shall be available at suitable intervals of approximately 5km. The forms to confirm the participation of the athletes must be completed and delivered to the Sports Information Center in the Central American and Caribbean Village or the Technical Information Center in the stadium, according to the deadlines and timetable indicated in the following table: Date of the competition Time Date of the confirmation 26 Competitors will be able to bring their own personal drinks which will be delivered to the Central American and Caribbean village. The schedules and places where they will be placed will be reported at the technical meeting. These beverages must be identified as follows: Athlete number Country (with abbreviation) Km in which the beverage is to be found Water Station and sponges: There will be water stations and sponges located as established by the IAAF rules. FINAL PARTICIPATION CONFIRMATION The final confirmation of participants will be made by the team leaders through the form that will be distributed to each delegation on arrival to the country at the Sports Information Center (SIC) of the Central American and Caribbean village and at the technical meeting. For events on the first day of the championship, team leaders or their representatives must confirm their athletes participation until 12:00 on the day before the event. Team leaders will be able to confirm all of their athletes participations before the first day of competition.

15 STARTING CALLS Starting calls will be given in English. For 400 m events the call will be: On yours marks, Set. (Starting shot) For 800 m or more events, the call will be: On yours marks (Starting shot). MEDAL CEREMONIES Medal ceremonies will take place according to CACSO s General Regulations, Chapter XIII. INDIVIDUAL EVENTS: 28 First place: Gold medal and diploma Second place: Silver medal and diploma Third place: Bronze medal and diploma RELAY EVENTS: First place: A diploma for the team and a gold medal and diploma for each athlete 29 Second place: A diploma for the team and a silver medal and diploma for each athlete Third place: A diploma for the team and a bronze medal and diploma for each athlete DOPING CONTROL Doping control will be done according to CACSO s Medical Commission requirements, according to the corresponding International Federation Regulation and will follow the 2018 version of standards of the World Anti Doping Agency procedures (WADA).
