There will be preliminaries in the mornings, B finals and A finals in the afternoons in all the events, except 800m Female Freestyle, 1500m Male Freestyle and all the reliefs, where there will only have A final. Eight (8) tracks will be used for both, preliminaries and finals. For the 800m female and the 1500m male, swimmers with the slower scores will swim in the morning and the swimmers with the 8 best scores will swim in the afternoon in the final. In each event, morning scores obtained from the preliminary serie will compete with the afternoon final serie. JUDGES AND TECHNICAL OFFICIALS President of CCCAN, in agreement with the international technical delegate, will name all the officials who are going to participate in the development and control of competitions according to the following instructions: CCCAN through an official message, will ask the participants to postulate their judges or officials to be considered to participate in the games, including Colombia. The proposals of the federations will be evaluated by the president of CCCAN and the international technical delegate and will designate by agreement with the Olympic Committee a maximum of 36 international technical officials, members of FINA.

The Colombian Swimming Federation would postulate all the pending judges and officials, including administrative personnel, results control, control rooms teams, maintenance personnel and other technical crew. National Federations must follow CCCAN policies no later than March 10th 2018, with a CC to their National Olympic Committee and to the hosting Olympic Committee. PROTESTS AND APPEALS All the protests and appeals must be done to the competition referee, according to the FINA GR 9.2 law. CCCAN Executive Committee will define the appealing judges for technical issues. Appeals judges will receive and will solve all the appeals delivered, according to the FINA GR 9.3 law. START POSITIONS Start positions for all swimming events will be established according to the FINA manual SW 3 law. The competition will be classifying for LIMA 2019 and for other FINA events. The Colombian Swimming Federation will be responsible for requesting to ODEPA and FINA this consideration. 15 AGE OF COMPETITORS For girls: swimmers must be at least 14 years of age by December 31st, 2018 For boys: swimmers must be at least 15 years of age by December 31st, 2018.

MARATHON SWIMMING DATE AND PLACE OF COMPETITION The Marathon Swimming competition of the XXIII Central American and Caribbean Games Barranquilla 2018 will take place on Saturday, July 28th and Sunday, July 29th, at Puerto Velero, Barranquilla. EVENTS AND MEDALS 20 The events for the Marathon Swimming competition at the XXIII Central American and Caribbean Games Barranquilla 2018 are as follows: EVENT MEDALS GOLD SILVER BRONZE Individual Women s 10 km 1 1 1 Individual Men s 10 km 1 1 1 Total Medals 2 2 2 COMPETITION FORMAT The Marathon Swimming competition will take place on a 10 km circuit. The starting position will be located in (name of the competition place) and the circuit will be published by the Organizing Committee, on Thursday, July 19th, 2018.

All other judges will be jointly appointed by COBAR 2018, the DTI delegate, the CCCAN and the Colombian Swimming Federation. PROTESTS AND APPEALS Protests and appeals must be made to and resolved by the main Judge of the competition event according to FINA GR 9.2 Rule. The FINA representatives and the CCCAN Executive Committee shall constitute the Jury of Appeals for technical issues. The Jury will receive all appeals submitted in accordance with FINA Rule GR 9.3 QUALIFICATION TO LIMA 2019 21 The top (amount to be defined by UANA and the Organizing Committee) athletes of both genders will qualify for Lima 2019 representing Zone 2 of CCCAN. TECHNICAL MEETING The Technical Meeting will take place on July 27th, 2018 at 11:00 am at Puerto Velero competition venue. The invitation card for the Technical meeting will be available for the Heads of Team at the Sports Information Center of the Central American and Caribbean Village, upon their arrival. The Technical Delegate and the Organizing Committee s Competition Manager for Marathon Swimming will preside the meeting, which shall take place in Spanish with simultaneous translation to English.

WATER POLO PLACE AND DATE OF COMPETITION The Water Polo competition of the XXIII Central American and Caribbean Games Barranquilla 2018 will take place from Thursday, July 26th to Thursday, August 2nd, 2018 at the Aquatic Center. MEN S COMPETITION 1. When the number of teams for men s is 8, the competition format will be two groups of four, with rounds of quarter-final, semi-final and final. 2. When the number of teams is 7, the competition format will be one round of all against all and one round of finals. 3. Based on the quota established by CACSO, the Water Polo competition will have a maximum of one hundred eighty-two (182) athletes. According to FINA Regulation 5.1, each team will consist of thirteen (13) members. TEAMS: Women s: Six (6) teams of thirteen (13) athletes each = seventy-eight (78) female athletes. Men s: Eight (8) teams of thirteen (13) athletes each = one hundred and four (104) male athletes. POSSIBLE ADJUSTMENT: This quota could change according to the new regulation under evaluation. The maximum amount of athletes could change from 13 to 11. This decision will be taken at FINA World Championship 2017. If the change is approved, the maximum number of participants would be one hundred and fifty-four (154) athletes. 26 If FINA approves it in 2017, teams would be as follows: Women s: Six (6) teams of eleven (11) athletes = sixty-six female athletes. Men s: Eight (8) teams of eleven (11) athletes = eighty-eight male athletes. Each NOC may enter one (1) team per gender as long as they meet with the qualifying system established by CCCAN for the XXIII Central American and Caribbean Games, Barranquilla 2018. PROTESTS AND APPEALS Protests may be made in accordance with FINA Rule GR 9.2. FINA Representative and the CCCAN Executive Committee will constitute the Jury of Appeals for technical issues. The Jury of Appeals will receive and resolve all protests and appeals submitted, in accordance with FINA Rule GR 9.3. TECHNICAL MEETING The technical meeting will take place on Wednesday, July 25th, 2018 at Puerta de Oro Center in Barranquilla at at 8:00 am. The Technical Delegate and the Organizing Committee s Competition Manager for Water Polo will preside the meeting, which shall take place in Spanish with simultaneous translation to English. Control and development of the Diving competition will be the responsibility of the CCCAN representatives and under the supervision and with the authorization of FINA representative. 2. All officials participating in the development and control of the competitions will be appointed by the CCCAN according to the following: a. The Colombian Swimming Federation will propose to CCCAN a list of officials, including administrative personnel and other technical personnel. b. CCCAN will request by means of a letter to all participating countries, to make the respective proposals for all those judges or officials who would

pretend to be considered to participate in these games. c. Proposals from the National Federations must be submitted to CCCAN at the latest two (2) months before the Games with copy to their respective NOCs and to the Game s Organizing Committee. d. CCCAN will appoint the officials and judges who will be responsible for the events, including two neutral judges, out of the requests submitted by the different participating countries, including Colombia. e. CCCAN will appoint in agreement with the Organizing Committee a maximum of 15 international technical officials, including two neutral judges, who will be timely informed of their appointments. The chosen international judges will receive free accommodation, meals and local transportation from the Organizing Committee. JURY OF APPEALS The Jury of Appeals for Diving Technical issues will be composed by the FINA representative, the CCCAN Executive Board, a Technical Delegate, the National Olympic Committee and the Colombian Swimming Federation (forming an odd number of members for the vote). This Jury will know and resolve all protests received, strictly complying with FINA GR 9.3 Rule. All protests must be submitted according to FINA GR 9.2 Rule and must be accompanied by a $100.00 USD deposit per protest. In case the protest is rejected, CCCAN will keep the deposit. If the protest is approved, the deposit will be returned. 31 REGULATIONS The Diving competition s development and control will be the responsibility of FINA and the CCCAN. STARTING ORDER The starting order for the competition preliminaries will be determined by draw in accordance with FINA Manual, sections D1.3 and D1.4 TRAINING The program and training schedule will be established once the entries by name are received. The use of the facilities will be coordinated with the

Organizing Committee. UNIFORMS All participants must comply with the provisions established on GR 5, GR 6, BL 7, BL 8. On FINA Rule 8.1, the words Olympic Games and FINA Events must be replaced by CAC Games. MEDICAL CONTROLS Any athlete who refuses to undergo a control or medical examination or is found guilty of doping, will have his/her accreditation removed and will be expelled from the Games and from future international competitions, in accordance with the sanctions established by CACSO and the current FINA Regulations. Each NOC may enter one solo technical (a competitor and a reserve), one duet technical (two competitors and a reserve) one technical team (eight competitors and a reserve), one free routine combination (8 to 10 competitors and no reserve), one solo free (a competitor and a reserve), one duet free (two competitors and a reserve), one team free (eight competitors and a reserve) up to a maximum of 10 athletes per country. The free and technical routine may be swam by different competitors as long as they are entered within the maximum quota per country. (10 for the participating countries with routine combination, 9 for those participating with team and 3 for the countries participating with Solos and Duets). As the host country, Colombia will qualify in all participating events. 34 On March 18th, 2018 at the latest, each NOC will submit to the CCCAN a list with the events in which they intend to participate. Likewise, countries qualified on CCCAN 2013 must confirm their attendance or otherwise pass their slot to the next qualified country. All vacant slots will be filled by the country(ies) following in the qualification results. The Organizing Committee with the consent of the CCCAN Technical Committee will proceed to communicate with the respective countries to inform them about their selection and possible participation. The selected reserve country must accept or deny this invitation and in case of rejection, the Organizing Committee will proceed to inform the next country on the qualification list until the maximum quota of 66 slots is completely covered. All Artistic Swimming events will take place in accordance with FINA rules and this regulation. All events will be finals and will have separate medal ceremonies (this modifies FINA Rule SS19). Routines will have the duration established on FINA Regulation SS14. The music must be submitted in 3 CD copies in MP3 format, duly identified, individually, with the competitor s name, country, event, total music length, and speed at which it must be reproduced. Each country is responsible for submitting the music in the required format and quantity, in accordance with FINA Rule SS 15. Judges panels will be conformed following FINA rules SS16 and SS17.

TECHNICAL MEETING The Technical Meeting will take place on Friday, July 27th, 2018 at Puerta de Oro Center in Barranquilla. Up to two representatives of each NOC may attend this Technical Meeting. 36 The invitation card for the Technical Meeting will be available for the Heads of Team at the Sports Information Center of the Central American and Caribbean Village, upon their arrival. The Technical Delegate and the Organizing Committee s Competition Manager for Artistic Swimming will preside the meeting, which shall take place in Spanish with simultaneous translation to English. The corresponding credentials will be submitted during the Technical Meeting and also the draws for the events routines will be made during this meeting in accordance with FINA Rule SS13. Technical Meetings will be held before or after the events if necessary. These meetings will be convened by the International Delegate or by any member of the CCCAN Artistic Swimming Technical Commission (CTAS) and the attendance of each NOC s Delegate is required. The Colombian Swimming Federation will propose to CCCAN a list of officials, including administrative personnel and other technical personnel. 2. CCCAN will request all participating countries, by means of a circular, to send a list with the proposed judges and officials who intend to be considered to participate in these Games. All judges proposed by the Federation must have at least a level G on FINA S list of judges for Artistic swimming and must have passed FINA school of judges. 3. All NOCs proposals made through their National Federations must be submitted to CCCAN at the latest 3 months before the Games, with copy to the Games Organizing Committee. 4. The CCCAN will appoint the judges and officials who will be in charge of the events from the received lists. If necessary, the CCCAN may invite neutral international judges to complete the minimum of 18 FINA international judges.

5. CCCAN will invite a FINA Observer and a Neutral Referee (who may serve as Judges Evaluator), in accordance with the Organizing Committee. 6. The appointed international judges will receive accommodation, meals and local transportation from the Organizing Committee. JURY OF APPEALS AND PROTESTS A FINA Representative and the CCCAN Executive Committee will constitute the Jury of Appeals. All Protests must be submitted to the Referee. The Jury of Appeals will receive and resolve all protests submitted in accordance with FINA Rule GR9.3 DRAW FOR STARTING ORDER The draw for the starting order will be made during the congress celebration in accordance with FINA Rules SS8.4 and SS 13.4 38 TRAINING The training program and Schedule will be established once the entries by name are received and the arrivals of delegations to Barranquilla are confirmed. Trainings will take place at the Competition venue and other assigned places. Venues may be used only at the time assigned by the Organizing Committee. The country rotation system will be used inside the training facilities to guarantee equal conditions for all countries. ENTRIES Only NOCs recognized by CACSO, whose National Federations are affiliated to the International Federation, the Pan-American Confederation or the corresponding Regional Sport Organization may entry athletes to the XXIII Central American and Caribbean Games Barranquilla 2018. Those Associated Members recognized by the Pan-American Confederation of this sport and by CACSO may also be allowed to participate. ENTRY BY NUMBER The Entry by Number forms (indicating the number of participants on each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest before midnight (Barranquilla, Colombia s time) of April 20th, 2018 according to CACSO s Regulation, Chapter VIII.

ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018, it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia s time) on Wednesday, June 20th, 2018 according to CACSO s Regulation, Chapter VIII. Each NOC shall send the Entry by Number and Entry by Name forms in the official forms provided by the Organizing Committee, and they shall be sent six months before the Games. If you have any doubt or for clarification purposes, the Organizing Committee has this e-mail address at your disposal: inscripciones@barranquilla2018.com MINIMUM PARTICIPATION In order for an event to be considered official, five (5) representations of equal number of National Olympic Committees shall participate. In case, after the celebration of the Technical Meeting, one or several representations are unable to participate due to force majeure (confirmed by CACSO), the event will be held with the minimum of four (4) representations of equal number of National Olympic Committees. 39 GENERAL RULES The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 shall be held in accordance with CACSO Statute and the Rules of the corresponding International Federation in force during the Games. Cases not provided in the regulations mentioned above shall be resolved as follows: a. Cases of general nature shall be resolved in accordance with CACSO Statute and with the Rules of the Central American and Caribbean Games. b. Cases of technical nature shall be resolved in accordance with the procedures of the Pan-American Confederation or the Continental Organism. UNIFORMS AND SPORT EQUIPMENT The Rules of the Central American and Caribbean Games and of the corresponding International Federation shall be followed, and also the Rule 51 of COI, according to the regulations established for the NOCs with respect to Use of Registered Trade Marks of the Manufacturers.

TRAINING FACILITIES Access shall be allowed only to accredited team members. Public shall not be allowed to enter. The equipment shall follow the requirements of the corresponding International Federation. PARTICIPATION Only the NOCs recognized by CACSO, with National Swimming Federations that are members of the International Swimming Federation (FINA, International Swimming Federation) and of the CCCAN can enter athletes to the Swimming competition of the XXIII Central American and Caribbean Games, Barranquilla 2018. If recognized by the CCCAN, Associated members recognized by CACSO may also be allowed to participate.
